LCSG bikeability program
Objective :To equip Singapore cyclists with the skills and confidence needed to be safe on the road
Level 1
Level 2
Level 3
Baseline to ride safely
Intermediate Skills to ride safely around PCN and roads
Advanced Skillset for roads and group riding
* on top of Level 1
* on top of Level 1,2
LCSG bikeability program steps
Augmented with Bicycle Servicing workshop
Level 1 Venue: Basketball court, enclosed area with no vehicular traffic
Outcome Demonstrated Actions Remarks
Carry out a simple bike check Trainees must be able to carry out a simple check on their bike’s brakes, tyres, wheels, steering and chain
Bike size might not be optimal and we will not expect the riders to amend the errors on the spot but bring awareness
Get on and off the bike without help
Trainees must be able to mount and dismount the bicycle. Apply brakes in the process Mount from the left side
Start off and pedal without help
With one foot on the ground the trainee should find the ‘pedal ready’ position (pedal above horizontal in roughly the 2 o’clock position) with their foot on the pedal.
They should keep their brakes applied until ready to go.
They must keep both feet on the pedals while in motion and should pedal with the balls of their feet.
They must look up while riding along.
Mount from the left side
Stop without help
The trainee must be able to demonstrate an ability to use the brakes effectively to come to a controlled stop.
The trainee must slow down by using their brakes but not by using their feet on the ground.
On stopping they should put a foot down on the ground.
Trainees should understand that braking with the front brake only could cause them to lose control and fall over the handlebars. They should also understand that braking with the back brake only may result in a rear wheel skid.
Ride along without help for roughly one minute or more
Trainees must cycle along observing ahead and steering to keep their balance. They should continue to cover their brakes while riding along. Done by riding around the court or circuit Perimeter
Make the bike go where they want Trainees must be able to manoeuvre with control turning both right and Done by riding around the court and change direction
when instructor blows whistle
Baseline skillset for cycling
Level 2 Venue: ECP Road safety park
Outcome Demonstrated Actions Remarks
Ride along the park in a safe manner Trainees must be riding in a stable and predictable way Remind not to speed and go slow
Checking back and signalling on turn Trainees checking back and signalling before turns in confident, slow
manner. First individual and later as a group (echoing signals) Trainer to demonstrate hand signal (left, right, stop)
Safe positioning Trainee to stop behind “Car” when red light condition. Cycling just outside of “yellow line”
need to cater role players to play “Car” and pedestrians
Be aware of potential hazards Trainees must react according to road conditions Learn where to look and be alert of danger
Passing stationary vehicle Check back and signal intention. Also be aware of door opening. Encourage trainees to ring bell
Crossing of junction (right turns) Signal intention. Filter from Left lane to right. Learn to observe traffic and danger areas. And when to stop. Take the pavement
U Turn Signal intention. Filter from Left lane to right. U turn to left lane Talk about estimating car speed
Riding slow Ride slow as individuals. Later on riders will ride in group of 5 in as slow pace as they can This is to simulate crowded conditions
Intermediate skillset for road /PCN condition
Outcome Demonstrated Actions Remarks
Planning route Learn to use google map before starting ride. Check for best route for cycling, Less traffic This helps plan and avoid dangerous zones
Cycling based on planned route Group follow a rider route and ride as a group Echo signals and keep safe distances
Riding at night Pointing of front light towards the ground slightly and rear blinkers At night, rider will have lower visiblity and lights will help make things visible. Talk and show lights samples
Carrying children Slow and stable cycling around the circuit. Appreciate the unstabilty a child brings and addition weight on braking distances
Leading a ride Base on a selected route, lead a ride and pace the group Learn how to regulate speed and constantly check back to avoid break contact.
Safety riders Base on a selected route, help to help mark junctions and create buffer zones learn where to position for safety and better visiblity
Sweeper Base on a selected route, rotate roles and play sweeper. Learn how to ride at the rear and encourage the weaker riders. Also how to keep group intact and inform lead to slow down.
Level 3 advanced skillset for road /condition Venue: Quiet secondary roads
