1.0 APPRECIATION

Brisbane City Council wishes to undertake a forward planning investigation for the South West Corridor (Oxley Road). The strategic intent for the corridor needs to be determined for the future transport needs up to and beyond 2031. The South West Corridor (Oxley Road) is an eight kilometre long arterial road located in Brisbane’s southwest. It is bounded by the Ipswich Motorway to the south, Oxley Creek to the east, Moggill Road to the north, and to a large extent Brisbane River to the west.

The South West Corridor Study has been identified as an outcome of the Transport Plan for Brisbane 2008 – 2026 (TP4B). This study will align with the Moggill Road Corridor Study being undertaken by Transport Planning & Strategy (TP&S), as well as the Ipswich Motorway Upgrade Study (Darra – Rocklea) by Transport & Main Roads (TMR). It forms the final link in the major road network planning for the south western suburbs of Brisbane, while feeding into the Indooroopilly, Sherwood/ Graceville and Oxley/ Darra Neighbourhood Plans. The project will build on the draft existing condition report undertaken by TP&S officers during the course of 2011.

2.0 OBJECTIVES

Our understanding of the Objectives of this Study is to:

• Identify the future role and function of the South West Corridor in the future Strategic Transport Network;

• Identify the transport demands for the corridor based on the agreed role and function of the Corridor in the Strategic Transport Network;

• Determine detailed improvements necessary to accommodate all transport modes in the corridor based on the desired future transport role and function;

Our understanding of the purpose of the project is to identify a solution for:

• improving mobility and accessibility for users that rely on the corridor for travel;

• setting an ultimate corridor cross section for future planning purposes;

• identifying intersection improvements to meet future travel needs and improve safety;

• inclusion in the City Plan and the Transport Plan for Brisbane that will guide future development adjacent to the corridor;

• inclusion in Council’s Priority Infrastructure Plan and Schedules;

• inclusion in Councils Priority Road Action Plan.

3.0 SCOPE

The Transport Engineering Group will undertake all transport modelling and analysis for this project. As part of this assessment we will develop necessary transport modelling tools for assessment of the transport network. The focus area for the investigation includes the Oxley Road Corridor as a whole from the Ipswich Motorway to Moggill Road and surrounds as shown in Figure 1.

The investigation will need to take into account all future transport needs or the corridor including but not limited to general movement and accessibility, bus operations, freight, transit lanes, parking, on-road bike lanes, central medians, pedestrians and cyclists.

4.0 METHODOLOGY

We propose to undertake the project in the following steps:

1. Review and amend the BSTM – MM Model to inform the project at a strategic level. This will become the “Strategic Project Model”

2. Strategic review of future transport role and function of the project corridor using the Strategic Project Model;

3. Seek agreement on the proposed future transport role and function of the corridor for project planning;

4. Develop a local simulation transport model for the project area from existing available models;

5. Confirm future options to be tested that are consistent with the proposed future transport role and function;

6. Develop and test future options using the local simulation transport model and identify a preferred option;

7. Detailed assessment of the preferred option;

8. Report study findings and recommendations.

In this project an assessment of existing conditions is not necessary as this task has already been completed by TP&S staff, although it will be necessary for the local simulation model to be developed and calibrated to existing conditions. This model will be used as a basis for developing the future network models for testing future corridor options.

Step 1

In step 1 we propose to use the current BSTM-MM model release available from the State Government with Brisbane City Council’s updated population and employment figures applied. This information is intended to include the most recent land-use planning intent by Council as reflected in the City Plan and accompanying Neighbourhood Plans. It also includes projects identified in the Transport Plan for Brisbane, the Moving Brisbane Plan, and the Road Action Plan.

This model will be updated with sufficient detail to suit the needs of the study in the Project Area.

Step 2

In step 2 we proposed to review the role and function of the corridor in the wider strategic transport network using the BSTM-MM Project Model. The primary aim of this step is to investigate the strategic implications of upgrading or downgrading the corridor on the study area and surrounding transport network. This step will prepare an assessment of scenarios to guide a decision on the preferred future transport role and function for the corridor for the remainder of the project.

Step 3

Step 3 is a key milestone in the project that which will guide the remainder of the project. In this step a decision needs to be made on the future role and function of the corridor for consideration in the remainder

of the planning project. The decision will form the basis on the strategic corridor assessment completed in Step 2.

Step 4

This step involves the development of a local simulation model that is suitable for assessment of options at a detailed level in the project area. In this project we propose to develop a SATURN Model using existing SATURN Models available for the Darra Oxley, and Indooroopilly Areas. This model will be calibrated to existing conditions using available traffic surveys. There may need to be some complementary traffic surveys undertaken depending on the suitability of the previous traffic surveys. The resulting model will provide the basis for assessment of future corridor options.

This step could be commenced at the start of the project and happen in parallel with Steps 1 to 3.

Step 5

This step needs to confirm future corridor options to be assessed following the recommendations and decision on the future role and function of the corridor in Step 3. Prior to this project proposal the proposed options to be investigated include the options listed in Appendix 1A.

Our suggested options for assessment include:

The options will be confirmed with the Project Manager following the decision on the future role and function of the corridor in Step 3.

Step 6

This step includes testing of transport options identified in Step 5 using the local transport network simulation model in SATURN. This step will involve developing the future network options and developing future trip matrices from the Strategic Project Model. Information obtained in the modelling for this step will lead to informed decisions about the preferred future corridor option.

Step 7

This step involves detailed assessment of the preferred option using Sidra Intersection. The resulting analysis will be used to develop the preferred corridor concept.

Step 8

Step 8 involves final reporting and recommendations for the project. This step will produce a draft report summarising the study methodology and process, assumptions, inclusions, modelling results with particular attention to network deficiencies, and recommendations on the preferred corridor option.

Traffic surveys provide a fundamental basis for assessment of the road network operation, and provide a platform for building future trip demands in the assessment process. Additional traffic counts may be required for calibration of the local transport simulation model. An assessment of additional traffic survey needs will be determined at the beginning of the project. A firm costing for traffic surveys will be sought and agreed to with the Project Principal before proceeding.

4.2 Recommendations and reporting

On approval of the options tested and developed, we propose to provide in electronic form a draft report describing the data collected, assumptions and methodology, and study findings for client consideration. A final report will be provided on receipt of comments.

4.3 Exclusions

To meet the project budget and timeline restrictions the study does not include consideration and review of the following:

• Road Safety Audit;

• Public Consultation;

• Concept plan development – it is believed that this will be arranged by the Project Manager as a separate commission;

• Active transport network assessment;

• Consideration of current land use and development applications;

• Developing of infrastructure charges schedules.

The above information can be included in the study report for completeness but a summary of relevant information pertaining to the study area will need to be supplied by the Project Manager.

5.0 PERSONNEL

We propose the following resources and hourly rates to complete this project:
