General Information

Legal Status

In 1943 the USSR Supreme Soviet Presidium issued a Decree No.5 dated 26 January 1943 whereunder the Kemerovo region was separated from the Novosibirsk region and declared an independent Russian Federation territorial entity.

According to the Constitution of the Russian Federation the Kemerovo region is considered to be an equitable constituent territory of the Russian Federation. It possesses all powers of government (Legislative, Executive and Juridical) all over the territory excluding powers given to the Federal Government Bodies by the Constitution of the Russian Federation.

The status of the region is determined by the Constitution of the Russian Federation and by the Articles of Agreement of the Kemerovo region.

Symbols of the Kemerovo region were approved by the Law of Kemerovo region dated 07 June 2002 No. 42-ОЗ “Kemerovo region Symbols Act”.

As of 01.01.2016, the region had a population of 2,717,600 people (accounting for 14.2% of the Siberian Federal Okrug and 1.9% of the Russian Federation)

Territory and natural conditions

Territory

The Kemerovo Region is located in the southeast of Western Siberia. The total area – 95,700 sq. km, which accounts for 4% of Western Siberia and 0.56% of the Russian Federation.

The region has only land boundaries. It borders the Tomsk Region in the north, Krasnoyarsk Krai and the Republic of Khakassia in the east, the Republic of Altai and Altai Krai in the south (the boundaries run alongside the main ranges of Gornaya (Mountainous) Shoria and Salair Ridge), the Novosibirsk Region in the west.

The most important feature of the geographical position of the Kemerovo region is that it is located in proximity to the center of Eurasia at the junction of Western and Eastern Siberia and in the distance from seas and oceans.

Natural conditions (Relief peculiarities)

The Kemerovo region is situated in the southeast of Western Siberia; southeast of West Siberian Plain constitutes the northern part of the region, Kuznetsk Alatau - the western and northwestern part, Salair Ridge and ranges of Gorrnaya (Mountainous) Shoria – the southwestern part and Kuznetsk Depression – the central part of the Kemerovo region.

Kuznetsk Alatau – the biggest mountain system of the region. The total length exceeds 500 km. The highest point – Amzas-Taskyl (Big Tooth) – 2,178

meters above sea level. The main ridge and few spurs are covered with eternal snowfields on the northern slopes, with surviving mountain tundra and alpine flora. There are vast territories covered with preserved dark coniferous and leaf forests.

Salair Ridge is an ancient chain of mountains. It stretches from the South to the North for about 300 meters with breadth of about 15-40 km. The ridge is smooth; its average altitude reaches 400 meters above sea level.

Gorrnaya (Mountainous) Shoria is also called Siberian Switzerland for its ski resorts, alpine meadows and incredibly fresh air. Gornaya Shoria is situated at the junction of the ridges of northeast Altai, Kuznetsk Alatau and Salair Ridge.

The territory of the region comprises mountainous-taiga, forest-steppe and steppe landscapes.

The relief of Kuznetsk Depression is predominantly flat.

General information on climatic resources

In the territory of the Kemerovo Region extreme continental climate is displayed. Winters are cold and long, summers are short and warm.

An average monthly temperature in January amount from -18°C to -22°C, in July – from +17°C to +22°C.

The highest temperature observed in summer is +38°C and the lowest winter temperature reaches to -54°C in the South and -58°C in the North. Annual rainfall constitutes 300-500 mm, in mountainous area – about 900 mm.

Natural resources

Mineral resources

The Kemerovo Region has a great raw materials potential. In the territory of the region about 500 mineral deposits are explored and registered by State Register of Mineral Reserves of the Russian Federation.

The Kemerovo Region is considered to be a unique coal-bearing basin that accommodates coal deposits of different grades: coking coal, high quality steam coal (that meets the standards SECA and could be exported). The total geological coal reserves of the Kuznetsk Basin down to a 1800-meter depth are estimated at 733,400 million tons, of which 724,300 million tons meet the requirements for mineable deposits, namely for seam thickness and ash content of coal, accepted conditions of deposits subject to commercial exploitation.

According to the prospecting work results conducted in the beginning of the 21st century, about 68,000 million tons of A+B+C1+C2 coal reserves laying on the depth of 600 meters, including 32,800 million tons of coking coal with 15,100 million tons of rare grades are counted by the State Register of Reserves. Methane resources in coal beds are estimated at 13 trillion cubic meters. In the North-East of the Kemerovo Region there is a western part of Kansk-Achinsk lignite basin that accommodates 5 deposits: Itatsky, Urypsky in Tyazhinsk district. Tisulsk and Dudetsk deposits are relatively small and are of regional significance. The total potential of reserves is estimated at 52,650 million tons. Despite the fact that coal is a well-spread mineral, the majority of investments come to the development of considerable coal deposits: Elegestsky (Tyva), Elginsky (Yakutia), Chitinsky, Buryatsky and Irkutsky, Krasnoyarsk part of Kansk-Achinsk lignite basin, there is no heavy competition on the market of coal delivery. In general, it is formed by the delivery of law-quality bituminous coal predominantly designed to domestic market. Moreover, the competition is relative because as a rule, the work of power assets is based on a particular grade of coal and, as a consequence, on cooperation with certain importers.

The Kemerovo Region’s total potential reserves of iron ore are estimated at 5,250 million tons, of which commercial reserves (A+B+C1+C2) with 34-48% of pure iron reach 1,380 million tons. The most significant reserves of iron ore are the iron ore basin in Gornaya Shoria (2,169 million tons, including 1,013.1 million tons of commercial reserves) and Kuznetsk Alatau (commercial reserves reach 370.1 million tons). Moreover, there are considerable reserves of raw materials in proximity to the Kemerovo Region in Khakassia and in the southern Krasnoyarsk krai. In the Tomsk Region projected resources of iron ore reach 393,000 million tons with average iron ore content in mines of Bakcharsky deposit exceeding 40%. Few reserve iron ore deposits: Inskoy, Belorestky (Altai krai), Kholzuevo (Republic of Altai) are situated within a 500-km radius of Kemerovo region’s steel plants. A part of iron ore raw materials were traditionally imported into the Kemerovo Region from Gorshunovsky mineral processing plant in Irkutsk region.

A Resources Portfolio of nonmetallic mineral resources of the region comprises 5 fluxing limestone deposits (Tyazhinskiy, Guryevkskiy,Tisulskiy, Belovskiy and Novokuznetskiy districts), 3 quartzite deposits (Gornaya (Mountainous) Shoria, Yaya district), 2 dolomite deposits (Gornaya (Mountainous) Shoria), 8 fire-clay deposits (Guryevkskiy, Novokuznetskiy and Kemerovskiy districts) and 6 moulding sand deposits (Chebulinskiy and Izhmorskiy districts). Consequently, metallurgical complex of the Kemerovo Region has a great raw materials potential.

About two-thirds of explored reserves of Russian black iron ore are situated in Kuzbass, the greater part of which is centered in Usinsk deposit located in 85-90 km from Mezhdurechensk (commercial reserves of Usinsk deposit reach 106,400 million tons, total commercial reserves of Russia – 158,700 million tons). According to geological prospecting surveying fieldwork, in the southwest of Gornaya Shoria there is a manganese complex comprising 20 mineralizations and manganese mineralizations. Prospective reserves are estimated at 120 million tons of oxidized manganese ore.

Kemerovo region accommodates 10 gold ore deposits and 141 gold placer deposits. Commercial reserves of ore gold deposits reach 35 tons and of placer gold deposits – 29 tons. In 2015 gold ore mining (depletion of the ore reserves) is estimated at 993 kg, including 933 kg of extracting from placer gold deposits; ore gold deposits were not excavated.

In the territory of the region (especially in the area of Gornaya (Mountanous) Shoria and Kuznetsk Alatau) more than 90 deposits and 20 ore mineralizations are discovered (gold, silver, iron, manganese, zinc, lead, copper, titanium, chromium, tungsten, molybdenum, mercury , stibium, uranium, thorium). Apart from that, there are aluminium ore deposits (7 – nephelines and 17- bauxites), one of which - Kia-Shaltryt urtite deposite - is being developed now in the Northern part of Kuznetsk Alatau.

The Kemerovo Region has a great non-metallic mineral resources potential: there are about 150 deposits of construction materials (about 40% are being developed now), mineral water, and peat (230 peat deposits with total peat reserves of 199.9 million tons including 34 large deposits of over one million tons), considerable reserves of talc and phosphites.

Economy

In 2015 the gross regional product amounted to 840, 1 billion rubles, in per capita -308, 73 thousand rubles.

Industry

Industry has a leading role in the economy of Kemerovo region. The share of industry in gross regional product of Kemerovo region was 48, 6 per cent.

In 2015, enterprises shipped a production in the amount of 1104, 4 billion rubles. Industrial production index amounted to 101, 8 per cent to the level of 2014.

The share of Kuzbass is 57, 9 per cent of coal mining in Russia and 71, 1 per cent of the whole metallurgical coal mining. 10, 7 per cent of rolled ferrous metal products, 10, 4 per cent of steel, 47, 5 per cent of silicious iron, 65 per cent of broad-gage rails and 100 per cent of tram rail are produced in Kemerovo region.

Agriculture

In 2015 266 agricultural enterprises carried out agricultural activity in Kemerovo region. 46,5 per cent of gross agricultural output is produced by households of population.

The share of agricultural enterprises in bulk of agricultural products amounted to 43,6 per cent, peasant (farm) households - 9,9 per cent.

The most important branches of agriculture of Kemerovo region are crop production and animal breeding

Main types of activity in crop production are grain and potato production, vegeculture.

The acreage of vesture amounted to 971, 7 thousand hectares in 2015. 605, 8 thousand hectares of acreage are occupied with grain and pulse crops, 242, 5 are occupied with forage crops, 59,1 hectare are occupied with potato and green crops.

The share of Kemerovo region in bulk of Russia crop products amounted to 1 per cent.

Kemerovo region animal breeding specializes in breeding of cattle, pigs and bird.

The share of agricultural production volume, produced in Kemerovo region, in bulk of Russia agricultural production, is 1 per cent of meat, 1, 2 per cent of milk, 2, 7 per cent of eggs.

In 2015 the fixed assets amounted to 19, 8 billion rubles. Depreciation of fixed assets for agriculture is 38, 4 per cent.

Retail trading

In 2015 the volume of retail trading turnover amounted to 343, 4 billion rubles.

Kemerovo region occupies the 3rd place in Siberian Federal District on the volume of retail trading population.

Structure formation of the regional market of the retail trading is characterized with following data:

Trading organizations and independent businessmen outside the market - 97, 8 per cent, sale of goods on retail markets- 2, 2 per cent.

By forms of ownership the retail trading turnover was as follows:Private ownership - 83,8 per cent of the total retail trade volume;Government and city property - 0,5 per cent;Other forms of ownership - 15,7 per cent.

In 2015 the share of food, including drinks and cigarettes of the total volume of retail trade amounted to 54, 2 per cent.

Foreign trade

Kemerovo region is an export-oriented region.In 2015 the foreign trade turnover amounted to 10, 7 billion USA dollars,

including export - 10,2 billion USA dollars, import - 0,5 billion USA dollars.In 2015 Kemerovo region carried out a foreign trade activity with 98

countries of the world. The leading partners in carrying of export-import operations were non-CIS countries and trading with them provided 89, 5 per cent of total value of foreign trade distribution (Taiwan, Great Britain, Japan, China, The Republic of Korea, Turkey, the Netherlands, Belgium, Germany, Latvia, and Poland).

Goods turnover with CIS-countries amounted to 10,5 per cent of the whole goods turnover of the region.

The bulk (99, 4 percent) of export operations falls on the enterprises of coal, metallurgical and chemical industries.

Kemerovo region exports more than 50 per cent of coal and more than 40 per cent of metallurgical and chemical products.

Transport infrastructure and communication

Transport infrastructure

Kemerovo region has one of the most developed transport systems in Russia behind the Urals.

Sections of the Trans-Siberian Railway and highway road pass through the territory of the region, which form the basis of transport system of the Russian Federation.

Railroad transportation

Kemerovo Region has well developed train system with access to the Trans-Siberian Railway and Central Asia.

Sections of railways of latitudinal direction of international importance pass through the territory of the region: Trans-Siberian Railway on the north, South-Siberian Railway on the south. The greatest railway junctions are Mariinsk, Taiga,

Topki, Yurga, Belovo-Artyshta, and Novokuznetsk. Kemerovo Region has railroad service through all the regions of the country.

The length of public railways is 1 681 kilometers, though Kuzbass is almost equidistant from eastern and western borders of the Russian Federation. The density of public railways is 176 kilometers to 10 thousand km2 of the territory (50 km in Russia, 28 km in Siberian Federal District). The region occupies the 1st place in Siberian Federal District in the density of the railways.

In the borders of Kemerovo Region, West-Siberian railway is a powerful transport system that has no equal in cargo dispatching in Russia. It provides 89 per cent of traffic and 20, 1 per cent of network-wide loading of the whole Russian Federation. The special feature of Kuzbass railways is that long-distance transport works not only with railway enterprises, but with coal and energy industries, iron and non-ferrous metallurgy, engineering, chemical industry and construction enterprises. The growth of industrial production has a positive impact on railway service, which transported 240, 1 million tons of cargo for 2015, which is 0, 2 per cent more than in the previous year, where coal- 204,7 million tons.

Highway transport

In 2015 the length of hard surface roads amounted to 18 576 kilometers, including public roads- 16 605 kilometers, where:

Of federal importance- 454 kilometers,Of regional significance- 5 483 kilometers,Of local significance- 10 668 kilometers,The road of federal significance R-255 “Siberia” passes through the territory

of Kemerovo Region. About 40 interregional routes function in Kemerovo Region nowadays. This

allows the citizens of Kuzbass to reach such cities as Novosibirsk, Barnaul, Biysk, Tomsk, Abakan, Belokurikha, Krasnoyarsk, Zarinsk etc.

Also 2 international bus routes were organized:“Novokuznetsk-Ust-Kamenogorsk” (the Republic of Kazakhstan)“Kemerovo-Karagandy” (the Republic of Kazakhstan),And also one seasonal bus route “Kemerovo-Bishkek”.Up to 50 thousand passengers set off from bus terminals and bus stations

daily. This network is one of the most developed in Siberian region: 9 bus terminals, 17 bus stations and 4 ticket windows.

We realize an active work on providing fairness in services of transport infrastructure (bus terminals and bus stations) for the disabled and handicapped people.

About 2 330 units of motive power enters the route network daily.From the total amount of motive power that works on route network as part

of government and municipal contracts with provision of social support, about 1350 units of highway transport and 427 units of city electric transport are active.

Bus service covers all cities, work settlements and 90 per cent of rural settlements. City electric transport is represented in such cities as Kemerovo, Novokuznetsk, Leninsk-Kuznetskii, Osinniki and Prokopyevsk.

In 2015 passengers were conveyed:By city transport- 286 million passengers, By suburban transport- 47, 3 million passengers,By intercity transport- 5, 1 million passengers.The highway transport is leading in conveying passengers, particularly in the

form of bus service- 59, 3 per cent from the whole passenger transportation, and then follows tram transport (26 per cent) and trolleybus transport (13 percent).

Transport enterprises constantly work on the development of the route network and efficient allocation of transport resources in order to make the quality of conveying passenger’s services better.

In 2015 the new routes were opened to the popular resting places- Yarovoe, Belokurikha, Chemal from the cities Mezhdurechensk, Prokopyevsk and Yurga and international route to Temirtau (the Republic of Kazakhstan). Also there were opened the regular hauls to Novosibirsk and Tolmachevo airport from Kemerovo, Novokuznetsk and Tashtagol for passengers’ commodity.

Like in the previous years, the social support in public transport was provided to the population of the region in order to realize regional and federal legislation. 33 categories of citizen use travel privileges. In 2015 338, 4 million passengers were conveyed by government ownership and municipal enterprises, where 49 per cent use public transport for free.

Air transport

3 airports function on the territory of Kemerovo Region: in Kemerovo (since 1998 has the status of international airport), in Novokuznetsk (since 2012 has the status of international airport) and in Tashtagol (local airport).

Kemerovo International Airport named after Alexei Leonov (OOO “Kemerovo International Airport named after Alexei Leonov”) has an artificial airport runway, which allows accommodating all of the types of airplanes and equipped with modern lighting system. Border control, customs clearance, sanitary control and migration control services function in the airport. The airport has in its disposal two air terminals: of domestic airlines (with capacity 500 passengers per

hour) and international airlines (with capacity 200 passengers per hour), modern equipment for passenger, baggage, post and cargo maintenance.

Novokuznetsk Airport (Spichenkovo, OOO “AeroKuzbass”) provides air communication to citizens of the south of Kuzbass with Russian and foreign cities. This aviation enterprise realizes passengers’ conveying to the hard-to-reach regions of Mountain Shoriya, performs urgent air ambulance tasks and meaningful activities for citizens of Kemerovo Region sustainment.

“OOO Aerokuzbass”- main airport operator- represents complex air enterprise that includes air company, airport, BFT, flight catering area, hotel, foodservice center, air terminal, parking area, ambulance station, aviation security service, local airport in tourism and recreation area of Tashtagol.

Tashtagol Airport (OOO “Aerokuzbass”) functions as helipad. A helicopter Mi-8 is based on the airdrome, which carries out flights for government contracts with purpose to convey residents of distant mountain settlements, to provide medical assistance, to search and rescue the injured, and also performs individual chartered flights on delivery of tourists to a ski resort.

A special vehicle park and additional equipment is constantly renews to raise passengers’ security and maintenance.

Communications

The wide range of modern services with usage of the newest telecommunication technologies is presented by communication providers on the territory of Kemerovo Region.

508 thousand subscribers use the services of the local telephone communication, and total installed capacity is 871, 2 thousand numbers. The number of subscribers of mobile wireless communication in public network amounts to 4.5 million. Mobile communications companies implemented the 4G technology-high broadband Internet (more than 100Mb/s) in their networks in all cities of the region.

In accordance with Federal Target Program “The development of television and radio broadcasting in the Russian Federation for 2009-2018”, the branch office of federal state unitary enterprise “Russian television and radio network” “Kemerovo Regional TV and Radio Transmitting Center” constructs a network of the first and the second multiplex of digital television broadcasting.

As part of the federal project “The elimination of digital inequality”, the construction of fiber-optics links in 162 cities of Kuzbass with population 250-500 residents began in 2014 on the territory of Kemerovo Region.

Today, on this project, the service of access to the Internet is realized in 59 cities of Kemerovo Region

Investment

In 2015 162, 1 billion rubles of investments were directed to capital stock for the development of economy and social services of the region (including estimates for small business and informal sector).

The bulk of investment was directed to the mineral resources mining (40, 8 per cent), the development of transport and communication (17, 2 per cent), the development of manufacture, the operations with premises, rent and services (5, 6 per cent), the production and distribution of electrical power, gas and water (5, 5 per cent).

The own funds of large- and medium-sized enterprises occupy a significant share in investments, which are directed to capital stock (67, 7 per cent)

The ratio of the volume of investments to the volume of gross regional product in Kemerovo Region is about 20 per cent.

Finances and taxes

Financial results of enterprises’ activity

In 2015 balanced financial result of enterprises’ activity was formed in the sum of 21 billion rubles of negative profit. 63, 4 per cent of enterprises operated at a profit. The income of paying enterprises amounted to 124, 5 billion rubles. The share of unprofitable enterprises amounted to 36, 6 per cent from total number of enterprises. The amount of loss formed in the amount of 145, 5 billion rubles. Accounts payable amounted to 491, 9 billion rubles, where overdue accounts payable- 26 per cent. Accounts receivable formed in amount of 491 billion rubles, of which overdue accounts receivable- 16, 6 percent from total amount of receivables. As of 01.01.2016, banking operations were effectuated by 6 local loan companies and 10 bank branches, parent organizations of which are situated in other cities. Apart from this, 557 internal structural units conduct their activities in the region.

According to the data collected by 01.01.2016, capital dimension of local loan companies reaches 300 million rubles.

Private deposits took the first place among the funds sources and were estimated at 221,800 million rubles as of 01.01.2016.

Legal bodies’ deposits reached 23,900 million rubles as of 01.01.2016.As of 01.01.2016, total loan indebtedness (of both natural and legal persons)

reached 744,400 million rubles including 191,600 million rubles of natural persons’ debt.

The amount of students studying at colleges and technical school reached 54,400 people, including those studying on programs of 2nd class specialist training – 41,500, on qualified worker training programs – 15,300 people, of which 45,600 are full-time education students (83.8%), 1,300 - students of evening classes (2.4%), 7,500 - off-campus education students (13.8%).

7,273 young specialists and 4,804 qualified workers graduated from vocational educational institutions of the Kemerovo region.

The amount of students of higher vocational education institutions are estimated at 61,600 people, including 47.1% of full-time education students, 2.7% of students of evening classes and 50% of off-campus education students (13.8%).

The share of students of non-governmental higher vocational education institutions amounted to 8.2% towards the total amount of students of higher vocational education institutions.

In 2015 14,959 students graduated from the Kemerovo region higher vocational education institutions.

The amount of higher-education teaching personnel of higher vocational education institutions in 2015 reached 3,520, including doctors of science – 484, candidates of science – 2,107.

More than 400 thousand elderly citizens and people with disabilities received social services in the centers of social services for population of Kemerovo Region.

Institutions working with families and children provided services to more than 189, 5 thousand people.

1 865 categories of citizens of Kemerovo region were revitalized in the state autonomous institution “Sanatorium “Borisovskii”.

Today 15 institutions of youth policy sector function in Kemerovo Region, including 1 government institution “Regional center of students and youth” and 14 municipal (8 city and 6 country institutions).

The activity of student (youth) groups carried out in the following areas: creation of living environment on the territory of municipalities, civil works on municipal objects, organization of leisure on play and sports grounds at place of residence, organization of children’s leisure in city and country recreation camps – more than 3 thousand people. The activity of teen-aged labor teams was also organized on the territory of the region, more than 5 thousand participants in total.

The activity on support of talented youth was organized on the territory of Kemerovo Region, 50 students received Kemerovo Region Governor’s grants for realization of socially important projects.

The events of the patriotic and civic education of teenagers and young people were arranged, regional contest “Leader of the XXI century”, a season of the regional league of Kemerovo Region Club of the cheerful and sharp-witted teams “KVN-Kuzbass”, regional festival “Student’s Spring in Kuzbass”, regional contest “Young Family of Kuzbass”, all-Kuzbass event “1 418 good deeds”, regional specialized change of core group of children’s organizations “The Republic of anxious hearts”.

More than 115 volunteers of student self-government bodies, core groups of youth social associations and organizations took part in the activity of all-Russia and interregional Youth Forums, actively functions the Council of Young Scientists of Kuzbass.

National culture and policy

In 2015 7 theatrical entertainment organizations functioned in Kemerovo Region, including 3 legitimate theatres, 2 puppetries, music theatre, theatre for children and youth, Kemerovo state regional Philharmonic Hall. The number of theatre-goers was 762 thousand people.

They represent Kemerovo Region on top international and all-Russia festivals and contests and foster the cultural image of the region. Gubernatorial center “Young talent of Kuzbass “successfully functions, searches and supports inventively gifted children.

Kuzbass is one of Russian regions, where state film distribution and municipal cinema network are saved. 106 cinema institutions, where 4 municipal cinema theatres, 81 city and country cinema units, 21 private cinema theatres functioned in the region at the end of 2015.

In 2015 121 285 cinema program were shown in municipal cinema theatres and on cinema units, the total number of viewers, that visited these programs, amounted to 331 994 people.

The number of cultural and leisure type institutions, functioning on the territory of the region, amounted to 654.

40 museums, 4 exhibition halls and 648 public libraries function in Kemerovo Region.

In 2015 6, 5 billion rubles were directed to cultural sector from all sources of financing.

2015 was announced as a Year of Literature in Russia. Cultural projects, dedicated to Russian literature, were realized during the year: Kuzbass Forum of Writers, “Night of Books-2015”, literature marathon “Infusive force of word and literature”, Literature and music trolley buses and trams were started up on the routes in 11 cities of the region (Leninsk-Kuznetskii, Kemerovo, Novokuznetsk, Prokopyevsk, Kiselevsk, Belovo, Mezhdurechensk, Yurga, Osinniki, Berezovskiy, Myski) in order to enhance the propaganda of word and literature.

280 institutions of culture and art were repaired as of the Year of Literature in Kuzbass. State autonomous institution of culture “Kemerovo regional center of people’s art and leisure”, Children’s music school №10 in Prokopyevsk, Palace of Culture of coalers in Belovo, House of Culture in Elykaevo settlement Andreevka, House of Culture in Sheglovo settlement Verkhotomka were opened after full repair.

Large-scale cultural events were arranged for citizens of Kuzbass: regional festival of choirs, dedicated to Day of Slavic script, all-Russia events: “Night of Books-2015” Night of Museums, Night of Art, which caused a huge positive resonance from Kuzbass citizens. of culture took part in these events. More than 150 thousand citizens were on numerous presentations and master classes. The public anniversary report of Kemerovo regional science library named after Fedyorov V.D. took place.

The traditional regional Fedyorov readings took place in village Maryevka at the year of literature. For the first time and on a noble scale was realized the event “ArtStop “Poetry in Polytechnic”. A creative campaign “Golden autumn in Kuzbass” passed in a big way, as part of this campaign writers with readings of their own poetry visited: Prokopyevsk, Novokuznetsk, Yurga, Leninsk-Kuznetskiy. In July, 2015 forum of Kuzbass writers held place in Kemerovo.

According to the results of all-Russia survey of Russian national library, Kuzbass took a 2nd place among 85 subjects of the Russian Federation in overall rating of the effectiveness of acquisition and use of funds of municipal libraries.

At the fourth time symphony orchestra of legendary Mariynsky theatre under the direction of People’s artist of Russia, a citizen of honor of Kemerovo Region Valeriy Georgiev and great virtuoso pianist Denis Matsuev visited Kuzbass.

The museum of military weaponry in the open air opened in Novokuznetsk in legendary USSR Marshall G. K. Zhukov square. Military weaponry, that was in service of the country, and, also, the famous airplane- I-16 fighter and the symbol of combat might of Soviet Army- T-34 tank became the showpieces of the exhibition. The first district natural museum of combat and labor glory opened in village Shkolniy of Prokopyevsk region.

In 2015 the issues of improvement of works on interaction with civil society through the creation of the network of national social associations, centers of national culture and different kinds of councils with a participation of representatives of national authorities and public figures were in the basis of realization of regional national policy.

New national organizations were registered over 2015: national organization “Uzbek local national and cultural autonomy” (Kemerovo), national organization “Tatar local national and cultural autonomy (Prokopyevsk), national organization “Tatar local national and cultural autonomy” (Novokuznetsk), regional national organization “Kemerovo Region Tatar local national and cultural autonomy”.

Every year projects are realized in Kemerovo Region in order to save and develop national cultures and traditions: festival of national cultures “We live as a whole family”, Gubernatorial national New-Year show, annual regional literature leadings “Torbokovskaya Star”, national holidays: Sabantui, Chyl-Pyzhi, Pardakai, Olgudek pairam, “Beauty of Shoria” and others. Tourism

Tourism in Kuzbass is one of the high-priority economic sectors of the region. For today a touristic infrastructure able to accommodate hundreds of thousands tourists is developed in the Kemerovo region. Due to the region’s high recreational potential it is possible to organize different types of tourism: from mountain skiing to ecotourism.

In the territory of the Kemerovo region there are authentic museums, the majority of which are one-of-a-kind. A great number of travel packages and guided tours are created on the base on a strong cultural and historical potential of the region.

The Kemerovo Region is proud of having the seven miracles of Kuzbass that were chosen by the residents of Kuzbass and their guests: Podnebesnye Zubia (Sky-scraping Teeth), Tomskaya Pisanitsa, Kuznetsk Fortress, Azassk cave, the monument “Golden Shoria” by Ernst Neizvestny.

At the present time many mountain ski resorts operate in the territory of the region: Sheregesh in Tashtagolsky District, Tanai in Promyshlennovsky District, Gornaya Salanga in Tisulsk District.

Hundreds of thousands holidaymakers visit Kuzbass annually and the flow of tourists increases constantly. Thus, in 2008 about 450.000 people went on holiday to Kemerovo region. In 2015 the number of tourists reached 1.5 million people.

For 6 years in a row the number of tourists in Kuzbass tripled. According to the Statistics, more than a half of the Kuzbass residents prefer staying in their region on holidays.

The fact that the season 2014-2015 in Sheregesh saw one million of tourists proves the notion how domestic tourism is important.

Many highways were built from the federal budget resources: Chugunash - Sheregesh, Gorno-Altaysk – Turochak – Tashtagol. They were designed to integrate the flows of tourists and to connect Altai Krai, the Republic of Altai and the Kemerovo region into one cluster. Now one of the main sectors of the highway to Sheregesh by-passing the village Kaz is being on the final stage of construction. This will not only reduce the travel time to the mountain ski resort but also it will be safer for drivers and inhabitants of the district.

Tourism in the northern part of the region is flourishing too. The Pearl of our region – an ancient city of Mariinsk – is a real piece of 19th century architecture with its well-known monuments dedicated to the victims of political repressions and a unique museum of birchbark.

Persistent efforts are being made to provide challenged people with maximally comfortable tourism facilities. There are four beaches opened in the region that are designed for people with health issues. For example, Salair stretches in the Gurievsky District equipped with special passageways to the river, ramps and changing rooms with hand-rails was visited by more than 30,500 tourists from Kuzbass. The majority of museums and nature reserves are fitted for the needs of challenged people, the rest of them are being fixed for the same purpose. That is why one of the main goals is to make them available to all the region residents regardless of their health condition.

806.Interaction between government authorities and civic institutions in

Kemerovo region is based on the following mechanisms:Concluding three-party agreements between the authorities, business

operators and trade unions;Creation of conference spaces and community councils with consulting

functions assisted by representatives of non-commercial organizations for proving cooperation and respecting citizens’ interests while working out solutions;

Organization and carrying out initiatives with high participation rates.A voluntary association of trading unions – Kuzbass Trade Unions

Federation (FPOK) - operates in the territory of the Kemerovo region. It is assisted by the territorial organization of nationwide and interregional trade unions that are parts of the Federation of Independent Trade Unions of Russia, and by primary trade union organizations that do not have any territorial organizations in the Kemerovo region. Kuzbass Trade Unions Federation consists of 340,000 members.

A social partnership is developed in Kemerovo region in order to reconcile the interests of employees, governments and employers on all the stages of making and implementation of decisions, concerned with their interests to a greater or lesser extent.

One of the most important directions of cooperation between authorities and society is creation of conference spaces generally initiated by the government. A constructive debate over the problems of the region with participation of community, taking into account opinions of different social classes, representing non-commercial organizations while authorities and local government bodies are making decisions the contribute to the insuring of politico-social stability and higher living standards of Kuzbass residents.

There are following conference spaces operating in the Kemerovo region:Civic Chamber of the Kemerovo region established by Law of Kemerovo

region of 02.03.2006 № 9-OZ “On Civic Chamber of the Kemerovo region” includes 45 members, 7 commissions and 2 working parties.

Gubernatorial Council of Elders of the Kemerovo region – collegial council dealing with offers to social and economic essential services to the citizens and recommending them to the governor of the Kemerovo region to take corresponding measures.

Council of non-commercial organizations of Kuzbass is a consultative body and an organizational form of interaction of non-commercial organizations and

public organizations with the authorities and local government bodies of the Kemerovo region. Within the operation of the Council they discuss and coordinate political, cultural, social and economic issues of Kuzbass. The Council of non-commercial organizations of Kuzbass includes 60 patriotic, sporting, professional, youth, ecological and public initiative non-governmental organizations.

Cooperation between government and community in the Kemerovo region is industries-based. State government bodies of the Kemerovo region dealing with industries constantly interact with relevant non-governmental associations concerning questions of conducting their activities, render organizational and methodological, information assistance and organize common initiatives and events.

Pupils, students, volunteers, veterans, representatives of public organizations, political parties members, professional technical and engineering employees, public center and commercial organizations officers, deputes of Congress of People’s Deputies on each level, government employees in regional, city and district administrations traditionally take part in all the regional initiatives initiated by the state government bodies.

Kemerovo region makes major efforts for strengthening international and interreligious relations.

Multinationality in Kuzbass is considered to be a great factor for growth and social and economic development. The Kemerovo region administration dealing with national relations seeks to create favorable conditions to full rights development in social, national and cultural aspects for all the nationalities living in Kuzbass, to stabilize their civil and spiritual entity.

Along with the Department of culture and national policy of the Kemerovo Region operates the Coordinating Council of national public organizations that is used as a conference space of National Organizations and Diasporas of the Kemerovo Region. The Coordinating Council is formed by the leaders of the biggest and the most powerful national organizations of the region. They deal with organizational and informative support of national organizations, elaboration of prospects and strategies of development of national organizations, solution to the migration and immigrants’ adaptation problems, legal regulation of nations and nationalities life's activity in the territory of the region.

There are 18 confessions in the Kemerovo region, the majority of which is represented by Christian religious organizations. 58.3% account for the Russian Orthodox Church, 23% - for Protestant organizations, 2.6% - for Catholics and 7.6% - to Islamic organizations.

The biggest and the most powerful confession in the Kemerovo Region is the Russian Orthodox Church, including 3 eparchies – Kemerovo, Novokuznetsk

and Mariinsk. The last two were formed in 2012 by separation from the Kemerovo eparchy.
