Country united on temple construction: Shahnawaz Hussain JAIPUR: BJP national spokesper- son Shahnawaz Hussain said here on Friday that the entire country is united in supporting the construction of a Ram Temple in Ayodhya. The former Union Min- ister said two big issues -- the re- moval of Article 370 from Kashmir and the case of the Ayodhya Tem- ple -- that were going on since in- dependence have been resolved after the Modi government came to power at the Centre. PAGE 3 AGENCY MUMBAI/NEW DELHI, NOV 22 There is consensus in the Shiv Sena-NCP-Congress alliance that Sena chief Uddhav Thackeray should lead the new government in Maharashtra, NCP president Sharad Pawar said here on Friday. Pawar's announcement capped a day of hectic meetings between the Congress, NCP and their pre-poll allies and a com- bined meeting of the three parties later in the day. Emerging from the marathon meeting of top leaders of the Congress, the NCP and the Sena, who are making efforts to form government in Maharashtra, Pawar said there was a consensus on Thackeray's leadership. Discussions on other issues are in progress, Pawar said after the meeting, held at the Nehru Centre in Worli. "The issue of leadership is not pending. There is consensus on Uddhav Thackeray leading the new government," Pawar said. Asked if Uddhav Thackeray will be the new Chief Minister, Pawar shot back, "don't you un- derstand Hindi? The new govern- ment will be led by Uddhav Thackeray." Coming out of the meeting, Uddhav Thackeray told reporters that the talks were satisfactory. "We will end the discussions soon and come before media," he added. Results of the October 21 Assembly polls were declared on October 24 and President's rule was imposed in the state on No- vember 12 after no party or com- bine staked claim to form the new government. The state was plunged into a political crisis after the Sena broke its three-decade-long ties with the BJP after the latter de- clined to share the chief minister's post. The BJP and Sena, which fought the Assembly polls in al- liance, had secured a comfortable majority by winning 105 and 56 seats, respectively, in the 288- member Assembly. The Congress and the NCP, pre-poll allies, won 44 and 54 seats, respectively. Meanwhile, Shiv Sena MP Sanjay Raut said his party won't side with the BJP even if offered Lord Indra's throne. Talking to reporters, Raut re- iterated that his party will get the Maharashtra CM's post when the three-party alliance with Con- gress and NCP assumes power. "The time for offers has end- ed," Raut said, when asked about reports that the BJP had agreed to share the CM's post with the Sena. "People of Maharashtra want Uddhav Thackeray to be- come the CM," he said. Uddhav Thackeray on Friday met his party's legislators and told them that the process to form a Sena-led dispensation in the state was in the final stages. Thackeray instructed the Sena MLAs to stay together in Mumbai as they may be required any time, a party MLA said. Earlier on Friday, the Congress and NCP said their smaller allies have backed the idea of forming a government in Maharashtra with the Shiv Sena to keep its estranged ally BJP out of power in the state. Uddhav to lead coalition govt in Maha: Pawar Hectic meetings going on to decide Speaker Petition filed in SC against post-poll alliance NEW DELHI: A petition was filed in the Supreme Court by Surendra In- drabahadur Singh, a resident of Maharashtra, against the post-poll alliance between the Shiv Sena, Nationalist Congress Party (NCP) and Congress from forming the government in Maharashtra. The petition is likely to come up for hearing next week in the Supreme Court. The petition claimed that the voters had given a clear mandate to BJP- Sena alliance, and it cannot change now. It sought a direction from the Supreme Court to restrain the Gov- ernor of Maharashtra from inviting Congress, Shiv Sena and NCP to form a Government in the state. The petition further claimed that if a Government is formed it will be against the mandate of the people and the Supreme Court should de- clare the formation of Government as unconstitutional, void ab initio and therefore liable to be dis- missed. AGENCY PANCHKULA, NOV 22 Haryana Urdu Akademi or- ganized a special seminar on 'Contribution of' Non-Mus- lim Journalists 'in Urdu Journalism' of India. The function was presided over by prominent writer and sen- ior IPS Officer KP Singh and Additional Chief Secretary Dhanpat Singh was chief guest on the event. On this occasion, Ziaur Rahman Siddiqui, Senior Professor, Aligarh Muslim University, presented an in- teresting research paper ti- tled 'Contribution of Non Muslim Journalists of Haryana' and about the role of non-Muslim journalists in Urdu journalism. He told that the first Urdu newspa- per called 'Jame Jahan Numa' was run by Munshi Sadasukh Lal, who had a relationship with United Punjab. This newspaper was published in 1822. Bharatendu Harishchandra was a journalist who pub- lished newspapers in both Urdu and Hindi languages. Bharatendu Harishchandra was the first person who first started publishing Urdu newspaper in Devana- gari script. On this occa- sion, he told that during the partition of the country, 22 Urdu newspapers used to come out of the land of Haryana, whose editors were all Hindus. While speking on the oc- casion, Dhanpat SinghIn lauded the role of Akademi for promoting Urdu. Ten senior journalists who were honored on the occasion by the Akademi including NS Parwana, Kedar Nath Kedar,. Mukesh Rajput, Rakesh Gupta, Mahesh Par- mar, Shashi Arora, Mrinal, Chandra Shekhar, Surendra Sagwan and Pradeep Sharma. Hry Urdu Akademi holds seminar on media, 10 journalists honoured AGENCY NEW DELHI, NOV 22 The Supreme Court Friday asked the Centre to respond to a plea challeng- ing the constitutional validity of the amendments made in the law allowing private en- tities to use the Aadhaar data provided voluntarily by customers for ID au- thentication. A bench, comprising Chief Justice S A Bobde and Justice B R Gavai, took note of the plea filed by S G Vombatkere, who alleged that the 2019 amendments into the Aadhaar Act was vi- olative of the earlier apex court judg- ments. Earlier, a 5-judge Constitution bench, while upholding the validity of Aadhaar act, had made certain ex- ceptions and said private entities cannot be allowed to use the data even for voluntary authentication of customers' details. Later, the Centre amended the law allowing voluntary use of Aad- haar as proof of identity to open bank accounts and get mobile phone con- nection. The apex court issued notice on the fresh PIL and tagged it with a separate pending case for hearing. The Aadhaar and Other Laws (Amendment) Bill, 2019 was passed in Rajya Sabha in July by a voice vote, although many Opposition parties had opposed it citing var- ious reasons, including apprehensions data theft. The amendment bill, which also provides for a stiff Rs 1 crore penalty and a jail term for private entities for violating pro- visions on Aadhaar data, was earlier passed by Lok Sabha on July 4. It was introduced on June 24 to replace an ordinance issued in March 2019. The amendments provide for use of Aadhaar number for KYC authen- tication on voluntary basis under the Telegraph Act, 1885, and the Preven- tion of Money Laundering Act, 2002. It also gives option to children to exit from the biometric ID pro- gramme on attaining 18 years of age, while stipulating stiff penalties for violation of norms set for the use of Aadhaar and violation of privacy. Gita Mahotsav to kick start from Sunday BUREAU CHANDIGARH, NOV 22 The International Gita Mahotsav, will start on 23 Novem- ber 2019 in Kurukshetra, Haryana. The Festival will con- tinue till December 10, 2019. During the festival many pro- grams including arts, crafts, culture, heritage and spiritual- ity will be organized. Giving more information in this regard, a spokesperson said that that joint performances of national and interna- tional artists and craftsmen will be seen in this craft fair which will be held on the banks of Brahma Sarovar at Ku- rukshetra. He informed that on December 3, Sampuran Gita Paath and Gita Yajna Inauguration of Exhibition and State Pavilion Inauguration of International Gita Seminar will be done. The spokesman said that on the same day Maha Aarti, Bhajan Sandhya Inauguration of Water Laser Show, Inau- guration of Cultural Programmes Cultural Performance by Partner State- Uttarakhand and Performance by renowned Punjabi singer Gurdas Maan will also be organized. He said that on December 4, International Gita Semi- nar, Cultural Programme by Artists of North Zone Cultur- al Centre, Water Laser Show, Maha Aarti and Bhajan Sand- hya and Krishna Leela by renowned film actress Ameesha Patel will be organized. AGENCY NEW DELHI, NOV 22 India and China will jointly release commemorative stamps and noble metal coins to mark the 70th anniver- sary of the establishment of diplomat- ic ties as agreed to during last month's informal summit meeting between Prime Minister Narendra Modi and President Xi Jinping. The two sides will also hold 70 celebratory activities to demonstrate the historic connection between the two ancient civilizations of India and China as well as their growing bilater- al relationship over the years. They will further deepen people-to-people exchanges between the two countries at all levels, including between their respective legislatures, businesses, ac- ademics, cultural and youth organisa- tions as well as the defence forces, a statement said. The two countries will also en- gage in cooperative projects in study- ing ancient maritime links between In- dia and China through the establish- ment of sister-state relations between Tamil Nadu and Fujian Province, it said. They will also explore the possi- bility of establishing an academy to study links between the Indian state and the Chinese Province, conduct re- search on maritime links between In- dia and China in view of our extensive contacts over the centuries and hold a conference on a ship voyage that will trace the historic connect between the two civilizations. These activities will be organised between 2020-2021, the MEA said. The Chinese side will hold a China- India Trade and Investment Coopera- tion Forum in India as well as the 2nd China-India Drug Regulation Meet- ing. The Indian side will also organise a special event on pharmaceuticals in China as part of the activities. NEW DELHI, NOV 22 Himachal Pradesh has bagged best per- forming state awards in big states cate- gory in health and education sectors in the India Today State of the States Awards Survey. These awards were presented to Chief Minister Jai Ram Thakur in the India Today State of the States Conclave- 2019 by Union Infor- mation and Broadcasting Minister Prakash Javdekar at New Delhi on Fri- day. Education Minister Suresh Bhard- waj was also present on the occasion. Pawar's announcementcapped a day of hectic meetingsbetween the Congress, NCP andtheir pre-poll allies and a com-bined meeting of the three partieslater in the day.

The two sides will also hold 70celebratory activities to demonstratethe historic connection between thetwo ancient civilizations of India and

China as well as their growing bilater-al relationship over the years. Theywill further deepen people-to-peopleexchanges between the two countriesat all levels, including between their

respective legislatures, businesses, ac-ademics, cultural and youth organisa-tions as well as the defence forces, astatement said.

The two countries will also en-gage in cooperative projects in study-ing ancient maritime links between In-dia and China through the establish-ment of sister-state relations betweenTamil Nadu and Fujian Province, itsaid.

They will also explore the possi-bility of establishing an academy tostudy links between the Indian stateand the Chinese Province, conduct re-

search on maritime links between In-dia and China in view of our extensivecontacts over the centuries and hold aconference on a ship voyage that willtrace the historic connect between thetwo civilizations.

These activities will be organisedbetween 2020-2021, the MEA said.The Chinese side will hold a China-India Trade and Investment Coopera-tion Forum in India as well as the 2ndChina-India Drug Regulation Meet-ing. The remarks of Union home minister Amit Shah on the sub-ject of the proposed National Register of Citizens (NRC)made in the Rajya Sabha on Wednesday, which seemed to

flow directly from the demand made by Assam minister andprominent state leader Himanta Biswa Sarma just before thehome minister’s statement, betray a lack of foresight at the toplevels of the government and the BJP leadership on the ex-tremely sensitive issue of the meaning of Indian citizenship. Theissues involved in the discussion so far also throw up conceptu-al wrongheadedness about mixing up citizenship with religion.The clearly visible communal slant in the approach of the pow-ers-that-be can be seen from the fact that Mr Sarma, who is thecoordinator for the BJP for all of the northeast, has rejected thedraft NRC for Assam got ready by August 31 at the behest of theSupreme Court. The draft document identifies 19 lakh people inAssam as foreigners.

The Assam BJP leader’s rejection of the NRC draft is on ac-count of the fact that the document questions the citizenship sta-tus of a large number of Hindus too, and not just Muslims ofBangladesh background, who were the BJP’s intended target.Evidently, putting the citizenship status of the majority Hinducommunity under the scanner can place the BJP’s plan to en-trench itself in the important border state of Assam and theNortheast at grave risk.

Mr Sarma announced his rejection at a press conference onWednesday where he also called for compiling an NRC for thewhole country, and doing the Assam NRC all over again along-side that for rest of India, without regard for the fact that the pres-ent NRC draft was got ready under a Supreme Court deadline atthe cost of great human suffering. Shortly after Mr Sarma’s newsconference, the Union home minister echoed the Assam leader’sthoughts during Question Hour in the Rajya Sabha, making itamply clear that Assam is leading the Centre by the nose on thiscritical matter which can have the effect of creating a social up-heaval in the country. While Mr Shah, as the home minister, hasnow formally announced a NRC for the whole country on thefloor of Parliament — after indicating this for the past couple ofmonths at election rallies and from other public forums — it iscurious that in the Lok Sabha in December last year, in reply toa question, the Union home ministry had categorically stated,“The exercise to update NRC 1951 is being conducted under thespecial provisions in respect of State of Assam under the Citi-zenship Act, 1955 and the Citizenship Rules, 2003. At presentthere is no proposal to extend the National Register of Citizensto states other than Assam.” The sea change in the government’sthinking since December 2018 on the subject of NRC is glaring.It bears a close resemblance to the decision of the Delhi Sultanateruler Muhammand bin Tughlaq’s decision to move his capitalfrom Delhi to Daulatabad in the Deccan and then back to Delhiright after the massive move had been accomplished.

The PPP govern-ment had called for the cre-ation of the ParliamentaryCommittee on ConstitutionalReforms in its 12th month inpower, and almost exactly oneyear later, in April 2010, it

signed the 18th Amendmentinto law. The most far-reach-ing reconstitution of the struc-ture of the federation wasachieved and one year later theNFC award followed this upby devolving the material re-sources of the state according-ly.

To this day the legacy ofthat act is being debated.Whatever one’s opinion of itmight be, it is no longer possi-ble to deny its enormous sig-nificance. Likewise, within itsfirst year the PML-N govern-ment set the ball rolling on theChina-Pakistan EconomicCorridor (CPEC), sealing thedeal eventually in an MoUsigned between Nawaz Sharifand Xi Jinping in Beijing inNovember 2014, 17 monthsafter the formation of the gov-ernment. The bidding for Pak-istan’s first LNG terminal be-gan six months after the for-mation of the PML-N govern-ment, and the first contractwas awarded by April 2014,

less than 12 months after thegovernment’s formation.

Again, whatever onemight want to say about themove, the fact that a decade-long struggle to initiate LNGimports finally achieved abreakthrough in the first yearof the PML-N governmentcannot be ignored.

So today, a full 15 monthsinto its term, what are the sig-nature achievements of thegovernment of Imran Khan?What ball has it kicked intomotion that can reasonably beexpected — at a point monthsdown the road — to yield aslarge of an impact as the 18thAmendment did, or as CPECand the initiation of LNG im-ports did? What signaturelegacy is Khan now workingon building for himself? Theanswers to these questions areobvious. The only achieve-ments the government is cur-rently touting is narrowing thecurrent account deficit. Andeven there it cannot be said

that what they have achievedis something extraordinary.Here, for example, is what theIMF said about the current ac-count deficit back in July2009, about eight months afteraccession to the programme in2008. “Despite lower exports,the current account deficit isestimated to have declined by$5 billion (three percentagepoints of GDP) in 2008/09.”

Now for those not wellversed in the numbers, this isin fact a larger contraction ofthe current account deficitthan what the present govern-ment is touting. I mention thisnot to set up a “whose contrac-tion was larger’ type of debate,much as the PTI champs lovethat sort of thing. I bring it upsimply to point out that one ofthe core grievances of thisgovernment and its leadershipwhen asked about theirachievements to date is tomention that they inherited‘the worst crisis ever”. It was-n’t. Expressed as a percentageof GDP, the current account

deficit in 2008 was much larg-er. But who’s really addingthose numbers up anywaythese days? This is govern-ment by retweet only.

There is something deeplybroken in the government andits leadership today, and betterthan pursuing vengeance, Im-ran Khan should focus his en-ergies where they are badlyneeded.

For one, the PTI govern-ment suffers from high levelsof factionalism, far higher thanwhat any other governmenthas seen.

Khan’s idea of leadershipis to deliver inspirational lec-tures, but he buckles easily inthe face of opposition frompowerful vested interests.Look at how the GIDC contro-versy played out. Look at howthey reacted when the FBRbureaucracy rose up againstthe ‘reform’plan sought by thePM himself. Look at the end-less extensions being grantedto the traders in the documen-tation drive.

The mandir-masjid dis-pute was a clear case of poli-tics exploiting faith. In otherwords it was for Hindutva“the bird that lays the goldenegg”. The Sangh Parivar, itwould follow, would like tokeep the “bird” alive until itslarger purpose had beenserved. The Ayodhya verdictis only a brick in the largerarchitecture. Leaders whomMuslims would listen to wereduty bound to explain the“politics” of it to the commu-nity. They did not. Religiousleaders and lawyers tookover.

A great deal of fore-thought and strategy hadgone into building up theRam Janmabhoomi move-ment. “Shila pujan” or the“consecration of bricks” forthe Ram temple was brilliantmarketing, never mind if itgenerated anti-Muslim hateall along the route from eventhe most far flung villages all

Trust the myopic re-ligious leaders to have misledthe community so compre-hensively. Nothing hasharmed the Muslim causemore than continuous harp-ing on Shah Bano, SalmanRushdie and Babri Masjid.

When will you ever be-stow your boon on me?” Theone seeking a boon fromRam is, a pious Muslim, Ab-dul Rahim Khan e-Khana(1556-1627), one of MughalEmperor Akbar’s most pow-erful courtiers and a contem-porary of Tulsidas, author ofthe Ramayana.

Orwould you rather keep fight-ing for a mosque which cannever be built and, in theprocess, lose all else?

Ayodhya: Seek compromise, don’t stoke firesA great deal offorethought andstrategy had gone intobuilding up the RamJanmabhoomimovement. “Shilapujan” or the“consecration of bricks”for the Ram temple wasbrilliant marketing,never mind if itgenerated anti-Muslimhate all along the routefrom even the most farflung villages all theway to Ayodhya.

To this day the legacy of that act is beingdebated. Whatever one’s opinion of it mightbe, it is no longer possible to deny itsenormous significance. Likewise, within itsfirst year the PML-N government set the ballrolling on the China-Pakistan EconomicCorridor (CPEC), sealing the deal eventually inan MoU signed between Nawaz Sharif and XiJinping in Beijing in November 2014, 17months after the formation of thegovernment.

Two girls stuck inHPTDC lift, rescuedSHIMLA: Two girl students of a localconvent school of this capital townwere stuck in the Himachal PradeshTourism Development Corporation's liftfor nearly half an hour while returninghome from the school on Thursday.The lift elevator developed snag whenthe students, identified as Yashvi andIkara, took the lift around 1600hrs.They pressed the Alarm button butnone responded to rescue them.Students tried to sought emergencyassistance by calling 100 number butit did not respond. DC asks EROs toexpedite work ofreplacing 16.15 lakhEPIC cards in districtPRITPAL SINGH JALANDHAR: The DeputyCommissioner Jalandhar VarinderKumar Sharma today said that thedistrict administration has started theprocess of replacing the old ElectoralPhoto Identity Card (EPIC) of theeligible voters with new one. Chairing ameeting with all the ElectoralRegistration Officers (EROs) here atthe District Administrative Complex, theDeputy Commissioner said that therewere 16,15,171 EPIC in the districtadding that instead of 16 digit old EPICthe new smart card would have 10 digitalpha numeric code. He said that thevoters could apply for the new EPICdirectly through ERONET or throughthe concerned Booth Level Officer(BLO). Mr Sharma asked the officers toensure that the work was expedited soas to benefit the voters. Transport deptt gears up tocurb plying of illegal buses

The Transport Departmentwould soon launch a specialdrive to check plying ofillegal buses in the state bythe private bus operatorswhich in turn adverselyaffecting the revenuecollection targets of thePublic Transport. It wasdisclosed by Razia Sulatan,Transport Minister whilepresiding over a high levelmeeting held at PunjabBhawan, Chandigarh withall the Regional TransportAuthorities, GeneralManager of all the depotsof PRTC, PUNBUS &Punjab Roadways to reviewits working. Disclosing thisofficial spokesperson of theTransport Department saidthat the Minister instructedall the RTAs and GMs to

meet all the targets ofrevenue generation inspecified timeline. Theywere asked to increasesurveillance through flyingsquad teams on all theroutes to identify illegalplying of buses by privatebus operator. 2,000 intoxicant tabletsseized, one arrested

The district police have seized 2,000 intoxicanttablets from a person in the area, falling under SadarPolice Station, Sangrur. The police also took his mo-torcycle in its custody. A case under Sections 22, 29,61, 85 of ND&PS Act has been registered againsttwo persons, Bakhshish Singh, resident of Laddi vil-lage, and Gurlal Singh, resident of Kalodi village.

According to information on a tip off the policeseized 2,000 intoxicant tablets from BakhshishSingh and also took his motorcycle in its custody.During preliminary investigation, Bakhshish Singhtold the police that he sold these tablets by bringingthe same from one Gurlal Singh, resident of Kalodivillage. However, Gurlal Singh is yet to be arrestedby the police.
