Obligations• Sec 4 (1)(b) Every public authority shall publish within 120 days from the

1. 3 Stages in RTI process(RTI Application, First Appeal , Second Appeal)

2. How to pay the application fee?(SPIO, CPIO) (Postal order i.e. IPO , Demand Draft, M.O , Banker Cheque , Court Fee Stamp, Challan, Cash). (Images next slide)

3. Do everyone need to pay the fee ? (BPL applicants are not required to pay any fee)

4. What has to be filled on the postal order ?(“Pay To”, “From”)

Some ground rules to be followed with govt offices :

Be firm. Be assertive. Address officers by their names without being rude.

Read rules, regulations and citizens’ charters. Demand services accordingly.

Avoid touts, agents and middle men.

Insist on receipts for all payments. Demand acknowledgement for documents/forms submitted.

Do not accept verbal rejections. Demand in writing why your document/form is being rejected.

File applications under RTI. Get details if officers refuse to provide information.

Firmly and openly say that you will not give bribes.

Report demands for bribes, unnecessary delays or rudeness to Vigilance and senior officials.

Record conversations on your mobile, take photographs of the corrupt and attach to your complaints.
