San Diego Leaders refuse to analyze an Alternative 15-Acre sites for a multi-purpose NFL Stadium and Contiguous Convention Center Expansion on State Tidelands, as an Alternative project for the ongoing Draft EIR for the 5 Acre Convention Center Phase III Expansion. The reason given by Mayor Sanders designee Cushman to reject the idea, is that the California Coastal Commission would never allow tidelands to be filled in San Diego Bay.

Our reply is that the State Tidelands would not be filled in, but instead a full Reclamation would take place, which would take negate the Seismic Hazard of Liquefaction, remove and clean up all the historic toxic sediments, improve public Coastal Access to our Waterfront, and provide a waterproof, subterranean Structural Bathtub Foundation for Proof of Concept. The Cistern would capture and clean Storm Water; and desalinate water in San Diego Bay.

Our Alternative Waterfront site for a multi-purpose NFL Stadium, Convention and Event Center should be analyzed as an Alternative Contiguous Convention Center Space. Since this project is on State lands, we are asking the CCC to analyze our idea, and if interested in keeping the Chargers in San Diego, make the City prepare an Updated Notice of Preparation so the Alternative can be analyzed concurrently.

ALTERNATIVE FINANCING PLAN FOR MULTI-PURPOSE NFL STADIUM AND CONTINGUOUS CONVENTION CENTER EXPANSION.

SAN DIEGO HAS NOT INCREASE THE TRANSIENT OCCUPANCY TAX (TOT) SINCE 1994. TRIED 2 TIMES SINCE 1994.

The LAST VOTE IN DID NOT EVEN GET 50 PERCENT OF THE VOTE FOR GENERAL FUND EXPENSES. We believe the ballot failure was due to the knowledge that any money would be used to bail out the City’s pension deficit, and no tangible Civic improvements would be financed.

A June 5, 2012 or November 6, 2012 public vote for a 4 percent City-wide or County-wide TOT tax that could be used for public infrastructure and public parks only.

A new city-wide or county-wide 2/3 public vote approval for regional infrastructure projects and public parks (Balboa Park, and beaches)  to create water security for San Diego using structural cistern foundations to capture/clean/desalinate water on San Diego Bay.

SOUTHERN CALIFORNIA WATER SECURITY.

According to the Mayor's Economic Competitiveness report, our number one civic issue that requires a solution is the annual $31 million in Fines from the City’s General Funds, increasing to an annual $50 million, for urban Storm Water runoff that empties into San Diego Bay and the Pacific Ocean. 

San Diego has no where to store any storm water. The structural cistern foundation would provide proof of concept for the full Reclamation of our public tidelands, remove liquefiable soils and toxic sediments and would serve as the stable foundation for a privately financed NFL Stadium/ Convention Center Expansion project based on the AEG’s LA Farmers Field. Part of the issue is also a new Desalinization Plant on San Diego Bay. Desalinization – aka DeSalting was created in San Diego. The original plant was located on Point Loma by the Wastewater Treatment Plant from 1962 to 1964.

General Atomics in San Diego created the large scale Reverse Osmosis technology use in 1962. ROGA stand for Reverse Osmosis General Atomics. In 1964 the Point Loma ROGA plant that was moved to Guantanamo Bay, Cuba.   Currently four states including California are trying to invest public funds for a needed fresh water infrastructure project in Mexico near Rosarito Beach. US Federal government has an EQA/NEPA approved EIR 60 foot Utility corridor Right-of-Way along the US/Mexican border.
