This is SMP20, a safety management pack for small contractors with 20 or less employees. It has been
produced by the Construction Safety Partnership with the aim of helping small contractors establish and
maintain an effective safety management system. It is a roadmap to managing safety & health on site.
It is important for a full understanding of your duties that this document is read on site in conjunction
with HSA guidance such as The Guide to the Safety, Health and Welfare at Work Act 2005 and The
Guidelines on Procurement, Design and Management Requirements of the Safety Health and Welfare at
Work (Construction) Regulations 2006.
The SMP20 pack is intended to be a tool for you the contractor in order to inform you of your main
statutory duties and give guidance and tools to enable you to fulfill these duties. In order for this to be
effective time must be taken to read the document and complete the relevant sections. Remember, this
pack contains non-exhaustive information and it is the duty of every user to ensure that all their work
activities are adequately managed and resourced.
As every company and indeed every site varies it is not possible to produce a document to cover all
scenarios. This pack provides guidance and a methodology to establishing and maintaining an effective
safety management system. The success of your safety management system will depend on your
committed and proactive engagement.
