What is KSEA?

KSEA is a 37-year-old non-profit national-level professional organization. It is open for participation to all Korean-Americans who have college degrees in science and engineering fields and cherish the heritage of Korean culture. The KSEA’s objectives are to: - Promote the application of science and technology for the general welfare of society; - Foster the cooperation of international science communities especially among the US and Korea; - Serve the majority of Korean-American Scientists and Engineers and help them develop their full

career potential. KSEA has more than 30 chapters and 13 technical groups covering all major branches of science and engineering. Since its birth in 1971, KSEA has been recognized as the main representative organization promoting the common interests of Korean-American scientists and engineers toward meeting the objectives mentioned above. KSEA particularly welcomes participation from 1.5th-Generation, 2nd-Generation, and 3rd-Generation Korean-American scientists and engineers including the mixed-race and adoptee communities. KSEA promotes helping younger-generation Korean-Americans to be aware of the rapid advances in science and engineering occurring both inside and outside of the US. Especially, it is helping to create opportunities for Young Generation members to interact with talented scientists and engineers in Korea.

UKC2009 will be held during July 16-19, 2009 at the brand new, state-of-the-art Raleigh Convention Center in Raleigh, North Carolina, a vertex of the famed Research Triangle Park. National Mathematics and Science Competition (NMSC) KSEA has held a long tradition of sponsoring the National Mathematics Competition (NMC) for students in the 4th to 11th grades. It became NMSC when the Science Competition was added in 2007. It has been recognized as an important community service organized by the KSEA members at the national level. The primary objective of this competition is to aspire young students to become more interested in science and technology and to recognize Korean-American students for their excellence in Math and Science. To promote the significance of this event, we have started to send award notifications to the awardees’ schools. Positive feedback received from many students, parents and participating Chapters on the Science Competition in particular, due to its emphasis on “teamwork” vs. individual competition. NMSC2008 was held in 33 cities in the US and Canada! KSEA is committed to expanding our efforts to grow the NMSC. For more information, visit http://nmc.ksea.org/NMSC2008/.

Scholarships

The KSEA and KSEA-KUSCO scholarship programs are established to recognize students for their excellence, not based on needs. The goal is to provide meaningful opportunities for the YGs to present their work and network with prominent scientists and engineers attending UKC. Our vision is to grow endowment funds to afford more scholarships and to expand categories to emphasize the importance of leadership and community service. Competition was particularly stiff this year with a record number of outstanding applicants (63 undergraduate and 92 graduate students) for a total of 15 undergraduate and 17 graduate scholarships! In addition, there were 2 essay awards. For the first time, all of the Graduate Scholarship recipients will present at either regular or Young Generation & Professional Forum Poster Sessions at UKC 2008.

Messages from UKC2008 Chairs

Dr. Kang-Wook Lee’s Message

Dear KSEA Members, UKC2008 Participants, and Colleagues: “OUR NATION HONORS HER SONS AND DAUGHTERS WHO ANSWERED THE CALL TO DEFEND A COUNTRY THEY NEVER KNEW AND A PEOPLE THEY NEVER MET.” This phrase has been engraved on the granite ground at the Korean War Veterans Memorial, Washington, DC. Indeed, these “Sons and Daughters” helped lead Korea to an era of great peace, democracy and prosperity. Likewise, after the War, many Koreans immigrated to the U.S. and contributed to the economy and society of this great nation, thereby establishing a complimentary relationship between the two countries. We hope the UKC will honor this tradition now through a different venue, the field of science and technology. We are in an exciting time where worldwide collaboration is not simply a prospect of the future but a reality of the present. I believe that the two countries will continue to work together to allow their respective citizens to live prosperously under an enriching environment. My fellow KSEA members and UKC2008 participants, please join me in promoting US-Korea cooperation and making a better world through the development of science and technology. More than 600 presentations are scheduled in the final program with many distinguished speakers such as Clive Granger of UC-San Diego (a Nobel Laureate), Frances Allen of IBM (a Turing Award recipient), Efim Isaakovich Zelmanov of UC-San Diego (a Fields Medal recipient), Nam Pyo Suh (KAIST President), Marye Anne Fox (Chancellor of UC-San Diego), and other numerous speakers whose research accomplishments have resulted in immeasurable advancements in their respective fields. We hope to achieve the following objectives through this conference: (1) Provide a forum for leading researchers from the U.S. and Korea to exchange their research findings including state-of-the-art trends in science and technology; (2) Promote networking among participants to facilitate scientific collaboration between the two countries; (3) Present young scientists and engineers with an opportunity to explore their career development as future leaders in their field. Dr. Ki-Jun Lee’s Message

Honorable Dr. Chan-Mo PARK, the Science and Technology Advisor to the President of Korea, Dr. Kang-Wook LEE, President of the Korean-American Scientists and Engineers Association, distinguished scientists and engineers, ladies and gentlemen, It is my great honor to deliver the welcoming address at the opening ceremony of the US-Korea Conference on Science, Technology and Entrepreneurship 2008. As a co-chairman of UKC 2008 and the President of the Korean Federation of Science and Technology Societies, I would like to extend my warmhearted welcome to each and every one of you scientists and engineers here today who had travelled all the way from Korea and from other parts of the United States to attend this Conference. As we all well recognized, the Korean-American Scientists and Engineers Association, or KSEA has played a key role in enhancing friendships and building up networks among the Korean-American scientists and engineers, operating 60 local branches throughout the United States. KSEA has also made a great contribution to fostering scientific and technological cooperation between the United States and Korea. Through KSEA, we have actively pursued a variety of cooperative programs such as organizing conference, manpower development and information exchange. UKC, KSEA annual conference in particular, has expedited to share ideas and technical information, develop cooperative programs, and establish professional networks between our two countries. Distinguished participants, ladies and gentlemen, As we are well aware, the Korea-US Free Trade Agreement is waiting for ratification of the Korean National Assembly and the U.S. Congress, respectively. With no doubt, the FTA will not only boost bilateral trade but also promote S&T cooperation to a great extent. The license certification of engineers in particular will accelerate interrelationship among professionals and will ultimately lead to closer cooperative tie in science and technology between our two countries. Taking this into account, the role of KSEA and UKC in particular, its annual conference will become more important than ever. I sincerely hope that with the leadership of KSEA being stronger, UKC will continue to grow into a highly renowned gathering, bringing prominent scientists and engineers not only from Korea and the United States but also from all over the countries. Message from the Vice Minister of Education, Science and Technology, Republic of Korea I would like to offer my congratulations to the Korean and American science communities on the US-Korea Conference on Science, Technology and Entrepreneurship (UKC) 2008. Since its inception in 1971, the Korean-American Scientists and Engineers Association (KSEA) has fostered cooperation between the United States and Korea through a variety of activities such as up-to-date information exchange of science and technology and its current trend and exchange programs for scientists and researchers. In particular, it gives me further pleasure that UKC, organized by KSEA on an annual basis since 1994, is being recognized as a truly international conference encompassing the two countries. UKC has made remarkable contributions to promoting cooperation between our two countries by providing opportunities for scientists, engineers, entrepreneurs, and other leaders from both countries to exchange their scientific achievements, establish professional networks, and provide practical policy ideas on improvement of R&D system in Korea. Throughout the human history, science and technology has not only led economic development but also provided the solutions to the issues of global concern including climate changes, food, energy and so forth. In addition, rationality and creativity that science and technology promotes in our society have been the source of both competitiveness and dignity of a nation. It is under such a conviction that the new Korean government created the Ministry of Education, Science and Technology (MEST) by combining the two former ministries, the Ministry of Education & Human Resources Development and the Ministry of Science & Technology. With a mission to develop Korea into an advanced society based on science and technology, MEST will utilize all the available means to promote creative talents and strengthen R&D capabilities. Especially, MEST plans to expand international networks in science and technology through policies of encouraging international joint research projects and attracting prominent research centers and distinguished scholars abroad to Korea. At this moment international cooperation in science and technology become even more important for our future growth, I attach special significance to UKC 2008 as I have high expectation that UKC serves as a catalyst for bringing the cooperation between Korea and US in science and technology to a higher level. I would like to take this opportunity to express my gratitude to President Kang-Wook Lee of KSEA, President Ki-Jun Lee of the Korean Federation of Science and Technology Societies (KOFST), and their members and staff including the Korea-US Science Cooperation Center (KUSCO) for their time and efforts for the organization of this conference. Finally, I hope that UKC 2008 will be more successful than ever and bring out the best results for all participants. Dr. Clive Granger received the 2003 Nobel Prize in Economic Sciences shared with Robert Engle for methods of analyzing economic time series with common trends. He earned his Ph.D. in statistics at the University of

Nottingham, England. He now holds positions of Professor Emeritus and Research Professor at University of California-San Diego.

Dr. Suh, Nam Pyo is the President of Korea Advanced Institute of Science and Technology. He has a Ph.D. degree from Carnegie-Mellon University. He was a professor (1970-2006) and the Head (1991-

2001) of Mechanical Engineering at MIT. He also served as the Assistant Director of Engineering at National Science Foundation (1984-1988).

Dr. Jong-Koo Park is a Vice Minister of Education, Science and Technology of Republic of Korea. He has a Ph.D. in Economics from Syracuse University. Previously, he served as a Vice Minister of Science and Technology

Innovation at the Ministry of Science and Technology; Vice Minister of Office for Government Policy Coordination; Assistant Minister of Economic Policy Coordination, Assistant Minister of Water Quality Control Department at the Office for Government Policy Coordination among others.

Dr. Marye Anne Fox, the 7th Chancellor of the University of California, San Diego, is a world-renowned physical organic chemist, whose work has influenced mechanistic chemistry, materials

science, and solar energy conversion. An elected member of the National Academy of Sciences, Fox also advises on US policy on science and education. She has served as a vice chair of the US National Science Board and currently serves as a member of President Bush's Council of Advisors on Science and Technology.

Dr. Suh, Sang-Kee is a congressman of the Korean National Assembly and the President of the Assembly Digital Forum. He has a Ph.D. Degree from Drexel University. He was a senior researcher at

Ford Motors, the President of Korea Insitute of Machinery and Materials, a professor of Hoseo University, and a member of the Assembly Science, Technology and Information Committee.

Dr. Sung-Mo (Steve) Kang is the Chancellor of the University of California, Merced. He obtained his Ph.D. degree in electrical engineering from the University of California, Berkeley in 1975. His recent awards include the IQ

Quality Design Award (2008), the Chang-Lin Tien Education Leadership Award (2007), The Gandhi King Ikeda Award (2007), Mac Van Valkenburg Society Award of IEEE Circuits and Systems Society (2005). He is a Fellow of IEEE, ACM and AAAS.

Dr. In-Kyung Ryu is the Executive Vice President and Director at LGE Advanced Research Institute. He obtaind his Ph.D in electrical engineering from the University of Southern California. He was an Executive

Vice President at Alticast Corporation and Vice President at Samsung Electronics.

Dr. Sunggi Baik is the President of Pohang University of Science and Technology. He obtained his Ph.D. in Materials Science from Cornell University and was a researcher at Oak Ridge National Laboratory. Since he joined

POSTECH, he has held many senior positions including Vice- President (1998-2000). He is a Fellow of American Ceramic Society and member of World Academy of Ceramics, and has received numerous awards including Outstanding Achievement Award and Best Publication Award.

Dr. Stuart Peltz is a President and CEO of PTC Therapeutics. He is a leader in the investigation of mRNA turnover and translation and has been involved in developing the first biochemical assays to investigate the

regulation of mRNA turnover as well as in demonstrating the strong connection between the processes of translation and mRNA turnover. Dr. Peltz is widely published and serves on National Institutes of Health and American Cancer Society committees.

A recognized scientific leader in the area of post-transcriptional control processes, Dr. Peltz's work was instrumental in identifying and characterizing components of the nonsense-mediated mRNA decay pathway. His laboratory has established the notion that factors that are involved in nonsense-mediated mRNA turnover are also involved in modulating the processes of translation termination and programmed -1 ribosomal frameshifting. Dr. Peltz received his Ph.D. at the McArdle Laboratory for Cancer Research at the University of Wisconsin.

World Class University (WCU) Project

Ministry of Education, Science and Technology

Republic of Korea

The Korean Ministry of Education, Science and Technology will invest KRW 825 billion over the next five years with an aim to promote researches at universities under the World Class University (WCU) project announced on June 20, 2008.

The WCU project is a higher education promotion program of the Korean government, which invites international scholars who possess advanced research capacities to collaborate with Korean faculty members and establish new academic programs in key growth-generating fields.

The promotion leaflet of WCU will be distributed at its promotion booth in the Grand Foyer from August 14 to 16. In particular, with a 15-minute presentation session on WCU scheduled during the banquet (5:45pm~9:00pm) on August 15, we would appreciate your kind interest and participation in WCU.

Dr. Moon Won Suh

Dr. Moon Won Suh is a Professor of Textile Technology and Management, Professor of Statistics and Professor of Operations Research at North Carolina State University since 1987 following his industrial career at Operations Research Department of Burlington Industries. Prof. Suh holds B.S. (Tex. Eng. – Seoul National), M.S. (Tex. Tech. – NC State) and Ph.D. (Statistics- NC State) degrees and has served the industry and academia with distinction with over 200 scientific publications. Currently, he serves as a member of the Editorial Board for Textile Research Journal (US), J. of The Textile Institute

(UK) and Fibers and Polymers (Korea). He was elected as President of The Fiber Society (US), an Honorary Member of the Society, a Fellow by American Statistical Association and was awarded "Harold DeWitt Smith Medal” by ASTM in 2003 for his outstanding research and teaching contributions in fiber science, textile technology, statistical sciences and management. Prof. Suh was also elected as a member of Hallimwon (The Korea Academy of Science and Technology) and Korea Academy of Engineering, and is a recipient of Presidential Merit Orders (Woongbi-Jang, 2003, Sukryu-Jang, 1992, Distinguished Service Award by President, 1989). Prof. Suh’s distinguished services for KSEA include: President of NC Chapter, KSEA Governing Council, 23rd President of KSEA and numerous standing committees and ad-hoc committees and fund-raising activities. He created the Annual Meeting of KSEA (now called “UKC”) for the first time in 1994 acquiring major a funding from Hanwha Group and other Korean industrial counterparts. The historic 1994 meeting held in Washington DC was attended by some 600 members and guests and it has become an icon for KSEA. Most significantly, Prof. Suh proposed and obtained funding for the KUSCO (Korea-US Science Cooperation Center) in 1995 and successfully inaugurated the Center in 1997 by acquiring active supports of Prime Minister Dr. Seung-Soo Han (then Chief of Staff, Office of the President, ROK) and Dr. KunMo Chung (then Minister of Science

and Technology) among others. Apart from KSEA, Prof. Suh served the Korean-American Community with distinction as a Founding Board Member, President, and Chairman of the Board for National Association of Korean Schools since 1980, facilitating an explosive growth to 1800

strong Korean Schools across the United States.

Outstanding Contribution to KSEA

Dr. Ki-Hyon Kim

Professor Kim graduated from Seoul Nat’l Univ. with a B.S. degree in Physics, and received a Ph.D. in Physics from Univ. of Vienna, Austria, in 1963. He pursued a postdoctoral research program at NASA-Langley Research Center Space Radiation Effects Laboratory, Newport News, Virginia as Nat’l Academy of Science Resident Associate in 1966-69. He participated in a research on Space Radiation Effects on Solid State Instruments for the NASA's Apollo Program that landed a man on the moon in

1969. During the years of 1982-86, Dr. Kim served as a member of Advisory Committee, on Science and Technology, US Congress House of Representative (2nd Dist. Hon. T. alentine). He received Republic of Korea Presidential Medal of Honor, “Mock-Ryun-Jang” in 1988. Dr. Kim was appointed a distinguished visiting professor at KAIST Physics Department in 1994 and taught another semester in 2007. He is currently serving on a Brain Pool Program with KRISS. He served as KSEA president in 1986-87. He was awarded an outstanding faculty service award 2006 by the NCCU College of Science & Technology. Since June 2006, he is serving as NCCU Chapter president of Sigma Xi, The Scientific Research Society. His current interest covers Nuclear Non-Proliferation (NNP), Neutron Radiograph Imaging, Sensing Science and Technology for Security, Physics and Societal Issues.

Outstanding Contribution to KSEA

Dr. Wan Kyoo Cho

Professor Cho graduated from Seoul National University (SNU) majoring Developmental Biology in 1952, and Doctor of Science degree in 1969 by SNU. He rapidly rose from a full time lecturer in 1957 to the full professor at SNU. He was a visiting scientist in reproductive biology at the University of Pennsylvania (1964-66), Johns Hopkins University and Harvard Medical School (1971-72) and Cambridge University (1973). He had served as the first Dean of the College of Natural Sciences, SNU (1975-79), Vice President

(1979-80) and President (1987-91). He had taken a leading role to establish the university autonomy. He served as Minister of Education, ROK for 13 months until 1993. He had deeply involved to a program for installation of the International Vaccine Institute (IVI, www.ivi.int) in Korea, whose mission is humanitarian such as to develop the vaccines against the infectious diseases which are very common in children in the poor countries in early 1990's, and finally UNDP, initiated the program, decided Korea as the host country in 1994. He had served as a founding member of Board of Trustees (1997-2000) of IVI, as Chairman of the Korea Support Committee (KSC) for IVI (1998-05), and currently as the Executive Adviser of the KSC. Meanwhile, he served to several organizations such as Korean Federation of Science and Technology Societies (1984-87) as President, Bioindustry Association of Korea as a founding President (1991-to date), Korean Academy of Science and Technology as a founding President (1994-98).

Engineer of the Year

Dr. Mun Young Choi Dr. Mun Y. Choi is Dean of the School of Engineering at the Univ. of Connecticut. Dr. Choi received his B.S. from the Univ. of Illinois at Urbana-Champaign in 1987 and his M.A. and Ph.D. from the Mechanical & Aerospace Engineering Department at Princeton Univ. in 1989 and 1992, respectively. He has served as a Nat’l Research Council (NRC) post-doctoral fellow at NIST from

1992 to 1993. Dr. Choi has also held faculty positions at the Univ. of Illinois at Chicago and Drexel Univ. He has received numerous awards for research and education including the Univ. of Illinois Scholar Award and the SAE Teetor Award. In 2007, he was elected President of the Pi Tau Sigma, the international Mechanical Engineering Honor Society. In recognition for his efforts mentoring students, he was awarded the 2006 Robert G. Quinn Award for Leadership and the 2006 Louis A. Stokes Philadelphia Alliance for Minority Participation Award for Excellence in Education. Dr. Choi’s current research effort is focused on advancing the understanding of sooting and radiation on droplet combustion and development of laser diagnostic techniques that will be performed on the Int’l Space Station in 2009.

Entrepreneur of the Year

Mr. Jin Soo Kim In 1986, at the age of 30, Jinsoo Kim immigrated to the United States. Within three semesters, Jinsoo earned a Master’s degree in Computer Science from Stevens Institute of Technology in Hoboken, New Jersey. After receiving his Master’s degree in Computer Science, 14 years later, Mr. Kim obtained his Master’s degree in Technology Management.

Jinsoo began his career in technology as a software programmer at LRS, a pioneer in electronic New Drug Applications. Jinsoo’s leadership and vision allowed the company to develop a breakthrough technology: an Optical New Drug Application, which was considered the first electronic submission to FDA using optical disk technology.

By 1992, Jinsoo founded ISI and had created a unique software and service solution for pharmaceutical companies submitting New Drug Applications in electronic format to the FDA and other agencies. In 1993, he developed DAMOS, the standard application for the European Drug Agencies. In 1998 that landmark work on the first PDF based electronic submission to the FDA was included in the Smithsonian Institute’s Innovation in Science Collection. ISI went to achieve a number of industry first’s and in less than 16 years, Jinsoo has built the company from a one-person business operating out of his New Jersey home to an international technology leader employing over 450 people in the United States, Europe, China and Korea. Based on a long career providing innovative solutions to industry, Jinsoo has received several distinguished industry awards, including “The Ernst & Young Entrepreneur of the Year” NJ Winner in 2008. And he has received “Outstanding 50 Asian Americans in Business Award” in 2008.

Entrepreneur of the Year

Dr. Te-Won Lee Dr. Te-Won Lee was Chief Executive Officer and co-Founder of SoftMax, Inc., a start-up company in San Diego developing software for mobile devices. Dr. Lee with a team of talented engineers developed proprietary signal processing algorithms and software that uses multiple microphones for advanced noise and echo cancellation in cellular handsets and Bluetooth headsets. In December

2007, SoftMax was acquired by Qualcomm, Inc., the world leader in wireless communications where Dr. Lee is now a Senior Director of Technology leading the development of advanced voice signal processing technologies. The merger between Qualcomm and SoftMax enabled the promotion of the SoftMax technologies into many different platforms and markets. Prior to Qualcomm and SoftMax, Dr. Lee was a research professor at the Institute for Neural Computation at the Univ. of California, San Diego and a collaborating professor in the Biosystems Department at the Korea Advanced Institute of Science and Technology (KAIST). Dr. Lee received his M.S. degree in 1995 and his Ph.D. degree in 1997 with summa cum laude in electrical engineering from the Univ. of Technology Berlin. During his studies he received the Erwin-Stephan prize for excellent studies from the Univ. of Technology Berlin and the Carl-Ramhauser prize for excellent dissertations from the Daimler-Chrysler Corporation. He was a Max-Planck Institute fellow (1995-97) and a research associate at the Salk Institute for Biological Studies (1997-99). In 2007 he received the SPIE Conference Pioneer Award for work on independent component analysis and unsupervised learning algorithms.

Dr. Jungho Kim

Jungho Kim is a Professor of Mechanical Engineering at the Univ. of Maryland. He received his B.S. degree from the U. of California, Berkeley, and his Ph.D degree from the U. of Minnesota in 1990. After performing gas turbine research at Calspan Corporation (Buffalo, NY) for 2.5 years, he joined the U. of Denver as an Assistant Professor. He has been a professor at the U. of Maryland since 1998.

His current research primarily deals with investigating phase change heat transfer mechanisms on the microscale using microheater arrays to measure time and space resolved heat transfer rates. This technique has been applied to study boiling heat transfer under varying gravity environments, spray cooling, and flow within microchannels under NASA, ONR, AFOSR, NSA, Northrup Grumman, and Parker Hannifin support. Other research includes the measurement of absorbance coefficient of reactants at high temperatures, and the development of fast response heat flux gages. Dr. Kim has published over 90 journals and conference papers, and is a contributing author to the CRC Handbook of Thermal Engineering and the CRC Handbook of Mechanical Engineering. He is active in the American Society of Mechanical Engineers. He has won numerous awards for teaching and is the holder of two patents.

The Washington DC Metro Chapter was very busy this past year helping to organize the UKC 2007 conference in Reston, VA. Many members of the chapter devoted countless volunteer hours to make this conference a resounding success. The chapter also hosted the KSEA Math competition this past April with over 180 students participating. We also hosted for the first time a Science Competition which drew almost 40 students from the 3-8 grades.

Outstanding Chapter Southern California Chapter Dr. Jane Oh, NASA-JPL, California Institute of Technology Southern California Chapter President, July 1, 2007 – June 30, 2008 I am honored to receive this award because it tells me that the Southern California Chapter made a difference. Over the years, the Outstanding Chapter Award has recognized chapters that demonstrated excellence in chapter performance. A truly successful KSEA chapter requires leadership, organization, a broad spectrum of activities, and enthusiastic member participation. The South-West Regional Conference that was held earlier this year at Cal Tech was a great success. There were motivational speakers, organized leaders, and great food. In every room there were different sessions going on, which would interest any and everyone. The Math and Science Competition was also a huge success with 320 students, 300 parents, and 45 volunteers. The Science Contest was held for the first time this year, and everything ran smoothly. Not only did all the participants have fun and learn a lot, the organizers were also very pleased with the results. I feel so lucky the past year to receive a lot support from Southern California Chapter members and HQ staff. I'm hoping that in the future we will reach out more people so that KSEA could grow to the best and foremost professional community in the world.

Outstanding Chapter South Texas Chapter Dr. Jung Hyeob Roh, Assistant Professor, University of Texas South Texas Chapter President, July 1, 2006 – June 30, 2008 The South Texas Chapter covers the greater Houston area which is also known as the city of space science, the world’s largest medical center, and a center of oil and energy production technology. Major Korean Companies and the Korean consulate also have their offices here. To facilitate the interaction between Korean-American scientists with diverse technical backgrounds, our chapter organizes many activities such as the Korean-American Biomedical Scientists symposium and a bi-monthly seminar series for the Bio-Scientists, Offshore Technology Forum for the offshore engineers, Global leadership seminars for the students of Texas A&M University, a National Mathematics/Science competition, a Spring special seminar and golf outing, and an

annual member picnic for the public and KSEA members. These activities will improve further under the leadership of Dr. Dong Hwan Lee, our new chapter president.
