As of October first, another year has officially rushed by for ASCE – and what a year it was! First of all I extend my thanks and appreciation to you, our Membership, for your support and presence at our local ASCE Meetings and Committees.

It is with great pleasure to assume to role of President for the Riverside-San Bernardino Branch of ASCE. I look forward to a busy and satisfying year working with our very capable board and committee chairs.

“Surround yourself with people who are better than you”. I am not sure of the origins of this phrase but I can certainly vouch for its significance when considering the service of our Board members. This being the first newsletter for the 2012-2013 year there is no better time to introduce your Board and thank the Board for continuing to carry the banner of leadership that

helps to promote our profession.

Hoover Dam BypassOctober 14, 2010

At nearly 900 feet above the Colorado River and 1,900 feet long, the Hoover Dam Bypass helps to protect the security of the Dam by removing through traffic from US 93, thus reducing the vulnerability to a terrorist attack and also helps to protect the most sustainable source of electricity and a scarce water supply for the entire Southwest.

In recognition of the challenges to build such a structure in a difficult environment, the Hoover Dam Bypass Bridge was honored with the American Society of Civil Engineer’s (ASCE) 2012 Outstanding Civil Engineering Achievement (OCEA) award. The structure, officially known as the Michael O’Callaghan/Pat Tillman Memorial Bridge, was constructed in a harsh environment where temperatures reached triple digits during the day. The structure is the highest and longest arch concrete bridge in the Western hemisphere and features the world’s tallest concrete columns.

Because of the 800-foot gorge below with rock cliffs, steep canyon walls and winds of up to 70 miles per hour, the contractor used two 2,500 foot long cableways connected to 330 foot high towers on each side of the canyon to transport the construc-tion crews and 50 tons of equipment and material into place during the construction. Due to the high heat, concrete was poured from mid-air at night and was cooled with liquid nitrogen filled tubes.

The bridge is part of the five-mile long bypass that consists of four lanes of roadway, eight bridges, interchanges in both Arizona and Nevada and over 3.6 million cubic yards of shot rock excavation. The project was built for $240 million without a dispute or claim by contractors. Obayashi Corporation and PSM Construction USA were contractors for the bridge while HDR, T.Y. Lin International and Jacobs Engineering were the design and support team. The project is owned by the Arizona Department of Transportation, the Nevada Department of Transportation, the U.S. Bureau of Reclamation, the Western Area Power/Administration and the National Park Service. The Central Federal Lands Highway Division of the Federal Highway Administration was the project and program manager.

Lighter Side

Stormwater Committee Dinner MeetingThe Stormwater Committee met on September 19 at the Hilton Hotel in San Bernardino for networking, dinner, and a presentation the great flood of 1938’s impact on the inland empire area by Suzie Earp. Mrs. Earp is an Archivist and Historian Archivist for the Water Resource Institute at Cal State San Bernardino.

Leading up to the flood, there was no snow pack in the mountains; so once the storm hit, 36» rainfall in Big Bear quickly made its way down the mountains. The Santa Ana River grew to 1 mile wide. There were no flood warning at the time, as such, 22 lives were lost. However, that is counting residents only, in the 1930’s minorities, and migrant workers alike, were not accounted for, so the actual number of lives lost is likely much higher. About 29 homes were swept away, 150 homes and hundreds of cars were destroyed, leaving over 900 people homeless and around $80 billion in property damage, in 1938 dollars.

The Santa Fe and Southern Pacific rail yards, a major industry at the time, were destroyed. About 2.5 miles of track in the Cajon Pass was lost due to washed out tracks. As a result tracks were moved opposite the creek. Rail shipping was down for 2 months, which meant that citrus, mail, passengers, and other freight shipping was at a standstill. This made it even tougher on citrus farmers who were hit by a freeze year before; now following the flood, they had no ice houses, packing houses, and rail lines to ship with.

Whit I found most interesting was that around the late 1930’s, flood control was very reactionary. Flood control districts were either non-existent or in their infancy stage, leaving the flood control work to be handled through public works. The formation of flood control districts was a hot topic of debate, as shown on the two political cartoons presented in the lighter side section below. Voters had a tough choice on where their vote and tax dollars would be best spent, on flood control measures or drought preparedness. After the great flood of 1938, the choice was clear.

Ms. Gonzalez is currently an E.I.T (Engineer in Training) and is working on obtaining her Professional Engineering license. She holds a bachelor’s degree in Civil Engineering from California Polytechnic University, Pomona. Ms. Gonzalez has been actively in-volved with the American Society of Civil since 2003 and has held several positions both the student chapter and the San Bernardino and Riverside Counties Branch Younger Member Forum (YMF).

Dr. Raymond Wolfe is the Executive Director of San Bernardino Associated Governments (SANBAG), the Coun-cil of Governments and Transportation Authority for San Bernardino County. He joined SANBAG in April, 2012, after spending more than 20 years with Caltrans, the California Department of Transportation. For the past 3 ½ years, Dr. Wolfe has been Director of Caltrans’ District 8, which serves both San Bernardino and Riverside Counties.

As the Executive Director of SANBAG, he manages a Budget of $716 Million for the current Fiscal Year 2011-2012. Funds are used to assist in development of regional transportation policies, plan, design, and build freeway improvements, bridges, and railroad crossings, operate and expand commuter rail and transit services countywide, manage air quality programs and freeway service patrol, implement alternative fuel and energy pro-grams, and advocate for countywide interests at State and Federal levels.

September General Meeting

On Wednesday September 26, members were privileged to meet Celeste Cantú, General Manager at Santa Ana Watershed Project Authority (SAWPA). Mrs. Cantú gave an overview of SAWPA whose jurisdiction covers the entire Santa Ana watershed from Big Bear to the Pacific Ocean. SAWPA is a joint powers authority between five member agencies: Eastern Municipal Water District, Western Municipal Water District, Inland Empire Utilities Agency, Orange County Water District, and San Bernardino Valley Municipal Water District. Following a four horsemen theme, SAWPA takes watershed planning head-on addressing the most challenging issues such as climate change, reduced water from the delta, Colorado River basin drought, and explosive development and population growth in the region.

Mrs. Cantú also discussed their innovative Integrated Regional Watershed Management Plan, known as One Water One Watershed (OWOW). OWOW’s three guiding principles are: treat watershed is a hydrologic whole, working in concert with nature is cost effective, and see each problem as interrelated and seek efficiencies and synergies. The whole approach here is to solve water problems on a regional scale because a water drop doesn›t know where the city limits are, it follows the watershed. SAWPA has developed solution concepts that they believe will help in solving our watershed issues. The concepts are developing: water based rate structures, water use efficiency programs, a Santa Ana River watershed landscape guidebook, a strong relationship with the San Bernardino forest, regional land use guidebooks, multi use flood control facilities, off river storage, developing a watershed habitat conservation plan, urban runoff management, a reduction plan for river sediment transport, water banking transfers, brine management, and better uses for large transportation corridors. SAWPA believes that if these solution concepts can be developed and implemented, the cumulative benefit of watershed water supply development would be 775,000 acft. All of our region’s water needs can be met from within the basin, the ultimate in sustainability. To help implement such projects, SAWPA has $114 million of Proposition 84 monies to award to projects and programs that take on this new watershed approach.
