Dear Mr. Schultz:

Thank you for the opportunity to submit a proposal for JLG Architects’ ser-vices for the Runestone Community Center Needs Assessment/Predesign. Having been involved with the RCC Expansion Feasibility Committee for years, we are excited to now be considered to assist the RCC and the City of Alexandria in this next step.

JLG Architects is the only firm that can offer so much ice facility and multi-purpose facility experience this close to Alexandria. We specialize in this build-ing type all across the Midwest and even across the nation, while having the advantage of being located only blocks away from the RCC! We are excited for this specific opportunity to invest our unique experiences and qualifications back into the Alexandria Community.

We truly have a vested interest in seeing the RCC serve our community to its best potential. Both Dan Folsom and Dan Miller have been instrumental in the feasibility study work that related to the RCC. Josh Kehrwald, our project architect, has enjoyed the RCC as a goalie with the adult hockey league and is already prepping his kids for a life on skates at the RCC. Jeff Hysjulien, JLG’s sports and recreation division manager and Randy Lieberg, one of our sports architects with a specialty in ice, will round out JLG’s local expertise. Scott Ward, our ice systems engineer with Stevens Engineering, already intimately knows the systems at the RCC and his knowledge combined with that of JLG’s and Designtree Engineering’s will make a power design resource to the City of Alexandria that cannot be matched.

The University of Minnesota Golden Gophers men’s hockey team resides in the two decade old Mariucci Arena. The arena bowl provides an unmatched game experience, but the current configuration of administration, training, and locker areas doesn’t allow for efficient interaction between staff and student athletes and makes recruiting tours difficult. Interior finishes and locker spaces are dated and in need of a facelift more in keeping with the status of a five time national champion and perennial league-leading hockey program. JLG’s predesign plans for major renovations of the weights, administration, and

team locker spaces.

3-D IMAGING & FLY-BY REPRESENTATIONSJLG Architects began exploring the capabilities of three dimensional computer generated modeling in 1990 and have led the region in computer technology ever since. Our approach has led to a complete integration of com-puter applications in all aspects of design and construction from the initial design phases of a project through construction documents, estimating and final project close-out. Our dedicated computer visualization specialist constantly stays abreast of the newest technologies. Three-dimensional computer-generated modeling allows us to consider multiple design solutions in an efficient time frame and helps us to convey these ideas to our clients in a format that is easily understood, as well as to build community excitement and raise funds.

BUILDING INFORMATION MODELINGBuilding Information Modeling, or BIM, is a new way to design a building. In a typical CAD system, the architect, engineers and consultants all work in separate two-dimensional documents that are then compiled and given to the contractor. In BIM, all project disciplines are modeled in three-dimensions which take into account specific building elements such as manufacturer’s details and light analysis. This modeling allows accurate, real-time coordination between all of the dis-ciplines for more effective cost estimating, scheduling and constructability, reducing conflicts in the field and providing a more accurate method of representing the future reality. JLG began using BIM early in 2007 and implemented it company-wide in 2010. Today, JLG has a dedicated BIM Manager to ensure that the firm continues to develop BIM customizations in order to lead the field in this delivery type. JLG used BIM on dozens of projects, including:

SUSTAINABLE DESIGNSustainable Architecture, or green design, is an architectural standard that goes beyond the normal aesthetic con-siderations and budget and schedule management. It is an entire approach that attempts to eliminate the negative impacts to the environment while lowering operating and maintenance costs. JLG has been committed to integrat-ing low- or no-cost sustainable techniques into all of our projects since 1989, and is now considered a Midwestern leader in the field of efficient and affordable green design.

With 18 LEED-Accredited personnel on staff, more than any other architecture firm in North Dakota, JLG has been at the forefront of new sustainable tech-nologies. In order to stay updated, JLG has set up a Green Committee made up of employees from all seven of our offices who are constantly researching and evaluating new environmentally-friendly materials and construction tech-niques. JLG’s Green Committee is also responsible for coordinating all of the paperwork required for the United States Green Building Council’s (USGBC) Project Certification in order to make a building LEED Certified. JLG’s sustainable design practices are not only beneficial to the environment; they have been proven to save our clients money by:

Lowering operating and maintenance costs. At the new Clearbrook-Gonvick K-12 School in Clearbrook, Minne-

sota, utility costs were $66,000, compared with $155,000 in the old school the previous year. More impressively, the new cost includes air conditioning, which the old school did not have.

Improving occupant efficiency, energy, and comfort. Studies have show that high levels of acoustic, thermal, and visual comfort, large amounts of natural daylight, and less-toxic building materials help to make building occupants more attentive and energized. For example, if the average cost for employee salaries is $150 per square foot per year, a 1% improvement in employee performance represents a $1.50 per square foot per year savings.

Reducing health-related liabilities. A recent report of the US Occupational Safety & Health Administration noted that 20-30% of commercial buildings suffer from indoor air quality problems, with occupants complaining of symp-toms ranging from headaches and fatigue to severe allergic reactions. Green Design creates a healthy indoor environment with superior indoor air quality and secure building design. This offsets a trend toward increased insurance claims related to “sick building” syndrome and other concerns.

The 11,700 seat Ralph Engelstad Arena was designed to compliment the University of North Dakota’s warm campus appeal through it’s familiar building attributes and brick exterior with precast accents. The extensive use of glass and curtain wall allow visitors a view of the activity inside. The richness of the interior is enhanced by the terrazzo floor concourses, padded seats and raised brass signage. The five-story arena’s main lobby area includes ticket sales and coaches’ offices, and is highlighted by a sky-lit pro shop and spacious “Sioux Tradition” area displaying memorabilia. Generous main and upper concourses offer concessions at each of the four corners with two additional super food courts on the main level. Television monitors placed along the concourses and in restrooms allow fans to not miss any of the exciting action. The ice level has a state-of-the-art locker/training room with expansive weight training area, players’ lounge and study/classroom. Tying into these team spaces is an additional Olympic-size practice ice sheet. This project was completed by Schoen Associates prior to merging with JLG Architects.

The National Hockey Center is primarily a hockey facility, featuring two Olympic size sheets of ice. The plan calls for enhancing the fan experience and converting the facility into a multipurpose venue. End seating will be added to expand the seating count from 6,000 seats to 7,000 seats. Twenty-four luxury suites will be added in addition to a new front entrance and atrium. The atrium will include ticketing, administration, improved vertical circulation, a team pro-shop and access to the suite level. The additions will pro-vide all new concourses, restrooms and concessions.

A gift from benefactor and former hockey player Ralph Engelstad was merged with the dreams of his home town when the Ralph Engelstad Arena, Thief River Falls, was dedicated in November 2003. In addition to being an unsurpassed facility for high school boys and girls hockey – and the popular recreational skating programs in the community – the arena offers tremendous flexibility for differing athletic events, trade shows, concerts, meetings and private functions. The main entrance lobby, which connects the Hall of Fame area with ticket sales & administrative offices, has granite floors with a suspended brass ceiling. From the lobby, patrons pass through ornamental gates into the open concourse arena area surrounding the individual theater-style arena seats. Unique bar stool seating surround the upper seating level, providing some patrons with the best seats in the house.

SUSTAINABILITYThe Sioux Falls Arena & Sports Complex is being designed for LEED certification.

The Grand Forks, ND Park District is planning an 80,000 square foot youth hockey arena to be located in conjunction with the Choice Wellness Center development in South Grand Forks. Intended to be primarily a tournament facility, the arena will feature a large, light filled lobby, two NHL-sized competition rinks, rinkside and heated viewing area seating, and a large variety of ame-nities for fans and players alike. Building users arrive at a main entry point and from the large lobby can go straight into either rink to access the ice level locker rooms or up the grand stair to a generous viewing deck. The lobby area has plenty of room for concessions, pro shop, and open seating with lots of glass and welcoming ambience. Whether incoming, outgoing, or waiting, the common lobby area serves as the hub during events and tournaments. The upper level is entirely centered around public comfort and maximum flexibility for events – a large concessions vendor has access from both sides to the open upper lobby and also a large heated center viewing area. Users will be able to watch games in comfort from behind glass (with clear views into both rinks) or take advantage of prime bleacher seating in each rink. Another feature of the facility is the large community or club room, with its own view into one rink. Both ice sheets are serviced from a central ice maintenance area and mechanical rooms. Ice can be removed as needed during off season and the facility can be used for a variety of public events. This project is included as an example of the concept work already donated by JLGice for the Indoor Ice Facility project and is not intended to portray a completed project.

The Des Moines Buccaneers Arena, or the “Madhouse on Hickman”, was established in 1980 as the home for the Tier I Junior USHL team. The facility also lends itself to the local high school team, the Des Moines Capitals. Renovation plans will enhance accommodations for both players and fans by expanding locker facilities, developing lounge seating opportunities, and creating new accommodations for accessibility.

This new multi-purpose arena in downtown Day-ton, Ohio will revitalize a neglected plaza adjacent to the Dayton Convention Center. A true urban facility, it fills the city block with modern glass façades which front some of the busiest streets in the downtown area, allowing passersby to view activities inside. The upper concourse level con-nects directly to the existing Crowne Plaza hotel on site and also the Convention Center via the city skyway system. In addition to the professional hockey team, the two ice sheets serve local youth and community ice sports, provide a venue for concerts, live performances, motorsports, and other typical multi-purpose events. Building on existing strengths and amenities, the new venue utilizes the hotel’s foodservice, meeting rooms, and banquet facilities. Seating in the open bowl of the main arena is 5,000 for hockey, with 500 in the secondary rink, while stage events handle up to 6,000 capacity. Also included in the facility are 18 suites, eight locker rooms, a public lobby serv-ing both rinks, team store and administration, and off-street loading dock and short term parking.

The Marion Sports & Entertainment Center anchors a mixed-use development area in Marion, Indi-ana, at the intersection of I-69 and Highway 18. The MSEC is a multi-use arena with two NHL-sized ice sheets. Seating capacity is approximately 4,000 for hockey and 5,500 for concerts, and contains bowl seating, luxury suites, multiple clubs, and premium rail seats. With a footprint of approximately 100,000 square feet, the facility includes public lockers, dedicated team spaces, food service capabil-ity, administration, training and conditioning areas, and all necessary spaces to support a permanent junior hockey tenant. The MSEC will also host a wide range of events such as concerts, conventions, indoor soccer, equestrian, and basketball, among others. The exterior is designed to complement the low rolling hills in that region of Indiana, and uses a modern touch with hints of deco streamlining.

The site takes full advantage of natural drainage, and works closely with Indiana wetlands requirements for stormwater mitigation. It is protected by site vegetation from prevailing winter winds. All available waste heat from refrigeration equipment is recovered and used for heating occupied areas within the building.

The NAHL is a Tier 2 Junior Hockey League in North America, and asked JLGice to provide an efficient and cost-effective solu-tion for a prototype freestanding arena for team owners to consider. The resulting design is an approximately 86,000 square feet single ice sheet facility designed to seat about 2,100 spectators. It is designed to have a second practice sheet added at a future time, and contains 4 lockers plus a home team suite.

Administrative offices and community meeting space are on the lower level, along with some public restrooms and con-cessions and a small lobby with a team store. Within the open seating bowl, patrons have clear sightlines, restrooms and concessions, and premium seating options. This design represents a clear desire to minimize investment and maximize fan experience, with a tight seating configuration that is close to the on-ice action. The upper concourse rings the arena so that fans can catch every minute of the game while still taking advantage of amenities.

SUSTAINABILITYThe facility is designed to be LEED Certified. The building is set into natural contours of the site and has minimal impact on the existing space. In addition, the site will contain a large drainage pond which will be part of a visually striking landscape design. Finally, the facility combines all offices for athletics into one location to maximize shared administrative space.

This 8,000 seat arena for the UNO Mavericks features an unin-terrupted main seating bowl, plus upper deck premium seat-ing (clubs, suites, and lounges). Top of the line team facilities provide all the necessary locker room and training spaces for the home teams. The competition area is designed to host ice hockey, with provisions for handling the Mavericks men’s and women’s basketball games as well. A large open entry plaza allows access from several different directions, with on-site parking and off-site shuttles from other parking areas. Upon entry, visitors are directed through the prominent lobby atrium space, up to the concourse levels. The main concourse provides access to team store, administration, and seating areas. A rede-veloped public trail system runs immediately adjacent to the site, and the arena site is home to field sports such as baseball and soccer. The design allows for Phased additions of ice prac-tice sheet, practice basketball court, additional locker spaces, and the entire athletic department administrative offices.

PROJECT APPROACHGreat design solutions come from LISTENING. JLG’s best course of action is to actively listen to the vision and thought that the key users and stakeholders in the RCC have. Through a series of listening sessions and work-shops, JLG will invite the RCC stakeholders to participate in the planning process. JLG will guide the community through the discovery of the RCC’s programmatic needs as well as collaboratively develop a concept for the RCC expansion that embodies those needs.

As the programmatic needs assessment is occurring, JLG will also be reviewing and assessing the physical condi-tion of the RCC. The engineers of DesignTree Engineering led by Dan Folsom will be working alongside JLG’s team members to fully assess the mechanical, electrical and site conditions. Scott Ward of Steven Engineering will review and document his intimate knowledge of the ice systems at the RCC and add this to the growing under-standing of the facility. The facility assessment, combined with the programmatic needs assessment, will provide the City with a full understanding of the direction that the expansion should take.

JLG believes that the right design solution for the RCC will come from the ideas and vision of those that use and believe in the future of the RCC. During the second workshop, we will facilitate exercises that will allow the stake-holders and users of the RCC to actively engage in the design process. Having community members come along side JLG designers and share the pen and paper is a powerful way to inform the design team of the community’s vision for the RCC. This shared experience will form the basis for JLG to generate a design concept that truly is the culmination of the LISTENING, VISIONING and THOUGHT of the RCC community.

The following proposed schedule for phase 1 and phase 2 is only an example of the possible duration. JLG will consult with the City of Alex-andria as to whether a quicker or more extended timeline is appropriate for the process.

THE STATE OF HOCKEY’S GREATEST RIVALRY

The State of Hockey is home to one of the oldest high school hockey rivalries in the United States. While Warroad and Roseau, Minnesota don’t boast large populations (1,722 for Warroad; 2,879 for Roseau) or dozens of hockey rinks (2 for Warroad; 3 for Roseau), they have won a combined 12 State titles and produced generations of Stanley Cup Winners and Olympic Gold Medalists. According to NBC Sports, if New York City generated pros at the same level, the City would have produced 27,693 NHL players, which is the equivalent of 41 National Hockey Leagues.

Even though this competition has gone on for over 100 years, Warroad and Roseau can agree on one thing - who they want working on their championship rinks. JLG Architects has renovated and expanded Roseau’s Memorial Arena not once, but twice, and is currently working with the City of Warroad to update one of their facilities. Now that’s a reason to come together.

JLG Architects is pleased to offer predesign services as requested in the RFP for stipulated sum of $7,000.00 for Phase 1-Needs Assessment and $8,000.00 for Phase 2 – Pre-Design Services, for a combined sum of $15,000.00.

If JLG Architects is awarded the Phase 3 scope of work for the project, the compensation of phases 1 and 2 shall be credited toward the compensation of Phase 3

Reimbursables for Phase 1 and Phase 2 shall be limited to printing and the travel costs of team members. Phase 1 and Phase 2 reimbursable costs shall be capped at a not-to-exceed amount of $3,000.
