This situation provided all of us an opportunity to explore our creativity. In words of Roy Bennett "Every challenge, every adversity, contains within it the seeds of opportunity and growth." At IRSDC we availed the lockdown opportunity and tried to put our best foot forward by conducting 'Knowledge-sharing Webinars'. The topics of discussion ranged from: Local Area Plans (LAPs) & Form Based Codes, KPIs for railway stations, Land Valuation Methodologies, an overview on redevelopment of Gandhinagar and Habibganj railway stations, Transit Oriented Development (TOD)- Case studies from Hong Kong and other world cities, Station Facility Management by IRSDC and Station Design Toolkit. On 12th April 2020 IRSDC celebrated its 8th Foundation Day. We connected via video conferencing and did our bit to make the day memorable. Our Facility Managers at Anand Vihar, Chandigarh, Pune, Secunderabad and Bangalore took the responsibility of distributing grocery kits to house keeping staff and porters at railway stations. We also successfully conducted a Pre Bid Meeting on 22nd April regarding mixed use development on land parcel on leasehold rights basis at Anand Vihar and Bijwasan railway stations through VC and received good response from key real estate players. During our e-discussions in this lockdown phase, we realized that everyone should start their day with a grateful heart and focus on themselves and well being of those around them. Indian Railway Stations Development Corporation Ltd. (IRSDC) had its humble beginning in the year 2012. A Joint Venture company of RLDA & IRCON, IRSDC completed its eight years of existence on 12 April 2020. Every year we have had new targets to achieve and our willingness has led to a win-win situation. 2019 was a significant year in our growth story and also our initial years have contributed a lot in making us who we are today. While we take a look back at the last year, we signed an MOU with Govt. of

Haryana to expedite station development/redevelopment projects and held deliberations with World Bank on case studies of US, Italy, Japan and Australia regarding station development. We also signed a tripartite Agreement with French Railways (SNCF Hubs and Connexions) and AFD (The Agence Francaise De Development) on 10/6/2019. Later in the year we signed a MOA with Central Public Sector Enterprises (CPSEs) for project development and PMC services for about 30 railway stations across India. Also held Consultation Meetings with Surat Municipal Corporation for Udhana Railway Station and Amdavad Municipal Corporation and AUDA for Sabarmati Railway Station on 4/7/19 and 29/7/19 respectively. Our Corporate office was also relocated to a more spacious and central place near New Delhi Railway Station on 5/8/19.

MOA was signed with IRCON for redevelopment of 12 Railway Stations. MoR also handed over ‘Facility Management’ of five railway stations, namely, Bangalore, Pune, Anand Vihar, Secunderabad and Chandigarh to IRSDC. IRSDC also undertook advisory role for various local bodies and signed a MOA with RITES for redevelopment of 8 Railway Stations. Deliberations were held with Kerala Government for preparation of DPR for Varkala Sivagiri Railway Station. One of the key achievements was that the Anand Vihar Terminal, Secunderabad and Chandigarh Railway Stations received ISO Certification.

Three EPC Tenders were awarded by IRSDC on 30/10/19 for the development of Bijwasan Railway Station and redevelopment of Anand Vihar and Chandigarh Railway Stations. Another key feat was the formation of Group of Secretaries (GoS) vide order dated 10/10/19 to further the progress of railway stations development. IRSDC has also started functioning as a deemed planning authority for railway projects in Delhi as DFS and DUAC have issued NOC for Safdarjung Railway Station, New Delhi. IRSDC approved the Layout & Building Plans for Inter-Modal Station, Ajni Railway Station (Nagpur). The plan was developed by RLDA and NHAI. IRSDC

floated 4 RFQs & RFPs for redevelopment of Nagpur, Gwalior, Amritsar and Sabarmati Railway Stations in December 2019. IRSDC signed an MOU with DDA for development/ redevelopment of Anand Vihar and Bijwasan Railway Stations in Delhi, also termed as ‘Integrated Directional Passenger Terminals’.

This Foundation Day on 12th April 2020 all the employees of IRSDC from across India gathered

on a video conferencing and shared their experience of long association with the

organisation.

IRSDC reiterates that one of the biggest asset of our organisation is our human resource and

we take utmost pride in nurturing them.

IRSDC conducted Video Conferences during the month of April on range of themes. The

idea was to inform and educate each employee about all the verticals of the organization.

Employees were sensitized about the essence of each department, their functioning, the

roadblocks and the best practices. Following were the topics of discussion.

1. Local Area Plans (LAPs) and Form Based Codes - Improving land utilization in Indian

cities. This session was hosted by Dr. Bimal Patel, Director CEPT, Ahmedabad. He

explained the usefulness of 'Form Based Codes' in planning and implementing a

sustainable development.

2. Workshop on KPIs for stations by Mr. V.B. Sood, Chief General Manager, IRSDC

3. Land Valuation Methodologies Workshop by Knight Frank Team and Workshop by SNCF

(French Railway) on “Case Studies of French Railway Stations”.

4. Redevelopment of Gandhinagar and Habibganj railway stations – Mr. Baldev Singh,

General Manager, IRSDC and Mr. Rajesh Mandloi, Joint General Manager/Habibganj,

IRSDC hosted this session and briefed the participants about the journey of redevelopment

of the two stations, the current scenario and the completion targets.

5. MCA presentation by Mr. RK Singh and Ernst & Young (E&Y) team

6. Transit Oriented Development (TOD): Presentation by Dr. Sujata S. Govada, PhD.

on Case studies from Hong Kong and other world cities.

Dr. Sujata S. Govada, an award winning and reputed urban designer and certified town

planner with over thirty years of diverse international experience in HK, PRC, Philippines,

India and USA working in urban design and planning presented a session on TOD policy. Dr.

Govada has diverse experience working for public and private sector: governments,

private developers, & various organizations. She has received over 10 major urban design

and planning awards for projects. She is also the Founding and Managing Director of UDP

International.

7. Station Facility Management by IRSDC - Mr. SS Agarwal, DGM, Customer Experience, IRSDC

hosted this session and briefed participants about the hard work that IRSDC is putting in

managing the facility management of five allocated railway stations, Anand Vihar,

Chandigarh, Pune, Bangalore and Secunderabad. From managing the upkeep of stations,

to managing the food and beverages kiosk, IRSDC is supervising the stations in entirety.

Pre-Bid Meeting held on 22/4/2020 regarding Mixed Use Development on land parcel on leasehold rights basis at Anand Vihar& Bijwasan Railway Stations through video conferencing

On Wednesday, 22nd April 2020, IRSDC conducted a Pre-Bid Meeting through video

conferencing regarding Mixed Use Development on land parcel on leasehold rights basis at

Anand Vihar and Bijwasan Railway Stations. MD&CEO, IRSDC, Sh. S.K. Lohia addressed the

participants on the huge investment opportunity that can be explored in terms of

developing Bijwasan Railway Station and redeveloping Anand Vihar Railway Station.

Participants were briefed about both the projects at AnandVihar and Bijwasan in detail

including the Scope of the Work, Technical and Financial requirements etc by Sh. Ashwani

Kumar GM Works, IRSDC. Sh. VB Sood CGM (Civil) IRSDC, reiterated that the

development/redevelopment at these railway stations has to be inclusive and shall also take

into account 'Form Based Codes' as specified by MoHUA, Govt of India. He added that

railway stations shall work as 24X7 city centers (RAILOPOLIS), promote pedestrianisation, have

safe and active streets, large green areas, user-friendly development and above all shall

enhance the quality of life.

The participants were also informed that the development/ redevelopment of these stations

has already been awarded on EPC mode and RFP cum RFQs has been issued for

commercial development of land at these stations. The real estate at these stations will

leverage the station development supported by user charge model.

Participants were comprised of who's who of the real estate industry, namely, Adani Realty,

Larsen and Toubro, Bharti Realty, Godrej, Eldeco, R Cube, R Retail Ventures, Kalpataru Power

Transmission etc. IRSDC team answered all the pre-bid queries received through mail

including those asked during the pre-bid. The participants were assured by IRSDC that their

suggestions were noted and necessary action will be taken in due course.

During the pre-bid, MD&CEO, IRSDC shared the detailed overview of the projects and urged

the interested bidders to invest in these two opportunities and partner with IRSDC in building

a New and Inclusive India as is the vision of our Hon'ble PM. IRSDC is determined to build

world class railway stations and offer best of passenger amenities.

Grocery kits distributed at railway stations

IRSDC staff and philanthropists united in distressed COVID19 times and distributed ration to housekeeping staff and porters. The activity was carried out at Anand Vihar, Chandigarh, Pune, Bangalore and Secunderabad railway stations. Zonal Railways supported this endeavour.

Property Development Cards as devised and adopted by Indian Railways, will be a new regulatory tool which shall uphold the spirit of Form Based Codes and outline sub-plot specific requirements of built form which ensures creation of safe, vibrant, people-centric and transit friendly built environment.

Station Development Projects shall conform with the Property Development Cards (PDCs) and building Codes as issued by Authority from time to time. The PDCs will outline and demonstrate the applicability of mandatory Development Codes for respective Sub-Plots and synthesize the provisions of Development Codes, Building Codes and Statutory provisions. In other words, these will specify Development Control Regulations (DCR) applicable to Sub-Plots as proposed/ applicable in Layout Plan. By averting duplication and multi-window operations, it will ensure the

EODB and transparency of the development process. Filling the PDCs are a responsibility of the agency/ consultant responsible for preparing of the Layout Plan.

PDCs uphold the principles of National TOD policy, and prioritize safety, comfort, and experience for users in upgraded station areas. Some of the characteristic features of a redeveloped railway station area will be active frontages, built-to-line development, equitable street design, multi-modal integration, shared public spaces, etc. These are envisaged as 24X7 zones with safe, convenient and comfortable passage and last mile connectivity.

Each Sub-Plot of the Layout Plan shall have its unique PDC, with at-least Buildable Volume Card (BVC), Street Regulation Card (SRC), Open Space Regulation Card (ORC) and Heritage Regulation Card (HRC). These shall provide minimum development conditions and codes of each component to comply and coherently integrate development with the Layout plan.

Brief description of sub-parts of the PDC

Buildable Volume Card (BVC)

These are unique to each Sub-Plot and will determine the maximum volume of architectural design envelop that will be permitted as per applicable building codes. (Already adopted by IRSDC) (Elaborated in this newsletter)

Street Regulation Card (SRC)

These determine the Streets within the Project Area and can be shared between various Sub-Plots adjoining the streets to establish a coherent network. (To be applied by IRSDC as per station specific requirement)

Open Space Regulation Card (ORC)

These determine the Public Spaces within the Project Area and can be shared between various Sub-Plots adjoining the Open Spaces to establish a coherent network. (To be applied by IRSDC as per station specific requirement)

Heritage Regulation Card (HRC)

These determine the applicable regulations for sub-plots within a certain distance of Listed or Unlisted Heritage Structure(s) and/or space(s). (To be applied by IRSDC as per station specific requirement)

2.A Buildable Volume Cards

Active frontage shall refer to any edge of a Sub-Plot specified so in the relevant Buildable Volume Card(s) where it is mandatory to ensure that the façade of buildings touch the Property Line or Build-to-Line (as applicable) of a Sub-Plot, up to a desirable 80% but minimum 50% frontage length at ground floor level. Active Frontage may have any of the following features: shop-fronts, arcades/ colonnades, doorways, entry/exit/access points, transparent windows, verandahs/balconies providing direct visual connection with the adjoining Street.

Build-to-Line is the line within or overlapping the Sub-Plot edge, which demarcates the edge of the buildable volume permitted in that Sub-Plot up to which the facade of buildings are permitted to be built. For ample clarity, Build To Line is the line beyond which no chhajas, Facade or other parts of buildings are permitted on a Sub-Plot, except Permitted Projections.

Buildable Volume shall mean the three-dimensional space defined by the vertical planes along the Build-to-Lines of all edges of a Sub-Plot, and the horizontal planes at the permissible height of superstructure above normal ground level and the permissible depth of underground structure below normal ground level of a Sub-Plot, within which any structure is permitted to be built on a Sub-Plot except for any permitted projection(s)

Common Areas shall mean all those areas available for everyone to use irrespective of ownership, and may include streets, plazas, parks, public buildings, facilities, public amenities, infrastructure elements, etc Mandatory Pedestrian Passage (MPP) shall refer to any mandatory passage required through any Sub-Plot. MPP shall have permanent roof or building above and shall be a common access that provides barrier-free movement and protection against climatic vagaries to the pedestrians. Minimum clear width and height of the Mandatory Pedestrian Passage shall not be less than 4.5 m and 4 m respectively, exclusive of all structural elements and any encumbrances The MPP shall align with the pedestrian movement paths outside the Sub-Plots so that there is a continuity

Permitted Projection refers to any Built Up Area projecting beyond the Buildable Volume of a Sub-Plot, constructed solely for the purpose of connecting the construction in Sub-Plot with construction and/or common areas outside subject to necessary clearances over the adjoining ROWs. Any Permitted Projection must have prior fire clearance and the Built Up Area in any such projection shall be chargeable. Permitted Projections can only be provided after obtaining No-Objection certificate from the owners of adjoining Sub-Plot/ Plot and their construction/ use will be subject to any terms and conditions of such owners

Marker Element – is a special architectural feature which is prominently visible and distinguishable from a distance, owing to its height, aesthetic treatment (material/ colour/ design), or location, such that it would either frame or anchor a view corridor and assist in way-finding. Such elements could also include signage indicating the location/ direction of the Railway Station.
