1 PURPOSE

This procedure aims for the following:

1.1. To establish an effective procedure to be followed by a person working for or on behalf of the organization in case of emergency.

1.2. To minimize the impacts of emergency events on any person working for or on behalf of the organization, the public, and the environment.

1.3. To mitigate the potential adverse environmental impacts that may result from fire, gas or chemical emission or explosions, and leaks and earthquake.

2 SCOPE

This procedure shall cover all emergency situations specifically the occurrence of natural and man-made calamities or accidents such as fire, earthquake, chemical spills and gas leak that may harm life and property at the EMB — Central Office. This procedure will comprise of ency response activities related to rescue, first aid, evacuation, inventory, prevent small fire, recovery and maintenance, and security.

3 TERMS AND DEFINITION

3.1. EMERGENCY PREPAREDNESS AND RESPONSE PROCEDURE ( procedures and activities that include identification of potential sources and and emergency situations for purpose of responding, preventing or mitigating impacts.

3.2. EMERGENCY PREPAREDNESS AND RESPONSE TEAM (EPRT) — refers to any person working for or on behalf of the organization who are trained to respond to emergency situations. This team is composed of Program Leaders, Safety Officers and Unit Leaders of the following seven (7) coordinating units for each place of work.

3.2.1. PROGRAM LEADER (PL) — shall ensure the implementation of agreed policies and procedures of the EPRP. He/she shall be the overall in command and responsible for the organization's communication with different Units of the EPRT, including persons working for or on behalf of the organization and request for outside help.

3.2.2. SAFETY OFFICER (SO) - Assist the PL and assume duties in his/her absence in all activities. In normal situation, is responsible for the dissemination of information regarding the over-all plan, function and responsibilities of each individual in case of emergency. Shall monitor workplace activities to ensure that persons working for or on behalf of the organization comply with the organization's policies and safety regulations. Safety Officers inspect interior and exterior work areas to determine if there are any safety hazards. During these inspections, he/she looks for broken equipment and damaged equipment, slip-and-fall hazards and other potential hazards. When a workplace accident occurs, he/she shall conduct an investigation to determine why the accident and/or incident happened. He/she may question witnesses, inspect the accident scene and take pictures of any property damage. Once the officer determines the cause of the accident, he/she writes a report detailing the cause and provides recommendations that can help prevent future accidents and /or incidents.

3.2.3. UNIT LEADER (UL) - Working with the Safety Officer. Implements health and safety procedures within the unit. He/she shall collect, process and gather information and analyze incident data that takes place within the situation or incident. Organize all the unit members at his/her workplace.

3.2.4. FIRE BRIGADE UNIT (FBU) — refers to a unit with a minimum of five (5) members to be mobilized immediately during fire, earthquake and other accident. Should know the location and operation of all firefighting equipment provided in the building. Should have the proper knowledge and skills on the conduct of firefighting operations. This unit shall be responsible for the extinguishing of small fire in the organization and shall inform PL and SO to call for outside assistance for possible sources of help for the situation.

EVACUATION UNIT (EU) — refers to a unit with minimum of five (5) members who shall be responsible for the smooth evacuation of persons working for or on behalf of the organization, visitors and other properties to designated evacuation area/s. Shall control the flow and movements of the evacuees to avoid panic and accidents. Shall account for the persons working for on behalf of the organization, visitors and other occupants under his/her charge and report to the proper unit if anyone is missing and his/her possible location.

3.2.6. FIRST AID UNIT (FAU) — refers to a unit with minimum of five (5) members responsible for the immediate provision of initial medical attention to persons injured or harmed due to the occurrence of an emergency situations. This unit shall be assisted by professional doctors, nurse and medical aids from the DENR Medical Unit or other available medical groups. This unit shall be responsible for the monitoring, maintenance and up keeping of EPRP emergency medical kit, signage, stretcher/board and other appliance/s.

3.2.7. RECOVERY AND MAINTENANCE UNIT (RMU) — refers to a unit with minimum of five (5) members comprising of physically-abled and technically-skilled personnel or staff during and after accidents and calamities in support of the Fire Brigade, Evacuation and other EPR Units. Takes charge of evacuation of special case/s of persons who cannot be evacuated in normal manner Must conduct the search room by room to make sure that everyone is evacuated. Shall conduct searches for occupants reported missing. This unit shall be responsible for the monitoring, maintenance and up keeping of EPRP signage, Personnel Protective Equipment (PPE), firefighting equipment and other appliance/s.

3.2.8. INVENTORY UNIT (IU) — refers to a unit with minimum of five (5) members responsible for managing including proper handling and inventory or directory updating EMB — Central Office equipment, facilities and personnel. It shall include offices and buildings occupied by the EMB — Central Office personnel prior to, during and after any emergency. This unit shall monitor the status or condition of persons working for or on behalf of the organization, visitors and clients and submit status report to EPR Unit Leader.

3.2.9. SECURITY UNIT (SU) — refers to a unit with minimum of six (6) members responsible for the providing security the areas of concern prior to, during and after any emergency situation to prevent loss, pilferage and unnecessary activities in the area by any person or staff and the public. Control the movement of the evacuees and vehicles to provide responding firefighting unit as much as possible space for movements.

5 RESOURCES, ROLES, RESPONSIBILITY AND AUTHORITY

5.1. The EPRT shall prepare the EMB — Central Office's Emergency Preparedness and Response Procedure (EPRP);

5.2. Any person working for or on behalf of the organization shall know, understand and follow this procedure, copies of which shall be posted in all EMS Bulletin Boards;

5.3. The Document Controller shall maintain the records and attachments related to this Procedure; and

5.4. The Implementing Committee (IC) members shall serve as focal persons in their respective division/section/unit/projects in support of the EPRT.

6 PROCEDURES

6.1. The EPRT shall, in coordination with the Training and Promotion Team (TPT), disseminate information about the EPRP of the Organization/Bureau through

These shall include any change or necessary information like emergency communication flow, emergency response team and some emergency work instruction(s).

6.2. The following up-front activities shall be undertaken:

6.2.1. Forming of an Emergency Preparedness and Response Team (EPRT) composed of any person working for or on behalf of the organization trained to response properly and appropriately to emergency situations.

The EPRT shall be available in all shifts. Its members shall serve for at least two (2) years or longer if deemed necessary by the Director.

6.2.2. Procurement of Personal Protective Equipment (PPE)

PPE and emergency materials equipment like hard hats, gloves, jackets, respirator, fire extinguishers and the like should be provided and stationed in strategic location by the EPRT.

6.2.3. Conduct of Training

Training of the EPRT is required to respond properly in various emergency situations. Support of the management to the training activities of the EPRT is important for effective attainment of the EPR goals of the Bureau. The EPRT members must be allowed official time for training due to its importance.

6.2.4. Conduct of EPRT Drills

Trained EPRT Members should conduct regular drill to ensure that the procedures are being followed. The drill should occur as required and after the drill, a thorough discussion should be made if some problems occurred and certain improvement is necessary.

6.2.5. Installation of EPRT Communication/Emergency Information Flow

Radios to operate with official frequency, megaphones and other tools or forms of communication should be utilized and called to service in emergency situations. Receiver of EPRT communication should notify the Director, and all concerned Divisions/Sections/Units/Projects Heads about the occurrence of emergency situations.

6.2.6. External Emergency Phone Numbers

External Emergency Phone Numbers should be provided and made available or posted in strategic areas or in the EMS Bulletin Boards. The EPRT shall call the external emergency agency like Bureau of Fire Protection, Philippines National Police, nearby hospitals, and other government and non-government agencies for assistance in emergency situation.

6.2.7. Preparation and Update of Maps of Evacuation Routes

Updated evacuation maps should be prepared and posted in strategic location within EMB — Central Office premises. The maps will show evacuation routes, recovery routes and exits. All personnel or staff working for or on behalf of the organization should be familiar with and follow the prescribed evacuation routes.

6.2.8. Designation of Assembly or Evacuation Area(s)

Designated evacuation sites should be marked and any person working for or on behalf of the organization should be instructed where to assemble in case of evacuation.

6.2.9. Conduct of Evacuation Drill(s)

Evacuation drill(s) shall be conducted regularly where practicable, any person working for or on behalf of the organization should participate. After the evacuation drill, the EPRT should discuss the outcome of the drill. All problems or gaps encountered should be discussed and corrective actions must be undertaken. Drills should be recorded properly.

6.2.10. Administration of First Aid

The trained FAU spearheaded by a coordinator with its members shall provide immediate attention or first aid to all affected or injured person working for or on behalf of the organization in case of accidents or incidents.

6.2.11. Security Unit

The SU should maintain control, restriction and order during emergency situations. It should assist the EPRT Leader in the implementing of the prescribed safety program.

6.3. Activities during Emergency

Based on the EPRP that should be prepared by the EPRT, the following responses should be made as soon as possible.

6.3.1. Notification

The EPRT should be notified by the EPRT communication receiver through telephone, radio or other means of communication. The public address (PA) system should be the last means of notification to avoid panic by any personnel or staff working for or on behalf of the organization and to ensure proper management of the emergency situation.

3.2. Emergency Situation

6.3.2.1. Fire

6.3.2.1.1. In case of fire, any personnel or staff shall do the following;

• Call the EPRT and state the location; • Use nearest fire extinguisher and PPE;

• Move out of the affected area.

6.3.2.1.2. The EPRT should after notification immediately respond as follows;

• Employ immediately appropriate firefighting control or techniques;

• Initiate orders and command activity with fire-fighting;

• Decide when operation is inadequate and call outside help like the Bureau of Fire Protection;

• If situation is getting worst, the FBU should give command for evacuation.

6.3.2.1.3. Evacuation

The ETU should direct and lead the evacuation procedures and ensure that all evacuees are safely brught to the designated area. Personnel or staff shall follow the following evacuation steps;

• Proceed to the nearest exit or stair;

• Walk fast but calmly, do not run; and

• Proceed to the designated evacuation area.

6.3.2.2. Bomb Threat

6.3.2.2.1 In case of bomb threat, the personnel or staff that received the call should:

• Immediately call ERT and inform of the bomb threat;

• ERT member should contact the police and fire department;

• Move out of the area where the bomb is said to be planted.

6.3.2.2.2 ERT shall, after notification, immediately respond:

• Initiate orders and give command to immediately for evacuate the target area.

6.3.2.3. Earthquake

6.3.2.3.1. Be mindful or aware of potential falling hazard:

6.3.2.3.2. Call ERT if there is any injury any person working for or on behalf of the organization or equipment damage occurred;

6.3.2.3.3. ERT should decide and respond with necessary action. If evacuation is required, evacuate only when tremors subside.

6.3.2.3.4. ERT and concerned unit should check all areas if it is in god and safe condition and advisable to resume with normal operation.

6.3.2.4. Chemical Spill

6.3.2.4.1. For chemical spills, clean the spill by using appropriate absorbent material and put the contaminated material to hazardous waste receptacle.

6.3.2.4.2. Stay away from spilled area.

6.3.2.4.3. Secure and isolate and warn any person working for or on behalf of the organization not to get close to the area.

6.3.2.4.4. Eliminate source of ignition.

6.3.2.4.5. The safety officer of the affected area should initiate evacuation, if applicable.

6.3.2.4.6. EPRT — Chemical Spill Team (CST)

• CST members should take the necessary response action.

• Wear the appropriate PPE before entering the area and identify the chemical that was spilled.

• Determine how to stop the source of spill. • Plug hole or provide containment for leaking

chemical, if appropriate. • The spill must be diked using spill kit to prevent

from spreading or entering the drains and sewers.

• Collect into an appropriate container and dispose of used chemical disposal area.

• Absorb the spill using spill material. • The area, equipment, personnel and their PPE must

be properly decontaminated before returning back to proper places.

6.3.2.5. Preventive Measure during Chemical Accidents

6.3.2.5.1. Eye Contact

• Flush the eyes with water at the eyewash or faucet for at least 15 minutes.

• Go to clinic. 6.3.2.5.2. Skin Contact

• Remove contaminated clothing; • Wash off affected area with water for at least 15

minutes;

• Go to the clinic.

6.3.2.5.3. Inhalation

• Move the person to an open area to ventilate;

• Keep the affected person calm; • If breathing stops, give CPR and call the

Doctor/Nurse; • Do not give anything to an unconscious person.

6.3.2.6. Gas Leak

6.3.2.6.1. Leave the premises immediately, opening doors, windows and extinguishing any open flames, if possible.

6.3.2.6.2. Do not unplug or plug any electrical appliances an equipment, or turn off or on any light switches. This can cause a spark that could touch off a gas fire.

6.3.2.6.3. Immediately call the attention of the safety officer. Do not use a telephone it can also cause a spark.

1% EPRT shall discuss the emergency situation and should prepare a report immediately the incident. The report should illustrate or describe the cause of the incident, action

en; problems encountered and recommended corrective actions. After submitting the report • the management, any person working for or on behalf of the organization should be

informed of what happened. Supervisors should relay information to their personnel to relieve anxiety.

6.3.2.6.4. Do not light matches, and be careful with some flashlights, as turning them on may cause a spark.

6.4. Presence of Any Person Working for or on behalf of the Organization at the Evacuation Site

It is the responsibility of the Implementing Committee (IC) and immediate supervisor to check and account for all his/her personnel-taking note of those missing while considering those on leave during the emergency. If any of his/her staff is missing, he/she should report it immediately to the EU and RMU. This team should re-enter the affected area(s) to check for the missing personnel or staff working for or on behalf of the organization.

6.5. Assessment of the Emergency

The EPRT should determine and analyze the situation before entering. Necessary PPE shall be worn after determining the possible hazard.

6.6. Re-entry of the Building by Any Person Working for or on behalf of the Organization

The EPRT shall conduct inspection of the whole area if it is safe to re-enter. It should give its recommendation to the director to concerned supervisors.

6.7. Injured People

If there are injured person working for or on behalf of the organization found, the EPRT should move out the injured person and give immediate first aid and medical treatment. If further treatment is necessary, he or she should be taken to the nearest hospital.

6.8. Initial Calls to Outside Sources

6.10. Meeting

The EPRT and management should discuss the incident and plan corrective measures to avoid recurrence of the same incident. All matters discuss should be relayed to any person working on behalf of the organization for continual improvement.

After the incident, the EPR Plan should be reviewed and evaluated to plan for necessary revisions for implementing purpose, if applicable.
