Security System will consist of following broad areas :
(a) CCTV Surveillance System (b) Access control (c) Personal & Baggage screening system
CCTV Surveillance System
Mainly 2 type :
Analog CCTV surveillance system IP based CCTV surveillance system
Small and medium railway stations are to be provided with analog based CCTV Surveillance System
Major railway stations are to be provided with IP based CCTV Surveillance System
IP based CCTV surveillance system:
IP based CCTV surveillance system mainly consists of fixed cameras, P/T/Z dome cameras, multi channel encoder & decoder, video management hardware & software, network video recorder with software, hard disk arrays, key board, LCD monitor,
IP enabled CCTV is an encoder based surveillance system. The CCTV over IP (LAN) provides best quality video.
Possible applications of the IP based CCTV System includes generating alarms on basis of size of object, direction of movement and speed etc.
The system offers advanced outdoor motion detection. It is possible for the system to mask constant source of motions like tree, rains etc.
The recording is done centrally using Network Video Recorder having RAID 5 Hard Disk Array .
CCTV software should allow the following:
• Live display of cameras. • Live display of camera sequences. • Control of PTZ cameras. • Playback of archived video. • Retrieval of archived video. • Instant Replay of live video.• Configuration and programming of P/T/Z cameras,
features like camera addressing, auto tours, presets etc• Programming of alarm triggered automatic events in
various alarms configuration. • System set up with limited operation options for clearly
defined surveillance tasks.
Contd… The software is able to do video recording on any of the
following options – inbuilt hard disks on the server, direct attached storage boxes attached to servers, network attached storage, storage area network.
The software is capable of handling camera and alarm icons on area maps. The area map should be configurable to pop up upon the receipt of an alarm received from a camera on the map. This can be on the same or other monitors on the PC.
The software is able to select the required recording based on the time recording was activated, the duration of recording, operator activated recording, event activated recording, scheduled recording.
Contd…
The software offer a plug and play type hardware discovery service with the function of automatically discover devices as they are attached to the network.
The software database server maintain a catalog of settings for all the clients, servers, and IP cameras & IP enabled cameras in the system.
The software enable the client to dynamically create connections between cameras and clients and view live or recorded video on the digital VGA monitors (video, serial ports and digital I/Os).
ACCESS CONTROL SYSTEM
Scope: It covers Under Vehicle Inspection System comprising of the
camera, lighting assembly & housing, activation sensors, traffic lights, analysis software, suitable computer system with sufficient data storage capacity.
It also covers the integration of this system to auxiliary camera systems including those for hard to view areas of the underside, license plate capture & recognition and driver image capture & retrieval.
The Under Vehicle Inspection System shall be located at the entrances to Railway station or other places as per site requirement to inspect the undercarriage of all vehicles entering the railway station premises. After verified by the system, the inspected vehicles with be permitted to proceed to the parking or disembarking areas.
The system is able to record the undercarriage images, and affix to each record, details like entry/exit, date, time, etc.
ACCESS CONTROL SYSTEM
It includes :
Main Inspection Unit Traffic Light and Sensors to switch Surveillance Unit Computer System (Work Station) License Plate Recognition System Driver Image Capture System Auxiliary Camera System for hard to view areas of vehicle
underside Pit air conditioning system for protection against severe
ambient heat
ACCESS CONTROL SYSTEM
Main inspection unit The inspection unit including camera and lighting shall be
placed together in a protective housing. The system shall have a high resolution CCD type lines can camera which should record the composite image of the vehicle undercarriage.
The Under Vehicle Inspection System shall ensure suitable &
uniform illumination of the undercarriage for a quality picture.
Traffic light and sensors: A photo sensor shall automatically initiate the registration
procedure. In order to ensure an efficient vehicle checkpoint, an integrated traffic light shall stop vehicles for the time it takes for a vehicle to be processed.
It shall also be possible to trigger the start of inspection of vehicles manually.
ACCESS CONTROL SYSTEM
License plate recognition system: It shall include a camera to capture a front image of the vehicle
particularly the license plate. This system shall automatically translate the license to a
standard sortable and retrievable ASCII text format and store it with the other relevant data in the database.
The system shall also have the provision for the operator to manually key in the license number of the vehicle.
Driver image capture system: The Driver Image Capture System shall capture the image of
the driver and front passenger of the vehicle. The system shall store the images with reference to the data captured by the under vehicle scanner and the license plate systems.
ACCESS CONTROL SYSTEM
Auxiliary cameras system:
There should be additional cluster of high end video cameras, to provide an enhanced viewing of the hard to view cavities and
similar voids / overhang like areas of a vehicle’s undercarriage.
PERSONAL AND BAGGAGE SCREENING SYSTEM
It is located at entrance gates of platforms of railway station or other places as per site requirement to screen passengers and their baggage before permitting entry to platforms and vital locations of railway premises.
Personal Screening System mainly consist of following: a. Hand Held Metal Detector b. Door Frame Metal Detector c. Body Screening System
Baggage Screening System consist of X Ray Baggage Screening system and to be provided at entry points to platforms of railway stations and other vital locations
HAND HELD METAL DETECTOR
It is multizone, high sensitive equipment Capable to helping operators/screeners to easily differentiate
between harmless objects and potential threats. accurate and fast for threat detection and shall maintain
throughout rates in high traffic areas versatile and weatherproof and is able to detect even floor
level small weapons.
Door frame metal detector:
It should multizone, high sensitive door frame metal detector
and associated accessories for personnel screening at different locations of railway stations and other establishments.
These walkthrough units shall screen people from head
to toe and shall pinpoint small, hard to find weapons, palm sized device and threats as small as a needle.
It should be accurate and fast for threat detection and small maintain throughput rates in high traffic areas.
Contd…
The DFMD is versatile and weatherproof and is able to detect even floor level small weapons.
The performance of the DFMD is independent of the speed of the person passing through. This is particularly important as a person’s foot may swing through the archway without touching the ground, or may come to rest on the ground between the archway pillars.
X-RAY BAGAGE SCREENING SYSTEM
It consist of X ray machine, entry/exit stainless steel roller tables, UPS, LCD colour monitors, network supervisory workstation, networking, image management software, operator control console etc. for baggage screening at different locations of railway stations and other establishments of railways.
The images scanned at different machines is transferable to a
centralized supervisory workstation. X-Ray Baggage Screening System is networkable.
Contd… It is capable of storing images and these images can be
retrieved from a USB port using an external drive
Each machine is having Threat Image Projection(TIP) software which can insert fictitious threat image at periodic intervals and tracks operator responses, allowing supervisors to assess the effectiveness of screening operations and encouraging operators to stay alert.
Limitations of the system
Multiple & Vulnerable entry points
Vastness of our railway system as we cant provide this system at every station
High security threat in block section as railway territory is not closed system as in case of DMRC.

Visit at various stations. ex: new delhi, secundrabad
DMRC visit NF railway HQ , malegaon Parliament visit
Suggestions
All systems should be integrated & networked so information can be retrieved from anywhere.
Unauthorized access to stations can be prevented by restricting entry points.
Automated doors closure in block section. Fencing in critical area along the track
