The Challenge
The City of Philadelphia Anti-Graffiti Team
Finding a more efficient graffiti reporting system
Eradicating graffiti vandalism on the streets of Philadelphia is the mission of the city’s anti-graffiti team. With support from city agencies, business organizations and community groups, crew members visit around 120,000 properties each year to report and remove graffiti as quickly as possible.
In order to stay on top of graffiti removal, Philadelphia’s Community Life Improvement Programs (CLIP) needed a mobile device system to replace the crew’s inefficient “clipboard and paper” method of collecting data.
Their goal was to help field workers collect and report more accurate data, faster. This, in turn, would enable the administrative staff to enact a more data-driven strategy.
They also needed a cloud-based mobile device management system that enabled them to manage apps and data remotely.
It has been beneficial to the

Smarter long-term strategy through more efficient real-time data
After analyzing their options for a mobility pilot with CLIP, Philadelphia chose the Samsung Galaxy Note® 3 smartphone, based on quality, price point and, more importantly, the capability to run an ESRI-built app used for collecting and reporting data in the � eld.
Instead of � lling out paper forms, workers could now enter data directly into their phones. The easy-to-use S Pen™ allowed them to work quickly—even with gloves. They could also use their smartphones to take photos and get GPS information. Workers were already using smartphones in their personal lives and liked how familiar smartphones felt.
In addition, Samsung partnered with trusted enterprise mobility management (EMM) expert Fiberlink to meet the team’s need for remote device management. MaaS360® by Fiberlink delivered capabilities including remote apps push, remote upgrade, remote lock, encryption, remote wipe, password management and the ability to lock a device down to one app.
Together, Samsung and Fiberlink’s MaaS360 rolled out a new mobile device management system for the City of Philadelphia’s anti-graffiti team that greatly increased efficiency and productivity.
REDUCED MANUAL EFFORTCrew workers are equipped with Samsung Galaxy® smartphones so they can quickly capture and enter data on the streets, eliminating extra paperwork.
INCREASED WORKER ACCOUNTABILITYThe new smartphones also allow crew members to track their work more accurately through before and after photos. Plus, the ESRI-app mapping technology keeps off-site administrators in the loop about where work is being done at any given time, while Fiberlink’s MaaS360 lets them manage the data and apps remotely.
IMPROVED DATA-DRIVEN STRATEGYWith more efficient real-time data, managers and program directors can easily pinpoint locations where the most crimes are occurring, ultimately driving smarter decisions and plans for the future.
