Peaceful Greetings!This State of Barangay Report is very important for very barangay. This contains the performance of every Barangay along the five (5) performance areas namely: Governance; Administration; Social Services; Economic Development and Environmental Management.

This report will determine the total performance of a Barangay, what are their strengths and weaknesses. This shall serve as a basis for planning and implementing activities, programs or projects for the benefits of the populace as a whole.In addition, We, the Barangay Officials of Barangay Bagani Tocgo are very thankful to our DILG Officer, Engr.Andres Vendiola Jr., for the untiring support and guidance. Likewise to all my Barangaymate, Thank you for the support and trust you in hand to me as your servance and as the leader for the development of the Barangay.May the Good Lord Bless Us!

Based from the rating of the 5 Performance areas, the Barangays total performance rating is 3.65 which indicates a High but not excellent performance. Area need for an improvement is only Economic Development which garnered a rating of 1.84 only equivalent to a low performance. On the other hand, the Barangay need to sustained the area of Administration which has a rating of 4.05, Social Services has 4.14 and Governance has 4.11, considering that they are equivalent to a high but not excellent performance, and also Environmental Management which has a rating of 4.67, equivalent to an Excellent performance, for the continuous development of the Barangay On GovernanceIt has a 3 service areas namely: Local Legislation which has a rating of 4.24, Transparency has 4.43 and Citizen Participation has 3.67 and with this, this performance area has garnered a rating of 4.11 which indicates a High but not excellent performance.On Administration

It has a 6 service areas such as: Development Planning which has a rating of 3.2, Revenue Generation has 3.4 rating, Revenue Allocation and Utilization has 3.86 rating, Fiscal Accountability has a rating of 5, Facilities and Customer Services has a rating of 4.31 and lastly, HR Management and Development which has a rating of 3.4, Overall, this performance area has a rating of 3.86 equivalent to a high but not excellent performance.On Social Services

It has 4 service areas namely: Health & Nutrition gained a rating of 3.26, Education and Culture has 3.67 rating, Women and Children has a rating of 4.56 and Public Safety and DRRM has 3.63, where in this performance area gained a rating of 3.78 which denotes also a high but not excellent performance.

On Economic Development

There are only 2 service areas namely: Agriculture and Fisheries Development which obatained a rating of 2.67 and Entrepreneurship, Business & Industry Promotion has a rating of 1 only. Based from this, this performance area gained only a rating of 1.84 which indicates a low performance.

On Environmental Management

Likewise, it has also 2 service areas namely: Natural Resource Management garnered a rating of 4.34 and the Waste Management & Pollution Control has a rating of 5. With this, this performance area garnered a rating of 4.67 which shows an Excellent performance.On Financial PerformanceThe Calendar Year Budget of the Barangay amounted to 803,760.60 has appropriated/expended for the following: Personal Services (55%) is 414,000.00, Development Fund (20%) is 160752.12, Sangguniang Kabataan (10%) is 80,376.06, Calamity Fund (5%) is 40,188.03 where in, only the 70% has been used amounting to 28,131.621 and Senior Citizens Fund (1%) is 8,037.60,. III. REPORT FINDINGS ON PERFORMANCE AREAGOVERNANCEAll local government units including the barangay need to undergo self-assessment to measure their performance in terms of delivery of services. This includes the Administrative System and Procedures the Sanggunian uses in running the affairs of the barangay. It contains indicators that measure the Barangays performance which include the assessment on the functionality of barangay equipment or facilities. There are three (3) sub areas which include Local Legislation, Transparency and Citizens Participation.

In this area, the following are the data gathered:

FACILITATING FACTORS: The Barangay has its Internal Rules of Procedures and updated by the Sangguniang Barangay last January 10,2013. The Sangguniang Barangay conducted regular sessions twice a month, within a years and has passed 11 Resolutions and Enacted General Ordinances. With regards to Transparency, the Sangguniang Barangay has Submitted Annual Report not later than March 31 of the following year, Reported Semestral Accomplishments during Barangay Assembly Day, Posted itemized Monthly Collections & Disbursement in Conspicuous Places, Posted Annual Summary os Income & Expenditures in Conspicuous Places,Posted Barangay Plans and Programs and List of Implemented Projects in the Barangay Hall and Posted Barangay Ordinances & Resolutions in Conspicuous Places .They also conducted 2 Barangay Assemblies and has Organized Community Service Volunteers And lastly, the Barangay Based Institutions was tapped by CSO/PO Representatives as member and implemented programs,projects with them.

HINDERING FACTORS:

The Sangguniang Barangay did not approved Annual Budget within the Budget Calendar Year. The designated Session Hall of the Barangay has no complete furnitures and equipment because of the absence of Gavel. They also not submitted an Annual Report not later than March 31, of the following year and the Sangguniang Kabataan does not conducted Katipunan ng Kabataan (KK) Assembly every Quarter. And lastly, they did not Established Suggestion/Feedback mechanism.ADMINISTRATIONBarangay administration is one of the crucial and essential functions of the barangay. This includes 6 indicators: Development Planning; Human Resourse and Development; Customer Services; Financial Accountability; Revenue Generation and Resource Allocation and Utilization.The administered data capture form of BGPMS revealed the following:F0ACILITATING FACTORS: The Barangay Development Council, has prepared Barangay Development Plan and also created its Executive Committee. The Sangguniang Barangay has formulated a Current Year Annual Investment Plan.Also Prepared Barangay Development Plan integrating the Senior Citizens, Differently-Abled Persons and Children The Registry of Barangay Inhabitants was updated. Also, there is a Presence of Tax Ordinance Code, they conducted a fund raisning activity which the proceed was for the development of the Barangay, and developed Financial Management System. The Barangay has appropriated/expended fund for 55% Personal Services amounting to 414,000.00, for the 20% DF was 160,752.12 soley for development projecst, for 5% Calamity Fund was 40,188.03, for the 1% Senior Citizens Fund was 8,037.60 and for the 10% SK Fund was 80,376.06. The Barangay Treasurer has also done her task/responsibility assisted by the Sangguniang Barangay, such as, Prepared Certified Statement of Actual Income & Expenditures, Prepared Annual Inventory of Barangay Assets using NGAS, Prepared & Submitted Barangay Financail Report using NGAS and Prepared & Submitted Barangay Disbursement Report.There were also a Presence of Barangay Bids and Awards Committee. The Barangay has its Barangay Hall which it is owned by the Barangay and also the lot, it has also an Organizational Structure, Barangay map and a Barangay Seal. Some of the Properties of the Barangay are no longer serviceable and no longer found as years passed by. Some of the serviceable equipment available in the Barangay are Mobile Phone, Computer, Typewriter. They were also issuing a Barangay Clearance and Barangay Certification and formulated manual of Operations/citizens charter ,a presence of Barangay Public Information Desk as well. Mandatory appointive positions filled up within the Barangay are namely: Barangay Treasurer, Barangay Secretary, Lupon Members, Tanod, Utility Workers, BNS and BHWs. The SB Members, Barangay Tanod, BNS and BHWs has attended Training and other related activities, inorder to be more knowledgeable for the development of the Barangay. HINDERING FACTORS: With regards to the BDC, they are not conducting meetings because some of the members are not aware of it. The Barangay does not developed program for gender & development simply because of no budget allotted for them.They did not also adopted measures/plans to prevent and control the proliferation of squatters and mendicants in the barangay. The Socio-Economic Profile of the barangay does not yet updated because of the maniana habit of the Barangay Secretary. The Barangay does not also generated income from Barangay Economic Enterprise and no presence of Barangay Revenue Code. There were no appropriated/expended fund for Gender & Development and BCPC. The Philippine Flag and Picture of imcumbent President are absent/has not been displayed. The Barangay has no Telephone, Hand-held radio, Internet, Photocopier, Fax Machine, Patrol Car/Service Vehicle/Ambulance and Generator. The Barangay Secretary and Barangay Treasurer does not provided Local CSC the copies of their appointments for the reason that they are not aware of it. The Punong Barangay, Barangay Secretary and Treasurer, Lupon Tagapamayapa ,SK and BHRAO does not undergone Training for the year.

SOCIAL SERVICES

The Barangay, although the smallest political unit, plays a very important role in the delivery of basic services to its constituents as provided for in the Local Government Code. There are three services under this performance area that determines if the barangays program, project and activities are in harmony with the LGC. The 4 service areas are Health and Nutrition, Education and Culture,Women and Children and Peace, Security and Disaster Risk Management.According to the indicators contained in the data capture form of the BGPMS, the following are the gathered data:FACILITATING FACTORS:

The Barangay has organized Health & Nutrition Program Implementation namely: Barangay Nutrition Council, Barangay Physical Fitness & Sports Development Council, Barangay Health Workers & Barangay Health Emergency Response Team. It has also a well Maintained Health Station/Center, Botika ng Barangay, Public Comfort Room/Toilet & Barangay Potable Water Supply System. With the joint effort of the Barangay and the City, some of the Health & Nutrition Programs they implemented are Family Planning or Responsible Parenthood, Breastfeeding Program, Birth Registration, Immunization, Operation Timbang, Micro-Nutrient Supple & Food Supplementation. It has also a Prevention and Disease Control especially on dengue,tuberculosis and Anti-rabies.The Barangay also has its program for Sports Development headed by the Sangguniang Kabataan and for the Senior Citizen and promotion of healthy life style. With regards to Education and Culture, the Barangay implemented Education/Information Program like the Barangay Day Care Program and Access to Alternative Learning System. They also installed Education/Information Facilities namely: Day Care Center, & Gabay sa Mamamayan Aksyon Center. They conducted Education /Informative Activities like Cultural Activities such as Festivals/Fiestas.It has also an EO organizing the BCPC and also formulated and implemented policies,plans and budget. They also implemented R.A 9262,AVAWC Act of 2004.With regards to Public Safety and Disaster Risk Reduction Management, BPOC has been organized through resolution and implemented and formulated Barangay Public safety plan. And with also the BDRRMC, it has been organized through a resolution and executive order and has a presence of BDRRM plan as well.With regards to disaster equipment it has only 5, namely mobile phones, early warning device, flashlight, first aid kit and rescue vehicle. The BADAC has also formulated and implemented policies to counter drug abuse.The Katarungang Pambarangay Law of the Barangay has constituted Lupong Tagapamayapa and acted on disputes filed. The Barangay Tanod conducted regular ronda or foot patrol and has 20 members and lastly, the Barangay has implemented street lighting/illumination project. HINDERING FACTORS:

The Barangay has no Communal Garden, but residents of the Barangay has its own gulayan at their backyards. With regards to the Health & Nutrition Programs, New Born Screening, and Mothers class has not implemented, it just because the parents/mother of the child had done it alone and no promotion of lifestyle as well. There were no information reading center.The Sangguniang Kabataan were not conducting a Linggo ng Kabataan, but they were just played Basketball every afternoon in the Barangay.With regards to the disaster equipment, the Barangay has no television, hand held radio, generator,mega phone, banca/raft, and fire extinguisher. The Barangay Council for the Protection of Children, Lupon and,BADAC are not conducting Committee/Council meetings because some of the members are not aware, only the Barangay Captain will just informed them whenever there were important matters/information. And lastly, there were no Center manned by duly elected BHRAO, if there were clients, they were just go in the house of the officer.ECONOMIC DEVELOPMENTGood economic condition in the Barangay paves the way for a better or improved standard of living of the constituents. Establishment of livelihood programs, creation of opportunities and other forms of economic activities are contributory to the economic development of the people in the barangay. The following are the data gathered pertaining to said area:FACILITATING FACTORS: With regards to Agricultural Support Services, the Barangay only have a Multi-Purpose Pavement and Maintained Farm-to-Market Roads and bridges.HINDERING FACTORS;

With regards to Agricultural Support Services, the Barangay has no Thresher and other Post-Harvest Equipment because it was already unserviceable, planting materials distribution systemis lacking and farm product collection and buying stations, simply because of no budget allotted for it. There were no Agricultural Development Program such as livestock and poultry dispersal and seedling nursery. There were no organized Barangay fisheries and aquatic resource management committee, since the Barangay is not on a coastal area. The Barangay also, has no Barangay Eco.Enterprise and Barangay Business Enterprise because it is not on the city proper and it is only a small Barangay. There were no livelihood program, but mostly member of the labor force of the Barangay are engaged to agriculture (planting of tobacco, peanut, rice, vegetables). The Barangay has no cooperatives, only private lending companies are coming inside the Barangay, and lastly, the Barangay are not participating in job fairs. ENVIRONMENTAL MANAGEMENTThe Local Government Code clearly defines the role of the LGUs in maintaining ecological balance. This performance area has 2 service areas which include Natural Resources Management and Waste Management. In this area, the following are the data gathered:FACILITATING FACTORS: The Barangay has a clean & green program and tree planting & preservation program and has a presence of Barangay Ecological/Forest Tree Park . It has also an organized Barangay Solid Wsate Management Committee and formulated & implemented BSWMC plan, implemented waste segregation & volume control, has also collected garbage regulary, there were also a MRF & maintained severage/drainage canal. And lastly, they also formulated Ordinances/Resolutions on Solid Waste Management and had been passed on December 4,2013.

HINDERING FACTORS: The Barangay does not organized Green Brigade and has no Mangrove Planting & Preservation Program, artificial reef & fish sanctuary because the Barangay is not on a coastal area.

IV . CONCLUSIONAs our Barangay Officials are doing their part to promote a better governance, we adopted a mechanism to keep track of the barangays productivity and performance through the Barangay Governance Performance Management System. It is a self assessment tool to measure the capabilities and limitations of the barangay in the delivery of essential public service to the people. Result of this report shall serve as the guiding reference in addressing peoples concern along the five (5) Perfomance Areas: Governance, Administration, Social Services, Economic Development and Environmental Management with the corresponding seventeen (17) service areas.And based from the result of the data gathered, we found out that the Strenghts of our Barangay are under the performance areas of Administration, Governance, Social Services and Environmental Management particularly on the service areas of Local Legislation, Citizens Participation Transparency, Revenue Allocation and Utilization, Fiscal Accountability, Health and Nutrition,Women and Children, Public Safety and DRRM, Natural Resource Management, Waste Management and Pollution Control. Otherwise, we also found out our Weaknessess and these are under the performance areas of Economic Development particularly on the service areas of Agriculture and Fisheries Development, Entrepreneurship, Business and Industry Promotion.VI. Executive Order No. 2014- 01CREATING THE BARANGAY GOVERNANCE PERFORMANCE

MANAGEMENT SYSTEM (BGPMS) ASSESSMENT TEAM

WHEREAS, the barangay is the basic political unit that serves as the primary planning and implementing unit of government policies, programs and projects and activities of the community, and as a forum wherein the collective views of the people may be crystallized and considered, and disputes may be amicably settled;

WHEREAS, the planning and implementation of these activities needs effective mechanism as basis for an effective and efficient governance;

WHEREAS, the Department of the Interior and Local Government is the primary agency of the government that assists local governments towards effective and efficient governance;

WHEREAS, the DILG is implementing the Barangay Governance Performance Management System (BGPMS), a program that seeks to assess the delivery of services and accomplishments of the barangay in relation to their mandated functions;

WHEREAS, Barangay Bagani Tocgo fully believes that BGPMS greatly helps in the achievement of its goals and aspirations;

NOW THEREFORE, I, DENNIS V.GAGARIN, Punong Barangay of Barangay Bagani Tocgo,Candon City, Ilocos Sur, by virtue of the powers vested in me by the Local Government Code of 1991 and other existing laws, do hereby order:Section 1. CREATION. The BGPMS Assessment Team is hereby organized to be composed of the following:

4. Assign point score using the BGPMS Scaling System;

5. Analyze the assessment result;

6. Prepare and submit State of Barangay Governance Report;

7. Conduct utilization conference.

Section 3. TECHNICAL ASSISTANCE. The team shall coordinante with the representative of the Department of the Interior and Local Government for proper technical advice.

Section 4. This Order shall take effect immediately.
