The foreign exchange students (from over 30 different countries) are between the ages of 15 and 18, and attend high schools in the districts of their volunteer host families. These students are here under a program supervised by the US Department of State. The purpose of their exchange year is to promote understanding between people of our different countries. The students are not allowed to hold a job while they are here, but they can accept money for odd jobs like baby sitting or mowing lawns. They are here with a special type of cultural exchange Visa called a J1 Visa. This Visa is for one school year and cannot be renewed nor extended. These students have never had the opportunity to raise and show animals. They learn responsibility, and people relations skills when they raise and show the animals. When the other club members help them, they develop friendships and share information about their home countries. The exchange students are amazed that people will pay such high prices for the animal projects or sometimes just for the ribbon. Writing the invitation letters to prospective buyers, and writing thank you letters to buyers and add on contributors teaches them life skills that will go with them as they progress into adulthood. Learning to shake hands and speak with respect to prospective buyers teaches them valuable life skills, also. I respectfully request that these foreign exchange students be allowed to raise and show animals at the NCJLS 2021 and thereafter. Due to the IRS requirement which states that amounts of $600 or greater must be reported to the IRS, I propose that the foreign exchange students be given up to $599 for their projects, and any amount over this amount be donated to the general scholarship fund.. The students will not have social security numbers, so perhaps their passport numbers could be used for identification. Thank you for your consideration of this request. GENERAL

If an exhibitor does not have a social security number due to a special circumstance then they will only be allowed to enter & exhibit an entry that does not go through the premium sale.

1. Purpose: The purpose of the Commercial Heifer Show and Sale is to provide a project that will expose the exhibitors to commercial cattle production. This included the purchasing, development, exhibition, and marketing of crossbred commercial heifers.

2. This show is limited to projects owned, fed and under the daily care of Nueces County 4-H and FFA members in good standing and under the supervision of the Agriculture Science Teachers and County Extension Agents. The Junior Commercial Heifer Show and Sale is an opportunity to show and sell commercial heifers. Crossbred heifers are desired, but

purebred heifers will be permitted to show. Any heifer exhibited in the Commercial Heifer Show will not be allowed to compete in any other Junior Beef Heifer Show of Nueces County Junior Livestock Show (NCJLS).

3. A maximum of three (3) head per exhibitor may be tagged on a date to be determined in September. An unlimited number of heifers may be tagged at validation. Exhibitor must own heifers 100% throughout feeding period starting at validation through time of show. Each exhibitor may tag one alternate heifer; Only two head will be allowed to compete in the show and sale. If a heifer is unable to compete and the exhibitor has only one (1) remaining heifer, that single heifer will be able to sell in the sale but will be ineligible to compete for awards or prize money.

4. Validation: To be eligible to show ALL junior commercial heifer entries will be tagged at RMBRF on September 3, 2020 (4:00p.m.-6:00p.m.). Each exhibitor is limited to show one pen of heifers. Each validated pen must be validated to a single exhibitor, i.e. family validation is not allowed. Each exhibitor may validate unlimited number of heifers. Family validation is permitted. Exhibitor must feed and care for his/her pen in Nueces County. Any exhibitor caring for or taking their pen of heifers out of the county must receive permission from the NCJLS Board per the NCJLS General Rules. Any exhibitor found to be feeding animals out of the county without proper consent from the NCJLS Board will be disqualified without refund of entry or nomination money. A nomination fee of $20 per pen will be required by August 1, 2020. Late nominations will be accepted but will be assessed a late fee of $40. Additionally, an entry fee of $20 per pen is due on or before the entry deadline.

5. An average weight of no less than 550 and no more than 800 pounds per head will be allowed at validation. Heifers will be weighed by pen or individually, but the average will be on all heifers in the pen.

6. Animals may be grazed or fed and will be judged as replacement heifers.

7. Weigh-In: Final weigh in will take place Tuesday, January 4, 2021 between the hours of 5:00p.m.-7:00 p.m.at RMBRF. Heifers will be palpated at the time at exhibitors’ expense (deducted from the sale price of each heifer). All heifers are to be guaranteed open by a licensed veterinarian. Any bred heifer will be disqualified. Heifers must average a 1# per day weight gain from validation date to check in date or it will be sifted. Sifting for the show will be enforced at the time. Exhibitors are eligible for one re-weigh immediately following their first weigh in.

8. Check-In, Interview & Record Book: Commercial Heifers will be delivered to RMBRF on Thursday, January 7, 2021 between the hours of 3:00p.m.-4:30p.m. Exhibitors will be required to participate in an interview on Thursday, January 7, 2021 staring at 5:00p.m. Judges will conduct interviews at the exhibitor’s pen. Interview will be based on the exhibitor’s knowledge of all areas of his/her exhibit. Interview will be scored out of 20 75 points. Official Record Book must be used (with no alterations). Information should be correct and legible, with documentation including all expenditures. Record Book will be scored out of a possible 10 15 points. Awards will be given for the best combined Interview/Record Book (Salesmanship) scores in Junior, Intermediate, and Senior divisions. A monetary prize will also be awarded if a donor is available. Times are subject to change.

10. Pens will be the awarded Grand Champion (Banner & Buckle), Reserve Champion (Banner & Buckle), followed by third place through the final number of exhibits. Rosettes will be given for 3rd-10th places. These will result from the highest accumulation of heifer pen and Salesmanship scores. Buckles will be awarded (if sponsorship is available), to the highest scoring heifer pen (Champion and Reserve). Buckles will be awarded (if sponsorship is available), to the highest scoring (Champion) Salesman in each age division (Junior, Intermediate, Senior). Premium/prize monies may also be awarded.

11. Sale: Commercial Heifer Sale will be held Friday, January 8, 2021 at 7:00p.m. All pens of heifers are required to sell. Beef Checkoff fee will be deducted per the National Law on the beef check-off. A sales commission will/may be deducted from the sales price of each heifer to offset any marketing costs incurred by the sale contractor. Commercial heifer exhibitors are eligible to receive add-ons through the Premium Auction.

12. Only open heifers will be sold. Pen less than two will be placed last on the sale order. If there are less than two heifers in a pen the scored will be zero for the heifers.

13. (Add) Minutes of the committee meetings will take precedence over any typo or inconsistency that may be found in the rulebook as minutes have been accepted and voted on as per Roberts Rule of Order.

14. (Add) There will be NO harassment of the judge(s) and/or commercial heifer committee prior to, during or after the show. Judges reasons for their placing will be considered adequate explanation for their placings.

15. (Add) This program is designed to be educational and beneficial to the youth of NCJLS. Any parent or exhibitor not adhering to rules of the program will be subject to discipline per general and livestock rules.

16. (Add) Exhibitors will have the option of selling a 3rd heifer through the ring at the conclusion of placed heifer sale once the final lot has been sold. Third heifers will be subject to commercial heifer commission.

1. Validation: All market swine to be entered and eligible to show must have been the property of the exhibitor, on feed and under his daily care by November 14, 2020. Validation will take place at designated locations on four (4) days to be determined by the Swine Validation Commit- tee and published in this catalog. Dates and locations must be submitted to the Show Office by May 15th. Dates for 2020 are: November 9, 10, 12, & 14, 2020.

a. To be eligible to exhibit in the Nueces County Junior Livestock Show, all market swine must be validated in the Nueces County Swine Validation Program. Market swine must be in the possession and under the daily feed and care of the exhibitor no later than the last validation date. Validation will take place at the following dates and locations:

Swine will be validated according to the latest guidelines set forth by the State Validation committee. Gilts will be validated in a similar manner using forms provided by the Nueces Co. Jr. Livestock Show.

Each entry must be recorded on the Swine Validation Form Master list completed by the County Swine Validation Committee. The committee will be composed of 1 Ag Sci- ence Teacher from each chapter in the county, 1 County Extension Agent and

1. representative from each school district. Failure to comply with the rules and regulations of the Nueces County Swine Validation Program in any manner will result in immediate disqualification.

2. Barrows/Gilts: Barrows and gilts may be shown in the Market Swine Division.

3. Check-In: Market swine must be on the show grounds starting at 1:00 PM, and no later than 6:00 PM, Tuesday, January 12, 2021. Market Swine exhibitors MUST have eligibility voucher in hand in order to unload pigs. Voucher's for EVERY pig in trailer must be present at time of unloading. If vouchers cannot be presented for EVERY pig, the trailer will be sent to the end of the line. There will be NO partial unloading of trailers. Animals will not be allowed into the barn during Tuesday check-in that are sick or show signs of external parasites. lf swine shows signs of stress a veterinarian along with swine superintendents will make the decision if the swine is allowed into the show. All swine must be disqualified and removed from the show grounds by the exhibitor within one hour if the animal cannot move under their own power.

Pen assignment requests are due from Ag teachers and 4-H club managers by December 10, 2020. Pen assignments will not be changed without approval of swine superintendents. Pen assignments and blank ear notch cards will be mailed to Ag teachers and club lead- ers prior to check in. Swine validation EAR NOTCH CARDS will be turned in on Tuesday, January 14, 2020 during check in or

no later than 7:00 PM. They will be accepted from

Ag teachers, 4-H leaders or swine project leaders

only. Cards not turned in by the 7:00 PM deadline

will result in the animal being disqualified at the

discretion of the Swine Superintendent.

4. Breed Determination: Determination of the animal's classification is to be based upon the most predominate breed characteristic which indicates beyond a possible doubt that the animal has the required blood relating to the class in which it is entered. The sifting judge classifier will classify animals as to breed and his their decision will be final.

5. Exhibitors in Sifting Area: Exhibitors only in scale and sifting areas.

6. Weights/Sifting: All swine will be weighed on 1 of 2 official scales provided by the livestock show and sifted by breed in sifting order on Wednesday morning, January 13, 2021 starting at 8:00 AM. Any entry not reporting during its breeds designated time will be automatically be placed in the Crossbreed class. All entries must report during their breeds designated time. lf the swine is unable to get to the scale by the allotted time, LAST CALL, the animal will be disqualified from competition and the swine must be re- moved by the exhibitor from the show grounds within two hours. fy all animals. The superintendent will review animals for signs of external parasites and any animals will be disqualified and removed. Any market swine weighing less than 230 pounds or more than 280 pounds will receive one (1) reweigh on the official sift scales. Any market swine weighing less than 215 pounds or more than 295 pounds will NOT qualify for a reweigh. Scales will be rebalanced be- tween every breed. Pig and exhibitor are not allowed to leave the sift area until the reweigh is complete. This will be the final weight. All animals should be clean and washed prior to entering the barn for weighing. No clipping will be allowed in the swine area of the barn.

a. The swine shall be groomed with water only (no oil based products) for the sift, show and sale. No swine during the sale on Saturday shall be decorated (i.e.: hats, ribbons, scarves, glitter, oil substances, etc.) WA- TER ONLY! Foreign material including (but not limited to) painting, oiling, artificial coloring, or adhesives is prohibited. lf anything other than water is used during the show, the competitor/exhibitor will be placed last in class and will not be allowed to enter the show ring.

b. To comply with the instructions provided with the official scale weighing systems, the Swine Superintendent will allow 5 pounds over or under the established weights for the division. All animals will be paid on the minimum or maximum weight of the division, if weights are less than or greater than the established weight limits for this division. All lightweight swine are disqualified from resale. Pickup time for lightweight sifted swine will be from 2:00 PM to 3:00 PM on Wednesday, January 13, 2021. Heavyweight sifted swine are eligible for resale.

c. lf perimeter boards are used in the pens the guidelines will be as follows: They should be made of plywood and placed inside of the pen. Watering devices in pens should not exceed the top of the pen. Hanging showbox racks are allowed. No stacking of tack above pens.

d. All tack/show boxes MUST be smaller than 3ft (depth) x 6ft (long) x 2ft tall.

7. Blue Ribbons: All animals that are judged to be of show quality will receive blue ribbons.

8. Placing: All blue ribbon pigs will be placed on Thursday.

9. Judging Times: Market swine judging will begin at 8:00 AM, Thursday, January 14th, 2021 in the class order shown below: Class 1 - Berkshire Class 6 - Hampshire Class 2 - Chester White Class 7 - Spot/Poland Class 3 - Light Crosses Class 8 - Yorkshire

Class 4 - Dark Crosses Class 9 - Other Pure Breeds Class 5 - Duroc Judging: Exhibitors only in show ring and holding area.

The Swine Committee will ONLY allow exhibitors with special needs assistance beyond this point and that assistance MUST be another exhibitor. A parent would only be allowed beyond this point if a special needs exhibitor was to shut down and need to be consoled/comforted by that parent. The parent would be escorted by a designated Swine Committee member or board member.

10. Weight Classes: Breeds will be divided into weight classes at the superintendent's and his designated associates' discretion. The weight division will be made, and classes posted after all swine entries have been weighed in. Classing will be determined as necessary, depending on the number of entries and weight variations with weight posted with class break divisions.

11. Breed Champions/Reserve Breed Champions: The Champion and Reserve Champion animal in each breed class will be eligible to compete for the Grand and Reserve Grand Champion, respectively of the Show.

12. Quirt: lf exhibitors carry a quirt, it may not exceed 48 inch- es.

13. Showmanship: Exhibitors must show their OWN animal in the showmanship drive. Swine Judges will be given the opportunity to call back exhibitors he/she feels qualified for showmanship. Showmanship entries will be selected by showmanship Judges. The Top Junior, Top lntermediate and Top Senior showman awards will compete for the Top Showmanship Award and the winner will receive awards. a. Age division heats will be split with no more than

15 per class. If division is split into heats, the heats will be selected by exhibitor number and posted prior to showmanship.

b. Showmanship show order: Seniors, Intermediates, than Juniors, followed by overall.

14. ***Care and Feeding of Swine: The care (feeding and watering) of the exhibitors' swine projects is the responsi bility of the exhibitor until Sunday morning at 9:00 AM. Any exhibitor in violation of not caring for the animals will deem to forfeit any money from the sale of that animal.***

15. Any swine showing signs of stress determined by the swine superintendent and committee prior to sale must be sold as a

premium with the exception of except for the Champion or Reserve. Swine Superintendent will inform the exhibitor of the determination; the swine will be removed at the designated time for premium animals in accordance with the NCJLS guidelines.

16. NO standing or congregating in the walk-ways, alley-ways, etc. on Wednesday and Thursday. This area must remain clear at all times on Wednesday and Thursday to allow exhibitors and their animals space to move to and from the scales, sift area and show arena.

Breed Classification Guidelines: BERKSHIRE

Black and white with erect ears exhibiting Berkshire character.

A Berkshire must have white on face and tail (unless tail is docked).

Three of the four legs must be white.

A Berkshire must NOT have a solid white or a solid black face from the ears forward.

A Berkshire must NOT have a solid black nose (rim of nose). White is allowed on the ears, but neither ear can be entirely white. An occasional splash of white may appear on the body.

CHESTER WHITE

Must possess Chester White breed character.

Must be solid white in color, no color on the skin larger than a silver dol- lar, no colored hair.

Ears must be down and medium size.

Any signs of weighted ear tags or evidence of past existence of such ear tags are determined to be not permissible and are grounds for dis- qualification.

CROSSBRED

Pigs with only blue, rusty, sandy, orange, and gray pigmentation are NOT considered Dark Crosses.

DARK CROSSBRED

Pigs with black and/or red pigmentation (i.e. not sandy, rusty, orange, roan, gray or blue), comprising at least 20% of total body area, shall be considered a Dark Cross. These pigs may be black or red belted, black/ red patched or spotted.

DUROC

Must be red in color and possess Duroc breed character. (Ears must be down and medium size)

Must NOT have any white hair located on the animal. Must NOT have any black hair.

Must NOT have more than three black spots on the skin and none of these spots can be larger than two inches in diameter.

Must NOT have any shading or indication of a belt.

The NCJLS Horse Show Committee has meet and would like to request a few rule changes/updates.

1. Change the validation fee from $5 per exhibitor to $10 2. Change the fees on the entry blank from $10.00 per event to $20 on all performance & speed

events. 3. Update rule #13

a. Strike out - Rosettes will be given 1st through 10th places and tack awards will be given for 1st through 3rd place contestants in each class.

b. Add – Rosettes will be given for 1st through 2nd places and ribbons will be given for 3rd – 10th place contestants in each class.

4. Add new rule – Contestants need to be ready to go when their event starts. If a contestant is not present when their event/class starts they will be called 3 times and if they are not present at the gate they will be disqualified.

5. DETAILS & MACRO - Getting in close is the name of the game for this category. We welcome pictures of small details that suggest a larger story. This is also the place for macro photographs (although a macro image of a flower might equally go into the Flowers category). Examples for this category would be clocks, coins, ice crystals, insects, etc. (Color images only) 6. DOMINANT COLOR - Photos of a dominant color. The dominant element in the image must be a specific color, such as red, yellow, blue, white, black, green, etc. Black & White photos, duotones, are excluded from this category. (Color images only.
