1.0. INTRODUCTION:

The Andhra Pradesh Beverages Corporation Limited (APBCL) was established in the year 1986 as a fully owned undertaking of the Government, with the main objective of supplying hygienic packed arrack to the licensees and is incorporated under Companies Act,1956. The Corporation had set up 22 field units for carrying arrack operations at various district locations with a total capital outlay of Rs. 32.65 crores, which includes buildings and civil works. The various fixed assets like Plant and Machinery other than buildings valued at Rs. 24.70 crores were transferred to the Corporation in the form of Debt and Equity in the ratio of 2:1. The authorised share capital of the Corporation is Rs.10 Crores and the paid up share capital as on date is Rs.833.37 lakhs. The erstwhile Arrack Bottling units are converted into IML Depots for the wholesale trading activities of IML & BEER.

2.0. OPERATIONS:

2.1. ARRACK PACKING OPERATIONS: (from 1-1-87 to 30-9-93)

The Corporation commenced its commercial operations on 1-1-1987 and successfully handled the arrack packing operations from 1.1.1987 to 30.9.93 i.e. till the imposition of ban on arrack by the Government.

2.2. WHOLESALE TRADE OF IML & BEER: (from 1-1-94 to 12-1-95)

In pursuance of the Act 15 of 1993 the Corporation took over the wholesale trade of IML and Beer in the State of Andhra Pradesh w.e.f. 1.1.1994 and successfully handled the same till the imposition of Total Prohibition w.e.f. 13.1.1995. The trading activities were carried through erstwhile arrack bottling unit by converting into IML Wholesale Depots except in Krishna District where the business was conducted through hired godowns. Apart from these godowns 2nd IML depot was opened in the districts of Hyderabad, Ranga Reddy, Krishna, Guntur, Visakhapatnam, East Godavari, Chittoor and West

Godavari District(s). based on the high turnover and business was conducted through hired godown premises. In all there were 31 IML depots in the State of Andhra Pradesh.

2.3. RECOMMENCEMENT OF WHOLESALE TRADE IN IML & BEER:

Consequent to the partial lifting of Prohibition through Act No.5 of 1997 the Corporation was again entrusted with the conduct of the wholesale trade in IML and Beer. The Corporation recommenced its wholesale trading operations w.e.f. 8.5.1997.

The details of sales of IML and Beer year wise are given in Annexure-I.

2.4 CORPORATE OFFICE - NUMBER OF IML DEPOTS

The Corporate Office is operating from premises of 4th floor PROHIBITION & EXCISE COMPLEX,9 & 10, Eastern, M.J. Road. ,Nampally, Hyderabad-1.

There are 33 IML depots spread over in 23 districts, 3 depots in East Godavari, 2 depots each in Hyderabad, Ranga Reddy, Krishna, Guntur, Chittoor, Visakhapatnam, Adilabad and West Godavari District(s) and one depot each in remaining 14 districts of A.P. The transactions are being conducted through hired godowns at 13 IML depots and through own premises at remaining 20 IML depots. The list of IML depots is enclosed at Annexure II.

3.0. PLACING OF PURCHASE ORDERS:

The Corporation generally places the purchase orders basing on the sales performance of the brand during the preceding month by adopting the following formula.

1.5 times sales of the previous month - (closing balance + pending orders )

In respect of the new brands the Corporation places initial trial order @ 5 loads in case of IML and 10 loads in respect of beer and subsequent orders will be placed based on the sales performance. The Corporation takes into account the requests of the

suppliers for placing additional purchase orders over and above the eligibility on individual merits by considering the seasonal factors, spurt in demand etc.

4.0 PROCUREMENT POLICY (2005-06) :

4.1 Categorisation:

From the year 2005-06 IML is classified into three (3) categories namely Ordinary, Medium and Premium and Beer as Lager, Strong and Super Strong, as detailed below:

4.3 Tenders on All India Basis :

The Corporation invited price offers for supply of all categories of Indian Made liquor/wine and Beer from the Distilleries/Breweries and Vintners located within the country on rate contract basis for arranging supply to the retail licencees in the entire State of Andhra Pradesh.

4.4 Fixation of Supply price :

The Govt. constituted a Tender Committee with the following members, to scrutinise the offers of 2005-06, negotiate with the offerers and finalise the prices and inform APBCL for procurement during the year 2005-06.

The Committee after negotiations with the suppliers fixed prices of liquor and beer. There is no increase in the prices of liquor brands which are supplied in 2004-05. However the price of Beer in Lager segment, an increase by 5% + Rs. 6/- per case and in Strong segment by 6% + Rs. 6/- per case over 2004-05, on the basis of which the Corporation started procuring the stocks.

4.5 MAXIMUM RETAIL PRICE (MRP)

The Government has taken a policy decision and issued orders to fix the Maximum Retail Price (MRP) in the place of recommended maximum retail price (RMRP) for all approved brands of IML and Beer, with effect from 20-10-2004.

4.6. The list of Approved Brands for 2006-07 alongwith Issue price and MRP is given in Annexure-I

5.0. PERFORMANCE:

The Corporation since inception had been functioning on sound commercial lines by observing strict financial discipline. Except in the first financial year 1986-87 when the Corporation had incurred a loss due to writing off of certain Bottling line machinery valued at Rs.247.50 lakhs ( due to growing popularity of sacheted arrack, the Government had consciously ordered for discontinuation of the supply of bottled arrack knowing fully well that assets procured for bottling of arrack would become infructuous and to supply sacheted arrack as per demand to safeguard the Government revenues), the Corporation earned profits in all the subsequent years. The Corporation did not make any cash loss.

5.1 The main source of income to the Corporation during period of arrack packing was by way of packing charges payable by the Govt. to the Corporation. The main objective of the Corporation is to perform a service function to the Government at optimum cost. The Corporation as a matter of principle claimed the packing charges from the Government on actual cost basis. The Corporation approached the Government

during the year 1987-88 for reducing the packing charges from the original rate of Rs.1-60 ps. per litre fixed by the Government, to Rs.1-46 ps. per litre, so as to reduce the financial burden of the Government. The Corporation continued the same rate of packing charges till 30.9.93 i.e. for a period of 6 years.

5.2 The Corporation is ploughing back the entire surplus earned on the IML wholesale trade to the Government by way of Privilege fee. The details of amounts paid towards Privilege fees to Govt. year wise are as follows:

At present there are 916 employees including deputationists, Allwyn employees, Daily Wage employees and unskilled workers on the rolls of the Corporation with a total wage bill of Rs.60 Lakhs p.m.

7.0 STATUS ON FINALISATION OF ACCOUNTS

The Corporation has finalised the Annual Accounts for the years 1986-87 to 2004-05. Audit

is completed for the year 2005-06 and the same is to be placed before the Board.

The main function of the Corporation is conducting wholesale trade of IMFL and Beer. The Corporation procures stocks of IMFL and Beer from the manufacturers through open tenders. The stocks procured are stored at IML Depots and sold to Retail Licencees.

The Retail Licencee is serviced in the following manner.

*In the first instance the Retail Licencee will go through the stock statement displayed in the notice board at the Depot, and prepares his indent for stock.

*The indent is fed into the computer and he is informed about the stocks available at that particular time.

*After collecting the payment through D.D an Invoice-cum-Delivery Challan is prepared.

*Then the indented stocks are kept in a lot for verification of condition and correctness of the stock.

*Then the stocks are issued.

The above procedure will take on an average, 30 minutes depending upon the rush, for issue of stocks.

The Depot Managers of IML Depots have

Section 5 (2) : Appointing of Asst. Public Information Officers(APIOs.

Sri M.Santosh Reddy, DM(MM) has been appointed

as Asst. Public Information Officer (APIO) at the

Corporate Office.

One of the Supervisors at the IML Depots is

appointed as Asst P.I.O. at the Depot level.

Section 19(1) : Sri S.Vysampayan, Gen. Manager (Excise) has been

appointed as the Appellate Authority.

A statement showing the names of PIOs, APIO and Appellate Authority is placed below. Further in the districts where there are more than one IML Depot, one of the DMs has been designated as NODAL OFFICER for proper coordination.

Further the Corporation, as per Section 2 of the Act, has prepared an APBCL INFORMATION HANDBOOK and also the information with regard to 17 items listed U/s 4(1)(b) of the Act and placed the same in the A.P.GOVT. Portal Website for information of the public. The information in the website is being updated from time to time.

Recently the Govt. in Revenue Dept. requested for furnishing the Quarterly report on the implementation of the RTI Act, for the quarter ending 31-3-07 and the same was furnished to the Govt. on 19-4-07.
