METHODS USED FOR RURAL ELECTRIFICATION
BUILDING CAPACITY IN REA
• REA initially started with less than 4 professionals in 2004
• Now has over 30 professionals in various Departments: Technical Services, Finance, Support Services, Human Resources and Administration
• REMP, prepared with assistance from JICA
• JICA, World Bank and Sida assisting with capacity enhancement
REA has implemented over 80 grid extension project since its formation
Over 10 sites have been studied (prefeasibility and feasibility studies) for hydropower development
Over 300 solar PV systems have been installed at Chiefs’ palaces, schools and clinics
SSMP project to be implemented in 6 areas in Zambia
Mini Hydropower project soon to be constructed in Mwinilunga with assistance of Jica
World Bank (IAES) and EU funded projects

CHALLENGES
• Limited funding • Level of staffing • Poor road infrastructure in project areas • Sparsely populated country • Insufficient installed generation capacity • Low tariff levels • Low income among targeted population
• Since Government liberalised the energy sector, private
participants allowed to invest
• Currently very low participation buy private sector due to various
challenges as explained above;
• REA has come up with a document called ‘Guidelines to Subsidies’
elaborating incentives for private investment in the power
generation
