PURPOSE: At the March 23, 2017, School Board Planning Meeting, the Board requested several attendance zone options be drafted for their review. This report contains three options (identified as Option 1, 2, and 3).

BACKGROUND INFORMATION: The data below shows the building capacity, April 2017 enrollment, demographic, and portable classroom information for each of the schools in the study area.

The table below shows the potential for residential development in each middle school and high school attendance zone as of July 2017. The number of home sites available is based on approved site plans and subdivision plans. It is anticipated that site work will begin on these home sites within the next three to five years.

SCHOOL BOARD REQUESTED “OPTION 1”: Reassign a portion of Hickory Middle School to Hugo Owens Middle School.

Reassign a portion of Hugo Owens Middle School to Deep Creek Middle School. General Description: From Hickory Middle School to Hugo Owens Middle School: Reassign the portion of the Grassfield Elementary School zone currently feeding Hickory Middle School to Hugo Owens Middle School. Specifically, the area is south of Rt. 17 Dominion Boulevard South, extending west to the Dismal Swamp Canal Trail, and extending south to the North Carolina – Virginia state line. The eastern boundary extends to, and includes, Shillelagh Road and the 3848-4045 addresses of Bunch Walnuts Road southward to the state line. The 2709-3842 address section of Bunch Walnuts Road is not included. This area includes, but is not limited to, the following communities:

Bareback Estates, Equestrian Estates, West Road Estates, The Estates at Grassfield Meadows, Dominion Meadows, Shillelagh Estates, Jubilee Acres, Shillelagh Farms, Foxwood North, Gertie, Grainfields Trace, Glencoe Crossing, Wild Horse Ridge, Curling Acres, Cornland, and West Landing Estates

From Hugo Owens Middle School to Deep Creek Middle School: Reassign the portion of the attendance zone bounded to the north by a portion of Galberry Road (odd range 2801-3199), extending west to the Great Dismal Swamp National Wildlife Refuge (including Cookes Mill Road), to the south by the Great Dismal Swamp National Wildlife Refuge, and by George Washington Highway North and the Dismal Swamp Canal to the east. This area includes, but is not limited to, the following communities:

Mill Stone West, Old Mill Landing, Hillside Landing, Martindale, Kentucky Forest, Sherman Oaks, Millers Run, Westonia, Sherborne Manor at Olde Mill Run (formerly Brooks Run), Olde Mill Run, Elmwood Landing, Elmwood Landing West, Mill Creek Apartments, Mill Creek, Culpepper Landing, and Cottage Trails at Culpepper Landing.

Capacity and Enrollment: Table 1 (below) shows the current capacity, the April 2017 and proposed enrollments, percent of capacity, and percent minority for each school. Based on Option 1, Deep Creek Middle School would increase from 474 to 722 students, Hickory Middle School would decrease from 1636 to 1494 students, and Hugo Owens Middle School would decrease from 1154 to 1048 students.

“PROS & CONS” Summary for Option 1: A “Pros & Cons” list for attendance zone Option 1 is presented below. This is not a complete list but represents major considerations/factors:

PROS • Utilizes existing capacity at Deep Creek Middle School • Allows for future enrollment growth at Hugo Owens Middle School • Reduces Hickory Middle School enrollment to future building capacity (with the

completion of the addition in 2019-20.) • Grassfield Elementary School will feed into one middle school instead of two middle

schools • Reduces transportation time for some of the areas immediately south of Rt. 17 Dominion

Boulevard South

CONS

• Deep Creek Central Elementary School will feed into two middle schools instead of one • Creates less efficient use of school bus transportation and will likely require additional

buses and drivers for some areas • Increases transportation time for some areas in the southern portion of the proposed

SCHOOL BOARD REQUESTED “OPTION 2”: Reassign portions of Hickory Middle School and Hickory High School to

Great Bridge Middle School and Great Bridge High School. General Description: From Hickory Middle/Hickory High Schools to Great Bridge Middle/Great Bridge High Schools: Reassign the portion of the attendance zone from Berkshire Forest, Bella Manor, and Viridian Reserve at Hickory communities on the west, eastward to Cooper’s Ditch and Hillwell Road, and south to include the Battlewood Meadows community. This area includes, but is not limited to, the following communities: Glasser Landing, Kensington Chase, Savanna Heights, Hillwell Manor, Madison Garden Estates, Sweetbay Plantation, Windlesham Plantation, Alexis Forest, White Egret Cove, Sharon Estates, Julie Acres, Battlewood Meadows, Berkshire Forest, Bella Manor, and Viridian Reserve at Hickory

Capacity and Enrollment: Table 2 (below) shows the current capacity, the April 2017 and proposed enrollments, percent of capacity, and percent minority for each school. At the middle school level, Option 2 would increase enrollment at Great Bridge Middle School from 1395 to 1537 students and decrease enrollment at Hickory Middle School enrollment from 1636 to 1494 students.

At the high school level, Option 2 would increase enrollment at Great Bridge High School from 1352 students to 1490 students and decrease enrollment at Hickory High School from 1688 students to 1550 students.

“PROS & CONS” Summary for Option 2: A “Pros & Cons” list for attendance zone Option 2 is presented below. This is not a complete list but represents major considerations/factors:

PROS • Reduces enrollment at Hickory Middle School to future building capacity (with

completion of the addition in 2019-20) • Increases enrollment at Great Bridge High School • Neighborhoods are in closer proximity to Great Bridge Middle and Great Bridge High

schools and should result in reduced transportation time

CONS • Increases overcrowding at Great Bridge Middle School • Creates somewhat less efficient use of school bus transportation and will likely require

additional buses and drivers.

SCHOOL BOARD REQUESTED “OPTION 3”: Reassign a portion of Grassfield High School to Great Bridge High School.

General Description: From Grassfield High School to Great Bridge High School: Reassign the portion of the attendance zone bounded to the north by the Southern Branch of the Elizabeth River, to the south by Cedar Road, to the east by Bells Mill Creek, and to the west by Rt. 17 Dominion Boulevard South. This area includes, but is not limited to, the following communities:

Island Estates, Inland Colony, Falls Creek, Country Club Meadows, Country Club Meadows South, Sherwood Forest, Lochaven Estates, Ash Hill Estates, Watsons Glen, Hastings Place, Watermill Cove at Watsons Glen, Breezewood Landing, Cedarwood South, Cedarwood, Bells Mill Estates, Harbor Landing, Seabrooke Landing, Edward and Evelyn Estates, Cedarwood Condominiums, and Cedarwood II Condominiums.
