1. PREFACE:

The Punjab Educational Endowment Fund (PEEF) is an initiative of the Government of Punjab under the leadership of Chief Minister, Mr. Muhammad Shahbaz Sharif. To make it more efficient, transparent and autonomous in its functioning, it is registered under section 42 of the Companies Ordinance, 1984. PEEF is established with the objective of providing scholarships to talented and needy students for pursuing quality education with equal opportunities.

This endowment fund was initially established with seed money of Rs. 2 billion, which has now been raised to Rs. 6 billion. The Govt. of the Punjab has pledged to raise the endowment fund to Rs. 10 billion in the next 2-3 years. Only investment proceeds out of this fund are utilized for the award of scholarships.

This scheme under guidance of the Chief Minister, Mr. Muhammad Shahbaz Sharif is providing opportunities to the talented but needy students to fulfill their dreams and aspirations and at the same time become partner in the development and welfare of country. PEEF so far has awarded more than 17500 scholarships.

2. SCHOLARSHIP CATEGORIES:

The Punjab Educational Endowment Fund (PEEF) scholarships have been classified into two major categories:

Outreach Scholarships (80% of the total number) Special Quota Scholarships (20% of the total number)

Special Quota Scholarships are awarded to meritorious and deserving students who fall in one / all of the following categories:

i. Orphan Children ii. Children of government servants in BPS 1 – 4 iii. Children belonging to minority religion iv. Special Children

3. SCHOLARSHIP LEVELS:

PEEF scholarships are awarded for studies in the following four (4) major educational levels. The level wise allocation of scholarship is given below:

i. Secondary 20% ii. Intermediate 30% iii. Graduation 30% iv. Masters’ 20%

3.a Scholarship Quotas: - Scholarship Quotas have been allocated for the students of PBTE, other provinces,

AJK, FATA, Gilgit Baltistan and Islamabad Capital Territory. - In addition to scholarship quotas, PEEF has also earmarked scholarship for students of

Punjab studying in the top ranking institutions of Pakistan (Centre of Excellence). - PEEF also provides Foreign Scholarships for Master Level Studies to meritorious

and deserving students from Punjab to pursue higher studies in top ranking universities of the world.

4. SCHOLARSHIP ALLOCATION: 4.a Type of Institutions:

PEEF scholarships have been allocated for both Public & Private sector educational institutions.

- Public Sector/Government Educational Institutions 90% - Private Affiliated Institutions 10%

4.b. Geographic Allocation:

The Punjab Educational Endowment Fund endeavors to bring best educational opportunities to the less privileged and talented youth of Punjab, and bring them at par with the most fortunate ones. In this perspective, all the districts of Punjab have been divided into two major categories; Developed Districts (DDs) and Less Developed Districts (LDDs).This ranking of the districts into DD & LDD is determined by Planning & Development (P&D) Department, Punjab.

The district category wise allocation of scholarships is given below:

By virtue of this categorization, less developed districts of Punjab are awarded more scholarships than developed districts.

4.c. Allocation of Scholarships for the Year 2011-2012

The allocation of scholarships for the year 2011 – 12 is given below:

5. SCHOLARSHIP STIPEND RATES: Following scholarship stipend rates are admissible for the scholarships awarded during the year 2011-12.

o PEEF scholars including scholars of PBTE/Other Provinces/Areas, enrolled under the category of “BOARDERS” in Nine (9) Divisional Headquarters of Punjab (Annex – B) and Sialkot are entitled to 10% additional boarding allowance.

o PEEF Master level scholars are not entitled for 10% additional boarding allowance.

o Scholarship stipend rates of Centre of Excellence (COE) scholars have been determined separately.

6. THE APPROACH:

PEEF has adopted a “Pro active Approach” for award of Outreach Scholarships to the talented and deserving students. No advertisements are released to seek applications for scholarships; rather PEEF itself obtains data of meritorious students from Punjab Examination Commission (PEC), all Board of Intermediate and Secondary Educations (BISEs) of Punjab and Federal Board of

Intermediate and Secondary Education (FBISE) and contact the eligible and meritorious students who have attained top positions in their respective tehsils.

6.a. Policy Guidelines:

Following POLICY GUIDELINES have been adopted while finalizing the scholarships of Outreach, Special Quota & for students of private affiliated schools and colleges;

‐ For ALL LEVELS AND CATEGORIES THE PRIORITY IS TO MAINTAIN GENDER RATIO (50% for each gender) in the following order of priority:

‐ If scholarships allocated to one gender/stream/group are not awarded due to non availability of eligible students. The same number will be adjusted in the next priority group/stream but to the same gender in the following order of priority:

Tehsil District Division Province

‐ If after making the scholarship adjustments at all levels there are still unawarded scholarships; these will be awarded to the eligible candidates of other gender.

‐ If the allocated number of scholarships (all levels and categories) of a tehsil, stream, or gender is in fractions, (3.2, 2.8, 4.5 etc.), the number will be rounded off to next (higher) digit from 0.5 to onwards; e.g. against 2.5 scholarships, 3 students will be awarded scholarships. All scholarship adjustments will be made accordingly.

‐ If only “1” scholarship is allocated to a certain stream/group, the scholarship will be awarded to the student with highest marks; either male or female.

‐ Special quota scholarships will be awarded gender & category wise. ‐ If any shortlisted student is also eligible for SQS, he / she would be considered eligible for both

types of scholarships; giving first preference to the Outreach scholarship and then to SQS. ‐ Scholarships for the students of private affiliated institutions will be awarded educational group

& gender wise. ‐ Students having star (*) on result card are not eligible for PEEF scholarship. ‐ All the meritorious students having same marks will be be awarded PEEF scholarships.

‐ Scholarship will be awarded to those students whose parent’s (father, mother, and / or guardian) declared income from all sources is as per PEEF income criteria. The applicants will be required to provide “Credible Evidence” of their income; e.g. Income Affidavit, pay slip etc.

‐ Govt. Employees of grade 1-4 either serving or retired are exempted from the income limit if salary/pension is their only source of income. However, if the total income exceeds with the addition of “income from other source”; PEEF income criteria will be admissible.

6.b. Scholarship Policy for Existing PEEF Scholars:

‐ All the existing PEEF scholars passing out through autonomous / private institutions

(affiliated / non-affiliated) are eligible for short listing for next level of scholarships, if they fulfill: Merit requirements of the respective tehsil, group and gender; Monthly Family Income criteria

7. SECONDARY LEVEL SCHOLARSHIP ELIGIBILITY CRITERIA:

Category of Scholarships Outreach, Special Quota, Private Affiliated Institutions

The students must have:

I. Passed Punjab Examination Commission’s (PEC) held Grade VIII examination in 2011 (annual)

a. Passed PEC examination from a Government School or Private Registered School, or Schools Affiliated with Punjab Education Foundation (PEF), OR

b. Passed grade VIII examination conducted by the Directorate of Special Education, Punjab (for special quota scholarships only) - Only students of those private registered schools are eligible for PEEF

scholarships whose scheduled monthly tuition fee during the academic year 2010-11 was Rs. 350/- or less

II. Secured at least 60% marks in the above mentioned examination III. Secured admission in a regular educational institution as a full time student in the current

academic year (2011-12) IV. Declared monthly income of parents/guardian (from all sources) is Rs. 15,000/- or less V. For Special Quota Scholarships, the student must fall in one/all of the S.Q categories VI. Not availing any other educational scholarship during the respective academic year

8. SCHOLARSHIP AWARD PROCESS:

Level Secondary Category of Scholarships Outreach, Private Affiliated Institutions

The data obtained from Punjab Examination Commission (PEC) is sorted out on the basis

of PEEF scholarship policy - The data is sorted institution, Tehsil, District, and Gender wise to shortlist the

eligible meritorious students - For private affiliated institutions scholarships, the data is sorted District and Gender

wise. To determine the eligibility of private registered schools; their schedule of monthly tuition

fee is collected through the office of Executive District Officer (Education) Intimation letters & scholarship application forms are sent to the shortlisted students (top

merit holders in each Tehsil) through the institutions last attended by the students The short listed students fill in and return the scholarship application form to PEEF All the received scholarship application forms are recorded and scrutinized for further

processing The meritorious and deserving students are selected and Tehsil wise merit/award lists are

prepared for the award of scholarships. The selected students are intimated about their PEEF scholarship through confirmation

letters. Scholarships are awarded through the respective educational institutions where PEEF

scholars are currently enrolled Lists of awards are shared with District & Divisional Education Offices and also uploaded

on PEEF website (www.peef.org.pk)

Level Secondary Category of Scholarships Special Quota (SQ)

Intimation letters, scholarship application forms and poster are sent to the EDO(E) ,District

Focal Committee (DFC) & participating institutions Nominations for Secondary level scholarships are received through the office of Executive

District Officer (EDO) Education and District Focal Committee (DFC) The applications received are scrutinized and eligible students are shortlisted against

scholarships allocated for each category

In case there is shortfall in nominations of special children for PEEF scholarships, Directorate of Special Education Punjab is asked to nominate the meritorious students for SQ scholarships

All the received forms are scrutinized and verified Final category wise lists are prepared for the award of scholarships Scholarships are awarded through the respective educational institutions where PEEF

scholars are currently enrolled Lists of selected students are shared with District & Divisional Education Offices and also

uploaded on PEEF website (www.peef.org.pk)

NOTE: The duration of the scholarships is according to the Degree / course in which the student is enrolled at the time of award of scholarship; provided the scholar maintains the academic performance as set and recommended by the educational institution and abides by the rules and regulation of the educational institution and as per PEEF scholarship policy.

9. INTERMEDIATE & GRADUATION LEVEL SCHOLARSHIP ELIGIBILITY CRITERIA: Category of Scholarships Outreach, Special Quota, Private Affiliated Institutions

The students must have:

I. Passed Matriculation or Intermediate Examination held by Board of Intermediate and Secondary Education (BISE) Punjab or Federal Board of Intermediate & Secondary Education (FBISE), Islamabad in 2011 (annual)

II. Passed these examination from: a. Government School / College, OR b. Private Registered Affiliated School / College

- Only students of those private affiliated institutions are eligible for PEEF scholarships whose scheduled monthly tuition fee during the academic year 2010-11 was Rs. 350/- for Matric

- Only students of those private affiliated institutions are eligible for PEEF scholarships whose scheduled monthly tuition fee during the academic year 2010-11 was Rs. 1,000/- for Intermediate

c. Schools Affiliated with Punjab Education Foundation (PEF), OR d. Federal Govt. Schools / Colleges situated within the geographic boundaries of

Punjab, OR

e. As a Private Candidate f. Autonomous institutions (List attached as Annex-C)

III. Secured at least 60% marks in the above mentioned examination IV. Secured admission in a regular educational institution as a full time student in the

News paper advertisement is released for identification of meritorious students for

Intermediate & Graduation level scholarships The applications received are scrutinized and eligible students are shortlisted against

scholarships allocated for each category & gender Intimation letters & scholarship application forms are sent to the eligible students Eligible students fill and return the scholarship application forms to PEEF All the received forms are scrutinized and verified Category & gender wise merit lists are prepared for the award of scholarships Scholarships are awarded through the respective educational institutions where PEEF

scholars are currently enrolled Lists of selected students are shared with District & Divisional Education Offices and also

uploaded on PEEF website (www.peef.org.pk)

NOTE: The duration of the scholarships is according to the Degree / course in which the student is enrolled at the time of award of scholarship; provided the scholar maintains the academic performance as set and recommended by the educational institution and abides by the rules and regulation of the educational institution and as per PEEF scholarship policy.

11. MASTER’S LEVEL SCHOLARSHIP: 11.a. SCHOLARSHIP ALLOCATION:

20% scholarships have been allocated for regular; full time student enrolled in the Public Sector Universities (list of participating universities attached as (Annex-D).

- 70% of the scholarships are allocated for science subjects - 30% of the scholarships are allocated for arts subjects

11.b. ELIGIBILITY CRITERIA:

The Master’s Level scholarships are awarded to pursue Master Level degree from the public sector universities / degree awarding institutions of Punjab. In order to qualify to apply for the scholarship, the student must have:

Punjab domicile Secured at least 60% marks or a minimum CGPA 2.5 in BA/ B.Sc./ B.COM/ BS/

BBA etc. examination held in 2011 (annual) in Punjab

Students who have already secured MA / MSc. / MS / M.Phil degree are not eligible for PEEF Master Level Scholarship

Passed the examination as from: - Government Institution, or - Private Affiliated Institution or - As Private Candidate

Secured admission as a full time student in the current academic year (2011-12) in a Public Sector University / Degree Awarding Institution of Punjab

Declared monthly income of parents/guardian (from all sources) is Rs.15,000/- or less

Not availing any other educational scholarship during the respective academic year

12. SCHOLARSHIP AWARD PROCESS:

Level Master’s Category of Scholarships All

PEEF has allocated scholarship quota to all Public Sector Universities of the Punjab. The respective university advertises PEEF scholarship and invites applications from the

eligible and deserving students. The university / higher education institution constitutes a Scholarship Award Committee

that scrutinizes all the applications as per PEEF eligibility criteria. Scholarship Award Committee assess the financial need of students at the time of interview

for PEEF scholarships The VC office / Scholarship Award Committee forward the list of shortlisted students to

PEEF PEEF finalize the award lists based on the information provided by the participating

university / higher education institution. Scholarship stipends are released to the universities / higher education institutions on bi

annual basis which are disbursed to the PEEF scholars.

NOTE: The duration of the scholarships is according to the Degree / course in which the student is enrolled at the time of award of scholarship; provided the scholar maintains the academic performance as set and recommended by the educational institution and abides by the rules and regulation of the educational institution and as per PEEF scholarship policy.

13. MASTER’S LEVEL FOREIGN SCHOLARSHIP:

These scholarships are awarded to the brilliant and needy students to pursue higher education in the top ranking universities of the world. PEEF endeavors to provide financial assistance to scholarship holders till the completion of their degree / course they are enrolled in.

PEEF Foreign Scholarship Program is available for the brilliant and needy students to pursue higher education in the following subject areas:

Physical Sciences Earth, Atmosphere & Marine Sciences Engineering Technology & Mathematics Information Technology

Following is the eligibility criteria for PEEF Foreign Scholarships:

I. Valid Admission Offer for Master Level Studies in the top ranking universities of the world for the 2011 intake

II. Admission in preferred subjects area III. At least 60% marks throughout the academic career IV. The applicant must have Punjab domicile V. Declared monthly income of parents/guardian (from all sources) should not be more

than Rs.25000/- VI. Maximum age of the applicant at the time of application should not be more than 26

years VII. Bachelors degree from HEC recognized university VIII. Students should not have availed any Foreign Scholarship in the past

14. SCHOLARSHIP AWARD PROCESS:

Level Master’s Level Foreign Scholarship

Foreign scholarships are advertised in the national dailies. The advertisement and application form are also uploaded on PEEF website

(www.peef.org.pk) and are also made available from PEEF office. Students fulfilling the eligibility criteria apply for the scholarships on the prescribed

application forms

All the received applications are evaluated as per eligibility index and weightage / scores are assigned

The applicants securing top weightage are shortlisted and interviewed. The interviews are conducted by the PEEF Foreign Scholarship Committee (FSC) Successful candidates are informed about their scholarship awards PEEF Master Level Foreign scholarships covers the following costs;

a) Tuition fee b) Boarding & Lodging Allowance c) Air fare

NOTE: These are fully funded scholarships and are provided for the duration of the degree program up to the maximum of two year, subject to the maintenance of satisfactory academic performance. The performance reports are submitted through and by the concerned universities as per PEEF scholarship policy.

15. SCHOLARSHIPS ELIGIBILITY CRITERIA FOR PBTE STUDENTS

Category of Scholarships Outreach, Special Quota

PEEF has allocated a quota of 288 scholarships for the students of PBTE. This quota includes both outreach and special quota scholarships. Quota is allocated irrespective of gender of students. In order to be eligible for PEEF scholarships, a student must have:

I. Passed Matric –Tech., Commercial and Technical PBTE examination in first annual 2011

II. Secured at least 60% marks in the above mentioned examination III. Secured admission in a regular educational institution as a full time student in the

current academic year (2011-12) IV. Monthly income of parents/guardian (from all sources) of Rs. 15,000/- or less V. For Special Quota Scholarships, the student must fall in one/all of the S.Q categories VI. Not availing any other educational scholarship during the respective academic year

17. SCHOLARSHIPS ELIGIBILITY CRITERIA FOR OTHER PROVINCES, AJK, FATA, ICT &

GILGIT BALTISTAN

Category of Scholarships Outreach, Special Quota

PEEF has allocated scholarships quotas to other provinces and AJK, FATA, Gilgit Baltistan and Islamabad Capital Territory (ICT). This scholarship quota includes both Outreach and Special Quota Scholarships.

These scholarships are awarded for Intermediate and Graduation level education only; 60% scholarships are allocated for Intermediate level education and 40% are

earmarked for Graduation level education In order to be eligible for PEEF scholarships; a student must have:

i. The provincial / territory / entity domicile ii. Passed Matriculation or Intermediate Examination held by the respective Board of

Intermediate and Secondary Education (BISE) in 2011 (annual) iii. Passed these examination from Government School / College iv. Secured at least 60% marks in the above mentioned examination v. Secured admission in a regular educational institution as a full time student in the

current academic year (2011-12) vi. Monthly income of parents/guardian (from all sources) of Rs. 15,000/- or less vii. Not availing any other educational scholarship during the respective academic year

19.A Level Secondary, Intermediate, Graduation

i. Scholarship stipend is disbursed on bi-annual basis through the office of Head of Institution

where the scholar is currently enrolled. ii. Next installment of scholarship stipend is released when the institution affirms that scholar

has been paid the stipend and dispatches “Scholarship Acknowledgment Sheet” to PEEF. iii. A student can avail only one scholarship in an academic year and if he/she opts to avail

PEEF scholarship then he/she will have to surrender the other scholarship.

i. PEEF disburse the scholarship stipend on bi-annual basis through Financial Aid Office/

Students Resource Centre of the respective university. ii. Next installment of scholarship stipend is released when the institution affirms that scholar

has been paid the stipend and dispatches “Scholarship Acknowledgment Sheet” to PEEF.

iii. The Financial Aid Office functions as “liaison office” between PEEF & concerned departments of university for disbursement of scholarship stipend and submission of acknowledgment sheets

i. PEEF Master Level Foreign scholarships covers the following costs; a) Tuition fee b) Boarding & Lodging Allowance c) Air fare

ii. PEEF deposits the tuition fee directly into the university’s official account as per semester wise/year wise invoices issued by the universities

20. ISSUES & POLICY FOR DISBURSEMENT OF SCHOLARSHIPS Issue 20.1:

What is the policy for scholarship holders if they inform PEEF that they have changed the Institution during the scholarship period?

Policy: Scholarship for such students is sustained provided that they have not changed the academic session. In this case, the scholar is asked to submit the following documents;

a. NOC from the Previous Institution b. Admission/Confirmation letter from the current institution mentioning the

year of admission in degree course and duration of current course c. Filled scholarship application attested by the current institution

Issue 20.2: What is the policy in case the institution returns the scholarship cheque stating that the student has left the institution?

Policy: PEEF will contact the student to know his / her current status, and if the student is enrolled in another regular full time institution, PEEF will ask the scholar to provide the documents as para policy 1.1 and will continue his/her scholarship. However, if the scholar has changed the academic session then the scholarship will be cancelled.

Issue 20.3:

What if a student has changed his / her degree course from professional degree to the non-professional and vice versa and the institution is also changed within the first academic year of selection for PEEF scholarship?

Policy: The amount of stipend and duration of scholarship will be adjusted accordingly, and student will be asked to provide:

a. NOC of the Previous Institution b. Admission/Confirmation letter from the Current Institution mentioning the

degree course he / she is enrolled in and the duration of the degree / course Issue 20.4:

What is the policy for change of status from Day Scholar to Boarder and vice versa? Policy:

PEEF will change the category of the scholar and will pay them revised stipend from the effective month subject to provision of duly attested certificate by the hostel warden / superintendent.

NOTE: The students of other provinces/CoEs & Master level Scholarships will forward their applications through respective Focal Office /institutions / universities.

Issue 20.5: What is the policy if the Head of Institution recommends for the cancellation of the scholarship due to any one or multiple reasons given below:

a. Poor Academic Performance b. Low attendance c. Not appeared in the exams / promotion tests d. Poor discipline e. A gap in examination (1 year or so) f. Any other reason provided by the Head of Institution (HOI)

Policy: i. In such case, PEEF will seek a detail report from the head of institution and will act

accordingly. ii. If the subject scholar approaches PEEF and requests for review of the decision,

PEEF will ask the Head of Institution for review and will act accordingly. However, if the student does not appeal for review, the decision of the HOI will be considered “final”.

iii. If the scholar is not satisfied with the Institution’s decision, the case will be referred to Grievance Redressal Board (GRB) of PEEF whose decision will final and binding to all stakeholders.

Issue 20.6: What is the policy of transfer of scholarship stipend for institutions who do not have official bank account?

Policy: PEEF will send the scholarship stipend directly to student / parent / guardian accounts through institution while asking the scholars to submit a certificate of their academic, attendance and general conduct performance during the period; duly attested by the Principal / Head of Institution.

Issue 20.7: What is the scholarship policy for students who are enrolled in degree / courses where govt. provides monthly financial assistance / incentives?

Policy: Fee wavier / fee concession / incentive provided to students are not considered as scholarship and in such cases PEEF will pay the scholarship stipend to such selected students as per determined scholarship stipend rates.

Issue 20.8: What is the policy for scholars who has received one or two installments and has left the institution or freeze the semester due to any reason (e.g. long illness, death of his/her parents etc) and rejoins the institution to continue his/her studies?

Policy: a. If the scholar has rejoined the same institution, PEEF will seek a detail report Head

of Institution. This report will elaborate the events / instances resulting in discontinuation of studies. PEEF will consider the report by HOI as “Final” and will follow the recommendations.

b. In case the student has rejoined any other institution after a lapse of academic year, PEEF will cancel his/her scholarship.

c. If the applicant scholar is not satisfied with the decision; the case will be referred to Grievance Redressal Board (GRB) of PEEF whose decision will final and binding to all stakeholders.

Issue 20.9: What is the PEEF scholarship policy if any of the selected scholar has; a. Changed the degree course in the same institution b. Changed the degree course and also academic session in the same institution c. Changed the degree course and gets admission in the new institution with new

academic session d. Is readmitted with same degree course

Policy:

a. If the selected scholar has changed the degree course in the same institution & the academic session also remains the same; PEEF will continue the scholarship and scholarship stipend will be adjusted as per his/her new degree course.

b. If the selected scholar has changed the degree course in the same institution and has started studies with new academic session then PEEF will cancel the scholarship.

c. If the selected scholar has changed the degree course in the new institution and has started studies with new academic session then PEEF will cancel the scholarship.

d. In this case the student will be considered as “repeater” and PEEF will cancel his/her scholarship.

ii. If there is still a short fall in any category after making the adjustment as per (i), the remaining scholarships will be awarded to same category of other gender, in order of priority: ‐ District ‐ Division ‐ Province

iii. If there is still a short fall in any category after making the adjustment as per (ii), the remaining scholarships will be awarded to the same gender and other categories (giving equal representation to all the categories, if possible) in order of priority ‐ District ‐ Division ‐ Province

iv. If there is still a short fall of eligible applicants, the scholarships of a certain level (SECONDARY, INTERMEDIATE, GRADUATION) may be awarded to eligible meritorious students of other levels giving equal representation to other levels if possible.

girls iv. The adjustment, if needed, regarding award of scholarships to Intermediate and

Graduation level education and category (Outreach & Special Quota Scholarships) and gender wise will be made by the respective offices.

v. PEEF will consider all such lists of selected students “FINAL” that have been forwarded by the respective offices for award of PEEF scholarships.

22. REDRESSAL OF GRIEVANCE (PUNJAB)

The Applicants: ‐ Students ‐ Parents ‐ Institutions ‐ Other offices (Govt. offices, Education Department, etc.)

Issue: ‐ Scholarship award ‐ Cancellation of scholarships due to false / wrong information ‐ Determination of merit and selection of institution ‐ Any other reason related to allocation / award of PEEF scholarships

The Punjab Educational Endowment Fund (PEEF) has established a “Three (3) Tier” Grievance Redressal System, giving the applicants a fair and transparent grievance redressal mechanism for complaints regarding award of PEEF scholarships.

22.a SCHOLARSHIP MANAGEMENT SECTION (SMS):

The first tier to evaluate the application is the SMS Head (Senior Manager Scholarship). All the applications (in writing or through electronic mail – emails) or by representation will be reviewed at this level on the basis of data provided by BISEs and tehsil wise merit lists prepared for award of scholarships. Time line: All complaints will be addressed within 30 days from date of receipt. TORs / Objectives: To review:

‐ Applications for award of scholarships ‐ Cases for cancellation of scholarships ‐ Applications for transfer of scholarship from one institution to the other ‐ Application for revision of scholarship stipend on the bases of change in degree /

‐ Any other issue related to scholarship The SMS Head will take action based on the information provided by the BISE / PEC and the applicant as per prevailing scholarship policy. Anonymous complaints shall not be reviewed.

22.b INTERNAL REVIEW COMMITTEE (IRC): If the complainant is not satisfied with the reply of the Head of Scholarship Management Section, he / she can request for a review of such decision. An IRC comprising of the following members shall review the decisions of the Head of SMS. The application for review will be addressed to IRC/CEO/PEEF. The Internal Review Committee comprises of;

1. Chief Executive Officer (CEO) 2. Chief Financial Officer (CFO) 3. Senior Manager Scholarships

The IRC, headed by CEO, will review all the applications on merit and make the final decision regarding the matter. All the applications received will be reviewed within 30 days of receipt. (Anonymous complaints shall not be reviewed)

22.c GRIEVANCE REDRESSAL BOARD (GRB): If the complainant is even not satisfied with the decision of IRC, he / she may request for a final review to the Grievance Redressal Board. The GRB comprising of a retired Judge of High Court, a non-official member of the Board of Director (nominated by the vice chairman) and departmental representative (DR) will review the decisions of Internal Review Committee regarding the cases submitted by the students, their parents, educational institutions and line departments. All the applications received will be reviewed within one month of receipt. (Anonymous complaints shall not be reviewed)

of education of the province / territory / entity. These nominations are finalized as per guidelines provided by the PEEF.

iii. In case there is grievance regarding PEEF scholarships, all such applications will be forwarded to the provincial offices / DG Federal Directorate of Education & PBTE focal person. PEEF, if approached by the provinces / territory / entity, will assist the respective focal person in defining the scholarship policy and disbursement processes.

iv. The decisions of the respective provincial offices / DG Federal Directorate of Education & PBTE will be considered FINAL.

v. In case a student or other stake holder submits an application for review of the decision, PEEF will forward the same for comments to the respective provincial (focal) office. On receipt of comments, the application will be forwarded to IRC/CEO/PEEF. The Internal Review Committee comprises of;

Chief Executive Officer (CEO) Chief Financial Officer (CFO) Senior Manager Scholarships

The IRC, headed by CEO, will review all the applications on merit and make the final decision regarding the matter.

All the applications received will be reviewed within 30 days of receipt.
