COMPLETENESS REVIEW & STAFF COMMENTS

In order to accept jurisdiction and commence review of the applicant's proposal , the Planning Board must first determine that the application is complete. NH RSA 676:4, l(c)(1). The Planning & Development Department has reviewed the application in accordance with the Lebanon Site Plan Review Regulations , has made a preliminary determination that the applicant's requested waivers meet the standards of Section 7.1 ("Waiver of Regulations") of the Site Plan Review Regulations, and recommends that the Board find that the application is complete enough to accept jurisdiction and to commence review.

However, prior to making a completeness determination, staff recommends that the Board first consider the Applicant's waiver requests from the submission requirements of Article V of the Site Plan Review Regulations. If the Board denies any such waiver request, a finding that the application is incomplete would then be appropriate. As described in the attached Application for Waivers, the applicant has requested waivers from the following site plan submission requirements:

• Section 5.1.E. 7 - requiring the plans shape, size, height, and location of all existing structures, located on the site and within 200 feet of the site

• Section 5.1.E.15 - requiring the plans to show all calculations for square footage of perimeter landscaping

• Section 5.1.E.16 - requiring that the plan depict all existing and proposed surface and subsurface storm drainage facilities with 200 feet of the site

Staff has identified additional requirements of the Site Plan Review Regulations from which the applicant requires a waiver, and has asked the applicant to provide a written request for each:

• Section 5.1.E.5 - requiring a current survey of the property certified by a land surveyor licensed in New Hampshire

• Section 5.1.E.9 - requiring the plans to the use of abutting properties and the location of driveways within 200 feet

If the Board deems the application complete, the public hearing will be held at the next regular meeting of the Planning Board to be held on May 11, 2020.

In support of the Site Plan Review Application, the following provides a summary for the proposed multi­family project.

Summary

The Applicant, Saxon Partners, is proposing to construct a new multi-family complex with associated parking, utility improvements, landscaping, and pedestrian/vehicular access (the Project). As currently proposed, the Project is comprised of a four-story building consisting of 250 residential units and common area amenities constructed over a parking garage and additional surface spaces in front.

The site encompasses 75 acres with the Project focused on approximately 6 acres. The site is currently occupied by a single-family house, which will be demolished. The Project design respects a trail system on the southern portion of the site and a wildlife corridor running east to west along the northern portion of the site. The Project design also minimizes impacts to the wetlands located on the site, as described in further detail below.

Please refer to the attached Site Plans for an overview of the Project.

Layout

The site presented several physical characteristics that drove the location and layout of the Project, including topography, wetlands, and the wildlife corridor. The design intent was to site the building within the existing topography while respecting the wetlands and avoiding the wildlife corridor. Site circulation consists of a primary access located in the general vicinity of the existing driveway, which leads to two parking fields and the garage entrances. A secondary gated emergency access has also been provided to the north of the entrance. At the center of the building is the amenities space for the residents, with short-term visitor parking spaces in front. This location was selected due to its proximity and transportation connections to the Dartmouth Hitchcock Medical Center and the businesses and

amenities of Centerra. Pedestrians can traverse the site to Mt. Support Road for access to the public transportation system and the bike lane. The residents will also have access to the existing trail system located on the southern and western portions of the site.

Transportation

Access to the Site will be provided via a main entrance at the center of the development. A secondary gated emergency access has been provided to the north of the entrance. Sufficient parking has been provided throughout the site through a combination of covered and surface parking. The layout has been designed to accommodate circulation of emergency vehicles. As previously mentioned, there is a dedicated bike lane on Mt. Support Road, as such the applicant will provide sufficient bike storage facilities on site. The residents will also have access to the public transportation system with stops along Mt. Support Road: A Traffic Impact and Access Study has been completed and is included with the Site Plan Application.

Wetlands

As there are existing wetlands on site, which VHB has field delineated, the project falls within the Wetlands Conservation District. Based on the wetland inventory, as depicted oli the Lebanon Wetland Overlay District Map, none of the wetlands on the site are listed as High or Very High Value wetland inventory, and therefore there are no associated buffers _shown . .

All wetlands have been considered in the layout of the project with the intent of minimizing wetland

impacts. Any impacts will be subject to the NH DES Wetlands Permit review and approval.

Stormwater Management

The Project will provide a stormwater management system to comply with the City of Lebanon and New Hampshire Department of Environmental Services (NH DES) regulations. To provide adequate water quality and water quantity control, improvements to the stormwater management will include new catch basins and a pipe network infrastructure that will direct the stormwater to a series of subsurface detention/filter systems to achieve water quality and quantity control. A comprehensive Stormwater Management Report has been completed and is included with this Site Plan Application.

Utilities

Access to utilities will be obtained by connecting to the existing utility infrastructure located within Mt. Support Road.

Water

The project will tie into the 12" water main located within Mt. Support Road. An existing fire hydrant is located a long the frontage of the site in close proximity to the main site access. Hydrant flow testing has been performed to confirm adequate pressure is available.

Sewer

The applicant applied for sewer allocation on January 1, 2020. Based on preliminary conversations with the City Engineers, it is anticipated that the project will receive the allocation requested. There is an existing sewer manhole within Mt. Support Road in which a connection will be made.

Other Utilities

Electrical service is anticipated to be provided by a new connection to the existing line in Mt. Support Road. Telephone/CATV/Data will also be connected via Mt. Support Road.

Landscape

Landscaping will include a mix of native and acclimated/hardy deciduous and evergreen trees, shrubs, perennials groundcover and Spring bulbs. The proposed plant palette will provide year-round interest througli seasonal changing of foliage, blooms, bark color and texture, winter berries and a variety of evergreen species. Plant material will be used to frame and enhance views as well as .screen at grade emergency generators from public and patient _viewing. The overall design intent is'for the landscape to blend in with the existing campus character.

A detailed Site Plan submittal package is included with the Site Plan Application.

Construction Schedule

Construction is anticipated to start in the spring of 2021 and take approximately 24-months to complete. The start of construction will include the installation of erosion control measure and site preparation work. Final site work and landscaping improvements will be completed, and final building occupancy is anticipated, for 2023.

NOTE: Site plan drawings shall include the information described below pursuant to Article V of the Lebanon Site Plan Review Regulations. Plans shall be submitted on sheets no larger than 24" x 36". Plan sets with multiple sheets shall include sheets of uniform size and be bound on the left edge. When more than three (3) sheets are required, an additional cover sheet shall be attached including a table of contents. A scale of not smaller than one (1) inch equals 40 feet is suggested. STORMWATER SUBMITTAL TECHNICAL CHECKLIST:

NOTE: Stormwater plans shall include the information described below pursuant to Article VI of the Lebanon Site Plan Review Regulations. Plans shall be submitted on sheets no larger than 24" x 36". Plan sets with multiple sheets shall include sheets of uniform size and be bound on the left edge. When more than three (3) sheets are required, an additional cover sheet shall be attached including a table of contents. A scale of not smaller than one (1) inch equals 40 feet is suggested. All lettering shall be of a size and type that is legible.

In order to facilitate the use of the City's Geographic Information System (GIS) for planning purposes, all surveys and engineered plans submitted shall utilize the NH State Plane Coordinate system and shall reference the North American Vertical Datum of 1988 (NAVO 88), unless prior approval to use an alternate coordinate system and/or vertical datum is granted by the Planning Office.
