Purpose and Limiting Factorsa. Purpose To apply a holistic,
multi-faceted approach to security for the municipality of San
Narciso, Zambales.
b. Mission To determine the Municipality of San Narciso's
strengths, weaknesses, opportunities and threats with regards to
geographic, political and socio-economic security aspects; and to
formulate necessary recommendations for the improvement of the
municipality.
c. Limiting Factors The significant factor that affected the
completeness of the study is the unavailability of personnel of San
Narciso Police Station and staff of the Municipal Hall since the
visitation was conducted during the Holiday Season. Most of their
key personnel were on break.
The team instead, left survey or informative forms to be filled
up by key personnel upon their return for work. The team gathered
all available resources at hand during the study no matter how
scarce the information were.

CONFIDENTIALBRIEF HISTORY
The Municipality of San Narciso, Zambales started from a modest
settlement founded by a handful of Ilocano pioneers during the
early part of the 18 th century. In the beginning of 1780, people
from the Ilocos Coast started the influx into the municipality to
escape the oppressive rule of the Spanish government, and at the
same time look wider and richer land where they could improve their
economic situation. The first wave of migrants of Ilocanos as
inspired by previous stories heard about the tracks of fertile
uncultivated lands in Zambales related by Ilocano traders returning
home from their explorations and trading ventures. The stories
gained credence by the confirmation of Diego Silang and his men on
their return after they were shipwrecked and saved along the
western coast of Zambales. These traders revealed the existence of
great mineral wealth, excellent harvest, good fishing grounds and
abundance of food in Zambales. Their interest was aroused. To
escape the abuses and repressive rule of the Spanish Officials,
they left their homes to try their luck in the new-found land. The
Ilocano settlers established their settlements in the northern
towns of what was then a part of Zambales namely, Sual, Anda,
Alaminos, Dasol, Infanta, Bolinao and Mabini (these towns and
proceeded to Central Zambales. The first recorded wave of settlers
in San Narciso came from Paoay, Ilocos Norte. Some of them were
relatives of the first settlers in the northern toen of Zambales.
These groups established their settlements along the kinarayan
known as the Macolcol River (rivulet) and named it Alusiis. The
settlement expanded and progressed until other settlers came and
settled permanently in the community. The second wave of settlers
came from Villa Fernando, called Vigan, Ilocos Sur, these migrants
were mostly traders and fishermen, who came in by punting (big
sailboats) virays (also big sailboats) and parao (small sailboats).

made their homes on the seashore while others inland. The
settlement of settlers started this way; One day some of the
settlers anchored their boats at the mouth of the kinarayan
(Macolcol river) and went eastward to explore the land, they
followed footprints of negritoes who lived in the vast forest. At
some distance from the coast, they found clearings and huts by the
aborigines. The men approached a negrito who was trembling with
fear upon seeing them, the inquired from the negrito on how to ford
or cross the river, the lone negrito failed to answer outright
because dread. He pointed towards the river. The visitors thought
that the negrito was pointing the shallow part of river. The
followed the direction. When they reached the bank of the river,
they found the water was deep swift and violently whirling. One of
the settlers exclaimed in Ilocano Agas! Apunay nga Alusiisen (what
a violent whirling). Since their efforts to found the river failed,
they marked the place and place and went back to their boats, they
later returned to clear and cultivated the area and called it
Alusiis. The second version which is a better historical in origin
was; After Juan de Salcedo conquered Manila, he moved northward to
expand the Spanish rule in the country. He established their
settlement in the municipalities of Castillejos and Iba. One day,
some Spanish soldiers from Castillejos rode northward for their
continuing mission to conquer undiscovered land and not being
familiar with the terrain, they stopped at an Ilocano settlement
along the northern bank of Macolcol River. They approached the
first house in the settlement, and one of the soldiers inquired
from the farmer and his wife, who were then trembling with fear,
because they could not understand the language of the soldier, they
thought that the soldiers came to confiscate their properties and
inflict physical harm to them, the man was tongue-tied and could

CONFIDENTIALanswer. Brusquely, the soldiers alighted from his
horse and repeated his question. The man imagining that the soldier
was asking if they could cross the river, stammered a reply:
Alusiis met apo meaning the river was rapid, deep and whirling
thinking that he was answered right, the soldier nodded and went
back to his companions and kept repeating to himself Alusiis,
Alusiis. Since then, the pueblo was called Alusiis. On February
12,1846, as the Spanish Flag was hoisted in the place, the name
Alusiis was changed to SAN NARCISO as a namesake to the then
progressive Spanish Governor-General Narciso Claveria. San Narciso
is the official name of the town by a Royale Decree issued by the
Spanish Governor General Narciso Claveria and Archbishop Jose Soque
in February 12, 1846.

CONFIDENTIALA. GEOGRAPHY The municipality of San Narciso is
located in the Central Part of Zambales. It is 169 kilometers away
from Manila, 92 kilometers from San Fernando City, Pampanga the
Regional Capital and 42 kilometers from the Provincial Capital in
Iba in the north and 42 kilometers from Olongapo City in the
south.
San Narciso is bounded in the north by the municipality of San
Felipe on the south by the municipality of San Antonio on the
southeast by the municipality of San Marcelino on the east by the
mountain ranges and on the west by the South China Sea. It shares
common boundaries with the municipality of San Felipe on the north,
San Antonio on the south, and San Marcelino on the east.

TOPOGRAPHY AND LAND FEATURES San Narciso has an average
elevation of 3.5891 meters above sea level. The highest elevation
is 800 meters and the lowest is 30 meters. It has twelve (12)
rivers and rivulets that supplies minimal water for the farmlands.
The rivers are Omaya, Cabirabidan, Nagtipunan, Danao, Macolcol,
Grullo, Cabatuan, Palayas (Vega), Cuyacoy, Casantacruzan, Mabangcal
and Capaniquian. CLIMATE AND TEMPERATURE Like any other towns in
the coastal area (Western Luzon), San Narciso has two (2)
pronounced season: the wet season and the dry season. The wet
(rainy season) falls during the months of June and October with
monthly average temperature of 22 degrees centigrade. While the dry
season, which starts in November and ends in May, has an average
temperatures 30 degrees centigrade. PREVAILING WINDS Like most
coastal areas in the Philippines, the prevailing typhoons affecting
the municipality as often intensified southwest or northwest

considerably weakened by the towering mountains on its eastern,
northern and southern sides. A maximum wind with a velocity of 150
kilometers per hour is experienced every year during heavy
downpour. FLORA AND FAUNA The animal habitat of San Narciso covers
approximately 3,000 hectares of the total land area. In this rare
species of animals are found such as wild pigs, alligators,
pythons, and black Herons. Orchids of different species are found
on the wide hectare hinterlands near the boundary of San Marcelino
and San Narciso mountains such as tiger grass, rattan and wild Dona
Aurora. Hard wood of commercial quality thrives in the forest of
San Narciso like macapa, molave and pajo.Pajo and narra which can
be found in the mountain ranges of Paite is unique for house
walling and dining tables. Dita (Dalipawen) in the dialect is also
found in the forest and is good material for wooden shoes, boat
hull and may even be used in match sticks production. SOIL TYPE San
Narciso as an agricultural municipality has soil type such as
angeles fine sand, fine sandy loam, silt loam and clay loam.

CONFIDENTIALCHAPTER IIECONOMY, AGRICULTURE AND TRADE AND
INDUSTRY San Narciso is a Fourth Class municipality under the new
income classification with an agricultural-based economy. Farming
and fishing are the major industries.
Cattle-raising, poultry/swine raising, bamboo-nipa house- making
and small scale business enterprises are the subsidiary sources of
livelihood in this municipality.

EDUCATION Education is very vital for development. It is one of
the instruments wherein one can pursue success and meaningful life.
The DECS Personnel are existing their efforts for the effective
implementation of all program, projects and activities
in the Department. The Philippine Merchant Marine Academy (PMMA)
also located here, San Narciso also houses one of the best college
institutions in southern Zambales, the Magsaysay Memorial College,
which offers bachelors courses and other 2 year courses. Also
located in San Narciso is the Zambales Academy. One of the oldest
secondary education institutions of the province.19

Vice President and the members of the bicameral assembly (Congress
of the Philippines) are elected by the people at large

people are showing signs of discontentment/frustration the national
government is perceived to be not responsive to the basic and

3. Constitution
The constitution of the Republic of the Philippines has
supplanted and superseded the Freedom Constitution in 1986. A
select group of citizens composed the Constitutional Commission in
1986 to draft the present constitution
which translates the good, aspirations and hopes of the Filipino
people. In 1987 the drafted constitution was overwhelming ratified
by the citizenry in a plebiscite conducted for the purpose.

in-fighting,maneuverings and shifts of loyalty among the PDP/LABAN
and LAKAS NUCD members as a result of the long existing feud
between the Deloso faction and Magsaysay' clan which is believed to
have evolved as a result of political interests and ambitions.

San Narciso is one of the most peaceful town in Zambales. There
are no reported insurgency for the past years. CTs and other
lawless elements in AOR could not have possibly proven in the past
that the people could not be easily swayed into embracing an
"alternative government" as being propounded by the insurgents.
Criminal syndicates, likewise, are not in any manner emboldened to
ply their wares in this
municipality because the people essentially are genuinely
concerned to support the duly constituted authorities in the
preservation of law and order.
The municipal government has formulated goals to improve and
sustain the delivery of essential services to the citizenry and to
harness the municipalitys
unlimited natural resources including tourism and the fishing
industry. Said inputs if and when maximized to the best interests
of the community will usher in a
stable government and a much improved socio-economic and
political profile that could bring about the extinction of all
threats to peace and order.
