The Prime Minister of India, Shri Narendra Modi commissioned

INS Kalvari (S-21), the first of the six Scorpene class submarines built under Project 75 (Kalvari Class) into the Indian Navy at an impressive ceremony held at Naval Dockyard, Mumbai on December 14, 2017. The event marked the formal induction into the Navy of the first of the six submarines being constructed at Mazagon Docks Ltd., in collaboration with the French builder M/s Naval Group.

of other dignitaries were also present to witness this historic and landmark occasion.

Upon arrival at Naval Dockyard, Mumbai, the Prime Minster was received by the Chief of the Naval Staff. The Prime Minster was presented a 100-man Guard of Honour and was introduced to the ship’s officers and other dignitaries present. Congratulating the people of India on this occasion, the Prime

Minister described INS Kalvari as a prime example of "Make in India." He commended all those involved in its manufacture. He described the submarine as an excellent illustration of the fast growing strategic partnership between India and France. He said the INS Kalvari will add even more strength to the Indian Navy. The Prime Minister said that the 21st century is described as Asia's century. He added that it is also certain that the road to development in the 21st century goes through the Indian Ocean. That is why the Indian Ocean has a special place in the policies of the Government, he added. The Prime Minister said this vision can be understood through the acronym SAGAR - Security and Growth for All in the Region.

The Prime Minister said India is fully alert with regard to its global, strategic and economic interests in the Indian Ocean. He said that is why the modern and multi-dimensional Indian Navy plays a leading role in promoting peace and stability in the region. He said the ocean's innate potential adds economic muscle to our national development. That is

why, he added, India is well aware of the challenges such as sea-borne terrorism, piracy, and drug trafficking, that not just India, but other nations in the region also have to face. He said India is playing a key role in tackling these challenges.

He said India believes that the world is one family, and is fulfilling

its global responsibilities. India has played the role of "first responder" for its partner countries, in times of crises, he added. He said the human face of Indian diplomacy and Indian security establishment is our speciality. He said a strong and capable India has a vital role to play for humanity. He said countries of

the world wish to walk with India on the path of peace and stability. The Prime Minister said that the entire ecosystem related to defence and security has started to change in the last three years. He said the skill-set accumulated during the manufacture of INS Kalvari is an asset for India.

During his address, the Prime Minister said that the Government's commitment has ensured that the long pending issue of "One Rank One Pension" has been resolved. The Prime Minister said that the Government's policies and the bravery of the Armed Forces have ensured that the use of terrorism as a proxy war in Jammu and Kashmir has not been successful. The Prime Minister expressed his gratitude to all those who have dedicated their lives to the nation's security.

Congratulating the MDL for restarting the production line of submarines once again, Mrs Nirmala Sitharaman, the Raksha Mantri thanked the Yard workers, who she said “mattered high on this day”. The

process of submarine construction has again been started in the country and it should not stop, the Raksha Mantri said. She emphasized the need to avoid episodic starts and stops in the industry and maintain a pool of skills needed to build high technology platforms within the country, sustenance of which would lead to a virtuous cycle of betterment for Indian industry, retention of skills and better peace dividends to the nation.

Welcoming the gathering, Admiral Sunil Lanba stated that this commissioning marked a milestone in the journey of the Indian Navy towards indigenous submarine building. The Indian Navy is deeply committed to the principle of indigenisation and the Government’s thrust on ‘Make in India’. Commissioning of Kalvari is a testimony of our resolve and these achievements are a result of the Indian Navy’s proactive and integrated approach to achieve self-reliance, the Admiral said.

The Commissioning Warrant of the submarine was thereafter read out by the Commanding Officer, Captain SD Mehendale. Subsequently, hoisting of the Naval Ensign onboard for the first time and ‘Breaking of the Commissioning Pennant’ with the National Anthem being played, marked the completion of the Commissioning Ceremony.

INS Kalvari is manned by a team comprising 8 officers and 35 sailors with Captain SD Mehendale at the helm as her first Commanding Officer. The commissioning will augment the offensive capability of the Indian Navy, and the Western Naval Command in particular.

Raksha Rajya Mantri Dr Subhash Bhamre on December 19,

2017 addressed the Annual Chief Engineers Conference 2017 of Border Roads Organisation (BRO) at GREF Centre, Pune.

The Minister conveyed his wishes to the Director General Border Roads (DGBR) and all officers and personnel for achieving targets set forth for construction of strategic roads in Border Areas as also achieving a breakthrough of the prestigious Rohtang Tunnel. He also mentioned about certain challenges being faced by BRO due to terrain and climate as well as paucity of funds. Dr Bhamre reaffirmed his faith that BRO shall overcome all challenges and enhance pace of construction as well as adopt newer technologies and procedures.

Dr Bhamre also spoke about various policy decisions of the Government of India in easing out the procedures being followed for according clearance to Defence Projects with the expectation that these policy relaxations will bring greater responsibility on BRO to be more concerned about preservation

of ecology and environment. He stated that BRO is critical to the strategic infrastructure development needs of the country.

The dreams and ambitions of passing out course of IMA

fructified with a glittering Passing Out Parade on December 9, 2017. The series of events in the run up to the Passing Out Parade of the 141 Reg, 124 TGC and 25A UES courses of the Indian Military Academy began on December 1, 2017 with the Graduation Ceremony of the ACC Wing conducted at Historical Chetwode Hall.

Graduation Ceremony

A total of 53 Cadets of the Army Cadet College (ACC) Wing graduated and were awarded degrees during the presentation ceremony at the renowned Chetwode Hall of the Indian Military Academy. Amongst the 53 Cadets, 24 of them were from Science Stream and 29 from Humanities Stream. These degrees were conferred on the Cadets by the prestigious Jawaharlal Nehru University, New Delhi. The ceremony was presided over by Lt Gen SK Jha, Commandant Indian Military Academy. The Army Cadet College has a rich history of training selected personnel from other ranks of all the three Services who have the potential to become officers in the Indian Army. After three years of training at the Army Cadet College, the graduated course will join the Indian Military Academy for a

duration of one year for their Pre-Commissioning Training.

On this occasion, Lt Gen SK Jha, also awarded the Commandant’s Banner to the Champion Company which is NUBRA Company for this term. The Banner is awarded to the Company, which excels in various

competitions like Sports, Academics, Camps, Debates and Interior Economy.

End of Term Exhibition

On the same day cadets’ talent and dexterity was showcased during end of term exhibition. The exhibition was inaugurated by Mrs Anita Jha, the first lady of the Academy. The corridors of the historic Chetwode building were adorned with the most exquisite and beautiful exhibits of the Arts Club, Photography & Wildlife and Computer Club. The Arts Club cultivates and promotes creative skills among Gentlemen Cadets (GCs). This exhibition showcased Acrylic, Oil and Charcoal paintings along with pencil sketches. The Photography and Wild Life Club is a very popular club amongst GCs and ACC Wing Cadets, exhibited a very innovative display of ‘Life Like Photographs’ with catchy captions and write-ups. The members of the Computer Club abreast with the latest technology in the field of IT created software and applications like IMA cloud, IMA CQMS portal and IMA GC Information Portal, utilizing all the facets of modern information technology like Php, Apache, SQL and JavaScript.

Commandants’ Award Ceremony

The Commandants’ Award Ceremony of Passing Out Course was held at the Khetrapal Auditorium, IMA on December 6, 2017. Lt Gen S K Jha, Commandant, Indian Military Academy bestowed recognition and awards on outstanding Gentlemen Cadets who excelled in various fields during their pre-commission training at the Academy. Gentlemen Cadets during their training at this premier institute are exposed to multifarious activities such as Weapon Training, Service and Academic Subjects,

Drill, Physical Training, Sports, Outdoor Camps and extracurricular activities. These are aimed at making them battle ready and teach them necessary skills to execute various responsibilities and operational tasks with utmost professionalism during their service career. Gentlemen Cadets are also encouraged to achieve excellence at individual level and contribute constructively in team effort to infuse a sense of comradeship amongst them. Accordingly, Medals and Rolling trophies have been instituted at IMA, which mark the highest standards achieved at the Individual and Company levels.

Wreath Laying Ceremony

Next in the series of events was the Wreath Laying Ceremony, which was held at the War Memorial, Indian Military Academy on the morning of December 8, 2017. The solemn ceremony is held every term as a precursor to the passing out parade.

The ceremony is conducted to pay homage to the brave alumni of this prestigious training academy,

who have laid down their lives in keeping with the highest traditions of sacrifice to uphold the honour of the Nation. Lt Gen SK Jha, Commandant, Indian Military Academy along with officers and the Academy Under Officer on behalf of the passing out course laid wreaths and offered floral tributes to the gallant martyrs. The Sanctum Sanctorum of the War Memorial is a seven and a half feet bronze statue

of a Gentleman Cadet saluting with a sword. To the rear of the statue, are designed arches on which are etched the names of the 850 valiant alumni, who have sacrificed their lives till date. On this occasion, 487 Cadets passing out on December 9, 2017 resolve to keep the Nation’s flag flying high.

Multiactivity Display

Showcasing the high standards of the training and physical excellence achieved by the Gentlemen Cadets of Indian Military Academy, a Multi Activity Display was conducted at Somnath Stadium on December 8, 2017 as a prelude to the Passing Out Parade. The Display was witnessed by a large gathering of spectators, which included the Passing out Course, their parents and relatives. The show was graced by General Abu Belal Muhammad Shafiul Huq, SBP, ndc, psc, Chief of Army Staff, Bangladesh Army, the Reviewing Officer for the Passing out Parade. The GOC-in-C, ARTRAC Lt Gen MM Naravane,. The aim of training at the Academy includes developing

physical fitness and a robust mind with a sense of adventure amongst the Gentlemen Cadets. The show included the display of Unmanned Aerial Vehicles (UAVs) and quad copters for reccee, carriage of loads by the UAVs and scintillating performance by Gentleman Cadets showcasing their physical prowess through their gymnastics agility and acrobatics skills.

Sound and Light Show

On the eve of the Passing Out Parade, Indian Military Academy organized a Continuity Drill and “Son-et-Lumiere’’ (Sound and Light show) for the parents of the passing out course and the visiting dignitaries. The distinguished guests included the Reviewing Officer Gen Abu Belal Muhammad Shafiul Huq, SBP, ndc, psc, Chief of the Army Staff, Bangladesh Army, the GOC-in-C, ARTRAC Lt Gen MM Naravane, delegation members, Defence Attaches, parents and family members of the GCs of the passing out course. Held at the historic Chetwode Drill Square which provided the pristine environment

for the conduct of the event, the spectacular show commenced with exquisite movements of Continuity Drill by the Gentlemen Cadets (GCs). A contingent comprised of 72 participating cadets bidding farewell to the senior colleagues, conducted a masterly display of drill movements synchronized with an accompanying band. Following the continuity drill was the spectacular “Son-et-Lumiere” show, a multimedia, audio-visual presentation on the theme “Indian Military Academy Through the Ages” which took the audience on a nostalgic journey of the Academy from its inception to its present status. The spectacular show combined with the effects of brilliant light and sound mesmerized the august gathering.

Passing Out Parade 'The Grand Finale'

On the D-day , 487 GCs of 141 Regular Course, 124 Technical Graduate Course and 25 UES Course, including 78 Foreign Gentlemen Cadets from Seven friendly foreign countries passed out from the Indian Military Academy,

Dehradun on December 9, 2017. Gen Abu Belal Muhammad Shafiul Huq, SBP, ndc, psc, Chief of the Army Staff, Bangladesh Army, reviewed the parade. The GOC-in-C, ARTRAC Lt Gen MM Naravane, delegation members and Defence Attaches also witnessed the Parade.

The Reviewing Officer arrived at the venue escorted by smartly dressed mounted horse riders in a majestic four-horse carriage, originally belonging to the Maharaja of Patiala, which was gifted by the erstwhile royal family to the academy. He was received at the venue by Lt Gen Sanjay Kumar Jha, Commandant, Indian Military Academy, Dehradun. The Reviewing Officer was accorded a salute by the parade followed by an impressive March Past. The GCs displayed tremendous enthusiasm, vigour and zeal, putting up an excellent show, marching to Military tunes of `Col Bogey’ and `Sare Jahan Se Achha’ with pride and élan.

The Reviewing Officer also gave away various awards to the Gentleman Cadets who had excelled in training. The prestigious and most coveted “Sword of Honour” and Gold medal for best in overall performance among was awarded to Academy Cadet Adjutant Chandrakant Acharya. Silver Medal for the GC standing second in the Order of Merit was presented to Academy Under Officer Amarpreet Singh Dhatt. Bronze Medal for the GC standing third in the Order of Merit was presented to Battallion under officer Sourav Das. Silver Medal for the GC standing first in the Order of Merit from Technical Graduate Course was presented to Junior Under officer Barnana Yadagiri and the Silver Medal for the GC standing first in the Order

of Merit from Foreign GCs was presented to Junior Under officer Alexandr Simonaitis. The Naushera Company was awarded the Chief of Army Staff Banner Autumn Term 2017 for Best overall performance as a company.

Congratulating the GCs on the successful completion of their training at IMA, the reviewing officer complimented all cadets for an impressive parade, impeccable turnout, soldierly bearing and synchronization in drill indicating the high standards of training and discipline imbibed by the young officer cadets.

Conveying his special appreciation to the 78 GCs from Afghanistan, Bhutan, Kazakistan, Maldives, Nepal, Srilanka and Tajikistan, Gen Belal said “you have endured through the rigorous regimen of the training, exhibiting excellent transformation and are ready to don the ranks in their respective armies, as most refined officers. He said the strong bond of togetherness that they have developed here shall foster into a

concerted effort towards countering the umpteen global challenges the world faces today. ”

Addressing the passing out course Gen Belal said "The profession of arms is undergoing deep changes in terms of threats, roles, structures and doctrines. Though societies and institutions are in a deep state of flux, the basic elements of human nature however do not change and as newly commissioned officers, you will be commanding and leading the best soldiers that your nation has to

offer. Lead them well and you will be rewarded with victory and success. Regard your soldiers as your family and they will follow you into the deepest valleys, look on them as your own beloved brothers and they will stand by you even unto death.

The parade culminated with Parents, wardens and guardians of the passing out course witnessing the memorable moment as the GCs cross the Chetwode threshold “Antim Pag” thus symbolizing the end of their training, which in fact is the 'First Step' towards a demanding and stimulating career as the custodians of the nation's integrity and honour to become Officers of the Indian Army. After the Passing out Parade, the sprawling Somnath stadium presented a picture of pride, enthusiasm, affection and nationalism when the proud parents put epaulets on the shoulders of their sons during the pipping ceremony. It was a majestic experience for the proud parents of the newly commissioned Officers.

The Drill Square of Officers Training Academy wore a

spectacular look with traditional military regalia and splendour on the occasion of the twelfth Passing Out Parade. 131 Gentleman Cadets of the Technical Entry Course Serial 30 who completed their basic military training from this Academy in December 2014 along with 17 Special Commission Officers of Course Serial – 39 got commissioned into the Indian Army. In addition four Foreign Gentlemen Cadets and 14 Assam Rifles Cadets also got commissioned. 95 Gentleman Cadets including five Foreign Gentlemen Cadets of Technical Entry Scheme Serial–36 proceeded to various engineering colleges of the Army to pursue their engineering degrees from Military Engineering Colleges at Secunderabad, Mhow and Pune. The Gentleman Cadets mesmerised a large gathering of military and civilian dignitaries and family members of the trainees with their suave and graceful drill movements in an impressive parade. Dharmesh Kumar. Gold, Silver and Bronze medals as per Order of Merit were awarded to Wing Cadet Adjutant Sandeep Kumar, Wing Cadet Captain Dharmesh Kumar and Wing Cadet Quarter Master Shubham Sansthan Sawant respectively. The Silver Medal for standing first in the Order of Merit among the Passing out SCO course was awarded to Battalion Cadet Adjutant Dorjee Sherpa. Tithwal Company was awarded the Chief of Army Staff Banner Autumn Term 2017 for best overall performance as a company.

Later, addressing the parade, Lieutenant General Mohammed Sharif Yaftali, Chief of General Staff, Afghan National Army, congratulated the Gentleman Cadets for their excellent standard of

turnout and drill. He urged the future officers to make their Nation and their Alma Mater proud by rendering selfless and honourable service. He also stressed on the virtues of military ethos and soldierly qualities which they should imbibe.

The parade culminated with the Passing Out Course stepping on the shimmering stone of the ‘Antim Pag’ (the ‘Final Step’) who were then administered the oath by the Adjutant of the Academy in presence of the Chief Guest, Chief Host, Commandant and other dignitaries. The badges of officers’ rank were then placed on the shoulders of the newly commissioned officers by their parents and close relatives.

It was an experience of a lifetime for the parents of the newly

commissioned officers. All of them were overwhelmed with emotional feelings and said that they were very proud of their sons. Congratulating the parents, the Reviewing officer said that they were among a few lucky parents whose sons will get the opportunity to serve in one of the noblest professions the Indian Army.

OTA, Gaya was raised on 18 July 2011 with the motto of ‘Shaurya, Gyan, Sankalp’ (Courage, Knowledge & Resolve). Presently, the Academy conducts training for the Technical Entry Scheme and Special Commission Officer Entries, popularly known as the TES and SCO respectively. The Cadets belonging to the former category join the Academy after completing the 10+2 schooling. The latter are selected from the rank and files of the Armed Forces. The TES entry undergo one year of Basic Military Training before proceeding to various Military Technical Institutions for engineering studies. They get commissioned on completion of three years of their technical training. Gentleman Cadets from friendly foreign countries also undergo the course. Four Foreign Gentleman Cadets have successfully completed the training.

As a prelude to the Passing Out Parade on December 9, 2017, a Multi Activity Display showcasing various aspects of military training imparted to the Gentleman Cadets, coupled with interesting and awe inspiring acts of combat skills and adventure, was staged at the Officers Training Academy, Gaya. Lieutenant General Mohammed Sharif Yaftali, Chief of General Staff, Afghan National Army, was the Chief Guest for the event. Defence Accounts Department observes first week of December

as ‘Training and Development Week’. During the week various activities were organized to foster the spirit of learning and professionalism. A function was organized on 5th December at Centre for Training and Development (CENTRAD), Delhi Cantt. on this occasion. Smt Veena Prasad, IDAS, Controller General of Defence Accounts (CGDA) graced the occasion as Chief Guest. At the onset Shri Sanjeev Kumar, Principal Controller of Defence Accounts, New Delhi apprised the CGDA about the initiatives taken towards Human Resource Development through continuous learning and setting up a conducive eco-system for this purpose to training and all round development. Ms. Amrita Panda, Dy. CDA made a comprehensive presentation on initiatives undertaken and milestones achieved towards professionalism through continuous learning. Indian Naval Ships Trikand and Teg were deployed to Oman for

bilateral exercise ‘Naseem Al Bahr’ or ‘Sea Breeze’. This exercise is the 11th edition and has been a biennial feature since 1993. The Indian ships entered Muscat on December 16, 2017 for the harbour phase. A Pre-sail conference for the exercise chaired by Executive Officer of the base, Capt Aqeed Rukn Barry, was held at Said Bin Sultan Naval Base, Wudam on December 17, 2017.

Delegations from Royal Navy of Oman embarked Indian Naval Ship Teg on December 18, 2017 for briefing on basic Anti-submarine warfare procedures. The Indian Navy ships along with four Royal Navy of Oman ships Al Rasikh, Khassab, Al Mubashir and Al Bushra sailed for the sea phase of the exercise where, for the first time, an Indian Navy submarine as well as the versatile P8I, long range maritime aircraft participated.

Indian Coast Guard Ship “Sujay”, the sixth in the series of six 105m

Offshore Patrol Vessel (OPV) was commissioned by Director General Indian Coast Guard Shri Rajendra Singh at Goa on December 21, 2017 in the presence of senior officers from Coast Guard, CMD Goa Shipyard Limited and other senior dignitaries of the Central and State Government.

‘Sujay’ meaning ‘Great Victory’ is projection of Indian Coast Guard’s will and commitment “To serve and Protect” the maritime interest of the nation. The ship is based at Paradip, Odisha under the operational and administrative control of Commander Coast Guard Region (North-East).

This 105 meter OPV has been designed and built indigenously by Goa Shipyard Ltd and is fitted with state-of-the-art navigation and communication equipment, sensors and machineries. The features include 30mm CRN 91 Naval Gun, Integrated Bridge System (IBS), Integrated Machinery Control System (IMCS), Power Management System

(PMS) and High Power External Fire Fighting System. The ship is designed to carry one twin engine Light Helicopter and five high speed boats including two Quick Reaction Inflatable Boats for swift boarding operations, search and rescue, law enforcement and maritime patrol. No. 6 Squadron of Indian Air Force called Dragons

celebrated its Platinum Jubilee From December 2-4, 2017 at Air Force Station Jamnagar. No. 6 Squadron was formed on December 1, 1942 with Sqn Ldr Mehar Singh in command. Presently the Squadron is commanded by Group Captain SC Mulay. It is one of the oldest Squadrons in the Indian Air Force and has many laurels and achievements to its credit. In the glorious 75 years of its history, the Squadron has come a long way to the present Maritime Strike Jaguar aircraft from the Hurricanes that were inducted at the time of its raising. The motto of the Squadron ‘Sada Satark’ means ‘Ever Alert’ . The Squadron has been part of action during various campaigns viz: Burma (1943), Goa (1961), Chinese Operations (1962), Indo-Pak Wars (1965 and 1971), Operation Vijay(1999) and Operation Parakram (2002).

At an impressive Passing-out Parade (POP) held at the Naval

Air Station Rajali, Arakkonam to make the graduation of the 17-02 Pilots Batch of the 89th Helicopter Conversion Course wherein eight Indian Navy and one Bangladesh Navy Pilot were awarded “Wing” on December 14, 2017. Rear Admiral Alok Bhatnagar, Flag Officer Tamil Nadu & Puducherry Naval Area, was the Chief Guest for the occasion. The pilots underwent rigorous training for 21 weeks in flying and aviation subjects at Indian Naval Air Squadron 561, the Helicopter Training School (HTS). Commanded by Commander Tijo K Joseph, HTS has graduated 702 pilots for the Indian Navy and Coast Guard till date. The school was initially commissioned at Kochi on 15 September 1971 and in 1992 shifted to the present location at INS Rajali at Arakkonam which is commanded by Commodore VK Pisharody.

As a part of 47 Vijay Diwas Celebration, commemorating

the victory of Indian Forces and the Mukti Bahini over Pakistani forces during the 1971 War for Liberation of Bangladesh in 1971, a memorial service for martyrs of 1971 War was held at Vijay Smarak at Fort William, Kolkata on December 16, 2017. It was on this day, 92,208 Pakistani soldiers surrendered to the Joint Command of Indian and Bangladeshi forces in East Pakistan.

Vijay Diwas Celebrations at Fort William, Eastern Command assume a special significance as MuktJodhas and Indian war veterans who fought shoulder to shoulder reunite to celebrate this momentous occasion in history. This year, a 71 member delegation led by Bangladeshi Minister for Housing and Public Works, Mr Engineer

Mosharraf Hossain attended this solemn occasion. The delegation included 30 MuktiJodhas and 6 serving officers from the Bangladesh Armed Forces. The MuktiJodhas have been attending the Vijay Diwas Celebrations at Kolkata for the last twelve years.

The solemn ceremony began with invocations by a Hindu Priest, Maulvi, Granthi and a Pastor. Patriotic numbers played by the army band wafted across the ‘temple of the martyrs’ to include such moving songs like “Aye Mere Watanke Logon” and “Vande Mataram. Wreaths were laid by the Veterans, Members of the Bangladeshi delegation and by representatives of the three services. As buglers sounded the ‘Last Post’ and ‘Rouse’, from a rampart behind the magnificent edifice of the war memorial the gathering of uniformed

personnel, veterans, civilians, school children and NCC cadets observed two minutes silence to pay homage to the martyrs of the 1971 war.

The celebrations for Vijay Diwas started on December 13, 2017, with a Band Concert at Prinsep Ghat. This was followed by a Military Tattoo on December 14, 2017 at RCTC. Both events were open to public. Similar events on December 14-15, were attended by The Governor of Mizoram and Governor of West Bengal apart from MuktiJodhas. An interactive session of MuktiJodhas, War veterans and serving officers on December 15, saw an emotional recounting of war experiences. A cultural show was also conducted on December 15, 2017 showcasing traditional Indian martial arts.

December 16, 1971 was a glorious day in the annals of the history of the Indian Armed Forces. With their undeterred courage, dedication and professionalism, the Indian Armed Forces brought glory and honour to the Nation. Vijay Diwas has and will always have significance for all of us who are reaping the fruits of this historical victory.

The MI-8 also known as the PRATAP phasing out ceremony was held

at the Air Force Station, Yelahanka in Bengaluru. The ceremony was attended by veterans headed by Air Chief Marshal (Retd) Fali Homi Major, ADC. He flew the last MI-8 mission along with CO 112HU. Air Marshal SRK Nair Air Officer Commanding-in-Chief, Training Command, IAF was the chief guest on the occasion. Air Marshal Jasjit Singh Kler, Commandant NDA, the senior most MI-8 helicopter was also present on the occasion.

112HU is the alma mater of HeliLift. The unit has the record of passing out 119 pilot courses, 89 Flt Eng courses and 57 Flt gunner courses. MI-8 also called PRATAP has been the backbone of medium lift combat capability of Indian Air Force and was ideal platform for graduation of MLH aircrew.

The MI-8 helicopter arrived in India in the year 1971 at Bombay and were formally inducted in the Indian Air Force helicopter inventory in the year 1972. Between 1971 and 1988, Indian Air Force inducted 107 MI-8 helicopters, rechristened as the PRATAP. MI-8’s served for

45 years after their induction and is currently being phased out.

The MI-8, PRATAP was inducted in ten operational helicopter units and it operated in several major IAF operations including Operation Meghdoot in the Siachen Glacier and Operation Pawan in Sri Lanka. The helicopter also operated extensively in Humanitarian and Disaster Relief operations across the length and breadth of the country. The MI-8 has also been associated with VIP/

VVIP flying for over decades. MI-8 through its glorious service career, did not just establish itself as a mainstay of the helicopter operations but also left an indelible mark on the future by providing the Indian Air Force with a lineage of professional helicopter aircrew. 112 Helicopter Unit based at the Air Force Station, Yelahanka, is the last unit to operate this formidable platform.

The Combined Graduation Parade of Pilots and Ground Duty Officers

was held at Air Force Academy (AFA), Dundigal near Hyderabad. The event marked the momentous occasion of passing out of 105 Flight Cadets as Flying Officers of the Indian Air Force. These young officers, include two women Fighter Pilots out of total 15 women officers, to join the elite cadre of Air Force Officers. The occasion also marked the passing out of 200th course of Indian Air Force officers, a long way forward since the humble beginning of the training of Indian trainees at Royal Air Force College, Cranwell in October 1931.

Admiral Sunil Lanba, Chief of the Naval Staff was the Chief Guest of the parade. As the Reviewing Officer of the parade, he conferred the ‘President’s Commission’ to the graduating Flight Cadets who successfully completed their basic and professional training. Also present on the occasion was Air Marshal SRK Nair, Air Officer Commanding-in-Chief Training Command, Indian Air Force. During the parade 14 officers of Indian

The day’s events started with a display by the Skydiving team of Indian Air Force ‘Akash Ganga’, followed by spectacular synchronized movement of ‘Air Warrior Drill Team’ of the Indian Air Force. The parade started with General Salute to the Reviewing Officer. The ceremonial review by

the Reviewing Officer was followed by an impressive march past. The high point of the parade was the commissioning ceremony in which the graduating cadets were awarded ranks by the Chief of the Naval Staff, Air Officer Commanding-in-Chief Training Command and Commandant Air Force Academy. After the commissioning, Admiral Sunil Lanba awarded the most prestigious award of the Academy, ‘Chief of Air Staff Sword of Honour’ and President’s Plaque for standing first in overall merit in Pilots’ Course to Flying Officer Karan Pal Singh. He also awarded President’s Plaque to Flying Officer Vishnu Vishal and Flying Officer Mohit Kumar for being first in overall merit in Navigation and Ground Duty branches respectively.

The Parade, in its full grandeur marked with impeccably turned-out cadets and their perfectly synchronized drill movements demonstrating conviction and commitment, was witnessed by a large gathering of military and civil dignitaries along with proud family members and friends of the graduating Flight Cadets.

the Reviewing Officer complimented the newly Commissioned ‘Flying Officers’ for the exceptional standard of parade. Congratulating the passing-out cadets, the Chief of the Naval Staff said “It is a matter of great honour to review the Combined Graduation Parade of flight cadets and witness these fine men and women joining the Indian Air Force as future Military leaders and Aviators”. He emphasised in his address, the importance of core values of a military leader i.e. integrity, courage, honesty, and selfless service to the nation. He reminded that there can be nothing more satisfying than participating in the defence of one’s nation. He exhorted the young officers to carry forward the espoused legacy and

the core values of Indian Air Force namely, ‘Mission, Integrity and Excellence’, in every walk of life. The newly commissioned officers were administered oath by the Commandant of the Academy.

The grand Graduation Parade culminated with a well synchronized display by the PC-7 MK II (the aircraft currently used in AFA to train greenhorn pilots), Kiran, Hawk aircraft and the Sarang Helicopter team and breathtaking aerobatics by the full-member Suryakiran Formation Aerobatic team, enthralling the audience.

of rigorous training schedule of one year and heralds the entry of another generation of officers in the Indian Air Force. The Flight Cadets undergo professional and advanced training at various institutions besides Air Force Academy, viz., Air Force Stations Hakimpet, Begumpet, Yelahanka, and Air Force Administrative College (Coimbatore) as per their specialisation and finally pass-out together from the portals of the majestic “Sekhon” Block of Air Force Academy.

The Air Force Academy (AFA), Dundigal is the premier training establishment which transforms the raw recruits, known as “flight cadets” during their training at Air Force Academy, into elite cadre of officers for the Indian Air Force. The Air Force Academy as the ‘Cradle of Inspired Leadership’, imparts specialist training to the new entrants who are selected after a rigorous selection process at the Services Selection Boards (SSBs) to enable them to acquire the requisite knowledge and skills in various aspects of aerospace power and its application in each of their respective streams – that is Flying, Navigation, Engineering and other Ground duty branches. An intensive training regimen is followed at Air Force Academy to instil qualities of military leadership and the core values of the Indian Air Force. Indian Air Force gifted a IAF trainer HPT-32 ‘Deepak’ that was decommissioned from service to Raman

Science Centre, Nagpur on December 15, 2017. The aircraft was formally handed over to Raman Science Centre by Air Marshal Hemant Sharma Air Officer Commanding-in-Chief, Maintenance Command.

An aerospace Pavilion is also being set up at the museum at Raman Science Centre where the TV2117 aero-engine of Mi-8 helicopter and AI-9V APU of Mi-17 helicopter which was also gifted to Raman Science Centre will be positioned for knowledge and exposure to children.

Many school children were invited for witnessing the handing over ceremony of the aircraft and the Air Marshal interacted with them. To their delight Air Marshal Hemant Sharma explained the children about the parts of the aircraft and how the aircraft flies. The students were amazed as their curiosity were addressed by the AOC-in-C himself. The Air Marshal was given a preview of Science of Sphere (SoS), which is a state of the art system of studying various planets, as also the earth. Air Marshal keenly observed the imagery and movement of air traffic across the globe. Shri N Ramdas Iyer, Project Coordinator, explained the capabilities of SoS and details of various activities of Raman Science Centre.

India’s indigenously built HPT-32 ‘Deepak’ by HAL was used for initial pilot training and other utility tasks. The ‘Deepak’ was developed by HAL for the IAF to replace the tandem two-seat HT-2 basic trainer and to undertake a range of other utility roles like armed patrol, observation, liaison work, supply dropping, SAR recon, glider, target towing, weapon training and even for light weight strike. ‘Deepak’ first flew in 1981 and was delivered to IAF Training Command in 1984 for formal instructions in basic flying. Notably, many of the top IAF Officers have trained on HPT-32.

The prototype first flew on January 6, 1977, followed by a second on March 1979. Further, the aircraft was re-designed with various aerodynamic changes and underwent a weight reduction programme. The third prototype, built to the definitive production standard, flew in July 1981. The first production batch of 24 aircraft was followed by successive re-orders up to 120 aircraft delivered through early 1980s.

The four-day 19th International Workshop on Physics of Semiconductor Devices (IWPSD-2017)

was held on December 12, 2017. Chairman ISRO & Secretary, Department of Space Shri AS Kiran Kumar formally inaugurated the event. The main objective of the workshop was to provide an international forum to deliberate and share the emerging semiconductor R&D fields in electronics; VLSI technologies, Sensors, GaN (Galium Nitride) Materials and Devices, Crystal Growth & Epitaxy, Photovoltaics, Organic Semiconductors and Semiconductors for Quantum Computing among other. Special emphasis was given on the role of semiconductor technologies in defence, space and other civilian applications. A number of prominent Industries in the area of semiconductor R&D showcased their products along with a special industry session, mainly organized

to promote ‘Make in India’ theme for exploring possibility of establishing semiconductor & electronics chips manufacturing in India.

Shri AS Kiran Kumar in his inaugural address emphasized the need for creating and adopting indigenous technologies. He highlighted that many of the devices used in space missions are being fabricated at GAETEC (A DRDO unit), but the scope is tremendous.

Chairman DRDO & Secretary Department of Defence R&D Dr S Christopher presided over the function. While extending all possible help to establish the semiconductor foundry/chip manufacturing in India, he expressed the hope that the electronics chip manufacturing industries would explore the incentives under ‘Make in India’ and tap the huge Indian Electronics market particularly the solar power and LED lighting.

Scientific Advisor to Raksha Mantri Dr G Satheesh Reddy stressed the need for development of navigation grade sensors, MEMs pressure sensors & accelerometers, T/R modules based on GaN technology, large format & low pitch IR detectors.

Director IIT, Delhi Prof V Ramgopal Rao mentioned that IWPSD is the oldest international conference held in India in the area of semiconductor technology.

Renowned scientists and technologists from USA, Europe, Asia Pacific and other countries and over 130 internationally acclaimed plenary speakers were invited on the occasion.

Ex- Servicemen (ESM) Rally was conducted by Red Shield Division on December 16-17, 2017 at Leimakhong

Military Garrison. The Rally saw participation by more than 1100 ESM, Veer Naris and children. The Rally was graced By Lieutenant General (Retd) K Himalay Singh, Deputy General Officer Commanding Brig SKS Chauhan apart from other Civil and Military Dignitaries. Passing Out Parade at Madras Regimental Centre Wellington

330 Recruits were attested into the oldest Regiment of Indian Army,

the Madras Regiment at the historic Shrinagesh Barracks on December 19, 2017. The recruits after 46 weeks of tough training could see their dreams come true when they wore olive green and marched past

a very high standard of drill in the Attestation Parade and lauded the effort of MRC to improve the standard of training to such a high level. He also congratulated the parents of the young soldiers in this moment of pride and glory.

All India Defence Accounts Department Cricket Tournament inaugurated

CHAFB Cyclothon Expedition

The 18-member Command Hospital Air Force Bangalore (CHAFB) team that embarked on a 7-day

cycling expedition from Bangalore to Secunderabad to commemorate the Golden Jubilee celebrations of CHAFB reached Military Hospital, Secunderabad on December 7, 2017. The expedition was flagged off on December 1, 2017 by Air Marshal SRK Nair, Air Officer Commanding-in-Chief, Training Command.

The team comprising of seven Doctors including one lady Doctor and 11 medical assistants, travelled through three states Karnataka, Andhra Pradesh and Telangana via Madanapalle, Kadapa, Giddalur, Srisailam and Hajipur and reached Military Hospital, Secunderabad covering a distance of 800 kms. This is the first time a cyclothon of this distance has been attempted by Doctors and medical assistants in Indian Air Force. The cyclists were warmly welcomed by Major General N Srinivas Rao, General Officer Commanding, Telangana & Andhra Sub area and Brigadier D Vivekanand, Commandant, MH Secunderabad.

The ninth All India Defence Accounts Department (DAD) Cricket Tournament for men and women was

played in Bengaluru from December 18, 2017. The five-day tournament was organised by the office of Principal Controller of Defence Accounts, Bengaluru under the aegis of Defence Accounts Sports Control Board (DASCB). The tournament was inaugurated by Shri P N Sukul, Additional Controller General of Defence

Accounts at RSI Stadium, MG Road in the in the city. Dr M Anjaneyulu, PCDA welcomed all the team members to the Tournament.

The DASCB conducts All India Defence Accounts Department tournaments on a regular basis for various sporting disciplines based on the annual calendar approved by Governing body. The tournament has teams participating from various organisations of DAD. The eight participating teams were the winner and runner-up teams of the eighth tournament, a team from the present host in Bengaluru and one team each from five zones – North, South, East, West and Central. The tournament was conducted at two different venues, including the RSI stadium at Bengaluru. The participating teams were divided into two groups. All teams in the group played with each other in league stage for first and second position. Team at first position in a group played with team at second position of the other group in the semi final. The winners of the semi finals qualified for the final match. All matches were played under T-20 format.

On completion of 50 Years of its existence, the expedition named “Back to Roots” was organized to revisit the origin and history of the Hospital.

Hindi Pakhwada Celebrated in DPR

cash awards and certificates. During the Hindi Pakhwada a record number of participants took part in various competition i.e. Essay, Speech and Noting/Drafting organized from September, 14-28, 2017. The competitions were organized in Hindi and non-Hindi speaking category. A Speech competition was separately held for MTS staff. The participants were awarded cash prizes. At the closing ceremony ADG (M&C) praised the staff of the DPR for their efforts in increasing Hindi correspondence in official work of this directorate. She also emphasised that it is our responsibility to do more and more work in promoting the official language.

12th TPM Conference

The 12th Total Productive Maintenance (TPM) Conference of Ordnance & Ordnance Equipment

Factories organized by National Academy of Defence Production, Ambajhari, Nagpur concluded on December 15, 2017.

Shri S.K. Chourasia, IOFS, Director General Ordnance Factories & Chairman/Ordnance Factory Board, Kolkata was Chief Guest and Shri Kailas Chandra, IOFS, Additional DGOF & Member/Ordnance Factory Board, Kolkata was Guest of Honour.

Shri Rajnish Lodwal, IOFS, n.d.c Sr. Principal Director of the Academy welcomed Chief Guest, Guest of Honour, distinguished jury and all delegates. In his address, he appreciated the delegates for showcasing the efforts towards TPM activities on the theme “Enhancing competitiveness by reducing losses & wastages at the shop floor”. He congratulated all the winners. He also made special mention of Shri S K Sahabuddin, of Metal & Steel Factory (Ishapore/West Bengal) who summited Mount Everest in May 2017 and was honoured in the TPM Conference.

Manufacturing of Ammunition for Indian Army by Indian Industry

As another step in the direction of ‘Make in India’ in Defence sector and to facilitate development of

indigenous capacity, reduce import dependence and with the long-term objective of building capacity within the industry as a robust alternative source of ammunition, the Government has approved manufacturing of eight selected ammunition for Indian Army by Indian Industry.

These eight in-service ammunition are proposed to be manufactured by Indian industry. As the indigenous manufacturer will be required to set up a new establishment for manufacture of ammunition, Raksha Mantri Smt Nirmala Sitharaman has approved a long term contract of 10 years with the selected ammunition manufacturer, to facilitate a viable commercial model, will be entered into. Individual Indian companies, as

Liberalised Family Pension has been in existence and has been provided to army personnel working on Line

of Control (LoC)/International Border (IB) along Pakistan border. This Liberalized Family Pension covers:

“Accidental death/injury sustained due to natural calamities such as flood, avalanches, landslides, cyclone, fire and lightening or drowning in river while performing operational duties/movement in action against enemy forces and armed hostilities in operational area to include deployment on international border or line of control”.

Lieutenant General BS Sahrawat, SM took over the reins of National Cadet Corps as its Director General.

The Gen Officer is a third generation army officer. He is alumnus of the National Defence Academy, Khadakwasla & Indian Military Academy, Dehradun. He was commissioned in December 1980 in 13th Battalion (REZANG LA), the KUMAON Regiment.

The Gen Officer has done all professional courses to include the prestigious NDC Course. He holds a Masters degree in Management Studies from Osmania University, Hyderabad and M. Phil from Madras University. He has recently completed his Ph.D. in “Human Capital Management in Army”.

He has served in numerous Staff & Command appointments in various parts of the country and abroad which includes the Military Observer in Iraq and Kuwait for a year. He has been awarded the Sena Medal during the floods of Kosi River in Bihar in 2008.

The selection of manufacturer will be through an Open Tender Enquiry under two bid system. Companies are allowed to bid for any number of ammunition types. However, a company will be awarded not more than three contracts. The prospective manufacturer will be free to select their technology partners, negotiate and obtain transfer of technology (ToT). The technology partners could be indigenous or foreign manufacturer, as per the discretion of participating entities.

The Liberalised Family Pension provides for 100% of last reckonable emoluments in comparison to normal family pension which provides for 30% of last reckonable emoluments. Raksha Mantri, Smt. Nirmala Sitharaman has approved that the same benefit of Liberalized Family Pension be extended to Army Personnel working along Line of Actual Control (LAC) along India-China borders on the same manner as for the army personnel working in LoC and International Border.
