A Department of Corrections inmate being housed in Nowata County and a female friend now face charges for bringing contra- band into the jail. Stacy Lynn Carey has been charged with conspiracy to com- mit a felony and possession of controlled substance, and Robert Eugene Jefferson, a DOC inmate, was charged with conspiracy to commit a felony. According to a report by Deputy Jason McClain, inmates were be- ing taken outside for exercise when Major Mickey Bradshaw notice one inmate pick something up and hand it to another inmate. Directed to line up with their hands on their heads, Bradshaw noticed inmate Rodney Bryley attempt to pass the item to another inmate, who didn’t take it and allowed the item to fall to the ground, the report states. This item was found to be a bag containing three pouches of tobacco, a lighter and a baggie of marijuana weighing 4.7 grams. But the deputies weren’t clueless as to what was going on, with the bag located during a search of the area prior to bringing out the inmates. Dusted with invisible fluorescent powder, the bag was placed back where it was found. After the hand off failed, deputies used a black light to check 16 offenders and found the fluorescent powder on two inmates, the report states. After the incident, Bradshaw listened to inmate phone calls to determine how the bag came to be placed outside and found three calls between Jefferson and Carey. In the calls, Carey discussed “what she would be dropping off for him” and Jefferson provided “exact directions where to park and where to drop off the contraband.” In an interview with Bryley, he stated that Jefferson had “set up a drop by telephone” and that Jef- ferson had asked other inmates to Contact Us Nowata Star Office 918-273-2446 Fax Line 918-273-0537 Email [email protected] Advertising 918-273-2446 or 918-639-8921 Newsbreak/Funeral Info 918-273-1757 December 18, 2013 50¢ VOL. 104 NO. 51 Nowata County’s Newspaper For Over 100 Years nowatastaronline.com 7-Day Weather Forecast December 18-24 Wed 18 62 44 Sunny & Windy Thurs 19 61 32 Mostly Cloudy chance rain Fri 20 42 28 Cloudy & Colder Sat 21 47 28 Mostly Cloudy w/rain Sun 22 37 20 Cloudy, rain, windy, colder Mon 23 46 22 Sunny & warmer Tues 24 50 23 Sunny Inserts in Today’s Nowata Star H O MELAND ® Street Scenes Shellie Thomas working hard at the Depot... WASHINGTON – The House unanimously approved legislation sponsored by Con-gressman Markwayne Mullin to allow construction of a memorial to Native American veterans on the grounds of the National Museum of the American Indian.

H.R. 2319 passed the House with a bipartisan vote of 398-0.

“I have heard from people I represent and from outside our district that the construction of this memorial means a great deal to Native Americans who served this nation and to their families,” Mullin said.

“It is important that we properly honor these brave soldiers and tell their stories for generations to come.”

The memorial cannot be paid for with taxpayer funds, so H.R. 2319 allows for the museum to raise money for its construction.

The legislation has received overwhelming support from the National Congress of American Indians and the National Museum of the Amer-ican Indian.

“With the recent presenta-tion of the Congressional gold medals to tribal code talkers, it is an appropriate time for a renewed focus and gratitude toward Native Americans who served America in our war efforts and protected our free-doms,” said S. Joe Crittenden, deputy chief of the Cherokee Nation and a U.S. Navy vet-eran from the Vietnam War.

“We applaud Congress for taking the necessary steps to truly honor our warriors and the sacrifi ces Native families have made to defend this great country of ours.”

Mullin is one of only two Native Americans in Con-gress. The other is U.S. Rep. Tom Cole from Oklahoma’s Fourth Congressional District. Cole also cosponsored H.R. 2319.

“Throughout my life, I have always been proud of my Native American heritage,” stated Cole.

“I am very pleased that the legislation brought to the fl oor by Congressman Mullin will help facilitate construction of a memorial honoring Native Americans who served our country on the battlefi eld.

“It is only right to recognize and remember the signifi cant

contributions of those Native American warriors who served our country on the battlefi eld with great skill and bravery, and there is no better place than the National Museum of the American Indian.”

Tribal leaders praised the passage of H.R. 2319 and its signifi cance to Native Amer-icans.

“We take great pride in the long history of Native American service in the armed forces of the United States,” said Chickasaw Governor Bill Anoatubby.

“We owe all these brave men and women a debt of gratitude for what they have done to protect our freedom and our way of life. This memorial is one way we can express our appreciation for their service and sacrifi ce.”

“Congressman Mullin un-derstands how we as Native People revere our warriors,” said John L. Berrey, chairman of the Quapaw Tribe.

“His dedication to Native Americans is truly from the heart. As the Chairman of the Quapaw Tribe we are honored to have Mullin as our repre-sentative.”

“The Choctaw Nation of Oklahoma applauds the pas-sage of Representative Mul-lin’s bill, honoring the dedi-cation and sacrifi ce of Native veterans,” said Choctaw Chief Gregory E. Pyle.

“H.R. 2319 authorizes the Native American Veterans Me-morial for tribal veterans from all tribes and all wars. Some of these warriors were fi ght-ing for our country before they were even recognized as American citizens.

“I am very pleased with the passage of this bill and very proud of all the Choctaw veterans and the many other Native soldiers who will be represented by this memorial.”

Governor Mary Fallin to-day issued an executive order explaining how the state of Oklahoma is adopting more rigorous academic standards in English and math in its public schools. It also makes it clear that the new standards are to be developed and implemented locally.

Fallin’s order contains pro-tections against federal in-trusion in the development of academic curricula and teaching strategies. It also in-cludes prohibitions on actions that might violate the privacy rights of students.

The adoption of more rig-orous academic standards was authorized by the Oklahoma Legislature in 2010. These new standards are currently being implemented in Okla-homa’s K-12 public schools. They place a greater emphasis on critical thinking, rather than memorization, and are designed to better prepare children for post-secondary education or careers.

Similar standards have been adopted by 45 states, and are commonly referred to as the Common Core State Standards (CCSS). In Oklahoma, CCSS has been incorporated into the Oklahoma Academic Stan-dards, which aim to increase classroom rigor in all subjects, including English and Math. More Rigorous Standards Target Student Readiness for College and CareersThe newly implemented

and more challenging Okla-

homa Academic Standards are designed to increase student performance by increasing rigor. They will help to ensure that graduating high school seniors are college, career and citizen-ready.

“Oklahoma has many great schools and teachers, but we’ve seen that low expec-tations for our students can lead to low performance,” said Fallin.

“The Oklahoma Academic Standards raise the bar. They require a commitment to critical thinking and problem solving and will deliver the kind of skills students need to succeed in the workforce and in college. By increasing rigor in the classroom we will help to increase student achievement and ultimately improve our workforce and our economy.

“The status quo,” said Fallin, “is not good enough for our children.”

Current indicators suggest that Oklahoma students are falling behind. Oklahoma’s National Assessment of Ed-

ucational Progress (NAEP) scores, for instance, are be-low the regional and national averages in every category. As a consequence of that low performance, Oklahoma’s children are less prepared and less successful in the work-force and in higher levels of education.

For example, the labor force participation rate for young adults (ages 20 to 24) in Okla-homa declined from 77 percent in 2000 to 71 percentin 2012. Lower participation means that many of these young Oklaho-mans are unemployed.

Young adults who choose to go to college are also fi nding themselves unprepared, lead-ing to high remediation rates and high college dropout rates. Two in fi ve Oklahoma college freshmen require remedial in-struction, meaning they are not ready to take college courses when they arrive on campus.

That, in turn, can delay graduation and lead to higher dropout rates. More than half of Oklahoma students who enroll in public colleges or universi-ties fail to graduate in six years or less. Low graduation rates have negative implications for the personal fi nancial success of young Oklahomans, the workforce needs of Oklahoma businesses, and the long term economic outlook of the state.

The Oklahoma Academic Standards seek to address this ongoing problem by ensuring incoming college freshmen have received the K-12 edu-

cation they need to succeed in college.

Protections Against Federal Intrusion AddedGovernor Fallin’s executive

order also adds protections against federal intrusion and acts to ensure that curricula, teaching strategies and as-sessments are developed and controlled at the local level. It also adds privacy protections and clearly states that the Okla-homa Academic Standards are developed for Oklahoma public schools only. Private schools and home schools will not be affected.

“It’s in the best interest of Oklahoma’s children for our state to join the rest of this country in increasing class-room rigor,” said Fallin. “To refuse to do so is unfair to our students. It is not, however, in our best interest to allow the federal government, or any organization outside of Oklahoma, to dictate how we teach our children or how we run our public schools.

“The executive order I signed today makes it clear that neither the Obama Admin-istration nor any subsequent administration will have a hand in developing the Okla-homa Academic Standards. No data will be collected that jeopardizes the privacy of our children.

Finally, these standards will not jeopardize the right of ev-ery parent to home school their children and educate them as they see fi t.”

Letters to the Editor

Governor Mary Fallin

Editor:This is in response to the ri-

diculous article in the paper on the city’s responsibility to keep the ditches and brush cleared from their right of way, which the city has 30 on each side of the street from the center, and that is 60 total.

Now our tax dollars is to pay for the employees to clear this right of way as it is with the county employees to do the same, and that we do. We do our job.

Now it sounds to me like someone is trying to get out of their responsibility to work!! I worked for the city for almost 20 years and this kind of work was taken care of by the em-ployees everyday that it was needed.

Sounds to me like the city is trying to fi gure out another way to take money from the people unfairly and dishonest.

There is old aged people and disabled people who cannot do this kind of work, and cannot afford it as well.

Now this is what our tax dollars pay for, and that is for

the employees to work, not ride around, or sit around trying to get someone else to do the work for them.

It is the supervisors jobs to see that this kind of work is carried out for the people of this city. The taxpayer.

Now!! Come on wake up and smell the coffee. Stop trying to get out of work, and get to work, a honesty days work.

Any kind of person can sit back and wait on someone else to do the work, but when you do, it usually won’t be done. Letting the ditches, intersec-tions etc. grow up calls for lawsuits, right? For the city, stop trying to claim properties that do not belong to you.

On Dec. 20, James and Jeannine (George) Hales will celebrate their 60th wedding anniversary. On Sun-day, Dec. 22, they will be honored with the presence of their daughter Janis Frye and all their grandchil-dren and great-grandchildren in the morning service at First Baptist Church in South Coff eyville. At the close of the service those attending will be witnesses as the Hales renew their wed-ding vows. Pastor Jonathan Filson will offi ciate. Following the ceremony the family will go to the Hales’ home for a family celebration.

Celebrating 60 yearsCherokee Nation Businesses and its employees are once again helping make the holi-days a little brighter for thou-sands of children in northeast Oklahoma by supporting the Angels of the Cherokee.

“We strive to have a giving heart every day, but this time of year magnifi es just how important it is to give back to our community and our people. By generously ensuring gifts are delivered to smiling Cher-okee kids, Cherokee Nation Businesses is making wishes come true,” said Cherokee Nation Principal Chief Bill John Baker.

“When our youngest and neediest citizens can experi-ence a memorable Christmas, then we are all truly blessed. That’s the life-affi rming mis-sion of this effort: to provide for others in need.”

Employees adopted hun-dreds of angels, and the com-pany is contributing $20,000 to help fulfi ll unmet needs for some children this Christmas.

“We are very excited to

support the Angels of the Cherokee,” said Shawn Sla-ton, CEO of Cherokee Nation Businesses.

“We take great pride in helping the children in our communities in many ways, but it is especially heartwarm-ing to help put smiles on faces this Christmas.”

CNB’s contribution helps the tribe’s holiday effort by providing gifts for children who might otherwise go without.

In addition to the monetary contribution, employees have made adopting angels from the tree an annual tradition. Cherokee Nation and CNB employees have personally adopted angels from the tribe’s annual program for eight con-secutive years.

“Cherokee Nation entities and employees provide our largest donations throughout the year,” said Brandy Lem-ley, Angels of the Cherokee coordinator. “These donations ensure that all of our angels, even ones not adopted from

the trees, will receive gifts.”Departments throughout

Cherokee Nation and CNB collect and donate essential items, such as clothing and winter apparel, in addition to toys. Cherokee Nation En-tertainment’s Hotel Services department raised $2000 and adopted 16 angels this year alone.

Children whose parents and caregivers applied for participation in the program are represented anonymously as angel ornaments on Christ-mas trees located in Cherokee Nation facilities.

In 2012, more than 2,100 children received gifts such as clothes, toys, games and more through the program.

The Angels of the Cherokee program assists Cherokee children who fall under low-in-come guidelines and reside within the 14-county tribal jurisdiction.

The annual effort has suc-cessfully helped disadvan-taged children for more than a decade.

Cherokee Nation is helping its citizens beat the cold by providing heating supplies or helping pay costly heating bills this winter.

The Low Income Home Energy Assistance Program is being offered again at the Cherokee Nation, with appli-cations being accepted through Dec. 31. Elderly, disabled and low-income Native American families, with a preference given to Cherokee citizens, are eligible to apply.

Cherokee Nation was one of the fi rst tribes, more than 25 years ago, to participate in the federally funded LIHEAP program, which helps offset heating and cooling bills in the summer and winter months for eligible tribal citizens. Last year, 1,943 households received help with heating costs and 1,455 with cooling costs from the tribe.

To qualify, the applicant must be a citizen of a federally recognized tribe, live within the Cherokee Nation 14-county jurisdiction and provide proof of income. A household of two cannot have a combined income of more than $23,265 per year. A household of four can earn no more than $35,325 per year.

Ironmen bring home consolation prize

For the second week in a row the Nowata Ironmen participated in a basketball tournament shuffl ed around by weather conditions.

In the opening week of the season the Nowata Invitational Tournament was rescheduled throughout the week due to icy conditions. The week of the Sperry Invitational Tour-nament, Nowata was out of school multiple days for snow and ice and the basketball games were shuffl ed around.

After the postponements, the Ironmen faced off with the Ber-ryhill Chiefs in the fi rst round of the Sperry Tournament.

Nowata fell behind early as a result of an offensive struggle. Nowata scored just 9 points, while giving up 15 to the Chiefs.

After scoring just 5 points in three games of the Nowata tournament and not scoring in the fi rst quarter of the Sperry Tournament, Will Luster be-came a spark for Nowata off the bench. Freshman Luster led Nowata by scoring 5 of Nowata’s 17-second quarter points to cut the defi cit to 26-30 entering halftime.

In the third quarter, the Ironmen again went cold on offense, scoring only 7 points led by Matt Price with 4 points for the third straight quarter.

Luster scored 10 in the fourth quarter to spark the Ironmen

offense, but the defense took a step back giving up 25 to the Chiefs in the fi nal quarter to fall 77-49.

Leading scoring was Luster with 15; Price, 14; Tyler Brock, 6; Scott Pruett, 4; Nate Moore, 3; and KC Boultinghouse, Jon Hughes and Nate Matthews, 2 each.

Nowata 9 17 7 16 – 49Berryhill 15 15 22 25 – 77In the second round of the

Sperry Invitational Tourna-ment, the Ironmen got back into the win column with a defensive masterpiece against the Barnsdall Panthers.

Led by Matt Price and KC Boultinghouse, with 4 points each, the Ironmen took a 13-12 lead into the second quarter.

In the second and third quar-ter, the Ironmen dominated the Panthers on both ends of the fl oor outscoring them 32-9 in the middle quarters.

Price and Boultinghouse combined for 13 of Nowata’s 32 in the two quarters and Scott Pruett led Nowata with 12 points, all of those in the second and third quarters. Will Luster added 7 in the fourth quarter to hold off the Panthers as the Ironmen won 57-35.

Pruett led for the Ironmen with 12; Boultinghouse and Luster, 11 each; Price, 10; Cody Smith, 6; Tyler Brock, 3; and TJ Wilson and Nate Moore, 2 each.

onship of the Sperry Invita-

tional tournament, the Ironmen made it back to the .500 mark with their third win of the season.

Like the previous game, Nowata fl exed their muscle on the defensive end. Nowata al-lowed just 5 points on two fi eld goals from the Caney Valley Trojans in the fi rst quarter. KC Boultinghouse, Nowata’s lone All-Tournament selection, led the Nowata offense with 8 fi rst quarter points.

Matt Price, who averaged 12.5 points per game early in the season, added Nowata’s only other bucket in the fi rst period.

In the second quarter Nowata found their stroke from down-town as Will Luster rattled in two 3-pointers and Nate Moore added a 3-ball. Nowata took a 10-point lead into the locker room at halftime.

Ironmen defense really stepped up in the third and fourth quarters allowing a total of 12 second-half points. Scott Pruett led the Nowata offensive charge in the second half, scoring 8 of his 10 points after the midway break.

Nowata took home the con-solation prize by a fi nal score of 50-27 and a record of 3-3 on the season.

Boultinghouse led scoring with 16; Pruett, 10; Price, 7; Luster, 6; Tyler Brock, 4; Moore, 3; and Seth Glasscock and Ethan Smith, 2 each.

In a hard fought series, the Nowata Ironmen came away from the Sperry Invitation-al Tournament with the consolation trophy.

Joe TruesdellStaff Reporter

Nowata Lady Ironmen had gained steam heading into the fi rst round of the Sperry Invitational tournament.

Lady Ironmen were 2-1 and boasted a two game win-ning streak. Nowata had also seemingly dominated their fi rst round opponent, the Barnsdall Lady Panthers.

After the fi rst quarter, in-cluding 10 points from Josey Hale and buckets from Reva Smith and Mamie Tiry, the Lady Ironmen led 14-11.

Then the second quarter happened.

Lady Ironmen tallied just 4 points and gave up 11 to Barnsdall. Even after the hor-rifi c offensive performance the Lady Ironmen trailed by just 4 at halftime.

The offense took a step forward and the defense a step back for the Lady Ironmen. Hale again led the offensive charge with 7 and 5 in the third and fourth quarters, respective-ly for a total of 22 in the game. She was also named to the All Tournament team.

Smith added 7 in the sec-ond half to fi nish with 9, but the Lady Panthers outpaced the Lady Ironmen 52-45 to advance into the winners’

bracket. Hale led scoring with 22;

Smith, 9; Tiry, 4; Alecia May-hew, 3; Alexis Mayhew, 2; Em-ily Belden, 2; Halley Hewitt, 2; and Justice Owens, 1.

Nowata 14 4 11 16 – 45Barnsdall 11 11 15 15 – 52In the second round of the

Sperry Invitational tourna-ment, the Lady Ironmen fought hard and to the fi nal buzzer but again fell short.

Nowata came away with an early advantage after the fi rst quarter leading 10-8, with distributed scoring throughout the Lady Ironmen lineup.

In the second period Nowata held off Glenpool just enough to lead 23-22 heading into the locker room. After the break it became a different story as the Lady Ironmen fell behind 33-38 thanks to a big quarter from the Lady Warriors.

In the fi nal period, the Lady Ironmen settled in defensively to only give up 8, but the of-fense, led by Halley Hewitt’s two 3-pointers, couldn’t add enough and the Lady Ironmen lost a close one for the second time in as many games, 45-46.

Nowata 10 13 10 11 – 45Glenpool 8 14 16 8 – 46In a low scoring bout,

Nowata made it back into the win column in the fi nal game of the Sperry Invitational Tour-nament. Lady Ironmen squared

off with the Bartlesville junior varsity squad and prevailed to get back to the .500 mark with a record of 3-3 this season.

Nowata took an early lead as the Lady Ironmen made three free throws, while Haley Freeman made a 3-pointer and Aeschli Truesdell added a bucket.

The defense would be the story throughout for Nowata as they held Bartlesville below the double-digit mark in each of the four quarters.

The second quarter was the big period offensively for Nowata as six Lady Ironmen combined to drop 15 on their opponent. Reva Smith led the way with a 3-pointer and a 2-point basket.

After the half, Bartlesville made a charge, but Nowata had an answer. Two things vital to winning, defense and free throws, were evident for the Lady Ironmen.

Nowata’s defense held strong and the Lady Ironmen made free throws to cap off a 37-29 victory.

Reva Smith and Halley Hewitt led scoring with 6 each; Alecia Mayhew and Josey Hale, 5 each ; Mamie Tiry, 4; Haley Freeman, 3; and Aeschli Truesdell, Justice Owens and Emily Belden, 2 each.

Even though the Lions led for two of four quarters, South Coffeyville came away with a slim loss to Quapaw on Friday.

Lions were outscored by only 3 points in the 49-52 loss, after falling behind 10-4 in the fi rst quarter. But they ramped up their game in the second to take the lead 21-19 after tally-ing 17 points to Quapaw’s 9.

Lions kept the lead in the fourth and it grew with the

addition of 18 points to 39-27. But Quapaw answered back

with a bounding fourth quarter that included 25 points. As the Lions fought to stay on top, they came away a few shy.

By scoring only 10 in the fi nal quarter, the Lions saw the win slip away on a 3-point margin.

Colton Cantrell led scoring with 18 points; Wyatt Turney, 16; Trey Lovejoy, 8; Tony My-

ers, 3; and Dominique Glimpse and Cody Harrington, 2 each.

Lions are now 3-2 on the season including wins over Wesleyan Christian (38-27), Fairland (46-37, 53-39) , and losses to Kansas (77-35) and Quapaw.

Lions will next travel to Welch on Thursday before the holiday break and to Commerce on Jan. 7 and Prue Jan. 10.

Jefferson, after listening to the recorded calls, stated “that was not him or Stacy on the recordings.”

Jefferson, whose sentences for three felony convictions total 72 years, was serving time with DOC for conspir-

acy to deliver/manufacture/possess a controlled dangerous substance in Kay County and bringing contraband into jail in Carter County.

In another case, Samantha Jewel Boyles has been charged with extortion by means not amounting to robbery and threatening to perform act of violence for allegedly send-ing threatening messages via Facebook, according to court documents.

Boyles reportedly threat-

ened to “jump the victim” and her boyfriend and also made threats against the victim’s 5-year-old daughter “stating that the next time she sees (the girl) out playing she has a surprise for her” and that “the victim better keep (the girl) out of the road.”

Also, Boyles allegedly stat-ed that if the boyfriend “wants his belongings out of his wallet he has to pay Samantha Boyles $50,” court documents state.

cut patrol hours to 30 per month, while Wann had a deputy patrolling 60 hours per month, Barron said. Funds spent for the program in 2012-13 totaled $37,942.

Under the program each town has to hold municipal court, including paying $200 for a judge to preside. So far, Lenapah has made $3,400 from tickets; Delaware, about $6,000; and Wann, about $10,000.

But Sheriff James Hallett has been taking the hit for fuel costs of more than $400 per month, plus wear and tear on vehicles. While he can deal with the wear and tear, the gas costs are killing his budget.

Barron said, as she under-stands it, Lenapah and Dela-ware are willing to cover fuel costs of about $75 per month and cost of the judge.

Because Wann is farthest away and taking in the lion’s share of funds, they would pay more of the fuel costs, about

$250 a month, plus the judge. Nowata CAN would then only pay for deputies.

A representative from Wann said the patrols have changed the town and it’s comforting to know there is a law enforce-ment offi cer in town. Although they would like to keep the patrols going, the town may need to hold off on paying for gas until after the fi rst of the year.

Nowata CAN board mem-bers agreed to cover fuel for three more months until Wann begins kicking in for gas. Also, Wann recently purchased a toxilizer for use by the Nowata County Sheriff’s Offi ce.

Barron said community policing grants are available, and the Cherokee Nation has received $850,000, most of which goes to the Cherokee Nation Marshal Service. She is working to see if any of that funding could come to Nowata/Nowata County. Police Chief Mike McElhaney said Marshal

Jess Anderson is in Nowata quite a bit. But outside of Nowata, their presence is minimal, said Deputy Jason McClain.

Nowata CAN members also approved spending $800 for a grant writer, with a 60 percent success rate, to seek a $40,000 Farm to School federal grant.

Gardening classes are sched-uled for 2014, with 12 different presenters speaking on a dif-ferent topic each month.

Most classes will be offered free of charge and conducted at the Nowata County Fair-grounds. Also, in 2014 raised beds will be available for those wanting to grow vegetables in the community garden.

South Coffeyville CAN has completed a playground and once its current grant funding is used, that group will become self-sustaining and a separate entity from Nowata CAN. When that takes place, the South Coffeyville group may also change the name.

South Coff eyville 4-H met Nov. 24 at Windsor Assisted Living in Coff eyville, Kan. They stopped at each resident’s room and visited with each one, presenting each one with a Thanksgiving treat. Getting to see family and seeing their faces made the day. Taking part were Hailey and Hayden Foster, Nathan Allison, Tryston Stevens, Jayden and Bailey Whitney, Morghan, Meaghan and Mason Littlepage, and Michae-la, Norma and Benjamin Haddox.

Oklahomans have experi-enced their first blast of winter temperatures and many may be finding themselves adding a couple of logs to the fireplace or turning up the heat in their homes so they can be more comfortable.

As you make changes to keep yourself warmer, pet owners should be doing the same for their furry friends, said Dr. Elis-abeth Giedt, director of Con-tinuing Education, Extension and Community Engagement at the Center for Veterinary Health Sciences at Oklahoma State University.

“In general, it’s best to keep most cats and dogs indoors during the cold winter months,” Giedt said.

“If this isn’t an option for some reason, then you must take precautions to ensure your pet stays warm and safe this winter season.”

It is imperative outdoor dogs have a doghouse that is insulated and protected. Be sure to face the entrance away from the wind and have a flap to keep drafts to a minimum.

Make sure the whole struc-ture is waterproof and large enough for your dog to lie down. However, keep in mind the smaller the area the easier it will be for the dog’s body to heat the house.

Clean hay, straw, cedar shavings or blankets should be placed in the house for added warmth and comfort. A pet’s fur also is a factor in keeping an animal warm in the cold weather.

Matted fur will not keep your pet warm, so be sure to keep the dog’s coat well groomed.

“When the temperature is below 40 degrees Fahrenheit, shorthaired dogs, elderly dogs and puppies should be kept in-doors for their safety,” she said.

“Paws, ears and tails are more susceptible to frostbite. The skin of an animal suffering with frostbite may initially appear bright red, then turn a pale color. If you suspect frostbite, cover your pet with warm towels, gently pat the affected area dry (do not rub the area) and take the pet to your veterinarian.”

Cats and other wild animals that live outdoors during the winter months may seek warmth by crawling up into car engines or wheel wells.

Hit or bang on the car’s hood or sound the horn before start-ing the engine so the animal will have time to escape from what could be a traumatic situation.

Giedt said it is not just the cold weather that can be hazard-ous to your pets in the winter. People commonly change their

car’s antifreeze in the winter months and some antifreeze contains ethylene glycol, which is toxic. Pets like the sweet taste of antifreeze and will readily consume it.

Even a small amount is poisonous, so contact your veterinarian immediately if you suspect your pet has ingested antifreeze. “The signs of anti-freeze poisoning include stag-gering and appearing depressed or acting drunk,” she said.

“These symptoms can last

up to 12 hours, and it may even appear your pet is getting better. However, within 24 hours there will be prolonged vomiting, severe kidney pain, mouth and throat ulcers and ultimately the toxin will kill the pet. It’s imperative antifreeze spills get cleaned up right away. Be sure to store containers of antifreeze in sealed containers where children and pets can’t reach.”

Another tip for winter care of pets kept outdoors is pet owners may need to feed them

extra food because staying warm typically requires extra calories.

Always keep clean water available and check outdoor water bowls several times per day as water may freeze if the temperature is low enough.

“Just as you take extra precautions with your family during the winter months, do the same for your pet to en-sure he stays safe and healthy during this cold season,” Giedt said.

By Shawn ImhoffPrincipalA crucial component of

school achievement is at-tendance.

According to Oklahoma State Law, “It shall be un-lawful for a parent, guardian, custodian, or other person having custody of a child who is over the age of fi ve (5) years, and under the age of eighteen (18) years, to neglect or refuse to cause or compel such child to attend and comply with the rules of some public, private, or

other school…Article X, Section 229.”

Attendance laws and pol-icies set forth by the state of Oklahoma and the Nowata Public Schools will be en-forced to the fullest extent. Therefore, should your child accrue 10 or more absences for the semester, he/she will receive no credit.

Please be sure to let the attendance line know when your child is out sick. Also, please provide the school of-fi ces with any doctor notes.

Research shows that stu-

dents with higher attendance do better in school and on state testing.

Christmas break is about to begin. Nowata Public Schools would like to wish everyone a Merry Christ-mas! Christmas break will last until Jan. 4.

Students will be out of school on Jan. 7, as well. Teachers and staff will use this day for professional development. We look for-ward to seeing all students back in class on Jan. 8.

Happy Holidays!

Gary O’Neil l , US-DA-NRCS State Conser-vationist for Oklahoma, has announced that appli-cations are being accepted for new enrollments in the Conservation Stewardship Program for the 2014 fed-eral fi scal year.

Producers can submit ap-plications to NRCS through Jan. 17.

“Through the Conserva-tion Stewardship Program, farmers, ranchers, and for-est landowners are going the extra mile to conserve our nation’s resources,” NRCS Chief Jason Weller said.

“Through their conser-vation actions, they are ensuring that their opera-tions are more productive and sustainable over the long run.”

O’Neill stated, “The CSP is an important Farm Bill conservation program that helps established con-servation stewards with taking their level of natural resource management to the next level to improve

both their agricultural pro-duction and provide valu-able conservation benefi ts such as cleaner and more abundant water, as well as healthier soils and better wildlife habitat.”

Weller said this announce-ment is another example of USDA’s comprehensive focus on promoting envi-ronmental conservation and strengthening the rural economy, and it is a remind-er that a new Food, Farm and Jobs Bill is pivotal to continue these efforts.

CSP is now in its fi fth year and so far, NRCS has partnered with producers to enroll more than 59 million acres across the nation.

The program empha-sizes conservation perfor-mance– producers earn higher payments for higher performance.

In CSP, producers install conservation enhancements to make positive changes in soil quality, soil ero-sion, water quality, water quantity, air quality, plant

resources, animal resources and energy.

Eligible landowners and operators in Oklahoma can enroll in CSP through Jan.17 to be eligible during the 2014 federal fi scal year.

While local NRCS offi ces accept CSP applications year round, NRCS eval-uates applications during announced ranking periods.

To be eligible for this year’s enrollment, produc-ers must have their applica-tions submitted to NRCS by the closing date.

A CSP self-screening checklist is available to help producers determine if the program is suitable for their operation.

The checklist highlights basic information about CSP eligibility require-ments, stewardship thresh-old requirements and pay-ment types.

Learn more about CSP by viewing the NRCS web site at www.nrcs.usda.gov or visiting a local NRCS fi eld offi ce.

SwegerFuneral services for Jayne

Ruth Kennedy Sweger, 82, were conducted at 11 a.m. on Saturday, Dec. 14, 2013 at the Benjamin Funeral Service Chapel, with Pastor Allan Walker offi ciating

She was born on Aug. 17, 1931 to DeWitt Talmadge Kennedy and Audrey Bessie Welliver Kennedy at their farm southeast of Nowata. She died Dec. 5, 2013 at her home in Great Falls, Mont.

She was also the grand-daughter of R. Y. Kennedy, former mayor of Coffeyville, Kan. She attended the Nowata Public Schools, graduating in May 1949. She married Lloyd H. Sweger in the Nowata Methodist Church’s small chapel on Sept. 8, 1949.

They made their home in

a new built house by Lloyd and his brothers at the edge of Talala. They lived there for 23 years. Their three children – Gretchen Louise, Dale Lee and Loretta Anne – were born in the Nowata General Hospital.

She worked for Chester V. Fleming at the Nowata theaters, the Rainbow and the Luxor, during her high school years. She worked at the Nowata General Hospital as a receptionist for several years, beginning in 1949. Later, she was among the fi rst women bus drivers at Oologah Schools, a position she held for eight years.

On Sept. 8, 1972, the Swe-ger’s moved the house they had built at Talala to the Ken-nedy Farm at Nowata. It was an exciting time of very hard work and a most rewarding adventure.

She was a free-lance writ-er, having many non-fi ction articles published in national magazines over a long period of time. She was also an avid genealogist, searching out her

family tree on both sides of her family. The earliest date on her Kennedy-Welliver tree is 1299.

She read voraciously, al-ways having a book going, and checking out up to 20 books at a time from the library. She was also a lifetime member of the Nowata County Historical So-ciety, and for several years, the editor of the NCHS Newsletter.

In 2004, at the age of 73, having been a widow for 14 years, and tired of mowing grass on the farm and ready for a new adventure, she sold out and moved to Great Falls, Mont. There she knew exactly two people, her son and her realtor. Within two years, she had settled in, met some friends and embarked on a very new and exciting phase of her life.

Later, at the age of 80, she drove alone from Great Falls to Nowata and back, a total of just more than 3,000 miles. She enjoyed the trip a lot and saw old friends, relatives and gorgeous scenery through fi ve states.

She was a charter member of Living Word Family Church in Nowata, and served as secre-tary of their board of directors for 20 years. She was also a member of the Healer’s House Church in Great Falls, Mont. She was a past president of the Nowata Genealogical Society.

She is survived by her children, Gretchen Sweger Collins and husband Terry of Tulsa, Loretta Sweger-Gra-ham and husband Richard of Bartlesville and retired USAF M/Sgt. Dale L. Sweger of Great Falls, Mont.; her sister-in-law, Barbara Coe Sweger Hicks of Talala; niece, Earleen Sweger DeVore, Tucson, Ariz., and husband Rick; and cousin, Professor Roger M. McCoy of McKinnleyville, Calif.

She was proceeded in death by Lloyd, her husband of 41 years; her sister, Carol Jeane Kennedy, who died at 3 weeks in June 1929; and her parents, DeWitt and Audrey Kennedy.

Online condolences may be left at www.honoringmemo-ries.com.

The Winner's Way... By Sue McGeeWhat is it God wants from mankind? We realize we could not take one more breath

without the mercies of God. He provides our food, water, clothes, whole healthy life and life-style as we call upon him to do so. He longs to save every human being, but He will not do anything against our choices, have you noticed? Choice is a two-edged sword, it cuts the enemies or it can cut us if not used properly. Satan’s method in destroying man-kind is to keep them out of Gods’ instruction book, the Bible. Have you ever purchased something and decided not to read the assembly instructions? I think we all have. It’s a mess! Most times we have to start over and do it right, by the instructions, to be able to assemble it. It is no different with our lives. Take the reigns, and say, move out of the way God, I can handle this myself. Disaster, going somewhere to happen! If we examine our life’s we can pinpoint times when we all did this, to our own hurt. Acts 27:10 Paul said to his fellow voyagers, “Sirs, I perceive that this voyage will be with hurt and much damage, not only of the lading and ship, but also or our lives.” We must realize that Satan is the killer, stealer, destroyer, and God is the life giver. (Jn 10:10, Jn 3:16) What is our part in this struggle? Choose life, choose God and his Word.
