RE: Transportation Investment Act (TIA) of 2010
Dear Citizen’s Review Panel Members:
The Georgia Department of Transportation presents the attached update through calendar year
2019 on the Transportation Investment Act of 2010 for the Southern Georgia Special District.
Also attached is a summary for the completed projects in the region within the last year. This
summary can be utilized in the determination of benefits by the CRP for completed projects.
The Transportation Investment Act of 2010 legislation requires submittal of an annual report by
the CRP to the legislators by December 15th each year.
As of this letter, five TIA projects have been completed in Southern Georgia, 11 are currently
under construction, and 68 are in preconstruction. The latest revenue collections for Southern
Georgia are 14.1 % higher than originally anticipated.
We are closely coordinating with all local governments to ensure successful delivery of the
program. The Department remains committed to the people of Southern Georgia for showing
our state how to take an active role in its transportation future.
This update is provided to you for your information. Please let me know if you need further
information regarding the TIA 2010 Program.

CRP Item #3 – Approval of Minutes
Mr. Slaughter gave the committee time to review the minutes. Mr. Jones made a motion to approve the minutes. Mr. Harper made a motion in the second. The vote was unanimous; the motion carried.
CRP Item #4 – Public Comment
Mr. Slaughter opened the floor for public comments. Mr. Slaughter asked Mr. Franks if there was there anything we need to consider for public comment such as time. Mr. Franks stated that he has never had an issue where rules needed to be put in place. Mr. Slaughter stated that we usually cut it off at 5 minutes.
CRP Item #5 – Election of Chair and Vice-Chair
Mr. Franks explained to the committee that in order to execute band changes, they have to consider the financial standing. Mr. Franks stated that he has calculated loose numbers to help with the band change requests; for the first 4 years, I have $7 million in administration and $10 million for band 2 and 3 startup and 93 million for the projects on TIA investment list. That leaves us with 38 million. I took the initial projection and docked it by 10% that would leave us with 23 million. I have since then gotten a new projection and we are looking to have 48 million for band one projects. We are currently 10% over our current projected amounts but looking at the band change holistically, I used all the same assumptions and applied all the band change requests. The first would be Adel request, which would be moving one project from Band 1 to 2 and two projects from Band 2 to Band 1. The state route turning lane project is broke in half due to the 112 million that was brought in from GDOT. The planning office was okay with advancing 250,000 dollars into Band 1. TIA office is in favor of this request. The Waycross request, I am inclined to agree with that request. Lowndes County request, we are in favor of that request. Tifton request, we are in favor of that request. Mr. Franks continued, the Coffee County request is a little bit more complex. It has 9.8 million in TIA funds and 15 million in state funds. We approached the planning office to request advancing funds but it was denied. The TIA office has some flexibility where we can do a budget change and advance the project into Band 1 but it will increase and change the TIA projects budgets. One thing that I am uncomfortable about is that the revenue has been great but bringing in 25 million into Band 1 might put band 1 project in a deficit. We are in favor of it because it was a previously programmed project that was going to let in 2020 or 2021 so the citizens were expecting the delivery of this project, but I would like to delay the approval of this project until the risk team can come in and vet the project. My recommendation is that agenda items A, B, D, E, all be
approved and Agenda item C, be placed on hold for approval until the next meeting. Mr. Griner made a motion to approve the Adel band change request. Mr. Jones seconded the motion. The vote was unanimous; the motion carried. Mr. Hudson made a motion to approve the Waycross band change request. Mr. Harper seconded the motion. The vote was unanimous; the motion carried. Mr. Griner made a motion to table the Coffee County band change request until next meeting. Mr. Harper seconded the motion. The vote was unanimous; the motion carried. Mr. Jones made a motion to approve the Lowndes County band change request. Mr. Hudson seconded the motion. The vote was unanimous; the motion carried. Mr. Hudson made a motion to approve the Tifton band change request. Mr. Griner seconded the motion. The vote was unanimous; the motion carried.
CRP Item # 6 – TIA Update
Mr. Franks gave a brief update on the projects. We are currently in Band one and we will have those projects all in construction by 2022. Also, if you would like to see what is going on in other regions please visit our website. The approved investment list has a total of 480 million and currently there are 84 projects in Band one, which has changed at this meeting and I will update that number by next meeting. Once the Southern Georgia region is added to the website, the projects, construction and cost will be updated once a month and you can keep up with whatis going on via our website. Mr. Moseley gave the update of the projects that will be let in the Southern Georgia region this calendar year. He stated that Pierce County would be the 1st
project to be let next month. Clinch County has two projects, Lanier has one, Coffee County has three and Irwin County has two, Fitzgerald has one, City of Alma has two next month. Cook County has one scheduled in December. Berrien County has agreed to let theirs on their own. We are waiting on the TIA agreement from them. Lowndes County has returned their agreements and they will administer their project. Asked if the bike lane can be considered in this project. Mr. Franks stated that with the current year layout he is looking to be aggressive early on especially if the trend continues.

A. Coffee County Band Change Request
Mr. Slaughter explained that the information for this band change request was in the agenda packet and that the request was previously tabled at the last meeting. Mr. Slaughter asked Mr. Franks to give an update concerning the project as it relates to available TIA funds to move it forward. Mr. Franks stated that the TIA office ran financial analysis to determine if this was possible. We looked at all band one projects holistically and performed a cost-spending program for the first four years and it is well within our capabilities to advance this project into band one. Mr. Slaughter asked if anyone had questions. There were no questions. Mr. Griner made a motion to approve the Coffee County Band Change Request. Mr. Hudson seconded the motion. The vote was unanimous; the motion passed.
CRP Item # 6 – TIA Update
Mr. Franks gave a brief update on TIA in other regions. Mr. Franks gave a brief update on TIA in the Southern Georgia Region. Mr. Franks handed out a list of all the projects throughout the region that included the current band, project stage, and estimated let date among other information. Mr. Franks explained that the other regions that are looking to have a TIA referendum have begun developing projects to submit. Mr. Slaughter asked how far out are the other regions before TIA ends. Mr. Franks responded that they are in Band 2 and they are 3 years out from TIA ending. They have begun the process early because the law states that if the resolution goes to ballot and fails then there is a 2 year wait to put it on the ballot again, so if it fails they can put it back on the ballot in 2022. Mr. Franks stated that the total thus far in collections is a little over $40 million dollars in collections. Currently, the projections have the Southern GA. Region at 13% over, based on this TIA is projected to end 18 months early; however, these projections tend to change, the trend is good now but we are only in year one and
want to be aware that these amounts can change. Mr. Franks stated that on the handout GDOT will remain as letting the project until the project is approved for local let. We bring the project sheet because we want to be transparent with all the taxpayers in the region by showing where we are spending the money at and the progress. There will be TIA budgetary changes on projects with blended funds where TIA funds will increase and State funds will decrease and be expanded into other projects. Mr. Bodycomb explained that 17 projects will be let in CY19. Four of the projects will be local let and 13 GDOT let. The bids for the projects were really good and were below the projected budget for the project. Mr. Slaughter asked what happens if there is additional funding after all TIA projects are completed. Mr. Franks responded that the funds were be disbursed to the region via the discretionary funding formula. Mr. Bodycomb showed a snapshot of the upcoming 10 projects in the SGR. He continued, the I-75 and SR 31 (Exit 11) project is behind and has been pushed back to October/November 2020 due to geotechnical issues. Mr. Bodycomb gave a brief description of the rest of the projects and explained how the agreements for local let projects are executed and the current status of the projects. Mr. Bodycomb notified the panel that Pierce County will have a ribbon cutting on Friday, September 13, 2019 for their project. Mr. Franks stated that the TIA office is happy with the progress thus far and with the current forecast we will start advancing and pushing out projects faster. We want to be efficient as we can and process projects as quickly as we can to beat inflation.

Mr. Franks stated that he would like to give a brief update on TIA in the other regions in Georgia. Mr. Franks explained that the other regions that are looking to have a TIA referendum have begun developing projects to submit. He continued that Central Valley Regional Commission and the Heart of Georgia Regional Commission have started the process for the TIA referendum to be included in the March Ballot; River Valley Regional Commission has selected the TIA Executive Committee and are aiming for a 2022 referendum on the ballot. Mr. Franks explained how the Southern Georgia Region compared to other regions in various areas and continued a brief update on TIA in the Southern Georgia Region. Mr. Franks handed out a list of all the projects throughout the region that included the current band, project stage, and estimated let date, and the amount of revenue that has been applied to various projects. He stated that 11 projects have been let and 5 have been completed. Mr. Moseley then gave a more detailed review of the projects. He stated that the bids for the projects are continuing to fall below the projected budget for the project. Mr. Moseley continued that the projects are being spreadthroughout the region and that both the GDOT and local let projects are moving according to their timelines and there has been no major issues. Mr. Franks and Mr. Moseley both stated that the TIA office is happy with the progress thus far. Mr. Franks explained the basis of the end of year report to the CRP committee. Mr. Franks provided the committee with a draft of the report and asked that any comments be sent to him. He continued that the report needs to be posted on the Department of Revenue website before December 15, 2019.
