• DHA was established as a statutory
authority in 1988 to provide housing and
related services to ADF member and
their families
• Commenced with a portfolio of 23000
houses across Australia
• Estimated value of the portfolio was
$520 m
• Promised $750 m in funding by
Government over 10 years
DHA journey
• Embarked on a considerable capital
works, upgrade and improvement
program
• Initiated corporate planning and
strategies to:
– pursue large residential development and
construction projects with private sector
– access commercial borrowings
– establish long-term leasing arrangements
with individual and institutional investors
• In 1992 DHA became a Government
Business Enterprise
Sale and leaseback
• The Sale and Leaseback Program was launched in
1996 under the Defence Housing Authority brand.
• Each year DHA owned properties are sold to
investors through the Sale and Leaseback (SLB)
program.
• Other property investments can not usually match
the security of income provided by DHA
• Zero vacancy risk and guaranteed income for the
term of the lease.
• Housing provisioning model has been researched
and copied as ‘best practice’
• Defence forces in US, UK and Canada
• Government housing in NZ

• Has transformed Defence housing into a $10b+ national portfolio:
– manage over 19,000 properties Australia-wide
– manage almost 13,000 properties on behalf of private investors
– provide modern, liveable dwellings (average age = 9 years)
– have adequate private funding to maintain dwellings at the highest standards
• Is a high performing, full tax paying Government Business Enterprise
• Provides significant shareholder returns, with revenues generated
through our proven private capital raising program
• Is now also an award-winning and sustainable residential developer,
with $1.3b worth of developments underway and a further $1b+ in the
pipeline
