Current Land Use Goals

Goal 1: Direct growth to appropriate locations and protect sensitive resources

1

Goal 2: Use capital facilities and infrastructure efficiently and reinforce traditional development patterns

2

Goal 3: Preserve and enhance rural land uses

Current Land Use MPS

LU1: Compact Growth LU2: Capital Facilities LU3: Rural Lands

• Development location based on Land Use Vision Map

• Compact development

1

• Connections to existing infrastructure

• Co-location of telecom

2

• Buffers to agriculture

• Minimize development on agricultural lands

Current HPCC MPS

HPCC1: Historic, Cultural, and Archaeological Resources

HPCC2: Community Character/Site & Building Design

1 2• Prohibit strip development

• Protect existing roadway character

• Avoid visual impacts to scenic views

• Building design standards

• Parking Standards

• Landscaping standards

• Lighting, Signage and Roadway standards

• Underground utilities

• Preserve historic structure’s

key character-defining features

• Preserve cultural landscapes

• Configure development to

avoid archaeological sites

Lessons Learned from 2009 RPP

• Land use location MPS not achieving desired results

• Compact development MPS not suitable for all locations

• Requiring parking in the rear not feasible in all locations

• Building setback/projection requirements do not fully address context

• Determining when to use regional vs. local context unclear

• 15,000 s.f. building footprint limitation does not fully address context

~ CONTEXT IS KEY!

Four Goals

Establish Compact Walkable Centers Protect Rural Lands

Ensure Development Responds to Context

1 2 3 4

To protect and encourage rural

land uses, including agriculture,

that are environmentally

compatible with the Cape’s

natural resources to maintain

opportunities to enjoy the

traditional occupations, economic

diversity, locally-grown food, and

scenic resources associated with

rural lands.

To encourage redevelopment of

existing structures in appropriate

locations and to ensure that all

development and redevelopment

is responsive to neighborhood and

regional context and contributes

to existing or desired character of

the area as illustrated in the Cape

Cod Transect (to be provided).

Protect Historic Resources

To protect and

preserve the important

historic and cultural

features of Cape Cod’s

landscape and built

environment.

To establish compact activity

centers on Cape Cod that will

accommodate most of the region’s

future housing and commercial

development; creating vibrant,

walkable and diverse centers

consistent with local character and

protective of the Cape’s unique

natural and historic resources.

Draft Regional Land Use Vision Map

Activity Centers

Priority Protection Areas

Limited Development Areas

Page 10: RPP - Land Use, Heritage Preservation & Community Character fileHPCC2: Community Character/Site & Building Design 1 2 • Prohibit strip development • Protect existing roadway character

Activity Centers

•Maintain: little to no change

• Evolve: some elements exist

• Transform: Major changes needed

Page 11: RPP - Land Use, Heritage Preservation & Community Character fileHPCC2: Community Character/Site & Building Design 1 2 • Prohibit strip development • Protect existing roadway character

Cape Cod Transect

• Series of six zones that transition from natural areas to dense urban core

• Common natural/built characteristics

• Based on aspirational form and scale of development, streets, public spaces

• Framework for regulatory review

Page 12: RPP - Land Use, Heritage Preservation & Community Character fileHPCC2: Community Character/Site & Building Design 1 2 • Prohibit strip development • Protect existing roadway character

New Approach to Regulation

• Goal-based review

• DRI application requirements

• Items required for all projects

• Additional point values for other desirable design features

• Based on location within transect

Page 13: RPP - Land Use, Heritage Preservation & Community Character fileHPCC2: Community Character/Site & Building Design 1 2 • Prohibit strip development • Protect existing roadway character

Improved Design Guidance

• Form and scale of missing-middle housing types

• Guidance based on location within transect

• Parking and access

• Site design

• Buffering

• Local and regional context
