California State Board ofEqualization inspectorsto visit Santa Monica

Staff from the Board of Equalization’sStatewide Compliance & OutreachProgram (SCOP) will soon be visiting non-residential retail businesses in the SantaMonica area.

The Statewide Compliance andOutreach Program (SCOP) focuses on edu-cating businesses, as well as identifyingand registering businesses who are active-ly selling or leasing tangible personal prop-erty in California without a seller’s permit.SCOP also advises on other State tax andfee permits and licenses a business mayneed to obtain. In general, the purpose ofSCOP is to:

Educate business owners regardingtheir tax responsibilities, advise businessowners when they need a seller’s permit, explain to owners how to report and remittheir taxes and fees due, verify and updateBOE account information, review businessoperations compared to sales and use taxreturns filed to provide guidance on properreporting, and

Provide business owners the opportuni-ty to ask questions.

SCOP will monitor the ongoing compli-ance of newly registered businesses, reduce the number of businesses operat-ing without a valid seller’s permit, andenhance the awareness of businesses onthe consequences of tax evasion.

At each visit, SCOP specialists will:Identify themselves and show identifi-

cation, verify the need for and existence ofa seller’s permit and other required fee

permits and licenses, review license/per-mit to verify that it is updated with thecorrect information, determine if the busi-ness is reporting its sales and use taxesproperly, provide information and assis-tance to the business owner on sales anduse tax reporting responsibilities, andanswer owner’s questions.

If the SCOP specialists find that a busi-ness is reporting its taxes incorrectly, theywill advise the business to file amendedreturns or if the business has overpaidtaxes, to file a claim for refund. In someinstances, the business may be referredfor an audit.

The BOE has found that more than 98percent of California businesses are oper-ating with the correct permits. However, noncompliance contributes to more than$2 billion in uncollected sales and usetaxes that make up part of the state’s “taxgap” - the difference between the amountof taxes owed and the amount paid, nega-tively impacting all state taxpayers. SMC Student Essay AFinalist In New YorkTimes ‘Modern Love’Contest

Santa Monica College has announcedthat SMC student Jochebed (Jo) Smithwas named one of the four finalists in theNew York Times Modern Love CollegeEssay Contest. In “Swearing Off theModern Man,” she takes a deliciously witty,stripped-down look at the contrasts andoverlaps in modern and old-schoolapproaches to dating, developing relation-ships, and simple communication.

“Jo’s voice really comes through in thatessay, and so does her talent,” said SMCEnglish instructor Joelle Adams. “I wasn’taware that Jo was writing a piece for thecontest, but I’m not surprised that she did,or that she placed as a finalist. She’salways stood out as a very engaged stu-dent, with insightful questions and com-ments. Jo has demonstrated determina-tion and insight in all of her work for myclasses.”

“This whole thing happened because I

was browsing social media late one night, and saw a tweet about the Modern Lovecontest,” said Smith. “I thought, ‘Oh, wow!I have plenty of material to work from forthis, and everything that hurts and is awfulwill be funny in time,’ so I decided to takethe challenge.”

An art history major at SMC, Smithnever expected to be selected as a finalistin the contest. “I’m really thrilled,” shesaid, “because this is the first piece I feelI’ve ever really finished.”

Smith works at the Hammer Museum, and her current favorite artist is Britisharchitect and designer ThomasHeatherwick. “But I love any type of cre-ative expression,” she said, adding that herplans include incorporating acting backinto her life.

Smith said she enrolled at SMC because“I’m shooting for UCLA, and this seemedlike the best and fastest way to get there.”Her goal is to apply next fall for transfer in2016 to continue her studies in art historyat UCLA.

Smith’s essay - online atwww.nytimes.com/2015/05/17/style/swearing-off-the-modern-man.html - was pub-lished under the headline “The Allure of anOld-School Romance” - in the Sundaynational edition of the New York Times(page ST6) on May 17, 2015.

The Modern Love College Essay Contest- a feature of the New York Times ModernLove column dedicated to reader-submit-ted essays exploring the ups and downs oflove - attracted works from almost 1,800students from 489 colleges and universi-ties nationwide, according to Daniel Jones, the column’s editor and the author of“Love Illuminated: Exploring Life’s MostMystifying Subject (With the Help of50,000 Strangers).”

Summertime mealsEditor:

Summertime is always filled with fun, laughter, andcontentment.

However, that may not be the case for all children. Infact, for millions of children, summer vacation canunfortunately be a time of stress and anxiety. Manylow-income children, who rely on school meals, don’thave access to it while schools close during summervacation.

This causes them to worry about not getting enoughfood over the summer. Lucky for them, the FederalSummer Meals program supports kids at risk of hungerreceive healthy food when school is out. Families inneed of free summer meals for kids and teens can text‘FOOD’ to 877-877 or call 1-866-3HUNGRY to find asite that serves free meals near them.

I am proud to be part of the national effort to con-nect more kids with summer meals and I encourageeveryone to raise awareness about this crucial issue.

SANTA MONICA IS IN THE NEWS AGAIN.It began Tuesday, April 21 when officersfrom the Santa Monica Police Departmentarrested Justin Leland Palmer a SantaMonica resident at a free Virginia Park elec-tric vehicle charging station. Palmer wasallegedly in the park after park closure hours- a violation of municipal code. In addition, the electric charging stations are supposed toclose at 8 p.m., even though it is apparentlynot uncommon for E-car owners to chargetheir vehicles well into the night.

Palmer told officers that he had beenwaiting a long time to use the charger andwas reluctant to leave although other E-carowners were departing the charging area inresponse to officers’ request.

According to Sergeant Rudy Camarenain a statement published in this newspa-per, (“Police pepper spray man for refus-ing to leave Virginia Ave. Park,” April 28,Page 1), “Palmer refused to leave thecharging station and after making multi-ple requests for him to leave, officersdecided to issue Palmer a citation. Palmerrefused to provide his identification aspart of the citation process, at which pointofficers decided to make an arrest forobstructing an officer and violating theposted hours of the park.”

A statement issued by the SMPD after theincident stated “During the arrest, the sub-ject actively resisted. Officers deployed pep-per spray and physically restrained him. Thesubject was taken to Santa Monica PublicSafety Facility where he was fingerprintedand booked. At the Santa Monica Jail thesubject complained of pain. He was trans-ported to the Santa Monica Hospital fortreatment and was medically cleared. Thesubject was subsequently issued a citation(for violating the city’s park closure ordi-nance and delaying and obstructing officersin the performance of their duties) andreleased.”

Palmer has retained an attorney and filedan excessive force claim against the City ofSanta Monica on May 8. The claim is a pre-cursor of a lawsuit. And, the Santa MonicaCity Attorney’s Office has since declined topursue the case in court.

Police officers spend a great deal of theirtime dealing with complaints about personsviolating minor municipal ordinances suchas camping in public, trespassing on privateproperty, littering, interfering in a publicbusiness, jaywalking, tents on the beach andsmoking in public parks. There are noise andnuisance ordinances, riding bicycles on side-walks is prohibited and there are laws againstbeing in city parks between specified hours. The list goes on and on. When the policeshow up, it is their duty to uphold the law -no matter how unfair or unreasonable wemay think it is.

So, what are your rights and responsibili-ties? I found these tips in a free pamphletassembled by the NAACP Pittsburgh (PA)unit, Black Political Empowerment Project,University of Pittsburgh School of Law plusother contributors and widely distributed bythe Pittsburgh Bureau of Police:

RIGHTS & RESPONSIBILITIES 1. The police can stop and question you if

they have reasonable suspicion that you havedone something illegal. In such a stop, theycan “pat-down” your clothing to check for aconcealed weapon if they suspect you have

one. Do not physically resist, but make itclear that you do not consent to any furthersearch.

2. You are not legally required to answera police officer’s questions. You cannotlegally be arrested just for refusing toanswer questions or to identify yourself toa police officer. But if you are arrested orcited, failure to identify yourself can leadto additional charges or to you beingdetained when you might otherwise getonly a citation.

3. What you say to the police is alwaysimportant. What you say can be used againstyou, and it can cause the police to arrest you.

4. You do not have to consent to anysearch of yourself, your possessions, your caror your home. If you do not consent to asearch, be sure to tell the police. If you doconsent to a search, it can affect your rightslater in court.

5. If the police say they have a search war-rant, ask to see it and check to make sure thatit lists the right person or address.

6. Do not interfere with, or obstruct, thepolice; you can be arrested for it.

7. You have a right to record (audio andvideo) police activity so long as you can doso safely and do not physically interfere withtheir work.

REALITY 1. Be polite and respectful. Although

“bad mouthing” or criticizing a police offi-cer may be legally protected speech, it isnot recommended and might cause youproblems.

2. Stay calm, control what you say, as wellas your body language and emotions.

mother struggle with cancer made him wantto learn as much as possible in the medicalfield as a way of advocating for her. She laterdied shortly into his freshman year of collegeat SUNY Orange, but he felt at peace with it.

“It was almost like she knew I was goingto be okay,” Benzaia said. “I was enrolled inschool and on the right track.”

Shortly upon earning his X-ray tech cer-tification he worked to become a CT-tech,which he got after graduating with a degreein radiological sciences at ManhattanCollege. He finally topped it all off with amasters degree in health care administrationat Nyack College in Hudson Valley, NY.

Medicine and acting serve as perfect bal-ance for Benzaia: medicine being the mindand acting/creating being the heart, allswirling around with the LA environmentcultivating his soul.

“My heart is in the acting world,” Benzaiasaid. “That’s where my passion is. I love cre-ating and in the medical world, you don’tcreate. I don’t go, ‘Maybe I’ll do it this way.’No, this is the way you do it or else this per-son is going to die.”

Benzaia has had his fair share of roles inmedial shows including playing a doctor inan episode of the Mindy Project - also a dou-ble for Chris Messina and a resident doctoron the show. He was also on CBS’ theDoctors, which he considers to be the med-ical role that brings out the most pridebecause he was a host that brought actualknowledge for the viewers about the worldthey lived in.

But for every one of those gold stars onthe IMDB, there are many more medicaldramas that just drove him crazy watchingit. Medical dramas as a genre are insufferableto watch for Benzaia, who was on set for afew of them with TLC and at one point sawthe X-rays upside down.

Even though he is on scholarship at theStellar Adler Academy, Benzaia has also hadwork in the grimy, pyrite world of reality tel-evision. Those who consider themselves asserious actors look down on the realm of

reality as the bastardization of their craft.Benzaia however, entered that realm with

youthful and reckless abandon - one of thefew to do so with a Stella Alder scholarship. He saw the benefits of playing with realitypour in from powerful connections in enter-tainment to a social media following whichled to signing an agent to, most importantly, money to pay off student debt and pay foracting classes. That includes competing in aneffort to win the big cash prize in survivorshows like USA’s Summer Camp.

“I went there to win,” Benzaia said.“Acting classes are expensive.”

While working on both scripted and non-scripted projects, Benzaia created a way toseparate himself from the two realms. Hisscripted work, like his cameo as a pink shirt-wearing bowler in a funny episode in ABC’sModern Family, gets the first name“Michael.” His unscripted work gets“Mikey.”

“I always know how people know mefrom,” Benzaia said.

Never let the roles in reality fool you andmake you question Benzaia’s passion in act-ing. He can sometime be seen in publicworking on monologues and building hischaracter without the care in the world thathe looks like a psychotic person, with thelevel of crazy usually reserved for the hobosstalking the streets of Santa MonicaBoulevard.

He sometimes also does it while workingout at the gym. Imagine walking into thesteam room at your local gym and beinggreeted with a guy wearing nothing but atowel reciting a monologue.

“I go over my characters backstory andpeople watch and learn behaviors and takewhat I want for my own character,” Benzaiasaid.“I build the character at the gym and onthe street.”

Benzaia’s life is a life similar to that ofMayim Bialik who plays the role of Sheldon’sequally nerdy girlfriend in the hit TBS sit-com, The Big Bang Theory, but in real life, isalso a neurologist. Benzaia said that throughhis run of interviewing celebrities as an AfterBuzz host, Bialik is his favorite to interviewbecause of the similarities they share in bothscience and acting.

Dear EarthTalkIt seems like I’m getting more junk mail

than ever these days. How can I stop thedeluge?

Grace DixonHouston, TX

First of all, you’re probably right! Junkmail has increased to a massive scale inrecent years, with the average Americanreceiving 16 pieces each week. While thismight not seem like much, it adds up toweigh an estimated 41 pounds each year, according to leading anti-junk mail organi-zation, 41pounds.org.

What’s more, 44 percent of it is neveropened, though the U.S. EnvironmentalProtection Agency (EPA) estimates onlyabout 40 percent is recycled properly. Thisenormous waste of paper has triggered theU.S. Postal Service to install over 4,000postal recycling stations around the country. From a financial perspective, nearly $320million of local tax money is used to disposeof and recycle of junk mail each year.

However, junk mail has environmentalrepercussions on a larger scale than individ-ual inconvenience or waste of tax money. The paper for these mailings comes frommore than 100 million trees each year. Notonly does this cause deforestation and otherdirect problems to the local environment, italso creates an imbalance of the planet’s car-bon levels. While forests usually act as “car-bon sinks” to maintain constant levels ofcarbon dioxide in the atmosphere, choppingdown these trees and converting them intopaper emits this stored carbon prematurelyback into the atmosphere. On top of that, according to 41pounds.org, the carbonemissions from junk mailings each year areroughly equivalent to those of nine millioncars.

ForestEthics.org, another leader in thecharge against junk mail, estimates that junkmail produces 51.5 million metric tons ofgreenhouse gases each year. Ciara O’Rourkereports in The New York Times that this isroughly the same amount of emissions pro-duced by heating 13 million homes in thewinter. ForestEthics’ report, “ClimateChange Enclosed,” likens junk mail’s carbonburden to 2.4 million cars idling 24/7 year-round.

Another negative impact of junk mail isthe water waste it creates. As droughtbecomes an increasingly important problemacross the country, Americans continue towaste upwards of 28 billion gallons of wateron junk mail production and recycling everyyear.

Thankfully, these enormous environmen-tal costs can easily be reduced by taking basicsteps to get off mailing lists. By registering at41pounds.org, junk mailings can be reducedby 80-95 percent for $41. Similar to a no-calllist for telemarketers, you can also opt out ofthese mailing lists at catologchoice.org. Bycontacting dozens of these mailers directly, these organizations aim to eliminate junkmail waste.

After five years, 41pounds.org estimates“you’ll conserve 1.7 trees and 700 gallons ofwater, and prevent global warming emis-sions-and you’ll gain about 350 hours of freetime.” Though readers should note you mustre-register every five years, this simple actioncan make a huge impact in stopping the tor-rent of junk mail being crammed into yourmailbox each week.

Marina del ReyFree program helps boaters properly dispose of sewage,

The Bay Foundation Boater Education Program has announced the annual return ofthe Honey Pot Day program for its seventh consecutive year. Honey Pot Day is offeredfrom April 1 - August 31, in four Southern California harbors: Marina del Rey, King Harbor(Redondo Beach), Port of Los Angeles, and Port of Long Beach.

The program launched in 2009 as a means to reduce levels of bacteria in local har-bors by offering boat owners a convenient option to properly dispose of sewage. One toi-let flush of untreated sewage from a boat can cause the same environmental impacts as10,000 flushes of a homeowner’s toilet where the waste is processed by a municipalsewage treatment plant. (San Francisco Regional Water Quality Control Board, 2009)

Since its inception, over 800 boaters have been educated about the adverse effectsof discharging sewage directly into waterways, and over 24,000 gallons of sewage, fromacross the four harbors, were properly disposed. Through the installation of pumpoutfacilities and educational programs, like this one, recreational boaters become betterinformed, understand the importance of proper waste disposal, and directly benefitwater quality.

The Honey Pot Day Program complements the Absorbent Pad Exchanges program, which has four new locations in Los Angeles and San Diego Counties (there are 15 totalpublic locations now), and the statewide Dockwalker Program, which trains volunteers topromote and educate boaters on environmentally-sound boating practices in California.

“I am very proud of our staff who have worked so diligently over the past years todevelop this program into a regional approach to help keep our harbors and coastalwaters clean,” says The Bay Foundation Executive Director Tom Ford. “We all enjoy eat-ing local seafood, and recreating in and around the water, so we thank the 800 boatersto-date who have used this program and have directly contributed to improving thewater quality of our Bay and the region.”

Honey Pot Day and the Dockwalker program are part of The Clean Vessel EducationProgram, which centers around four strategies: (1) developing pollution prevention serv-ices, (2) creating networking opportunities, (3) providing technical assistance, and (4)direct outreach. These programs bring to local boating communities the tools andresources needed to improve water quality in their favorite boating playgrounds. TheHoney Pot Day Program and Dockwalker Program are funded by California State Parks,Division of Boating and Waterways, and Clean Vessel Act Program. The new AbsorbentPad Exchanges are funded by a grant from CalRecycle.

To sign up for the program, boaters should visit http://www.honeypotday.org/. Here, they will take an online quiz, watch a video on how to operate a sewage pump out sta-tion, and read three brief publications by the California State Parks Division of Boatingand Waterways.

ON MAY 13 AT APPROXIMATELY 4:45 P.M.Santa Monica police officers responded to L&K Market at 2127 Main St., after apasserby noticed the front gate and door of the business were open, and severalitems were strewn about outside. Officers determined the business had been bur-glarized, then followed a trail of dropped items that appeared to have come fromthe store. The trail led to the suspect, who was found sleeping under a staircaseat a residence at the 200 block of Pacific St. The suspect also had several prod-ucts from the store with him; which included beer, cigarettes, food, and lotterytickets. Officers later discovered the suspect used a metal sign to pry open thesecurity gate to gain access into the store, and that he was in possession of drugparaphernalia as well. SACRAMENTOProposal to Ban Plastic Microbeads in Care Products Passes California State Assembly

Legislation to ban mirco-plastic particle abrasives, commonly referred to as“microbeads,” from being used in products such as facial scrubs, soaps, and toothpastepassed the California State Assembly last week on a 58-11 vote. The legislation, AB 888,authored by Assemblymember Richard Bloom (D-Santa Monica), would set up thestrongest protections in the country against the use of these unnecessary and toxicadditives.

“Today’s vote on the Assembly floor is a testament to the hard work and relentlessdedication by the numerous environmental and public health organizations and localgovernments who have joined together to fight pollution in our rivers, lakes and oceans,”said Bloom. “While we have much more work to do to get this legislation through theSenate and ultimately signed by Governor Brown, our coalition feels strongly we are wellon our way to setting a national standard in eliminating these toxic additives from per-sonal care products.”

Stiv Wilson, Campaigns Manager for The Story of Stuff Project, one of the chief spon-sors of the legislation, said the ban is a result of two years worth of work that showsCalifornians won’t stand for an industry perpetuated problem.

“Today we are one step closer to eliminating a major source of plastic pollution at thesource, before it has a chance to enter our waterways or our oceans,” added BlakeKopcho, Campaign Manager for 5 Gyres, also a sponsor of the legislation.

Microbeads have emerged as a pervasive form of pollution in our waterways andmarine environment, contributing approximately 38 tons of plastic annually. The tinyparticles are prevalent in ocean debris piles, the Great Lakes, and were found in the LosAngeles River last year. Most mircobeads are not biodegradable and absorb various tox-ins such as DDT, PCBs (flame retardents), and other industrial chemicals and are ingest-ed or absorbed by a variety of marine life and other mammals. Because fish ingest theseparticles and absorb the toxins in their flesh, many in the scientific community alsoworry about the impacts on the fish, crabs, and shellfish that humans eat.

While tiny, the size of microbeads is actually the biggest problem. Plastic microbeadsused as exfoliants go down the drain. They are generally not recoverable through ordi-nary wastewater treatment, and thereby get discharged into the environment. As aresult, these plastic microbeads are found in all oceanic gyres, bays, gulfs and seasworldwide, as well as inland waterways. A single product can contain as much as350,000 polyethylene or polypropylene microbeads.

Fish species that humans harvest have been known to eat micro-plastic particles andthe toxins absorbed in those plastics transfer to the fish tissue.

Plastic microbeads pose direct threats to human health as well. Plastic microbeadsused in toothpaste have been known to get stuck in a person’s gums which then collectbacteria and can lead to periodontal diseases. Humans eat fish and bivalves that haveeaten microplastics which carry known dangerous toxins.

“Scientists estimate that about 471 million plastic microbeads are released daily inSan Francisco Bay alone and are contaminating the marine ecosystem. The problemcould be eliminated if manufacturers used non-plastic alternatives, such as clay, wax, nutshells and other natural materials that are both available and effective,” added AndriaVenture, Toxics Program Manager at Clean Water Action, who also sponsored the bill.

“This is not a problem without a solution. Plastic microbeads are not essential to per-sonal care products. Safe and natural alternatives are available such as walnut husks, pecan shells, apricot shells, and cocoa beans. Some brands already use environmentallysafe alternatives. However, there are still a number of companies who are holding out. Bypassing this bill, we will take the first step in phasing out these damaging products com-pletely in California and paving the way for other states and countries to follow our lead”Bloom added.

Californians Against Waste, Clean Water Action, Breast Cancer Fund, CaliforniaLeague of Conservation Voters, Campaign for Safe Cosmetics, Center for BiologicalDiversity, Defenders of Wildlife, Environment California, Heal the Bay, Los Angeles WaterKeeper, Natural Resources Defense Council, Ocean Conservancy, and Sierra Club, are asample of the many other groups in support of the bill.

AB 888 must now pass the State Senate before going to Governor Jerry Brown forhis consideration.

Dig in and be the change

Since yard and food waste make up 30 percent of the waste stream, composting would significantlydecrease the amount of wastereaching landfills, waterways and water treatment facilities. Even if you can’t envision a world

in which composting is part of everyone’s routine, you can begin taking action. Be the change.

With more UV rays seeping through the depleted ozone, sunscreen is pretty crucial today.

A lot of people don’t even know what composting is, let alone practice it on a regular basis. The process involves combining food waste with yardresidue, like leaves, to produce a nutrient-rich soil-like substance. This Friday, embrace it in all its glory. It’s National Composting Day! “It would be beneficial if people composted more often,” said Amirata Mahallati, as he relaxed in The Coffee Bean in Playa del Rey. “But I think it’ll be difficult to make it a habitualpractice in this city. “Still, I’m hopeful that people will start

to raise more awareness so people know the benefits of composting.”
