To have a solid understanding of what resources are available and where you should look when you dont have the answers

Course Purpose:Financial Research Administration is a complex and challenging area of focus. The environment is one of increasing and frequently changing administrative regulations. The functions included in this area are diverse. Federal regulations and guidelines can be vague leaving institutions, in some cases, left to utilize federal audit findings as the gauge for acceptable policy and business requirements. This course will provide students with a solid foundation of the knowledge required for the responsible and compliant award management of sponsored programs. Topics covered will include a comprehensive review of OMB Circulars A21, A110 and A133.

Knowledge Covered:Students will complete this course with a solid foundation of knowledge in the following areas: General federal and other sponsor regulations and guidelines for the financial administration of awards (including how to determine allowability of costs).Budget development and budget management strategies for sponsored programs.Cash management of sponsored programs (including invoicing requirements and management).Award reporting practices (for individual awards and at the institutional level).How facilities and administrative costs are calculated, negotiated and commonly distributed within research institutions.What effort reporting is and how it is managed.Effective award management and closeout practices.Other topics including cost sharing, service center management, program income and managing audits.

Performance ObjectivesUpon completion of this course, students can expect to be able to:Define key financial award management terms including, but not limited to, effort reporting, allowability, cost sharing, program income, service centers, direct costs and facilities and administrative costs.Evaluate whether costs are allowable to be charged to a research award. Describe the process to negotiate a facilities and administrative rate with the federal government (at a high level). Describe the requirements for effort reporting per OMB Circular A21. Describe the various methods of collecting cash on research projects and outline the best practices for managing these functions.Summarize best practices for the effective award management and closeout of sponsored programs.Distinguish the differences between a grant and a gift. Describe what a service center is and outline the requirements for appropriate management of these. Describe best practices for subrecipient monitoring. Outline the process for A133 auditors (at a high level from the auditees perspective).Describe the best practices for managing A133 and other audits.Describe the various requirements for award managements covered in OMB Circulars A21 and A110. Evaluate the proper treatment of costs as direct, indirect or unallowable. Describe the types the systems utilized in the financial award management of research awards.

Online Discussions

Most weeks an online discussion will be posted.Students are required to participate in all discussions except one discussion during the quarter.Participation requires that you contribute to the discussion. The contribution must add value to the discussion. For example: I agree is not the expected contribution. Participation should provide additional insight, understanding, opinion or questions to the discussion.

Team ProjectTeams will consist of 4 to 5 members.Team assignments (student names) will be provided on April 5thStudents will be assigned based upon their backgrounds and experience to ensure that teams are as well rounded as possible. If you have a preference to have another student on your team, please forward to Instructor by April 1.There will be a group of projects to select from. List of options will be provided on April 5.Each team must submit their choice of project by April 12.Projects are due May 24. 11

Case Studies, Article Reviews

Rather than bombard you with everything all at once, we will discuss these topics in upcoming lectures as you need to know.Further details regarding project will be provided during Lecture 2.The case studies will be discussed during Lecture 2.The article reviews will be discussed during Lecture 3.

Due Dates

Unless otherwise stated, the due dates for assignments will be by the last day of the assigned week.Materials for each week will be available one week in advance. Graded assignments will generally be returned to student within one week.
