ANNEXURE : A :- DETAILED SPECIFICATIONS
1.Fast Protein Liquid Chromatography (FPLC) System
Inert biocompatible system for all purification and development work from microgram to gram
scale.
Flow rate of 0.001 ml/min to 25 ml/min without need for changing pump-heads for the entire flow
range and pressure limit of 20MPa.
System should have the capability of running with automatic pressure / flow control option.
System should be capable of going to a flow of 50 ml/min as packing flow rate for the system.
Accurate, automatic gradient formation from 0 to 100% gradient over the entire flow range of 0.1
to 25 ml/min.
System should have two pumps which can deliver accurate gradient for chromatographic process.
The system should have capability to automatically bypass mixer through a valve for increased
application flexibility eg. Sample loading through system pump.
System should have UV monitor having fixed wavelength of 280 nm.
System should have for pH monitoring of range 0 to 14 for inline monitoring of pH during the run.
Accuracy should be ± 0.1 pH.
System should have Conductivity Monitor of range 0.01 mS/cm to 999.99 mS/cm with an accuracy
of ± 0.01 mS/cm or ± 2% whichever is greater.
Chromatography Software: The system should be provided with software that works on a single
software platform with full networking capabilities and has capability to be controlled through an
independent desktop or Laptop computer along with UPS system. Software should provide simple,
intuitive, and flexible preprogrammed method templates and total system control to simplify
purification. It should be operated for all columns. Chromatography methods can be done by
simple drag-and-drop operations. In addition, the software should be upgradable to different
modules such as Column Logbook and Design of Experiments (DoE) functionality for method
development. Licensing option for remote access to the system. It should have user programmable
column library for application protocols, method templates and columns & techniques and
capability to incorporate additional pre and post column detectors and integration to software.
The system should have automatic pressure compensation for very high flow rate accuracy. And
should have capability to be connected to a secure digital connection between Vendor’s
workstation at a remote location (within the city & outside) for an interactive help line to accelerate
knowledge sharing and simplify troubleshooting.
The system should be supplied with following pre packed columns:

2) 7 Hydrophobic Interaction Chromatography Columns of 1 ml each for screening application.
3) 5 Ni Sepharose columns of 5ml each for HisTagged Protein Purification.
4) Pre Packed Gel Filtration Column of 60 cm length for fractionation range of 10 kDa to 1500
kDa.
The system should be supplied with sample loops of 25ul, 50ul, 100ul, 200ul, & 500ul.

(2) When the equipment is under warranty/Comprehensive maintenance, it would be the
responsibility of the manufacturer/dealer/agents to produce spare parts and the institute will not
incur any expense on duty, octroi or handling charges.
(3) Provide spare parts to maintain the equipment up to 10 years and give discount on list price of all
spare parts up to 10 years.
(4) Validity: it should be valid up to six months.
(5) Payment: No advance payment will be made for the supply of the equipment. It should be made
only after the installation of instrument and avail satisfactory training.

(7) Service: If any complain and problems found then it should be resolve within the maximum one
month of a period.

TENDER FORMAT AND TERMS & CONDITIONS OF THE QUOTATIONS
The quotations should be sent in duplicate in the following format on the letterhead
pad of the firm. ONLY authorized dealers/ manufacturers enclosing Xerox copy of
authority letter NEED to quote. Quotations, which comply and agree to all the terms
and conditions given below, will ONLY be considered for comparison.
1. Cost of the Item with specifications of the equipment.
2. Amount of State Sales Tax / VAT and its rate.
3. Amount of Surcharge on Sales Tax / VAT and its rate.
4. Amount of Excise duty and its rate.
5. Amount of Excise levy and its rates.
6. If State Sales tax / VAT and surcharge on it are not applicable, please state amount
of the central Sales Tax and its Rate. If Central Tax is to be charged at concessional
rate, the University will issue a declaration that the items (those to be purchased) are
required for teaching purpose.
7. The University is not competent to issue “C” or “D” form for Sales Tax / VAT or any
other taxes.
8. Please do not show only the rates of the above in quotation or do not write that as
per rules, such quotations will not be considered.
9. All the items quoted whether indigenous or imported should be quoted on the basis
of delivery to the respective Department/Section, Sardar Patel University,
VallabhVidyanagar - 388 120, Gujarat, India. All the rates for freight, insurance etc.
should be shown as required at the Department/Section. The F.O.R., F.O.B., Factory
godown / Country quotations will not be accepted.
10. (a) The dealers/suppliers will be responsible to clear the consignment at
Customs by their own expenses and also, for SAFE transportation of the items
to the Department while bearing respective charges as described above.

(b) The C.I.F. value to nearest airport i.e. Ahmadabad (Gujarat) only with
Insurance coverage up to the Department/Section should be shown in foreign
currency.
(c) University holds valid Customs Duty Exemption Certificate issued by DSIR,
Govt. of India, New Delhi.
(d) If the equipment is to be imported or country of origin is other than India,
please quote the rates in foreign currency only.
11. Free installation and demonstration of satisfactory performance of the instrument /
machine / equipment / apparatus and free training for use of these are to be given at
the Department by the Dealers and free warranty service period starts after the
satisfactory installation.
12. During the warranty period, the firm should make at least two inspection visits for
the Instrument/Equipment supplied, without any additional charges.
13 Minimum FIVE YEARS’FREE ON SITE WARRANTY (OR THREE YEARS
WARRANTY AND TWO YEARS COMPRIHENSIVE AMC) including free
replacement and free repairs, without any charges whatsoever, within warranty period
is to be pledged by the Dealers, Suppliers, Agents etc.
14. No packing, transport, customs clearance, insurance charges or any other
charges, in any form, will be paid by the University in case of any replacement of
instrument / component during the warranty period.
15. Please also certify in the quotation that the prices quoted are as laid down in the
Manufacturer’s / Sole distributor’s list.
16. Quotation should be valid for 6 months and therefore those who wish to keep
quotation valid for 6 months from the last date for receiving the quotation should only
send their quotation. For imported items, the quotation should be valid for a minimum
of 12 months.
17. In case of items costing more than Rs. 5.00 Lac, the firm whose quotation shall be
accepted shall have to give an affidavit / declaration on Non-Judicial stamp paper, to
be signed before a competent magistrate OR Bank Guarantee for installation, free
warranty service during warranty period, for the maintenance on payment basis after

warranty period, for assurance of the supply of spare parts, components on payment
basis and also for refund or adjustment of payment against advance payment made.
18. Each quotation should accompany the manufacturer’s printed leaflet, literature of
specifications of every item quoted, failing which quotation will be summarily rejected.
19. Each quotation should give an undertaking that the instrument or equipment will
be supplied along with Instruction manuals, operation/circuit manuals and service
manuals without any charge. The service manuals should contain circuit diagrams
(with component names and values), Component layout diagram, Inter-connecting
wiring diagrams, Wave forms, Voltages and adjustment procedure of different stages
are to be given. Computer hardware and software documentation is also to be
provided. MINIMUM THREE / FIVE YEAR GUARANTEE/WARANTEE IS REQUIRED
AFTER INSTALLATION (OR THREE YEARS WARRANTY AND TWO YEARS
COMPRIHENSIVE AMC)
20. In case of imported items, the firm whose quotation is accepted shall have to give
an affidavit / declaration on Non-Judicial stamp paper, to be signed before a
competent Magistrate OR Bank Guarantee for responsibility for:
(a) Free installation and free demonstration at the respective Department/Section,
Sardar Patel University, VallabhVidyanagar - 388 120, Gujarat, India, by the dealers
and the warranty service period starts after the satisfactory installation.
(b) Free training to operators at the Department/Section for use of instrument / items
by the dealers.
(c) Free warranty service of minimum Five years is to be agreed upon. During
warranty period, free service (if required) without any charges whatsoever is to be
provided by the dealers.
(d) Maintenance of repairs on payment basis after warranty period.
(e) Assurance for the supply of spare parts, components on payment basis after
warranty period.

(h) Competent Engineer’s presence during custom clearance for checking any
damages or short - supplies and assisting in making claims thereof will be required.
(i) Dealers shall be personally responsible for immediate checks of goods at the
Department and to help in making any claims for any damages during transit.
(j) Dealers shall provide without any charge all operating and service manuals along
with instruments / items as per condition no. 17.
(k) Dealers will deposit Rs. 1.00 Lac or 5 % value of the order (whichever is less)
with the University, as soon as order is placed to the Dealers. This amount is to be
held as the Security Deposit. On completion of the warranty period, the same, along
with the EMD, will be refunded without any interest to dealers, after the instruments
are satisfactorily installed and demonstrated to be working alright as per specifications
and provided all the service manuals and documents and documents as per condition
No. 19 have been received.
21. Lowest Quotation shall not necessarily be accepted. The University reserves
the right to reject or accept any quotation without assigning any reasons. It is not
assured that the order for all the items will be placed with one firm only.
22. No correspondence queries or reminders or personal visits regarding quotation
position or ordering action will be entertained or replied unless invited for the
discussions, negotiations etc. by the appropriate authority. Orders when finalized will
be intimated to the parties concerned ONLY.

23. The orders will be placed subject to the availability of funds/grants and receipt of
CDE and NMI certificate.
24. Dealers should write in their quotations that they agree to all our conditions, failing
which quotation will be rejected.
25. It should be strictly observed that all the foreign bank charges have to be borne by
the beneficiary while the inland bank charges will be borne by the University.
26. The mode of payment should be made only by Sight Draft after receiving the
instrument or other than through wire transfer after successful installation
decided by the University on the basis of its requirements. The terms for
payment by Letter of Credit (L.C.) is not acceptable in any case.
27. Non compliance of the order will lead to forfeiting of all the deposits.
28. Any dispute leading to legal actions will be subject to ANAND JURISDICTION
ONLY.
