STANDARDI / STANDARDS

The Airports which have annualtur n o ver in excess of 150,000passengers are responsible todeterm ine the requirements

re garding the resources necessaryto meet the standards for groundhandling of passengers with disabili -ties and passengers with reducedmobility (PRM).In this regard, at the Sarajevo Inter-

national Airport, activities on ensur-ing the preconditions for implemen-tation - adapting infrastru cture withinthe facilities, ensuring the nece ssaryequipment for gro und handling ofPRM pa ssengers and harmoniz a tionwith the European re gulations are inprogress.

Adapt the InfrastructureThe PRM passengers are personswhose mobility when using transportis reduced due to any physical dis-ability. They must have the possibilityof using the transport capabilitiescomparable to other passengers. TheEuropean Union, with its legal actsguarantees a high level of protectionand equality of all pa ssengers. The essence of passenger rights inthe EU, among other things, repre-sents the right to non-discriminatoryaccess to transport (regardless ofnationality, residence or disability)and the right to move for travelers

with disabilities or persons with re-duced mobility at no additional cha -rge for the support and escort duringthe trip. These rights, guaranteed bythe Conventions of the UN on theRights of Persons with Disabilitiesapply to all areas of life, including AirTransport. In order to provide to peo-ple with disabilities and persons withreduced mobility the same treatmentduring Air Transport as for other pas-sengers, it is es sential that Airportsand Ai rcrafts provide assista nce tai-lored to their specific needs, throughtra ining of staff and using pro per

equipment. Precisely for this purpo -se, Sarajevo Airport started a rangeof activities in order to adapt the in-frastructure needs of this category ofpassengers. All passengers routes, from arrivalat the airport to boarding on the air-craft, must be accessible to personswith disabilities (parking, registra-tion counters, toilets, loun ges, sho -ps and other public areas of thete rminal building). The Communi-cation Systems will also be ada ptedfor people with disabilities throughintercom, special counters for dis-abled travelers, tags inside and out-side of the building ecc.

The Training of PersonnelTraining and certification of person-nel for ground handling of PRM is ofgreat importance especially in thestages of loading and unloading ofthese passengers, given the hugeamount of the penalties to be ap-

plied in the case of physical injury ordamage of assistive devices. In thisregard, employees of the Airportwill undergo theoretical and practi-cal training of ground handling ofPRM passengers and special train-ing concerning the awareness of therights and equality of disabled per-sons in relation to other travelers. In addition to the above, the essen-tial step is in informing PRM pas-sengers of their rights and ways ofassistance offered at Airports whichis a standard of all European Air-ports.

Improving of Services for Passengers with Disabilities and Limited Mobility at the Sarajevo Airport

In order to provide to people with disabilities and personswith reduced mobility the same treatment during Air Transport as for other passengers, it is essential that

Airports and Aircrafts provide assistance tailored to theirspecific needs, through training of staff and using

proper equipment

PRM passengers are persons whose mobility when usingtransport is reduced due to any physical disability. Theymust have the possibility of using the transport capabilitiescomparable to other passengers.

Minimums for landing andtakeoff at Sarajevo Airport In the B&H Air Navigation Services Agency Head-quarters in Mostar, a meeting was held over theMinimum of landing and take-off at Sarajevo Air-port. The meeting was attended by representativesof the US Embassy in B&H, Sarajevo InternationalAirport and B&H Air Navigation Services Agency.Mountainous terrain that requires high precision ofapproach and a large angle of inclination in case offailed approach and landing is one of the major con-straints for the Sarajevo International Airport. Dur-ing the meeting, representatives of the B&H AirNavigation Services Agency, presented the delib-eration of designing a procedure regarding Sara-jevo Airport, taking into account the type ofinstrument approach and decision height, which isan important factor to determine the minimum for

landing. The biggestproblem at the Sarajevo Airport is the fog. Nermin Zi-jadic, representative of the Sarajevo International Air-port informed the participants of the meeting thatthere is a plan to work on this issue. He also pre-sented information about future projects of the Air-port and as the most important, he pointed out, thereconstruction of the runway and the lighting system.Zijadic said that the Airports in Mostar and Tuzla canbe used as an alternative to Sarajevo Airport, but it isnecessary to strengthen the coordination between allstakeholders in the context of this issue as soon aspossible.

U okviru provedene revizije, izvršena je kontrola dvije oblasti: upravljanje eksternalizacijom i upravljanjearhitekturom IKT sistema.Navedene oblasti predstavljaju klju~neoblasti upravljanja informacionim sistemom. Me|unarodniaerodrom Sarajevo d.o.o. svakako spreman.

REKONSTRUKCIJA / RECONSTRUCTION

u historiji Me|unarodnog aerodromaSarajevo.

20 Years Ago a Ruin -Today a Modern Airport

With the beginning of the aggression on Bosnia and Herzegovina thedemolition and destruction of Sarajevo International Airport started. The first activities on the reconstruction and rehabilitation werelaunched even during the last combat operations in July 1994. TheAirport was reopened for civilian flights on August 15 1996 and therestoration and reconstruction was carried out in two phases

Gloomy spring of 1992 and thebeginning of the aggressionon Bosnia and Herzegovinawas the commencement of

the most difficult and painful periodin the history of the Sarajevo Inter-national Airport. Demolition and de-struction began immediately afterthe Airport was occupied by forcesof the JNA (Yugoslav NationalArmy) and Serbian ParamilitaryUnits. Due to the four-year war, during the longest siege of a city inhistory, Sarajevo Airport facilitieswere almost completely destroyed. The first activities in the recon-struction of the Sarajevo Interna-tional Airport were launched evenduring the last combat operations,in July 1994. With the advent ofpeace in Bosnia and Herzegovina, the former staff of Sarajevo Airportinitiated broad and comprehensiveactivities at the International Airport

in regards of putting civilian flightsinto operation.Immediately after the War, inten-sive work on creating the minimumconditions for the establishment ofCivil Aviation began. That was the beginning of the proj-ect of the reconstruction andrestoration of Sarajevo Interna-tional Airport, which today, 20 yearslater, was certainly one of thebiggest projects in B&H. In spite ofall the difficulties and obstacles en-countered, the Airport proved thatit is possible to do the „impossible "- to raise the Sarajevo Airport fromthe ashes! The found situation after the warwas devastating - everything wasruined, and destroyed, installationsdidn’t function and nearly the com-plete infrastructure was destroyed.Without any financial resources andwithout the help of state authori-

ties, but with huge enthusiasm ofemployees, the Sarajevo Interna-tional Airport managed to start theoperations on civilian traffic. Thanks to the extraordinary en-gagement of a group of enthusiasts- former Airport employees, on Au-gust 15th. 1996, Sarajevo Airport re-opened for Civilian Traffic, with con-ditions that at that time were dic-tated by the IFOR. Sarajevo Airport was officially ope -ned by Warren Christopher, Secre-tary of State of the United Statesand Alija Izetbegovic, former Chair-man of the Presidency of Bosniaand Herzegovina. The symbolicOpe ning Ceremony was also at-tended by representatives of IFOR,the Ambassadors of the UnitedStates, the French Republic, theRepublic of Turkey and many offi-cials in B&H. Kako saove vremenske distance gledatena taj period?

Zahvaljuju}ito me, 15. augusta 1996. godine, Sara-j e vski aerodrom ponovo otvara svojavra ta, a time i vrata svijeta, ~ime do -ka zuje da je Sarajevo o`ivjelo i morada ivi. Time je ostvaren primarni cilj, od no s -no aerodrom je uspio obezbijediti mini -mum neophodnih uslova za no rmalnoprocesuiranje aviona i putni ka.

SAM: As the newActing Director of the Sarajevo International Airport, are yousatisfied with thesituation youfound?KAJMAKOVIC: Iha ve been an emp -lo yee of the Sa ra -jevo Ai rport fromthe fi rst day of thepost-war opening,so af ter I was ap-poi n ted to the act-ing Dire ctor of theSa rajevo Internati -o nal Airport, I wasfully aware of theoverall and currentsi tuation at the Air-port which is a mit-igating ci r c umsta-nce for me. Withthe exception ofnoted decline in the

area of implementation of develop-ment projects, the conditions I found Iwould describe as satisfactory evi-denced by the fa ct that we completedthe year 2015 with 772.904 passen-gers, which is ni ne percent more thanin the record ye ar 2014. I would alsomention the ar rival of an increasingnumber of re gu lar and low-cost air-lines who appro ach us with confi-dence. Ac c ordingly, I will try to keepthe compa ny in the same direction, but I will a lso do my best to contributeto further progresses and improve-ment of bu siness. We are already in-volved in the implementation of aheadambiti o us business developmentplans. Our go al is to provide to trav-ellers, who we ex pect in a record

number for this ye ar, a better and amore quality service and on this pathto par with other Wo rld and EuropeanAirports.SAM: You were appointed as ActingDirector in the Jubilee Year - the20th. Anniversary of the first post-war reconstruction of a war-turnedAirport. In hindsight, how do youlook at that period now?KAJMAKOVIC: After four years of ag-gression on Bosnia and Herzegov-ina, whereas the entire airportinfrastructure got destroyed, it wasnecessary to do the reconstructionof existing facilities. However, enthusiasm, persistenceand spite were a great motivation forthe then employees so the recon-struction started practically from le -vel zero. Sarajevo Airport re-op enedits doors 15th. August 1996, and thusopened the door to the wo rld, whichpr oves that Sarajevo revi ved andmust live. This period, reme mbered as the pe-riod of reconstruction, was the begi -n ning of a new epoch and the bu i - lding of new foundations for the de -velopment of civil aviation of B&H.SAM: Which reconstruction phaseof the Sarajevo International Airport was the most challengingone and why? KAJMAKOVIC: After taking over thelo cal Airport by the French Contin-gent IFOR, the then employees hadto face the fact that they are in a to-tally devastated Airport, where wardamage was estimated at almost 16million dollars. With the huge in-volvement of the then Managementand employees, donations in equip-ment and inventory by Salzburg Air-po rt, the International Airport inHa mburg and others were provided,

whe reas a great contribution wasgi ven by the B&H Diaspora. Thishelped accomplish the primary goalin enabling the Airport to providethe minimum necessary conditionsfor the normal processing of air-craft and passengers. This I partic-ularly emphasize, because it wasthe period preceding the conclusionof the loan and grant arrangements,on the basis of which in 1998 theimplementation of the first phase ofreconstruction of the Airport com-plex started. It is noteworthy that for the wholeperiod of reconstruction, the Airportdid not stop operating whereas theresults of operations had a constantupward trajectory.SAM:Did you expect that the Sara-jevo International Airport woulddevelop as recorded in the last 20years, in terms of the number ofpassengers, but also on terms ofthe number of flights, as travel aswell as cargo?KAJMAKOVIC: Since the post-waryear 1996, when the Sarajevo Airportre-open to Civilian Air Traffic with therecorded number of 26,000 passen-gers, it was expected that this com-pany will continue to record onlypositive results . These expectations were also provento be true, so today we can boast thatour Airport, for those 20 years, man-aged more than nine million passen-gers, carried more than 105,000airline operations and has prose-cuted a significant amount of cargoluggage. All this would not have beenpossible without the joint efforts ofboth: management and the entireAirport collective who se primarilypurpose was the satisfaction of usersof the Airport.

Next, in 1997 was re co -rded a turnover of 175,000 passen-gers, while in 1998 the traffic of278,344 passengers was registered. With this number of passengersSarajevo Airport got close to themost successful year of the periodbefore the aggression. The International Airport Sarajevo aswell as many successful companiessuffered enormous damage or werecompletely destroyed over the war. In order to establish aviable Civil Avi-ation Components, reconstructionand training of the entire Airport In-frastructure as well as enormous fi-nancial resources were required. The reconstruction and restorationof Sarajevo Airport was carried outin several stages. First of all, it was

necessary to prepare the projectdocumentation for this voluminouswork. This part was successfullydone by a Dutch specialized firmNACO, which had previously beenengaged in the construction of 400Airports worldwide. Implementationof specific project packages (there

Donations and Help from FriendsThe Public Company Sarajevo International Airport Ltd., as it is officially namedtoday, with the help of loans from the European Bank for Reconstruction andDevelopment reconstructed the runway and other maneuvering areas. Qualityand sophisticated radio navigation equipment was donated by the governmentsof France and Austria, and through a grant from the Norwegian Kingdom, the ac-companying technical facilities, the garage of the fire service, building of the AirTraffic Control and Airport Control Tower were reconstructed. The post-war get-ting started period of Sarajevo Airport was provided with first aid donations, which arrived from the Airport of Istanbul and Hamburg.Without the donated equipment and assistance in the training of professional

staff in handling passengers, planes and stuff, the Airport would have worked atthat time facing much greater difficulty. Central European Initiative (CEI) has pro-vided funds for the development of the Master Plan and Flashing systems(650,000 Euros). The European Union has provided funding for reconstructionand equipping of the Passenger Terminal (7.5 million Euros). The donation ofthe French Government provided the navigation equipment for Aircraft landingin complex meteorological conditions ($ 5,000,000), while the Government ofthe Republic of Austria has donated a complete communications equipment forAir Traffic Control.

SarajevoAirport at that time, was one of the

biggest construction sites in thecountry. Among other things, itproblems related in handling of pas-sengers and baggage during the ex-ecution of works on reconstructionhad to be solved, as well as the ac-commodation and maintenance ofequipment. The Airport Manage-ment found the solution of theseproblems in the relocation to the old

terminal and cargo warehouse, which at the time was used by SFOR.From their own financial resources- worth about $ 1.5 million – the Air-port financed the construction ofnew substations, poles for approachlights of the runway, work on as-phalting, cable ducts and the equip-ment of the passenger terminal.During this period, the runway, taxi-way and the platform were restored,

German boxer of Bosnian origin Felix Sturm, born as Adnan Catic, is the WorldBoxing Champion of the WBA middleweight division. In February he defeatedFedor Chudinov so reaching the record as a winner of the fifth World ChampionTitle. A dominating smasher with phenomenal strategy and unusual technique,

broke rivals of all kinds in many matches. In an Interview with SAM Adnan Catic, who fights under the German flag, talks

He discovers that spending his holidays in B&H inspires him beforethe fights and underlined that in the coming period he would like to

start a business in our country.SAM: You're a unique model how to relate to sports and to fight

in the boxing ring. Can you tell us for how long you have beenpractising this "noble skill"?CATIC: For the past 26 years. My boxing story started when Iwas 11 years old. Since then I have been attached to thissport. There were ups and downs, but I always found mymotivation that is, in my opinion, the most important for

boxing. For me, money is not the motivation.SAM: When you look at it from this perspective, can

you tell us how you managed to defeat Fedor Chudi-nov in February this year?CATIC: First of all, I decided not to prepare for thismatch in Germany. I wanted to do it in Austria. This proved to be a good move because I had mypeace. I particularly focused on mental prepara-tion and mental strength. We worked hard in thecountry located beneath the Alps. In the secondpart of the preparation I practiced in Cologne wherewe worked on long sparrings. I think that we dideverything perfectly from the first to the last day.

When I won I was happy and I knew that all aspectswere done in the right way. The Champion's belt is

placed in the room of my son Mahir and it is the best place for it.SAM: How long did you and your team analyze the previous fights of the Russianboxer considering that previously you were defeated by him?CATIC: He's a good boxer and we knew that. Also, we knew that he is not invincible. After all, I have sought to prove to myself that in the first match I was not up to thetask. I was thinking like this: If you can not triumph over the technique, I can do itthrough the fight. That is how I behaved in the ring. Physically I was maximally readyand I knew how to withstand all 12 rounds. Thus, it turned out at the end. I am alwaysfocused on myself and I think that this is the most important thing to do. Many peopleask me about when I will end my career and I'm thinking from fight to fight. In theory,I can do boxing for another five years. But, we'll see.SAM: In the media, you emphasized that you have a great desire to organize yourfarewell fight in Sarajevo. How realistic is that idea?CATIC: Very real. Mnogi me pitaju kada }uzavršiti karijeru, a ja raz mišljam od borbe do borbe. Mis-lim da teoretski mogu bo ksati još pet godina. No, vidjet}emo.SAM: U medijima ste naglašavali kako imate veliku `e -lju da oproštajnu borbu organizirate u Sarajevu. Kolikoje ta ideja realna?]ATI]: Itekako realna. Nekoliko godina radim na organi-zaciji me~eva i imam iskustva s tim. U karijeri sam išao korak pokorak, trenirao sam dan i no}. Dakako, u svakom me~u`elio sam da pobijedim. Niko nije mogao vjerovati da ga mogu pobijediti.Na kraju sam bio superioran. To se pamti, to se ne zab-oravlja. U Njema~koj smo prisutni u više od20.000 prodavnica, a ušli smo i u benzinske pumpe. Ulo`it }emo u BiH i stvari idu u pravom smjeru.SAM: Koliko ~esto dolazite u BiH?]ATI]: ^etiri ili pet puta godišnje. U`itak je do}i u BiH i u miru trenirati. matches and I have experience regarding that. I be-lieve that we can successfully organize it. Of course, itwould promote also B&H because the fight would betransmitted in over hundred countries. That would begood advertising for B&H and Sarajevo as a city whichis constantly in the building process. The organization of this match is a great motivationfor me. I'd love to fight in the capital of Bosnia andHerzegovina.SAM: What is the most important characteristic of achampion?CATIC: Character. The role model of my youth was Mo-hammad Ali who owned this feature. In my career Iwent step by step, I trained day and night. Of course,

in every game I wanted to win. The most importantfight, when it comes to me, was the one against Oscarde la Hoya. I remember that, at the time, he was 31and I was 25 years old. No one believed that I couldbeat him. In the end I was superior. That is somethingto remember and not to be forgotten. That glossy feel-ing holds on to you for months.

SAM: In addition to great sports successes, you alsohave big plans business wise. Can you tell us some-thing more about it?CATIC: That's right! The plan is to open a factory of bis-cuits for the production of energy cookies and the pro-duction of energy drink Heavy 1 in B&H. The focuswould be on the promotion of energy drinks in theBalkans, and then in the Arab world. In Germany we are present in more than 20,000 storesand gas stations as well. We are different from others, all ingredients are of natural origin with no harmfuladditives. We will invest in B&H and things are alreadygoing in the right direction.SAM: How often do you come to Bosnia and Herze-govina?CATIC: Four or five times a year. In recent years, I startwith the match preparations in Blagaj, and continuein Germany. I am especially pleased when the storybegins in this city. It is a pleasure to come to Bosniaand Herzegovina and to train in peace. I was born inGermany, but Blagaj is a special place for me. Thething that captures me is the love for B&H. I box underthe German flag, I'm grateful for that, but I never con-cealed my origin.SAM: How did you get the name Felix Sturm?CATIC: I was offered many different names by my for-mer manager. However, I did not like either of one.We came up with the idea that I choose it on my own.So I chose Felix, which means happy and Sturmmeans - storm. At the beginning it was a strange feeling. Later, theyall got used to it.SAM: You've always been an inspiration to new fight-ers. Although the scale is set high, you always offersomething new, something different. In your judg-ment, is boxing a dangerous sport?CATIC: Not as much as people think. Are soccer andbasketball less dangerous? I am grateful to God thatI was able to achieve even more than I expected. When I started boxing at age 11, I came to the pointwhere I said to myself - enough. Maybe this fight inSarajevo is still a motivation.

Hosting ashow is in many ways close to this business, because for and actor thecamera and the improvisation are home ground. Everything I personallydo on TV is close to my profession.SAM: Do you like the comparison with the known host of the most pop-ular quiz shows and entertainment shows Mr. Oliver Mlakar?FILIPOVIC: Of course, but I would not compare myself with Oliver who I ap-preciate very much. Each era carries something of its own, Mr. Mlakarhas always been a model of succesful hosting, and I started hostingshows as a hobby and that hobby has been lasting 14 years. I would behonored if someone one day speaks and thinks about me as I do about Mr.Oliver Mlakar.SAM: How much does the today's television program, which is full of re-ality shows, recalls the anti-utopian vision from the novels of famouswriters and why is it so?FILIPOVIC: Values are lost, both human and moral. The material madnessand the culmination of the capitalist approach to life resulted in a floodof kitsch and instinctive TV projects. When we touch the bottom, and we'reclose to this point, we will value the quality again. Until then, the one whoshall experiences that - will tell about it.SAM: What can you say about the film industry in the region? To return back to Sara-jevo, after traveling alot, always makes mehappy. The act of land-ing in my city offers oneof the most beautifulnatural landscapes inthe world, no matter ofthe fact that we are asmall country. When Iam at Sarajevo Airport, which is much smallercompared to the world'slargest Airports, I amgreeted by my familyand friends and I amsure that its modesty isnot essential, especiallyif you take into accountthe training and thekindness of its staff. Thereception that our fansprepared at the Airport, after qualifying for par-ticipation in the WorldCup in Brazil, made mefeel very proud on thefact that I belong to thiscountry. I will do mybest to make sure wehave such welcomes inthe future more often.

It's always a nice feeling tobe back at the SarajevoAirport, which is my firststop when returning to myhometown. The Airportand its capacity corre-sponds to the conditions inour country, whereas theservices are on a worldlevel. I hope that in the fu-ture the Airport will havethe opportunity to expandits capacity in order to beable to handle the landingof larger planes, whichimplies directly in creatingrelationships with majorworld centers, which Ipersonally would signifi-cantly facilitate for travel, since my travel now in-cludes frequent stops. Ofcourse, to me as an ath-lete, the Airport emotion-ally offers a meeting placewith my fans and my fa-vorite memory of this typeis still to come because Ihope to gladden my fanswith great success by win-ning one of the GrandSlam tournaments.

International Airport inSarajevo is very important, especially for us who liveabroad. What I have no-ticed is that this Airport inSarajevo has a significantnumber of lines, includingthe lines to Germany andCroatia. Unfortunately, since I live in Italy, and theline for Italy is not present,it is a little more difficult totravel because in order tocome to Sarajevo, I have tomake a connection in Vi-enna. My experienceshave been very positive, allflights have always beengood, the organization atthe Airport is at a highlevel, and travel controlsmeet the highest stan-dards. mation that the Airport asa company meets nationaland international stan-dards in the field of civilaviation: organizationalstructure, training of peo-ple, equipment ...SAM: How often and inwhat way are controls tomaintain these standardscarried out?BUDIMIR: Every year, theDirectorate creates theprogram of supervisionand inspection of civil avi-ation as a whole, whereasour Department of Air-ports, when it comes toregular supervision, theinspection, and the reviewof inspection analyzes ea -ch entity individually th ro -u gh the last year – did wehave problems in someaspects, what the prob-lems were, whether andin what way it could jeop-ardize flight safety ... andon the basis of these inputparameters we create ourcontrol program. Also, as a Department, wecould go in inspection orcontrol at the request ofthe Airport Operator – de-

implement the plan, witha deadline to eliminate ir-re gularities.Category one means thatthe safety of the flight isthreatened and we takemeasures through involv-ing restrictions or suspen-sions of certain ope ra tio-ns, with short deadlines, upto a maximum of 30 days.SAM: In this context, howwould you evaluate thesituation with the Airportin Sarajevo?BUDIMIR: Sarajevo Airporthas not had the findings ofcategory one, meaningthat flight safety was notthreatened ever. Findingsof category two is morecommon because the sta -ndards are changing andit is normal that there arestill some minor problemsin their implementation -sometimes it takes moretime to train people or tobuild something, but inthis regard we have verygood experience with Air-

port Sarajevo, as they al-ways respond positively tothese findings, remove th -em and inform us about it.SAM: What is the situa-tion when it comes to se-cu rity at the Sarajevo Ai rport?BUDIMIR: If you're talkingabout safety in terms ofsecurity branch, or thephysical protection of civilaviation, it is not a directconcern of mine, becausewe have a special Depart-ment that deals with it, butaccording to the latest in-spections - our own or in-ternational ones, SarajevoAirport is at a pretty goodstate. The Airport is obliged toimplement the regulati o -ns and standards in the fi -eld of security branch and

we have not had any indi-cation that the securityhas been ever compromi -sed. In regard this area,Sarajevo Airport has verywell implemented inter-national standards andstr ives to keep pace withtime when it comes to tra -ining of people and as faras the implementation ofnew technologies goes.SAM: In the context of theprevious question, canyou explain the fact thatthere is no control of pas-sengers at the entranceof the Airport Terminal?BUDIMIR: I'll try to explainit from two aspects: safetyand security - which aretwo terms that people of -ten confuse.Safety means flight safetyand security means the

pro tection from physicalthreats towards the Air-port.Myself as "the Airportguy”, who is in the field ofAirport functions think it isbetter that there is no en-trance passenger check, because it ensures an ea -sier flow of passengers. At a time when there stillwas a control at the en-trance of the terminal bu -i lding, Sarajevo Airportwas the only one with su -ch practice, except Israel, where still today you haveto get to the Airport a min-imum of four hours earlier, because you will ha ve threeto four controls be forereaching the Aircraft. When you look at the in-crease in the number ofoperations at Sarajevo Ai -

ide ukorak s vremenom - išto se ti~e obuke ljudi i štose ti~e implementiranjane kih novih tehnologija.SAM: U kontekstu pre t h o d -nog pitanja, mo`ete li nampojasniti ~injenicu da višenema kontrole putnika naulazu u aerod ro m sku zgra -du?

ti ri kontrole prije dolaskado zrakoplova.

SAM: Dakle, i time smo se,ustvari, uklopili u me |u -narodne standarde? BUDIMIR: Da, jer smo ona -ko bili izuzetak.

rport, three to five percentper year, it is evident that,in the case of passengerchecks at the entrance tothe terminal building, wewould have 400-500 pas-sengers in the "peak ho -

ur" who would probablystand in line outside in theparking lot waiting to che -ck-in, which would not begood. The Airport removed it,because the conditions

were met - towards thein ternational communityand the analysis of secu-rity in B&H. It was conclu -ded that there are not somany threats which wouldrequire the control at the

entrance to the Airport.SAM: So thus we have, infact, fit in with interna-tional standards?BUDIMIR: Yes, because ifwe would have had func-tioned that way, we wouldhave been an exception. The control at the entr a -nce to the Airport was in-troduced for certain rea-s ons in the post-war pe-riod, but now there is noreason - think again, if wecommit travelers to comemuch earlier to the Air-port in order to go throughcontrol we already knowthat there would be noava ilable space since Sa -rajevo Airport is close toits peak capacity when itcomes to the Terminalbuilding.SAM: When you mentionthe capacity of the Inter-national Airport in Sara-jevo, how realistic is it toexpect the expansion ofits Terminal building, orthe Runway?

Li~no sam vrlo zadovoljan i profesionalno{}u osoblja Aerodroma. Travel ObservationsSAM: What are your experiences with the Airport in Sarajevo from the aspect ofa passenger?BUDIMIR: As a passenger I can specifically point out one thing - easy availability. However, when looking at it from the other side, the problem is the transport to and from the Air-port since we do not have any other transportation besides the taxi service - in this re-spect I can say that I have never had discomfort with the aeronautical part of the Airportbut I certainly did have problems with taxi drivers who operate at the Airport stand ! Air-port Sarajevo is a medium-sized Airport and one can be satisfied with the flow of passen-gers in regards of departure but the problem occurs when several large aircrafts arelanding at the same time because you are doomed to wait as far as border controls andluggage, which is understandable, because the Airport has already reached its planned ca-pacity. Personally I am very pleased with the professionalism of Airport staff. However, I must emphasize that the Airport is not only dependent on Airport staff, butcustoms and border police, which is still something that I'm not satisfied with. In fact, ifour agency as the Directorate of Civil Aviation of B&H “forces” the Airport to raise its stan-dards, also other institutions present at the Airport should align with international stan-dards, primarily in the communications and access to passengers. I am aware that policeand customs officers have to be sharp, but there can be trained communication with asmile. With a smile, one can also refuse anyone the entry into the country or ask a passen-ger to open their luggage for control.

problemu – s postoje}imkapacitetima. Dakle, mora do}i do po ve -}anja kapaciteta Aerod ro -ma – sa zemljane, ali i sazra~ne strane, odnosnoproširenja terminalne zg r a -de, parkinga i svega osta-log, ali prioritet je zra~nastrana, pri ~emu prvens t -veno mislim na rekons t r u -kciju poletno-sletne sta ze,izgradnju brze rulni ce ipro širenje platfo rme.SAM: U slu~aju proširenjapobrojanih kapaciteta, ka k-ve su šanse da Aerod r omSarajevo postane re gio -n alna tranzitna zra~na lu -ka? BUDIMIR: Kada pogledateregiju, svi ti naši mali hu -bovi, kako ih zovu, prven-stveno Zagreb i Beograd, idalje imaju svog naci o n a l -nog zra~nog operatora, štoje dosta va`no kada ho}eteda budete tranzitni ae ro d -rom, jer imate svog opera-tora koji planira vaše ko - nekcije sa ostatkom svije ta.

Aerodrom Sarajevo nemani iskustvo obavljanja fun k -cije tranzitnog aerod ro ma,jer su nam u tom do menukonekcije uvijek išle prekoBeograda, pa po tom Be~aili Amsterda ma. S druge strane, pitanje je ikoliko je mogu}e proširitiAerodrom, jer i sami znateda on zbog svoje lokacijespada u komplicirane ae -rodrome - prvo zbog togašto je u samom gradu. Ka -da pogledate izgradnju okoAerodroma, pogotovo zad-njih 15-ak godina, to pred-stavlja veliki problem prirazmišljanju o njego vomproširenju. Osim toga, zna mo i ~ime je Sarajevoprirodno okru`eno – plani -nama i brdima te kakva jenjegova meteorološka mi k r o-lokacija – s problemommagli u zimskom periodu.O svemu tome treba raz -mi šljati kada se govori oproširenju Aerodroma Sa -ra jevo. SAM: Da li je onda bolja

opcija izgradnja novog ae rodroma?BUDIMIR: Ve} godinama pai decenijama razmišlja seo toj mogu}nosti.

BUDIMIR: This is quite arealistic story, whereas Iwould separate some as-pects. When you look at the sta-tistics of Sarajevo Airport, you can see that the num-ber of Air operations is notgrowing rapidly, but thenumber of passengers is.What happened? Opera-tors have changed the ty -pe of Aircraft to certaindestinations and smallturbo-prop Aircrafts werereplaced with bigger ones, like Airubus 319, 320, 321..which was reflected inthe number of passen-gers. When you look at thenumber of passengers co -ming in "peak hour" facedwith a situation that in ahalf an hour you have 700or 800 passangers, thenyou're in trouble - with ex-isting capacities. So, there must be an in-crease in Airport capacity– ground wise and in aircapacity relatively the ex-

pansion of terminal, park-ing and everything else, but the priority is the aircapacity: reconstruction ofthe runway, constructionof rapid rolls and the ex-tension of the platform.SAM: In the case of listedcapacity expansions, wh -at are the chances thatSarajevo Airport becomesa Regional Transit Airpo -rt?BUDIMIR: When you lookat the region, all of our socalled small hubs, prima-rily Zagreb and Belgrade, still have their national airoperators, which is quiteimportant when you wantto be a transit airport, be-cause you have your ownoperator who pla ns con-nections with the rest ofworld.Sarajevo Airport has noexperience of performingthe functions of a transitairport, because in thisdo main, connections al-wa ys went via Belgrade,

Vienna or Amsterdam. On the other hand, the po -ssibility to expand the Air-port is questionable sincethe Airport is in the cate-gory of complicated airpo -rts - firstly due to the factthat it is located in a city. When you look at the bui -ldings around the Airport, especially for the past 15years, this is a major pro -blem when considering itsexpansion. In addition, Sa -rajevo is at its natural sur-rounding of mountainsand hills and its meteoro-logical micro location offog in the winter is an ad-ditional obstacle. All thatshould be taken into con-sideration when talkingab out expanding the Sara-jevo Airport.SAM: Is it a better optionto build a new Airport?BUDIMIR: For years andeven decades that possi-bility has been taken intoaccount. A number of ana-lyzes were made in the

pa st, where the city of Vi-soko, Nisici weald and theRomanija mountain pla te -au, which is located in an-other entity, were consi-derate as a possibility. All this is possible, and iftraffic grows at the cur-rent pace, it may come tothe conclusion that a newlocation is better, but wemust all be aware of thecosts. To build an Airportsimilar to the type of theSarajevo Airport, just big-ger and better, is not acheap project and wouldrequire resources of 250million Euros onwards, depending on the location, the length of the runway, equipment, access to ro -ads ecc...From my point of view, thebest solution would be tobuild a new airport at anew location, clear of ob-stacles whether artificialor natural, but these loca-tions are not many.

Bosanska historija u ~etiri zida: Bi{}evi}a ku}a u Mostaru

Ovakvi objektisu u BiH nastajali u periodu do 60-ih godina 20. stolje}a, kada

Bosnian History within four Walls: Biscevic's House in Mostar

Biscevic's House in Mostar is one of the most impressive buildings of traditional Bosnian Houses. The walls, the roof, the rooms, the courtyard of the Biscevic house – all of this speaks ancientstories about the people, the tradition, the way of life and the cultural identity of Bosnia andHerzegovina

When we talk about Bosnia and Herzegovina's Architecture we primarilyrefer to the traditional Bosnian houses and other ancillary facilities thathave been preserved to this day. These facilities in B&H emerged in the pe-riod up to the 60s of the 20th. century, when in fact the construction of these

types of houses and other ancillary facilities stopped.

Above Neretva riverOld Bosnian houses are usually surrounded by a courtyard wall on all sides. At theentrance to the Bosnian house the traveler first encounters the paved or cobbledcourtyard with a flower garden of marigolds, roses and other flowers that fromearly spring to late autumn intoxicate with its scents. From the courtyard one entersinto the divanhana of the old Bosnian house (the women's room) or veranda whichleads to the so-called male part of the house foreseen for socializing with relatives, friends and even strangers who have managed to enter the house as guests.Once walked through the male part of the house comes the sealed female part ofthe house where women and children reside. It is a bit hidden and seen as an inti-mate world in which resides the "soul of the house".From all preserved residential houses from the Ottoman era one of the most im-portant is the Biscevic house known as The Biscevic corner or TheTurkish House, which is located on the eastern bank of the Neretva River in Mostar. The Old Biscevic House, which is still owned by the family Biscevic, was built in1635. Its corner is protruded above the Neretva river on two very tall stone columns, which makes it the boldly edifice residential architecture from the Ottoman periodin Mostar. The richness of decorative motifs of the entering gates, cobblestones inthe courtyard or the woodcut on support timbers to the highest demonstrates thevalue of this residential home.

Selamluk and HaremlukThe house has two courtyards. The first courtyard is the Selamluk, as its arabicname for greeting suggests it presents the part intended for welcoming. Within thisyard anybody known and unknown could enter while in the other yard, the so calledHaremluk, it was only allowed for the very well known and invited guests.TheHaremluk is surrounded by high walls to protect it from the wind and the strongHerzegovinian sun, but also to protect women and their privacy. The kitchen and the bathroom were always located in the courtyard separated fromthe house because of hygiene, as well as for fire protection since most of Biscevic'sHouse was built out of wood. Mostar is known for its hot days and nights duringthe summer, so by separating the kitchen from the rest of the house further heatingis avoided. The Divanhana( the women's room ) also called the kamerija has pre-served the original Ottoman style. The House is full of authentic furniture and thegarden is a representative example of the Ottoman style. The house has two floors. The ground floor of the house is still today inhabited bythe members of family Biscevic, while the first or upper floor is turned into a mu-seum. The museum consists of three rooms. There is a small bedroom designedexclusively for married couple. Then there is the women's room or divanhana, which is also known as a summer room because it has no windows so it is openthroughout the year. The most beautiful and most impressive room in the house is the men's room, which is located on two stone pillars at the height of 12 meters just over the Neretvariver. The large windows bring lots of light into the men's room, but also enables oneto replenish the soul with the view of the emerald waves of the Neretva river.Theantique settee, Bosnian carpets, mangala (small heater), sinija (small table), hand-icrafts with traditional floral motifs give a special atmosphere to this room.

The City Hall in Sarajevo is themost beautiful and the mostrepresentative building fromthe period of Austro-Hungar-

ian rule in Bosnia and Herzegovina, built in pseudo-Moorish style. With the arrival of Austro-Hungarianrule in Bosnia and Herzegovina, theneed arose to build a facility thatwould serve the needs of the Magis-trate and City Council, ie that is aCity Hall. The existence of the CityHall, in the history of Western Euro-pean cities, meant a higher form ofautonomy of cities, or a higher level ofpolitical (municipal) governments, soAustrian authorities built the City Hallin Sarajevo in the period 1892-1894.

In the Spirit of a Bosnian ManAuthorities carried out the selectionof a suitable site for the City Hallnear Bascarsija on what was thenknown as Mustaj Pasha's Residence– the triangular base location on theright bank of the river Miljacka, alo -ngside the Apel quay, whereas thefirst project was entrusted to KarlPařik, who oriented the main front ofthe City Hall towards the river.Already at the beginning of the con-struction of the City Hall in 1892,

builders were faced with the firstproblems. At the Mustaj Pasha's Re -sidence location designated for theconstruction of the City Hall weretwo Han's (Lodgings) and a privatehouse that were supposed to be cra -shed down for a fee. The Hans weredestroyed, while the owner of thehouse, the old Benderija, resolutelyrefused to give permission for thedemolition, as his house for him rep-resented a peace of mind. Becauseof the spite of a Bosnian man, themonarchy had no choice but, uponhis demand, to move the house brickby brick to the other side of the Mil-jacka river opposite to the City Halland to pay compensation throughbags of ducats. Since then, the ho u -se is still existing and called The

Spite House. In addition, the Pařikarchitectural design of the facility, which bore the neomaor architec-ture and whose knowledge of theau thor was already proven on real-ized projects as the Sharia JudicialSc hool, Minister Benjamin Kallayhad remarks that the designer didnot want to accept. For this reason, the Minister hiredanother architect, Alexander Wittek, also known as the author of todayexisting Sebilj in Bascarsija (woodenversion of the stone fountain next tothe tomb of architect Sinan in Istan-bul), who kept working on the projectof construction of the City Hall from1892 until 1893.Since the project was designed andcarried out in pseudo-Moorish style,

Page 53: Sarajevo Airport Magazine

Wittek twice visited Cairo to studyobjects, and the main role modelwas the mosque and school ofHasan II in Cairo. Since he allegedlybecame mentally ill and committedsuicide because of this project, thework on the project of the City Hallconstruction was continued by CyrilM. Ivekovic. His work was based onpreviously established principles, soit is difficult to assess his actual con-tribution to the final solution of theCity Hall construction. Ivekovic hasalso worked more as a perpetratorbut as a creator, and with slight mo -di fications of Wittek's style, whichare more in the domain of applicati -on of cleaner stylish elements, he fi -nished the project in 1894. The construction of the building wasat a cost of 984,000 crowns and with32,000 crowns provided for fixturesand fittings, the amount has reachedmore than one million crowns.

The Function and PurposeOpening ceremony of the City Hallwas carried out by Baron Ivan Apel,20th. April 1896, who officially ha n dedover the building to the use of thethen City Council of Sarajevo.

From Art HistoryEclectic architecture in Sarajevo gave a number of quality achievements in termsof European styles interpretation. The City Hall was built in stylistic mix of his-toricism, pseudo origin. Stylish models are called: MosArabic and Moorish artfrom Spain and the Maghreb. Basic structural elements constitute of pillars, walls, arches and glass domes above the hall. The building is built as a triangularbase with hexagonal core – the Hall, which is the most important part of the lav-ish interior topped with a glass dome. Architectural elements of the City Hall arethe courtroom or a marketplace loggia, auditorium and the meeting room, a bal-cony or a protruding loggia on the first floor and the tower located at the top ofthe central Sarajevo City Hall Dome. The Hall has 208 openings, of which 187windows.

The man who sold the City HallBefore the war, a story circulated in Sarajevo, that a renowned restaurateurDamir Lisac, a Faculty of Law student, who studied in the library and later be-came the triple champion of Yugoslavia in motorcycle races- “sold” the City Hall. The myth is that he saw a tourist who was sight-seeing the City Hall and askedhim whether he would be interested in buying the building because he knewthe owner. The tourist, who was involved in the Chicago purchasing real estatebusiness for 25 years agreed on his offer. The rest is history. Mr. Lisac took himto the then director of the library Mr. Mitar Papic who immediately accepted thisjoke with Johnny (as they called the tourist) and originally requested a milliondollars, but the agreed price was lowered to $ 400,000. Johnny had to give a de-posit of close to $ 10,000 in order to comply with the deal offered by Mr. Lisac.Later on, Damir Lisac spend this money on holiday with his friends at the coast.Upon their return the police arrested them, the money had to be returned, andin the history of the city Lisac remained known as the man who sold the CityHall.

Sarajevo AssassinationThe reason for the arrival of the Austro-Hungarian throne Archduke Franz Ferdi-nand and his wife Sofia in Sarajevo was the presence of military exercises thatwere held around the city. On Sunday 28th. June 2014, the couple headed to theCity Hall, where they were expected by the Mayor and Deputy Mayor. When the procession approached the Cumurija Bridge, Nedeljko Cabrinovicthrew two bombs at the Archduke's car, the first missed the vehicle and fell behind him, and the other bounced against the vehicle and exploded under thenext car, wounding two people from the escort. Cabrinovic jumped into the Miljacka river, after which he was arrested. After a short stay and despite the situation, the procession continued. Ferdinandthanked for the warm welcome and said he did not expect to be greeted bybombs and announced that he intends to visit the wounded companions beforehe leaves town. General Potiorek proposed to go back along the bank of theriver to avoid the parade through the narrow city streets. That order was issuedto amend the plan of movement in that direction, but it never reached the Arch-duke's driver. After visiting the City Hall, the procession reached the Latin Bridge, and thedriver, according to the original plan, turned right, towards the city center. Rep-rimanded for this error, he stopped the car directly in front of Gavrilo Principwho fired two shots toward the Archduke; the first shot strucked him, and thesecond shot strucked his wife. This shooting in Sarajevo interrupted the path ofthis city to Europe and announced the beginning of the First World War.
