OUR BEGINNINGS• Inthelate1990s,amidtherapidlychanging

globaleconomicandbusinesslandscape,thegovernment,inconsultationandwiththesupportofbusinessleaders,calledforamorecomprehensiveorganisationandrepresentationoftheSingaporebusinesscommunity.

• WiththepassingoftheSBFActbyParliamentinJuly2001,allSingapore-registeredcompanieswithapaid-upsharecapitalof$0.5millionandabovebecamemembersoftheSingaporeBusinessFederation(SBF).LocalchambersofcommerceandindustryrepresentingtheinterestsandwelfareoflocalorforeignbusinessgroupsjoinedasConstituentMembers.

• SBFwasestablishedon1April2002andofficiallylaunchedbythethenPrimeMinisterGohChokTongon11April2002.

OUR OBJECTIVES• Toenhancetheorganisationofthebusiness

communityinSingapore.

2012wasabreakthroughyearforSBF.Ittookonamoreprominentroleinbusinessadvocacy,engagingitsmembersandthegovernmentonissuesthatimpactedSingaporebusinesses.

TheFederationinauguratedseveralkeyinitiativesduringtheyear,suchastheformationoftheSMECommitteetolookintotheconcernsandaspirationsofsmallandmedium-sizedenterprises.EightofitsrecommendationsforSingaporeBudget2012wereacceptedbythegovernment.

Manpower,productivityandrisingbusinesscostscontinuetobekeyconcernsforbusinesses.TheFederationheldnumerousconsultationswithmembersandgovernmentagenciesduringtheyearthatconcludedintheSMEConventioninOctober,whereActingMinisterforManpowerMrTanChuan-Jinengagedthebusinesscommunityinadialogueonmanpowerissues.SBFwasalsoinvitedtobeamemberoftheNationalProductivityandContinuingEducationCouncil,chairedbyDPMTharmanShanmugaratnam,togalvanisethenationalefforttoboostskillsandenterpriseproductivity.

SBFwasprivilegedtobeinvitedbytheNationalPopulationandTalentDivisioninthePrimeMinister’sOfficetoprovideaPositionPaperonPopulation,citingthebusinesscommunity’sperspectiveonworkforcematters.OurPositionPaperreiteratedtheimportanceofsustainingapoolofhighqualitymanpowertocontinuedrivingSingapore’seconomyandcompetitiveness.

Duringtheyear,theFederationorganisedandsupportedsome470eventsandactivitiesthatwereattendedbymorethan70,000participants.Itled21businessmissionsoverseas,withspecialfocusonMyanmarandAfrica.Italsoreceived117incomingbusinessandofficialdelegationskeentoexploretradeandinvestmentopportunitieswithmembers.

Aspartofits10thanniversarycelebrations,SBFputtogetheraseriesofhigh-leveleventsthroughouttheyearthatconcludedwithaGalaDinnerinrecognitionofadecadeofservicetoitsmembers.TheFederationorganisedabusinessdialoguewithEmeritusSeniorMinisterGohChokTong,andalsoarrangedforitsmemberstobeupdatedontheglobaleconomicoutlookbyexecutivesfromTemasekHoldings.

TheGESBusinessLeaders’SummitandtheRussiaSingaporeBusinessForumcontinuetoholdgreatinterestfor‘C’levelexecutives,enablingthemtoconverge,exchangeviewsandsharegrowthstrategies.

Duringtheyear,theFederationwelcomedMsFangAiLianasthenewChairmanoftheSBFBoardofTrusteesandMrLucienWongasMember.IthankMrSatPalKhattarforhisleadership,invaluableguidanceandgreatcommitmentduringthe10yearsthatheservedasMemberandChairmanoftheBoardofTrustees.

Anewcouncilwaselectedatthe10thAGMforthe2012–2014term.IwouldliketotakethisopportunitytothankMrDesmondHill,immediatePast-President,SingaporeContractorsAssociationLtdforservingontheCouncil.IwouldalsoliketowelcomeMrGrahamLee,President,AustralianChamberofCommerce(Singapore),andMrShankerIyer,ChairmanSingaporeInternationalChamberofCommerceasnewmembersoftheSBFCouncil.

DuringtheAGM,membersconsentedtotheformationoftheSBFFoundationwhichaimstohelplowerwageworkers,assistmembersincorporatesocialresponsibilityandsustainabilityefforts,andspurcorporatephilanthropy.

Inthenextphaseofitsdevelopment,SBFaimstobeastrongervoiceandvaluecreatorbridgingthebusinesscommunityandgovernmentforthelongertermgrowthofSingapore.IurgememberstogivetheirfullsupporttotheFederation’sinitiativestoservethembetter. Tony Chew Leong-Chee

SMECgotofftoanearlystartinJanuary2012withthesubmissionofitsrecommendationsforSingaporeBudget2012togovernment.ItsoughtassistanceandreliefinfourareasaffectingSMEs–costofdoingbusiness,productivityandmanpower,financing,andinternationalisationandmarketaccess.Itsrecommendationswereaggregatedfromfeedbackfromitsmemberswhorepresentmajorlocaltradeassociationsandbusinesschambers,aswellasqualifiedindividualsrepresentingSMEinterests.

SMECfoundearlytraction,witheightofits17recommendationsacceptedinBudget2012.DeputyPrimeMinisterandMinisterforFinanceTharmanShanmugaratnamcommendedtheSMECommitteeinhisbudgetspeechnotingthat“WehavereceivedusefulsuggestionsonhowwecanimprovetheProductivityandInnovationCreditschemefurther,frombusinessgroupssuchastheSingaporeBusinessFederation–SMECommittee”.

Followingthebudgetannouncement,outreachsessionswereheldwithmembersoftradeassociations,aswellasSBFmembers,drawing137and1,200participantsrespectively.Participantswerebriefedonthehighlightsofthebudgetanddialogueontheassistanceandincentiveschemesbyrepresentativesfromvariousgovernmentagencies.ThesessionsforSBFmembersalsoincludedsharingbyprivatesectorknowledgepartners.

SBF-led SME Committee (SMEC) facilitates dialogue, feedback, research and analysis on SME business issues to effect business-friendly policies in Singapore.

Duringthecourseoftheyear,SMECmetforfivemaincommitteemeetings,whilstthefoursub-committeesmeton20occasions.Theextensivedeliberationsatthesemeetings,inadditiontoconsultationsessionswithgovernmentagenciesanddialoguewithbusinessesthroughouttheyear,enabledSMECtogainamorein-depthandcomprehensiveperspectiveofSMEissues.

ThesessionswithgovernmentagencieswereusefulinhelpingSMECclarifyissuesraisedbyitssub-committees.ConsultationswereheldwithMinistryofTradeandIndustry,MinistryofManpower,IESingapore,SPRINGSingapore,JurongTownCorporation,NationalProductivityAssociation,WorkforceDevelopmentAuthority,SingaporeBusinessAdvisorsandConsultantsCouncil,andNationalProductivityandContinuingEducationCouncil.

A key outcome of the many months of dialogue with government and businesses was the submission of 33 recommendations by SMEC for the Singapore Budget 2013, covering a spectrum of business issues.

Onfoodsecurity,ABACurgedconcreteactiontoexpandglobalfoodsupply,nutritionalcapacityandfacilitatetradeinfood.Ontransportationinfrastructureandsupplychainsconnectivity,itproposedacomprehensivesetofpracticalrecommendationstoAPECleadersonharmonisationofcustomsrequirementsandmeasures,introductionofthesinglewindowconceptandstandardisedcodesformarkingandtrackinggoods.

Business Outreach on the Trans Pacific Partnership (TPP) Negotiations

AspartofitssupportfortheTransPacificPartnership,SBFandtheUSNationalCentreforAPECorganisedaseminarinMayattendedbyrepresentativesfromlocalandforeignenterprises.SpeakersincludedH.E.PeterHamilton,HighCommissionerofNewZealand,NgBeeKim,DirectorGeneral(Trade)atSingapore’sMinistryofTradeandIndustry,NickReilly,ChairmanEmeritusoftheNationalCentreforAPEC(NCAPEC),amongstothers.

TheTPP,whichaimstobeahigh-qualityFTAthatisbroaderinscope,depthandmembershipcomparedtobilateralFTAs,willgobeyondtariffreductionsintobehind-the-borderissues,providingcompanieswithamoreconduciveenvironmenttooperatein.

Duringtheseminar,SBFandtheNCAPECsignedacooperationagreementtoraiseawarenessaboutAPEC,strengthentiesbetweentheregionalbusinesscommunitiesandencouragegreatertradeandinvestmentthroughtheAPECforum.

ECONOMIC INTEGRATION TOWARDS AN ASEAN ECONOMIC COMMUNITY

InpreparingSingaporecompaniesforanintegratedASEANeconomythroughtheintroductionoftheASEANEconomicCommunity(AEC)in2015,SBFhasbeenactivelyengagingitsmembersontheASEANplatform.

Cape Verde-Singapore Business Forum, 21 September 2012

TheForumwasheldinconjunctionwiththeinauguralvisitofH.E.JoseMariaPereiraNeves,PrimeMinisterofCapeVerde,andwasattendedbysome120membersfromthebusinesscommunity.Duringtheforum,SBFsignedanMOUwiththeCapeVerdeInvestmentPromotionAgencytoincreasebusinessexchangesandpromotetradeandeconomicrelationsbetweenbothcountries.

ThisinitialengagementalsoresultedinboththeSingaporeandCapeVerdegovernmentssigningtheOpenSkiesAgreement,whichallowsunlimitedpassengerandcargoservicesbetweenbothsides.BothcountriesarealsoembarkingondiscussionstoinkaDoubleTaxDeductionandInvestmentGuaranteeAgreement(IGA).Separately,SBFsuccessfullyrequestedforavisawaiverforSingaporeansintoCapeVerde.

Held in conjunction with the visit of DPM Tharman Shanmugaratnam to Turkey and the opening of an IE Singapore Overseas Office, participants also attended the SBF-organised Turkey-Singapore Business Forum which saw the participation of over 80 Turkish businessmen.

The7theditionoftheforumwasorganisedinconjunctionwiththe3rdRussia-SingaporeInter-GovernmentalCommission(IGC)andplayedhosttoover800participantsfrom23countries.HighlightsincludedtheMinisterialDialogueSessionfeaturingtheco-chairsoftheIGC,MrTharmanShanmugaratnam,DeputyPrimeMinisterofSingapore,andMrIgorShuvalov,FirstDeputyPrimeMinisterofRussia,aswellasan‘InConversation’segmentfeaturingMrLeeKuanYew,FormerPrimeMinisterofSingapore.

ThreefeatureeventsonIndustrialParks,TechnologyandInnovation,andRealEstatefacilitatedsector-specificnetworkingopportunitiesforparticipants.31businessmatchingmeetingswereorganisedonthesidelinesofRSBF.

Mr Tony Chew, Chairman of SBF, opened the forum proceedings and hailed Russia’s recent ascension to the WTO as a positive step for increasing global trade and investment.

In conjunction with the high-level Russia-Singapore Inter-Governmental Commission, Deputy Prime Minister of Singapore Tharman Shanmugaratnam and 1st Deputy Prime Minister of Russia Igor Shuvalov took part in the first-ever Ministerial Dialogue at RSBF.

RSBF 2012 also included three feature events across Real Estate, Industrial Parks and Innovation/R&D. These sector-specific sessions presented more in-depth discussions and facilitated synergistic networking opportunities.
