Industry statistics continue to feature the high number ofaccidents resulting from working at height activities. In spiteof the best efforts of the regulators and those involved in theindustry, there has been no indication of an improving trend.According to a recent SafeWork Australia report, over the 10-yearperiodfrom2003to2012,274workersdiedfollowingfallsfrom a height, which amounted to 11% of all worker fatalities.

In2012,fatalitiesfromfallingfromheights accounted for 13% or 29workers’ deaths - two of thesedeaths were the result of a fall

from buildings under construction ordemolitionandeightweretheresultoffalls fromaroof.Whiletheconstruc-tion industry accounted for one-thirdoffall-relatedfatalitiesinthelastfouryears,anotherthirdoftheworkersfellto their death from a ladder.

TheWorkingatHeightAssociation(WAHA) members witness that the‘big endof town’ in the ‘constructionindustry’ (building designers, majorconstruction contractors and theirsubcontractors)isextremelyactiveinits height safety management roles -allthewayfromriskanalysis,drivingthe hierarchy of control to eliminateor minimise that risk and defining/implementing appropriate safe work-ing methods.

The ‘design and construct’ phaseofnewbuildingsissupportedthroughthe compliance with building codes,followingappropriatecodesofpracticeandadoptingrelevantAustralianStand-ards. Worker training and equipmentmanagement also remain high on theagenda on new construction work. Ithas to be acknowledged that muchof this activity - while now almostautomaticinthedesignandconstruc-tionindustries-wasoriginallydrivenby the focus from the regulators onheight safety issues.

However, while WAHA applaudsand continues to work to supportthis activity in the construction area,the association has become increas-ingly concerned about the lack ofsafety focus directed at the buildingservice and maintenance activitiesthat inevitablyfollowafterthedesignand construction phase. It may takea few years to design and constructa building but the life of that build-ing is likelytobemuch,much longerand maintenance and refurbishmentactivities increase continually overits period of use.

Thedesignandconstructionphaseusually includes the installation ofequipment to be used to support theongoing ‘facility management’ opera-tions when the building is in use -accessingandservicingroof-mountedequipment and maintaining buildingwindowsandfacades.However,therearenobuildingcodes,codesofprac-tice (COP) or Australian Standardscovering the design, installation andcommissioningofthisequipment.ItistheseareasthatarecurrentlycausingWAHA greatest concern.

Much of this roof access andworking at height safety equipmentisneverusedduringtheconstructionphaseand is considered just anothercost associatedwith the building.Assuch,thisworkissubjectedtothecostconstraintsappliedtothewholeprojectand often a minimalistic approach is

adopted - passing anyoperational safetyissues on to the building owner.

Whenthebuildingiscommissionedandpassedovertotheowner,theowner-ortheir appointed facility manager - takesontheresponsibility forthe functionalityandofthebuildingsystemsandthesafeproceduresforcarryingoutthatwork.Thisis where risk assessments of the worktobeundertakencanexposedeficienciesin theequipment installed - and insomecases, the complete lack of systems.

Most height safety systems are sub-ject to the requirement of documentedannual inspection and recertification bya competent person. It is in this area ofinspection prior to recertification thatWAHA members have - for some time- been reporting increasing numbers of

non-compliant installations at the timeofinspection.

Inresponsetothesereports,fourlargermembers of the Installer Category withinWAHAcollatedequipmentinspectiondataoverathree-monthperiod,Figure1showsthe results from 34 new buildings (com-pleted and occupied in the last 12 to 24months) and 119 existing buildings (fittedwith retrofitted equipment).

All the available industry data waspresentedtoaspeciallyconvenedseminarat lastyear’sSydneySafetyShowwherethe‘fallcrisis’subjectreceivedsignificantamountofinterestfromthe190attendeesat the seminar.

Since then, the association has madedirect representations to all state andterritory WorkCover authorities providing

them with the industry data. The asso-ciation has subsequently presented thedetailedinformationalongwithsupportingphotographic evidence of the issues to anumberofauthoritiesaswellastoHWSA(HeadsOfWorkplaceSafetyAuthorities).

Theinitialreactionfromtheregulatorsandtheauthoritieswasthat industryhadno stomach formore regulation and that,in fact,therewerestrongmovestowardsderegulation.Additionally,itwasgenerallyagreed by both parties that the focus oftheregulatorsandauthoritieswasmostlyon the ‘construction’ industry and not onthe aftermarket.

Unfortunately, deaths from falls fromheight happen in both segments - andtherefore need to be addressed in bothsegments.

TheInstallerCategoryofWAHAiscur-rently progressing well with the develop-mentofanindustry-basedcodeofpracticecoveringthedesign,installationandtestingofnewinstallations-bothfornewbuildingsand for retrofit applications - as well asthe inspection, testing and recertificationof existing installations. The associationis lookingtowardsSafeWorkAustraliatosupport the development of thisCOPandto support its adoption in the field.

The association would also like theregulatorstoaddresstherequirementforahigh-risk licence for those thathave toinstall, test, inspect or recertify workingat height installed systems.

WAHAisalsoofferingtodevelopbrief-ing data sheets and appropriate trainingprograms to assist WorkCover in traininginspectors to identify and address unac-ceptable installations.

However, in the middle of all thisactivity are those that have to managefacilities - building owners and facilitymanagers. Many of the installations theyare working with currently carry mean-ingless ‘certification’ and, as the WAHAsurvey showed, many are well below theindustry-based standard. Processes haveto be introduced whereby the facilitymanagercanbecertainthattheequipmentthat has been installed is correct for thework to be undertaken. They also havetobe able see that it hasbeen inspectedand certified to the appropriate standardby a person in some way registered ascompetenttodoso.Currentlythere isnosuchmethodology - and that presents anever-increasing risk.

The association is expecting feedbackfromHWSAinmid-Februaryandwillreporton those outcomes accordingly.

Flame-resistant fabricFlame-resistant workwear is an essential piece of safety equipment for protecting workers ex-

posed to heat, flames, arc flash and flash fire. It’s the last line of defence in these hazardous

environments in the event an accident occurs.

The performance of flame-resistant (FR) clothing depends heavily on

the fabric used to construct the garment. It must protect the wearer

throughout the garment’s life yet be comfortable to wear so as to ensure

it is worn throughout the working days, every week and all year round.

Westex UltraSoft AC is the latest fabric in the UltraSoft fabric line,

delivering good Pima cotton comfort. The softness found in UltraSoft

AC derives from a blend of 88% Pima cotton and 12% high tenacity

nylon, as well as using the company’s advanced softening technology.

Like UltraSoft, the UltraSoft AC line is guaranteed flame resistant for

the life of the garment in either high-temperature industrial or home-

washing procedures. It also provides enhanced protection from electric

arc and flash fire exposures, as well as multipurpose protection from

electric arc flash, flash fire, molten ferrous metal and welding exposures.

Safety spectaclesThe uvex rally MK II (Part number: 9220-137) is a high

Dust-suppressing dump truck bodyThe Westech Flow Control Body (patent pending) has a floor

design that controls the flow of material out of the body during

dumping. This more even flow greatly reduces dust generated

when dumping. The body’s dust suppression properties are par-

ticularly relevant with the ever-increasing focus on dust control

on mine sites from government and community organisations,

Along with improved dust control, the controlled dumping results

in less friction on the steel floor of the body causing less wear to

bodies, reducing the need for liner kits and extending body life.

forward of the rear axle longer while in the dump cycle, reducing

Careful preparation and coordination in supplying materialtomultipledropzones,manyinareaswithdifficultaccess,also

requiredmajorplanning,butthistaskwasmademucheasierusingSayfa’sflatpackswhichwerecategorisedandzonedintotheirparticularlocationspriortodelivery.

Thesolutionhasresultedincompliant,user-friendlysystemswhichallowincreasedaccessibilityforamuchbroaderrangeofpersonnelandallthisatagreatlyreducedriskduetoSayfa’srangeofversatileheight-accessproductsandforward-thinkingdesign.

Thinking outside the box for facility maintenance safety

Air nozzleExair’s Super Air Nozzles are highly efficient for a wide range of blowoff, cooling, cleaning and drying applica-

tions. Air savings compared to other types of products are claimed to be as high as 80% and in most cases,

the nozzles can pay for themselves in just a few weeks. The noise level is also claimed to be a fraction that of

ordinary air nozzles (typical noise reduction is 10 dBA).

Applications include: part cleaning, chip removal, part drying after wash, liquid blowoff, part cooling, material

conveying, part ejection, fibre conveying, air assist, bag opening/filling operations and scrap removal.

Many designs are available in zinc aluminium alloy construction, making them suitable for general-purpose

applications. Exair Super Air Nozzles are also available in Type 303 or Type 316 stainless steel construction,

which is suitable for food and pharmaceutical applications where

resistance to high temperatures and corrosion is required. High-force

models are available for applications where additional reach and ex-

treme force are needed.

Also available are Swivel Fittings and Stay Set Hoses which are de-

signed to aim the nozzles and an electronic control to minimise air usage.

age noise reduction, compact, meets OSHA noise level requirements,

At the Australian Drug Foundation, we call alcohol and other drug use the “hidden cost” to Australianworkplaces because, for the most part, many businesses are blind to its impact or reluctant to face upto it.

Soletmeshedsomelight:alcoholanddrugscostAustralianbusinesses $6 billion a year in hidden lost productivityand absenteeism.

While the dollar cost to businesses across Australiamightbequiteashocktosome,it’snothingcomparedtothehumancost. Alcohol use contributes to 5% of all Australian workplacedeaths and 11% of accidents, as well as the huge human toll onfamilies and relationships impacted by alcohol and other drugs.

Bestpracticeorganisationsnotonlyrecognisethisasanissue,they know that these costs directly impact on their bottom lineand that the drinking activities and drug use of an employee canaffect work performance.

But it’snotall badnews foremployerswhen it comestodrugand alcohol use.

At the Australian Drug Foundation, we started working withbusinessesbecausewe identifiedthegreatpotential theworkplacehas to positively affect a person’s health and wellbeing. We alsosawemployers looking forwaysto reducehealthandsafety risks.

Eachworkplacehasitsownuniquecustoms,practicesandcon-ditions which impact the workplace culture, and alcohol and druguse, so there is no one-size-fits-all answer.

enough information about alcohol and drugs in the workplace,includingtherisksofharm.Web-basedtraininginparticularhasbeen identified as a really valuable way to educate employees.As anemployer, youcanuseweb training to informemployeesofyourcompany’spoliciesaboutalcoholandotherdrugs intheworkplace,andeducatethemontheharmstheycancause.TheAustralianDrugFoundationhasproducedagreattoolcalledADFAware, which can be tailored for individual companies.

3. Employees need to have access to confidential counselling andtreatment services, and they should be provided with paid orunpaid leave to attend sessions. By investing in providing ac-cess to these services, organisations can avoid the financialcosts and loss of morale amongst co-workers associated withemployee dismissals.

4. Ongoingevaluationofalcoholandotherdrugprogramsisessentialtolong-termeffectiveness.Likeanybusinessprogram,weneedtoregularlyreviewandimproveprocessestomakesuretheyreflectchanges in the workforce or improvements that can be made.Manyworkplacesalso looktodrugtestingasasolutiontodrug

and alcohol use. While reliable data on the number of workplaces

that test employees isn’t available, some media reports suggestworkplace testing is increasing at the rate of 25-30% each year.

No one objects to the breath testing of automobile drivers toensuretheirperformanceisnotimpairedbyhighconcentrationsofalcohol.Similarly,peoplewhoareengaged insafetycriticalworkin occupations such as transport or the use of heavy machinerymay also expect to undergo drug testing to reduce the risk ofharm to themselves and others.

Yet, in other contexts, workplace drug testing is far morecontroversial. For instance, a NSW electricity company recentlymade headlines after the Fair Work Commission barred it fromdrug testing its employees using their urine.

Ensuring safety of biogas production with oxygen analyser

A Scandinavian producer ofBiogas has selected MichellInstruments’ XTP601 oxygenanalyserstomonitorO2levelsforsafetyandqualityattwositesinSweden.

TheXTP601OxygenAnalyseris used to continuously providereadingsofthelevelsofO2intheprocess.Ingeneral,thelowerlevelof oxygen in these applicationsshouldbenomorethan0.5%,withadanger levelof4%.Toensuresafety, the XTP601 has alarmstoshutdowntheplantifoxygenlevelsapproachthedangerlevel.

One plant produces biogasfromsewagewhiletheotherusesfoodandgardenwaste;however,the biogas from both plants isused as a transport fuel.Despite the different feedstocks, theprocessofupgradingthegasforuseisthesame.Thebiogasmustbeupgradedto95%methane,whichwillgiveitahighenoughcalorificvaluetoproducetheenergyrequiredfortransportfuel.Itwillalsomakeithighlyflammable-whichiswhyitisimportantto keep levels of oxygen lowduring the process. TheXTP601providesstable,accuratereadingsandiscapableofmeasuring

oxygenfrom0-1%upto0-50%aswellassuppressedzeroranges,suchas90-100%.

There are three options forconfiguration: a transmitter, atransmitterwith status LEDs orafulldisplayversion.Alloftheseoptions may be rated for eithersafeorhazardousareause,withhazardous area classificationsavailable for ATEX, IECEx andCSA.The fulldisplayversionoftheXTP601 has a touch-screeninterfacetoenableeasyoperationwithout needing to remove thelid. TheCooperativeResearchCentreforAlertness,SafetyandProductivity is an alliance of technology companies, aca-demics, regulators and employers who are joining forcesto develop cutting-edge new devices and systems that

help protect workers and drivers from fatigue.The centre, established with a $14.48 million contribution over

sevenyears fromtheAustralianGovernment, isclaimedtobethefirst of its kind internationally to tackle the growing problem ofsleepdisruptionwithpracticalmultidisciplinaryprojectsdrivenbythose who will develop and utilise the technology.

“Neverbeforehaveweseensuchadynamicapproachtosolvingthe issue of fatigue and its damaging effect on workplaces andour roads,” says Anthony Williams, chief executive of the CRC.

“Withour24-hoursociety,moreAustraliansareworkingshiftsor getting less shut-eye, and suffering serious sleep disorderslike insomnia and sleep apnoea. The impact on alertness has aworrying knock-on effect for workplace productivity and injurystatistics,” Williams says.

Almost10,000seriousworkplaceinjuriesandmorethan25,000serious road crash injuries are caused by poor alertness eachyear. The cost to the Australian economy is substantial - over $5billion a year in lost productivity and healthcare costs, and over$31 billion a year in the loss of healthy life.

“We’re planning on turning that around with a range of per-sonalised, state-of-the-art tools thatwill improvealertness, boostperformance and make our country safer,” Williams says.

Theconsortiumhastheaudaciousgoalof reducing injuriesby9000 a year by 2028, saving the health system almost $2 billionincostsarisingfromfatigue-relatedinjuries.Focusingonmonetarybenefitsalone,theCRCisprojectedtodeliverpublicbenefitsvaluedat more than $196.5 million over 15 years.

Research Program Leader Professor Shantha Rajaratnam fromMonashUniversitysaystheconsortiumwillbechargedwithdevel-opingtoolsthatmeasurealertnessaccurately,predictcriticallapsesandintervenebeforepooralertnessimpairsproductivityandsafety.

“Throughthediscoveryofnewbiomarkersofalertness,wewillbeabletocreatenewdevicesthattestaworker’ssweatorsalivafor these signals, before operating machinery or getting behind awheel. An accurate, real-time alertness test such as this couldbe life-saving.”

Researchwillalsofocusondevelopingdynamiclightingsystemsthat can reset the body clock and directly activate the brain to

improve alertness and performance. These smart lights could bepersonalised for individuals or used office-wide to predict whena person’s alertness is starting to wane.

“Carefully timed light exposure, potentially in the blue short-wavelength range, could give these workers a boost in alertnesstoget throughtheirshift, feelingclear-headedandupto the job,”Professor Rajaratnam says.

The group will also work to better identify and treat people atrisk of sleep disorders like insomnia or sleep apnoea.

“Sleepdisordersarehighlyprevalentinoursociety-butcurrenttools to detect and manage many of these disorders are limitedand we have no way of identifying which individuals are at mostat riskof so-calledalertness failure,”ProfessorRajaratnamsays.

“By identifying the vulnerable individuals, we could developtargeted treatments, vastly improving safety and performance ofworkers.”

The CRC brings together 26 diverse organisations, amongthem largemultinationals, smallAustraliantechnologycompanies,universities, regulators, insurers, policy agencies and employers.

Our eyes are very complex,yetweoftentakeforgrantedthatourvisionwillbeperfectas we age. The reality isthat und iagnosed v isua lproblems may, potentially,put us and others in danger.Nearly everyone will needto use prescription glassestoovercomevisual issuesordefects at some time as weage, but a regular check-upwithyouroptometristcankeepyouaheadofthegame.

Companies with workers engaged in safety-critical work are likely to be familiar with the need forworkplace drug and alcohol testing. But many may not have considered the benefits of managing thisprocess in-house. According to Pathtech Account Manager Larissa Galanti, it is possible for the drugand alcohol testing to be conveniently and easily conducted in-house, without sacrificing accuracy.

Withanestimated62%ofharmfuldrugandalcoholusersinfull-timeemployment,theneedforworkplacetestingcan be considered necessary in many safety-criticalindustries.“Byadministeringyourowntestingprogram

youcanhavegreatercontrolofthiscriticalprocess,”saysGalanti.AccordingtoPathtech,someofthemanybenefitsofmanaging

the testing process in-house are:•Reduced costs as outsourcing testing to a service provider

can be expensive.•Retainingcontrolovertesting-this isespecially important in

thecaseof incidenttestingtoruleoutdrugusewhenathirdparty may not be immediately available.

•Can be scaled up with ease and used on remote or smallersites that may not have previously warranted the additionalcost of an outsourcedvisit.

•Allows employers to remain responsive and flexible to adjustto changes such as increasing random testing if required toensure safety remains the priority.

Choosing a drug testing methodWhenitcomestochoosingthedrugtestingmethodforanon-siteworkplace procedure, there are a number of factors that should

be considered. There has been much debate over saliva versusurinedrugtestingmethods.ANSWGovernment-ownedelectricitynetworkcompanyrecentlylostitsthirdlegalattempttoforcestafftoundergourinetests fordrugandalcoholuse. Inthiscase,FairWork Australia found the use of urine testing was “unjust andunreasonable”becauseitcoulddetectdrugusefromdaysearlier,ratherthanmorerecentusethatcouldleadtoimpairmentatwork.

The role of drug and alcohol testing in the workplace shouldbeaboutidentifyingpotentialimpairmenttomakesuretheworkeris fit to work rather than for disciplining staff for their ‘lifestyle’choices.

According to Pathtech, saliva testing has a number of advan-tages over urine testing for an on-site drug testing program andthese include:

Galanti says a number of questions should be asked in orderto identify a quality saliva drug test. These include:

•Does it meet the Australian standard? The device shouldmeet Australian Standard 4760:2006.

•What are the test cut-off levels? Not all devices are thesame, some are more sensitive than others.

•How effectively does the test detect marijuana/cannabis?The ability to detect the parent compound (delta-9-THC) isa valuable feature.

•Howmuchofasample isrequired?Thegreaterthevolumeof saliva required for the test, the more time-consumingand less comfortable the whole process will be for allinvolved.

Vacuum tube lifterThe Schmalz JumboFlex 50 vacuum tube lifter is suitable for frequent, quick and safe

handling of goods weighing up to 50 kg. Featuring an innovative operator handle that

Torque nut design for hydraulic couplingsOne of the most common causes of hydraulic leaks is coupling

nuts or seats that crack from overtorquing. Any threaded connection

has the potential to leak if it is not torqued properly.

Gates has invented and patented the Full-Torque Nut design which

has a large, smooth shoulder that evenly distributes torquing forces

Fog makerThe Rino industrial fog maker is effective in suppressing dust, controlling odours,

humidifying and evaporative cooling.

The device has the ability to operate effectively with either low (up to 15 bar)

or high pressure water (up to 70 bar), and at many different flow rates.Thirty

nozzles are positioned around the fog cannon’s mouth, with different types of

nozzles used depending on whether water pressure is high or low. The nozzles

atomise the water into a fine mist which is capable of being propelled 30 m

by its powerful fan.

There are many mounting options, including a three-wheel trolley version

which allows the unit to be moved where needed. With a rotation angle of up

to 340° and an elevation range between -25 to +35°, fog can be directed over

a broad area, or targeted where needed. Optional extras include a 12-button

remote control and an auxiliary pump to optimise water pressure.

For dust suppression, the fine mist droplets generated by Rino combine

readily with dust particles, causing the dust to fall to the earth aided by gravity.

By varying the nozzles and pressure, the device produces droplets of a size

that eliminates water pooling and therefore reduces environmental and safety

hazards in the vicinity.

as a payment for labour. Now, in 2014, drug and alcohol testinghasbecomeasimportantaseverincertainhigh-riskoccupations.

In the ‘2010 National Drug Strategy Household Survey’ report,driving was listed as the “most common risky activity to be un-dertaken whilst under the influence of drugs”. Australian DrugFoundation CEO John Rogerson poses the question: “No one ob-jects to the breath testing of an automobile driver, sowhywouldindividuals who are engaged in safety critical work expect notto undergo the same drug and alcohol testing to reduce risk andharm to themselves and others?”

Ofalltheoccupationalexposures,respiratory inhalationposesoneofthemostdangerousand insidiousthreats to workers and their employers. The nature of some dusts (with a very small particle size) orfumes (that are non-visible and odourless) means these hazardous substances and toxins can remainundetected and can have disastrous acute or long-term consequences to workers’ respiratory health.

Thorough assessment of the level of exposure to con-taminants in the workplace and the type of workingenvironment (heat, confined, mobility, existing PPE) is acritical part of any respiratory protection program. This

work requires willingness in the business to invest in accessinga deep body of expertise and knowledge to implement the rightrespiratory protection program.

Furthermore, many employees in heavy industry are workingover long periods of time where they are required to carry arange of equipment and PPE during high-exertion activity in hotconditions. In thesecircumstances, even knowing the risks, thereis a natural desire for workers to avoid cumbersome or uncom-fortable face masks and seek relief by removing or constantlyadjusting their masks. Where respiratory protection is concerned,a business’s commitment to workplace safety can be tested inthese circumstances.

One of Australia’s largest building and construction materialssuppliersrecentlyexploredalternativerespiratorsthatwouldbeableto maintain a high level of protection and be comfortable for its

employeestowear.Thecompany’shardrockquarrieshavesomeworkers who confront dust hazards daily during working shifts.

Negativepressuremaskswerebeingwornbytheirstafftoprotectthemduringtheproductionandmaintenancephases;however,thesite HSE advisor was looking for a respirator that eliminated theconcernsassociatedwiththeuseofavailabledisposablerespirators.These concerns included the potential that staff may not replacethe disposables as often as they should when the filters becamedirtyand,inothercases,thedisposablerespiratorsmaybethrownawaybefore they needed to be. This could significantly add to thecostofthesite’sPPE.Thedisposablerespiratorsalsoreliedheavilyon the wearer correctly fitting the mask, with subsequent reportsfrom quarry staff that the mask could be tight and uncomfortable,which often contributed to safety glasses fogging up.

The company conducted an extensive search and review ofavailable respiratory protection products on the market with theassistanceof itsnationalsafetysupplier,ProtectorAlsafe.Protec-tor Alsafe’s experienced account managers presented a range ofrespiratory solutions to their client and the company’s NSW HSE

advisor. The HSE team noted the traditional full-face powered airpurifying respirators (PAPR) provided high levels of protection;however, they looked like space suits and were bulky and couldmake the workers feel claustrophobic.

Instead,thecompanydecidedontheAustralian-designedand-en-gineeredhalf-maskPAPRCleanSpace2byPAFtec,whichisclaimedto be Australia’s smallest powered respirator (less than 700 g).

Recipient of a prestigious Commercialisation Australia grantand International Design Award, the respirator has an intelligentsoftware system that delivers clean fresh air and is breath-responsive. “The system adjusts the mask pressure and airflowto match that needed by the wearer regardless of how hard theyareworking.It’saremarkablycomfortablemask,”explainsDrAlexBirrell, PAFtec’s CEO.

After extensive trials of the CleanSpace2 positive air (PAPR)respirators, the company’s hard rock quarries discovered that thestaffpreferredtowearCleanSpace2overthetraditionaldisposabledust masks that had been in use on-site for many years.

Thestaffsaidthattheunitfeltmorecomfortableandwaseasytouseandsimpletomaintain,whichmeantthatforthemanagementteam,itwaseasiertoimplementandsupporttheuseofrespiratorsin linewith thesite’smandatoryPPErequirements.Thetrial alsohighlighted additional benefits from using CleanSpace2, includingeliminatingtheissueofthesafetyglassesfoggingup.Staffreportedthattheywereabletoperformtheirdailytaskswithgreatereaseasaresultofthefreshairflowacrosstheirmouth,noseandface.

Fromasafetyperspective,withapositiveairpressurerespira-tor, the facepieceseal (on thepowered respirator) is lesscriticaltoprotectionthananegativepressuremask,suchasadisposablerespirator. Firstly, if the seal is broken, the system compensatesby increasingairflowandpushingairoutof themask (preventingrisk of contaminants leaking into the wearer’s breathing zone).This ensures that if the facepiece seal is broken by bumping oraccidentalcontactwiththewearer’sarmorhand,thenthewearerhas less potential exposure to airborne contaminants.

With a positive pressure respirator, there is significantly lessriskofairbornecontaminantsbreachingthemaskandthewearerinhaling contaminants even during inadvertent mask movement,such as when the wearer adjusts the mask or speaks.

An additional safety benefit of the CleanSpace2 system is thefilter blockage detection system that alerts the wearer to replacethe filter when the system detects a heavy particulate load. Thisassiststhestafftoensuretheyhaveadequatefilteringand italsosaves on the costs associated with unnecessary filter changes.

From an environmental perspective, the company says it feelsproud that it is reducing its waste generation with the re-usableunits. “We were surprised and pleased that when we projectedout the cost of CleanSpace2 compared to use of our disposablerespiratorstherewasasignificantreductioninourlong-termcostsonrespiratorswhenweswitchedtoCleanSpace2.Everyemployeeatourtrialsitenowhastheirownbatterycharger,filterpackandmask,” said the company’s OHS site manager.

Tosavecostsevenfurther,thecompanyfoundthattheCleanS-pace2 respirator unit with its removable silicone masks can besharedbetweenstaffmembers.By issuingeachpersonwiththeirown correctly sized facepieces, the powered unit being a closedcircuit design means that the exhaled air will not travel into thepowered section of the respirator unit. The air is exhaled outthrough the exhalationvalve, thus preventing the potential for thetransfer of communicable pathogens between staff.

“Similarly, the masks, being soft silicone, are modelled on themedical industryandhavebeendesignedtobehygienicandeas-ilycleaned (even inthedishwasher, ifnecessary)betweenshifts,maintaining a clean and fresh space for staff to breath,” saysPAFtec Global Head of Sales Jon Imms.

Since the initial trial, the company’s other Australian siteshave witnessed the benefits and have sought to introduce, withthe support ofProtectorAlsafe training andsafetypersonnel, theCleanSpace2 half-mask powered respirator to their respiratoryprotection programs.

Thecompany isnowlooking into implementingthewidespreaduseof theCleanSpace2powered respirator atmanyof itsquarrysitesasareplacementfordisposablerespiratorsacrosstheregion.

Fire protection solution at Nepean Hospital

Wormaldhas installedacomprehensivefireprotectionsolutionatthenewsurgicalwingofNepeanHospitalinPenrith,NewSouthWales.

The520-bedteachinghospitalopenedthenewwing,knownastheEastBlock,in2012.Itfeaturessixoperatingtheatres,anAmbulatoryProceduresCentreandtwo30-bedsurgicalwards.Thefireprotectionsolution provided by Wormald includesa comprehensive fire detection systemincorporatinganaudiblewarningsystemandfirefancontrols.

WormaldinstalledaVigilantMX4428fire alarm system, which is networkedwiththemainpanelandfloorplanColourGraphicssystem inthehospital’sNorthBlock. The system provides a highlysensitive and rapid response to firetogether with a low false alarm rate toensure minimal disruption to hospitaloperations.

Wormald also supplied and installed approximately 1500detectors, manual call points and door holders throughout thehospital’s East Block, chapel and intensive care unit (ICU). Prediction and protection system for hydroelectric turbinesEmerson Process Management has introduced an integrated diagnostics prediction and protection system for hydroelectric

turbines that gives early warning of developing turbine problems, helping to reduce maintenance costs and improve safety.

The system provides real-time monitoring to improve reliability for all major types of hydro turbines. The predictive di-

agnostics help maximise availability and reduce maintenance costs, and the protection system helps hydro power plants

avoid catastrophic failure and comply with safety, health and environment regulations.

Building on its experience in effective predictive monitoring technologies for steam and gas turbines, Emerson developed

low-frequency sensors with built-in signal filtering and conditioning for use with its CSI 6500 Machinery Health Monitor. By

accurately monitoring measurements such as vibration, temperature and eccentricity, the CSI 6500 captures meaningful data

for every aspect of hydro machinery operation.

The CSI 6500 and machinery health sensors provide continuous monitor-

ing on hydro turbines and give instant notification of vibration alerts. When a

preset trip level is exceeded, the protection system shuts down the turbine

automatically, ensuring improved safety of plant personnel and preventing

catastrophic machine damage. Just as importantly, predictive diagnostics

from the CSI 6500 enable plant personnel to identify potential issues in the

turbines such as cavitations or rotor imbalance and plan repairs before the

protection system is ever engaged.

For facilities that require additional protection parameters, the CSI 6300

SIS Digital Overspeed Protection system protects equipment and personnel

from damage caused by overspeed events.

“As such, employers who fail to ensure that the people withintheirorganisationwhoareresponsibleformanagingworkersknowwhen and how to best deal with performance issues may be ata higher risk of having to spend time and money responding tobullying claims in the FWC,” Fletcher said.

However,FletchersaidtheFWCwouldnotjustbepayinggreaterattention to how employers dealt with their employees.

“The FWC will have new powers to deal with complaints ofbullying from all people working for a business, since the term‘worker’ will soon include volunteers, trainees, contractors andsubcontractors and their employees.

“So it’s likely that the already increased number of bullyingclaimswillsurgewhenthenewprovisionstakeeffect,particularlybecause of the broader coverage of these provisions,” she said.

Of thosecomplaints receivedbythecommission,Fletchersaidsomewouldbedeemed ‘reasonablemanagementaction’,which isanexceptiontothedefinitionofbullyingunderthenewprovisions.

“Ifapplicantsdon’tfullyunderstandwhatisdefinedbytheterm‘bullying’, or if theydounderstandbut are attempting to frustrate

“The guides will be the base from which the employer’s ac-tions (or inaction) will be assessed,” she said.

“These are a few things organisations should be doing nowtoensuretheirorganisationisreadyforthenewprovisionsandtominimisetheriskthatthenextroundofperformancereviewsresults in a bullying claim in the FWC:1. Review the organisation’s existing policies against the new

workplace bullying provisions to ensure the changes arereflected. This includes creating new policies that definethe term ‘bullying’ and outlining what actions need to be

taken if it is identified in the workplace. This will helpdemonstrate the organisation’s preparedness to proactivelydeal with complaints of bullying should an employee bringa claim in the FWC.

2. Conductworkplacebehaviourtraining formanagersandem-ployees,concentratingontheorganisation’scodeofconduct/charter and the revised provisions.

Mobile machinery used in the construction industry can present a significant hazard to people, plantand equipment. One of the reasons for this is that operators of such machinery can have a restrictedview when reversing. To assist the operators when reversing in close proximity to people or plant, anarray of risk-orientated controls, ranging from cameras, proximity devices and beepers, has been usedwith mixed success.

Understanding the need for continuous improvement,Thiess recently worked with Queensland companySurveillanceGuardCo to trial anAustralian-invented,aftermarket, automatic braking system on its fleet of

light commercialvehiclesand trucksused in thecivil construc-tion/mining environment.

Called Reverse Alert, the technology was originally designedas a child-safety initiative and has been trialled on more than60 vehicles, including passenger vehicles, vans, taxis and roadtransportation trucks. The system comprises reversing camera,sensors and an automatic braking technology that automaticallyappliesthebrakeswhentherearsensorsdetectaperson/object.

Ultrasonicsensorsare fittedtothe rearof thevehicle.Whenreversing, if these sensors detect an object at 1.6 m a signal

is then sent to a solenoid located at the front of the vehicle.The solenoid is attached to a flexible cable attached to a uni-versalbrakepedalclampthat is fittedonthebrakepedal.Whenactivated, the solenoid ‘pulls’ the brake pedal and the vehicleautomatically stops.

Astheproductwasnotoriginallydesignedwiththe intentionofbeingaWHSinitiative,theThiesstrialwasusedtodeterminewhetherthisapproachtoautomaticbrakingcouldbeconsideredsuitableforreducingrisksforconditionsandvehiclesusedwithinindustries such as the construction/mining industry.

ThefieldtrialwasconductedbyThiesspersonnelinQueens-land using light commercial vehicles and trucks under off-roadterrain conditions. Running for four months, the trial concludedwith thecollationofdata fromthe field reversingtests (revers-

This feedback has resulted in some minor design modi-fications to make the technology suitable for this type ofapplication.Itwasdiscoveredthatvehiclesreversingonloosedirt surfacesmay requiremore timetostop.Nowwhenthesensors are installed, the user has the option to select theoptimum range for the conditions under which the vehiclewill be operated.For example, 1.6m is consideredoptimumundernormalroadconditions,whereasunderoff-roadcondi-tions a longer range of up to 2.5 m range may be required.

Due to the increased size of trucks used on the trial,blinds spots were identified as another issue that neededto be addressed. As a result, the number of recommendedsensors at the rear of the vehicle has been increased fromfour (which is considered suitable for use on a car) to arange between six and eight sensors for trucks (dependingon the size).

While the system already included certain override fea-tures that allow the driver to park and reverse on extremeangles, the override functionality has also undergone someimprovements to make it more user-friendly and easier touse under off-road conditions.

Overall,thetrialproducedpromisingresultswhichindicatethetechnologydoeshavepotentialintheconstruction/miningenvironments.AccordingtothegeneralmanagerofReverseAlertAustralia,AnthonyHoiberg, therehasbeensignificantinterest in the technology and the company is now movingforwardwiththeproductionoftechnologywhichisdesignedto suit industrial application.

Hoibergsaysthecompanyiscurrentlyinstallingthetech-nologyonPantechtrucks(roadtransportation)andtiptrucks,and work is also underway on a design to suit hydrostaticbraking vehicles such as forklifts and front-end loaders.

Queensland Police Service will be the first AustralianjurisdictiontodeploytheDrägerDrugTest5000forroadsidetesting.Theproductwaslaunchedin2008tocomplementDräger’srangeofbreathanalysisequipmentandhassinceundergone several independent evaluations at leadingtoxicologyinstitutesinAustralia.

TheDrägerDrugTest5000consistsofa ready-for-usesamplingtestkitsystemandananalyser,makingitsuitableforfirstassessmentonthespot.Salivasamplescanbecollectedeasilyandquicklyusingthetestkitandthecollectorwillnotcome incontactwiththesalivasample.Otheradvantagesinclude:highdegreeofconformitywithbloodsamplesandthedetectionlimitsvalidinGermany(confirmedbyafieldtestbytheGermanPoliceUniversity);extremely lowdetectionlimitforTHCasthemainactiveingredientofcannabis;clearresultsdisplay;hygienicsamplingandanalysis;highlevelofacceptanceamongusersandtestpersons;andeasytouseevenwithsafetygloves.Thesalivasamplecanbeevaluatedimmediatelyusingtheanalyseraftersamplecollectionandtheresultswillbedisplayedafterafewminutes.Upto500resultscanbestoredontheanalyserand,ifrequired,printedusingtheDrägerMobilePrinter.

EndeavourEnergylosesthirdcaseoverurinetestingforstaffNSWGovernment-ownedelectricitynetworkcompanyEndeavourEnergyhaslostathirdlegalattempt to force staff to undergo urine tests for drug and alcohol use in a legal battle thatwillhavemajorimplicationsforarangeofindustries,includingmining,transportandaviation.

The Electrical Trades Union (ETU) said the decision confirmed two previous court rul-ings, includingbythe fullbenchofFairWorkAustralia, that foundtheuseofurinetestwas“unjust and unreasonable” because it could detect drug use from days earlier, rather thanmore recent use that could lead to impairment at work.

Endeavour Energy launched the latest legal action in October last year, with the matterheard in the Fair Work Commission (FWC) in December. The company was attempting tovary the original decision, which required the use of oral testing, with urine-based testing.

ETUNSWdeputysecretaryNevilleBettssaidthedecision,handeddowninJanuary,high-lightedthattheroleofdrugandalcoholtesting intheworkplaceshouldbeabout identifyingpotential impairment, rather thandiscipliningstaff forprivate actions taken in their own time.

“Thisisthethirdtimethecourtshaveruledinfavourof the ETU on this issue, despite Endeavour Energyspending hundreds of thousands of dollars in an at-tempttoforceurinetestingontheirstaff,”Bettssaid.

“Inthis latestcasetheyattemptedtousea licens-ingtechnicalitytooverturnthepreviousdecisionsandbring in their preferred urine-testing model.

“Thismostrecentdecisionabsolutelycementsthislegalprecedentthathaswide-rangingramificationsnotonly for the electricity sector, but for every industrythatcarriesoutdrugandalcoholtesting, inparticularmining, aviation, transport and emergency services.”

The recent announcement by Victorian

Premier Denis Napthine about his plans

to implement comprehensive drug

and alcohol screening measures as a

condition of tendering for government

construction contracts has sparked fur-

ther discussion on the topic of random

testing in the workplace. While reports

are varied on the percentage of those

working under the influence of drugs

in the construction industry, Napthine

argues that illicit drug use represents

a real and serious risk to safety and

therefore should be managed.

In Australia, most of us at some time

have undergone an alcohol or drug

roadside breath test while driving a car,

so why should workplaces that require

workers to operate safety-critical equip-

ment be any different? Phillip Collins

from the Australian Drug Foundation

provides four basic components central

to any effective workplace alcohol and

drug program and discusses this issue

further in the article on page 14.

Managing asthma in the workplaceForthoseworking inthemining,manufacturingandfoodandbeverage industries,employeehealthiscrucialtosafetyandproductivityintheworkplace.Intheseoc-cupations,theworkenvironmentcanresult in ‘occupationalasthma’. Inparticular,airqualitycanbeproblematicand is justoneofthetriggers foranasthmaattack- which can happen at any time.

Asthma affects one in 10 Australians and is a condition of the airways.Thenature of mining, for example, carries hazards like mine dust, diesel fumes andchemicals that can trigger asthma attacks. Adults in coalmining industries havebeenfoundtohavehigherratesofasthmaandrespiratorysymptomsduetotheseair pollutants and particle material.

However,itisalsoimportantthatpeopleunderstandthattheenvironmentisnotthe only cause of asthma-related problems. Asthma patients and their employersshould focusonbest-practiceasthmaself-management and implement anasthmaactionplantobettermanageasthmasymptomsandreducetheseverityofanattack.

“Whilemanypeoplehavetheirasthmaundercontrol,therearestillmanyothersthat do not and may think that they do. This is a wake-up call to people whosework is impactedbyasthma,aswell as theiremployers,”saidMarkBrooke,CEO,Asthma Australia.

AnewreportbyAsthmaAustralia,titled‘Live, Love, Play’,studied1060respond-entswithpoorasthmacontrol. Ithighlightedthat56%ofpeoplewithuncontrolledasthmainpaidemploymenttakeasthma-relatedtimeoffworkatleastonceayear,and almost one in five (18%) take time off every two months or more .

“The latest research shows that although people may believe that they arecontrolling their asthma, in reality, symptoms can get in the way of Australianworkerscompletingtasksandcan impactontheircareerprospects,”saidBrooke.

“This isalsoaproblemforoureconomicproductivity,withnearlyone inthreepeople with asthma working below their best levels.”

The report also revealed the effects that uncontrolled asthma can have onabsenteeism and career progression, as well as lost productivity and skills in theworkplace.

With more than half of Australians who have uncontrolled asthma taking timeoffworkeachyearbecauseoftheirsymptoms, it isnosurprisethatmanypeopleacknowledge that asthma has affected their career or work performance.

“It’simportantforthosewithasthmatofeelcomfortablewhenhavingaconver-sationwiththeiremployerandcolleaguesabouttheirasthma.AskingaGP‘CouldIdobetterwithmyasthma?’andensuringtheyhaveatreatmentplanwiththerightmedication can give all asthma patients more confidence at work,” said Brooke.
