Four SO2 monitoring stations were established outside refinery even beforecommissioning of refinery.

As a contribution towards Namami gange program, Mathura Refinery hascommitted to use the treated effluent from STPs for their non- potablewater requirement.

In this regard, an MoU has been signed between Mathura refinery andMoWR, RD& GJ on 17th Aug 2016 for reuse of 12 MLD treated effluentfrom STP. After expansion of refinery , total demand will be 20 MLD.Subsequently, on 13th June 18, the agreement has been signed.

For this purpose , a new STP shall be constructed of approx. 20 MLDcapacity, to meet the water requirement of the refinery.

Treated effluent from STP will be only available after commissioning ofSTP at Mathura - Vrindavan Area which is being done by NMCG , Ministryof water resources , River Development & Ganga rejuvenation, Govt. OfIndia.

“Near miss reporting drop boxes” with near miss reporting formin local language are provided at 12 locations includingconstruction sites to facilitate reporting by construction workers.



On 1st working day of every month, “Monthly Safety Day” isobserved at 13 locations including Township to create andsustain safety culture in Mathura Refinery.



Fortnightly on-the-spot safety training imparted to contractorworkers at work sites to create awareness regarding potentialhazards involved in the activity and their prevention.



“Suraksha Sangam” – A unique safety initiative to create andenhance awareness about workplace safety with livedemonstration at construction sites is organised quarterly forensuring safety.



An innovative safety initiative, Campaign through “AudhyogikSuraksha Rath” – A mobile PPE demonstration unit, wasorganised at Mathura Refinery on 17th Nov’17 for creating &enhancing awareness about workplace safety in collaborationwith DGFASLI, Ministry of Labour, Govt. of India & 3M IndiaLimited.



“Road Safety Campaign” organised from 9th – 15th Jan’18 tocreate awareness towards road safety among all employeesand stake-holders and enhance safety culture. The week longcampaign includes releasing of Special Safety bulletin,distribution of pamphlets, checking of vehicles at Refinery andTownship, Training for vehicle drivers, road safety quiz, etc.



“Good housekeeping enhance safety” – HousekepingCompetition is organized twice a year covering all worksitesincluding Township to improve workplace safety. Prize distributedto the winning areas during Independence day and Republic daycelebrations.



A state level workshop and disaster drill on “Chemical IndustrialDisaster Management” was conducted on 15th Jan’18 inassociation with State Govt. (headed by Sh. Sanjay Kumar, IAS,Relief Commissioner Govt. of UP) along with NDRF (NationalDisaster Response Force) team to check the EmergencyPreparedness of Mathura Refinery.

“Emergency” means a situation or scenario which has thepotential to cause serious danger to persons, environment ordamage to property and which tends to cause disruption insideand / or outside the premises and may require the help of outsideresources.

“Disaster” means an occurrence of such magnitude as to createa situation in which the normal patterns of life within an industrialcomplex are suddenly disrupted and in certain cases affecting theneighborhood seriously with the result that the people are plungedinto helplessness and suffering and may need food, shelter,clothing, medical attention protection and other life sustainingrequirements.

Pool FireA Pool fire is a fire on a stationary liquid surface such as a poolof liquid hydrocarbon. We have inventory of storage tank (180Nos.) and 60000 M3 capacity.Jaipur fire which occurred on 29 October,2009 at 7:30 PM is alive example of pool fire. It started with flash fire followed byprolonged pool fire in which the contained MS/Diesel productstarted burning engulfing the entire surface of the liquid.

Jet FireA jet fire occurs when a hydrocarbon release from a pressurizedsource is ignited close to the source of the release. It is, for allpractical purposes, a jet of flame that will last as long as thesupply of fuel lasts under pressure. The radiation & effect zonedepends as much upon the fuel as on the pressure at which it isreleased. In addition to damage inflicted by thermal radiation, theflame can also cut through metal, if it were to impinge upon themetallic surface, setting off a domino effect.

Unconfined Vapour Cloud Explosion (UVCE)A flash fire is a sheet of flame that moves through a cloud ofgaseous or vaporized hydrocarbons at speed of 100m/s orgreater, without any accompanying shock waves. It rarely lastsfor more than a few seconds and causes little damage toequipment & installations but is fatal to individuals in its path.

Unconfined Vapour Cloud Explosion (UVCE)• The Flixborough disaster was an explosion at a chemical plantclose to the village of Flixborough , England.

• At 16:53 on 1st June 1974, the temporary bypass pipe(containing cyclohexane at 150°C (302°F) and 10 bar ruptured.

• Within a minute, about 40 tonnes of the plant's 400 tonne storeof cyclohexane leaked from the pipe and formed a vapour cloud100–200 metres (320–650 feet) in diameter.

• The cloud, on coming in contact with an ignition source(probably a furnace at a nearby hydrogen production plant)exploded, completely destroying the plant.

• Around 1,800 buildings within a mile radius of the site weredamaged.

A build-up of gas had set off an explosion, which had triggeredthe blaze which tore through the gas storage facility near thecity of Reynosa, a key entry point for natural gas to Mexicofrom the United States. The blast claimed lives of 26 workers

Boiling Liquid Expanding Vapour Explosion (BLEVE)A BLEVE occurs when a liquefied, or occasionally a liquid,hydrocarbon is contained in a vessel exposed to an externalfire. The fire weakens the shell of the vessel, while alsocausing the hydrocarbon to boil, thereby pressurizing thevessel. Once the vessel’s pressure exceeds the thresholdlimit of the metal, the shell would fail spilling the rest of thehydrocarbon, which would then undergo an explosion or thefireball.

Consequences of Hazards


“On Site Emergency” means an emergency that takes place inan installation and the effects are confined to the Installationpremise’s involving only the people working inside the plants andto deal with such eventualities is the responsibility of theOccupier and is mandatory. It may also require help of outsideresources.

“Off Site emergency” means an emergency that takes place inan installation and its effects extends beyond the premises or theemergency created due to an accident, catastrophic incidents,natural calamities, etc. It no longer remains the concern of theinstallation management alone but also becomes a concern forthe general public living outside and to deal with sucheventualities will be the responsibilities of district administration.

Classification of Emergencies


Level – 1 This is the emergency or incident which -• Can be contained within installation• Managed safely & effectively by the available resources • No impact on offsite/ outside the installation.

Level – 2 This is the emergency or incident which -• May not be safely & effectively managed by the available

resources • Having potential to have an effect beyond the installation and

outside support needed as may impact nearby facilities• Is likely to danger to life or environment.

Classification of Emergencies


Level – 3 This is the emergency or incident which -• Offsite impact • Catastrophic in nature • Likely to affect Population / Property / Environment• Control is done by the District Administration.

Although Level -3 Emergency falls under the purview of District Administration but till they step in, it should be the responsibility of the unit to manage the emergency.

Level-1 has been considered for Fire Drill followed with onsite emergency. However, Level-2 shall normally be considered as onsite emergency and Level-3 as off- site emergency.

WHY – Emergency Planning & Preparedness ??


Therefore need of the hour is to have emergency preparedness ofevery industry and organization in place.Being refiners, we have the biggest potential hazards of fire &explosion as we produce lightest product of LPG to heaviest cutbitumen & risk associated in producing them is also very high.

The Emergency Preparedness Plan for Industrial Locationsshall provide the measures to contain and minimise the effectsdue to-• Spillage of petroleum products during storage and handling

within the premises.• Release or escape of flammable /toxic gases;• Fire or explosion.• Or any other type of Disaster

It is seen that the 1% fatality zone due to BLEVE extends upto a distances of 950 meters from sphere center. The fireballis likely to be expected to last for 24.4 second. Heavy damagedue to fireball is likely to cover the entire 5 psi overpressurearea.


Amine Regenerator is used for removal of acid gas from richAmine by heating with steam reboiler. Acid gas from theregenerator top overhead is routed to SRU. This gas containsabout 97.3 % (by wt.) H2S.

The line operates with an internal pressure of 0.9 Kg/ Cm2 at40 °C and leak fro 75 mm hole is considered for the analysis.Failure of line will result in a release of hydrogen sulfide richgas to atmosphere. This will disperse downwind.

3 minutes release time is considered for the study assumingthat leak shall be detected and proper action shall be takenwithin this time. The release point is considered at an altitudeof 10 M.

Piper Alpha was a North Sea Oil Production Platform .Theplatform began production in 1976, first as an oil platform andthen later converted to gas production. An explosion and theresulting oil and gas fires destroyed it on 6 July 1988, killing167 men, with only 61 survivors. The death toll includes twocrewmen of a rescue vessel. Total insured loss was about £1.7billion (US$3.4 billion). At the time of the disaster, the platformaccounted for approximately ten percent of North Sea Oil andgas production, and was the worst offshore oil disaster interms of lives lost and industry impact.
