Quality Assurance
Any industry that has dangerous process orexhaust gases and/or particulates has a vitalconcern for the health and safety of personnel. Inaddition to corporate concern, the United StatesGovernment has dictated that safety equipmentmeet minimum safety standards. Any equipmentsold to meet these minimum standards has to bemanufactured using accepted Quality Controlprocedures.
Flanders/CSC Corporation has developed aQuality Assurance program to assure that theproduct or service provided meets thesestandards. This program addresses the entirerange of Flanders/CSC involvement, includingthe purchase of raw materials, the shortage ofthese raw materials, incorporation of thesematerials into a product or service, testing thisproduct or service, and then shipping it to itsdestination.
The program of Flanders/CSC has been auditedmany times, and each time the program has beenacceptable. An uncontrolled copy of the programmanual is available with each request for QualityAssurance information. Like any dynamicdocument, the program is continually being revisedto include recent issues of standards andspecifications in order that Flanders/CSC mayuse the latest state-of-the-art methods in providingits products and services.
The Quality Assurance Program at Flanders/CSC Corporation has been audited and approvedseveral times by the Nuclear Utilities Procurementand Inspection Committee, NUPIC. Thiscommittee was established by nuclear electricutilities to ensure that suppliers of goods andservices can meet all applicable regulatory andquality requirements.

Test results appear on both the filterlabel and upon the filter carton label. Anadditional quality assurance test reportis kept on file and is available uponrequest.
Flanders recommends that all HEPAfilters be tested in place byqualified personnel to ensure that thefilters have been correctly installed.
Flanders service personnel areavailable for installations, supervisionof installation, testing and certificationof compliance to industry andgovernment standards and instructionof the owner’s personnel in testing andmaintenance procedures.
Flanders does not guarantee that itsequipment will operate at theperformance levels given onthe identification labels or in thecatalog specifications under allconditions of installation and use, nordoes Flanders/CSC guarantee thesuitability of its product for thepar ticular end use which may becontemplated by the buyer.
For best results, it is recommendedthat the buyer supply completeinformation about the operatingconditions of the ventilation system toFlanders/CSC for evaluation.
When the system components aresupplied to the buyer or his agentfor final installation and assemblyin the field, it should be underthe supervision of factory trainedpersonnel.
Failure to adhere to this recommenda-tion or failure of the buyer to havefilters timely retested and serviced willnullify or limit any warranties whichmight otherwise apply and may result ina compromised installation.
The RPF-Series Gel Seal containment housingsare typically used on critical processes wheredangerous airborne par ticulate must beprevented from entering the atmosphere.
The Flanders/CSC RPF-Series bag-in/bag-outfilter housing allows for the installation of radialflow HEPA filter elements in a low CFM ventila-tion system (e.g. glovebox, isolator).
The RPF-Series filter housings are designed forparticulate filtration. One of the primary uses ofHEPA filters is the containment of toxic materi-als. When filters become contaminated in-ser-vice with these materials, a method for their re-moval without direct operator contact is neces-sary. The bag-in/bag-out feature of the RPF-Series allows the operator to change filters with-out coming into direct contact with the toxic ma-terials (such as viable organisms, radioactivedust and carcinogens) that have been collectedby the filter element during its service life.
Housing
RPF-Series Bag-In/Bag-Out: The RPF-Serieshousing features a side access bag-in/bag-outport which allows filters that have been contami-nated in service to be removed from thehousing without direct contact with servicepersonnel.
Basic housings are available in 1H1W, 2H1Wand 3H1W configurations, allowing filters to beremoved from separate access door. Units maybe joined to build systems with capacities rang-ing from 1,000 CFM to 60,000 CFM (based upon2,000 CFM per filter).
Many custom options are available, includingstatic pressure taps, test ports, transitions,dampers and in-place test sections which allowthe operator to perform filter system efficiencytest without having to enter the system or other-wise disrupt its operation.
The RPF-Series bag-in/bag-out housing is a sideservicing filter housing that has been designedto meet the air filtration needs of industries andresearch facilities that handle dangerous ortoxic biological, radiological or carcinogenicmaterials.
To minimize exposure to harmful contaminationwhile replacing and handling dirty filters, the RPF-Series housing incorporates a ribbed baggingring behind the access door, over which a PVCbag is attached. Once the initial filters areinstalled and the first bag is attached, all filters,both dirty and new, are handled through the bag.These procedures are summarized on Page 9.
Manufactured under stringent quality assurancecontrols, RPF-Series housings are subjected tothorough inspections and leak tightness tests be-fore leaving the factory, and are guaranteed topass DOP in-place tests. This guarantee is con-tingent upon the use of properly installedFlanders Radial Flow HEPA filters.

The filter-to-housing fluid seal is effected betweenthe housing and the filter by means of a circularknife edge in the housing. The knife edge matesinto a channel on the upstream end of the filter.The channel is filled with a viscous non-dryingsealing compound.

Housing Material
The standard RPF-Series filter housing isconstructed from 14 and 11 gauge Type 304stainless steel. Housings are also available inType 304L, 316, and 316L construction. Somehardware on the housing will be 300 seriesstainless steel. All pressure retaining joints andseams are welded airtight per ASME Section IX,with no visible pores. All welds shall be free ofburrs and sharp edges.
Door Latches
A minimum of four tie-down latches are providedper access door. The latches pivot away fromthe bag-in/bag-out port after release so they donot impede the bag-in/bag-out process. The knobof the door latch is designed to spin free for doorremoval.
Temperature Rating
The standard housing is rated for 0-130degrees F. High temperature bags, straps, andgaskets are available to go up to 400 degrees F.

Bag-In/Bag-Out Port
The housing’s bag-in/bag-out port is designed sothat a heavy duty PVC bag can be securelyfastened around it after the original filter has beeninstalled. When the door is eventually removedto change the filter, the bag provides a barrierbetween the operator and the contaminatedfilter. When the door is closed, the bag remainsinside the door.

Pressure Rating
The standard housing is rated at positive andnegative 20-inch water gage. Reinforcement canbe added to reach higher pressures.
Leak Testing
The complete assembly pressure boundary isleak tested by the “Pressure Decay Method,” inaccordance with ASME N510-1995 “Reaffirmed,”“Testing of Air-Cleaning Systems,” Paragraphs6 and 7. Readings are recorded once a minutefor five (5) minutes. Flanders/CSC’s standardacceptable maximum leak rate is 0.0005 CFMper cubic foot of housing volume at the designpressure for the housing pressure boundary.
Door Gasket
The door of the RPF-Series is sealed to thehousing by means of a replaceable extrudedclosed-cell neoprene gasket adhered to the lipof the door.
The gasket is designed to be field replaceable ifneeded.
Change-Out Port Bagging Ring

Cinching Strap
A cinching strap is provided with each bag to tieoff the slack in the bag during the intervalbetween filter changes. The cinching strapprevents the bag from being drawn into thehousing during normal operations. The strap iscinched at a point near the lip of the bag-in/bag-out port, drawing the bag tightly across the portand allowing the slack to fall off to the outside.The slack is then folded flat and containedinside the door.

Filter Clamps
A stainless steel filter clamp secures the filterduring operation. The clamps are spring-loadedand have a rod handle that is turned 90 degreesby the operator to lock the filter in the sealedposition.
The filter clamping design is a variation of ASMEAG-1 Section HA. AG-1 Section HA currentlydoes not address radial flow filter housings: it iswritten for axial flow filter housings. The filterclamping design ensures Jel Seal filters areproperly seated, but does not pull the filter off ofthe surface stated for axial flow filters.

Static Pressure Taps
Static pressure taps allow the measurement ofdifferential pressure across the filter. Tapsconsist of stainless steel 1/4 inch half-couplingswith brass plugs, and are located on the inlet andoutlet connections of the housing.
DOP Test Ports
To allow in-place efficiency testing of the installedfilter, a DOP injection port (3/4 inch coupling withbrass plug) is located on the inlet side of thehousing. Sample ports (3/8 inch couplings withbrass plugs) are located upstream and down-stream of the filter.
Moisture Drains and Valves
For applications with a potential for moisturecondensation, an optional drain valve assemblyis available. This assembly consists of a stain-less steel 1/2 inch half-coupling, close nipple, witha stainless steel ball valve and brass plug. Whenmoisture drain valves are provided, it isrecommended that a mounting base be used.

Low Leak Test
The Low Leak Test required in the “Nuclear AirCleaning Handbook”, ERDA 76-21 (Table 4.5) isoffered as an alternative to the standard leak test.It is a considerably more stringent test, allowinga leak rate of no more than 0.2% of the housingvolume per hour at a pressure of 10 incheswater gage. This equates to 0.000033 CFM percubic foot of housing volume.
High Pressure Design
Flanders/CSC can design special high-pressureRPF–Series housings capable of pressures upto 15 PSI positive or 14.7 PSI negative. Weldsare performed per ASME Section IX.
Banding Kit
The Flanders/CSC banding kit facilitatesclamping off the bag between the housing andthe spent filter. The kit contains a supply of 25stainless steel bands and the tools necessaryto perform banding operation. An instruction/procedure manual is included in the banding kit.The kit provides a simple, but extremelyeffective barrier during filter change-out.

Flanges
Flanges are available for bolting the inlet andoutlet connections to the ventilation system.Available in ¼” thick stainless steel fabricatedplate flange, or 150 lb. class stainless steel instandard NPS sizes. Special sizes and typesare also available.
Seismic Qualifications
Seismic qualification can be provided on theRPF-Series. The owner or design engineershould contact the factory with design require-ments and specifications to insure that themanufacturer’s test results are in accordancewith the seismic loading requirements of theowner’s facility and plant site.
The following information is required beforeFlanders/CSC can provide a quotation:
Radial Flow HEPA Filters are 99.97% efficient at0.3 µ as tested on a Q107 penetrometer inaccordance with MIL STD 282 at 100% and20% of rated flow. The filter media is Flandersproprietary Dimple Pleat® that is formed from acontinuous sheet. Pleat alignment and spacingis maintained through the formation of the mediasuch that no additional separator material isrequired. The pleated media is rolled into acylinder and sealed into stainless steel end capswith solid polyurethane, along with a protectivescreen.
Plenums, Transitions and DampersAirflow control can be achieved by incorporatingplenums, transitions and dampers. Flanders/CSC can fabricate these components as an integral part of the system meeting the owner’ssite requirements. Dampers are available in avariety of designs Contact the factory for details.

RPF Radial Flow Side-Access Filter Housing: Ordering Information
The filter housing shall be Flanders/CSC RPF-Series housing designed to accommodate radialflow HEPA filters. The housings shall be manu-factured per the requirements of ASME AG-1 asstated herein. The housing shall be bag-in/bag-out design and shall be manufactured from 14and 11 gauge type 304 stainless steel. The hous-ing shall be adequately reinforced to withstand anegative or positive pressure of twenty (20)inches water gage. The design and filter arrange-ment shall be a side servicing bank that will al-low air to enter and exit the housing withoutchanging directions.
To accommodate jel seal radial flow HEPA filters,the housing shall incorporate a round knife edgethat mates into the jel filled perimeter channel onthe face of the filter. Access to the filter shall befrom the side of the housing. Prior to leavingthe factory, each knife edge shall be checkedwith an alignment gage to insure properengagement with the filter. The filter shall beheld in place by a spring loaded filtersealing clamp. The filter sealing clamp shallbe designed to operate through the change-out bag and shall have a positive stop in thesealed position. The clamps shall be con-structed of 300 series stainless steel. Allchange-out operations shall be within thebag so there is a barrier between the workerand the filter at all times.
All pressure retaining weld joints and seams shallbe continuously welded with no poresallowed. Joints and seams requiring onlyintermittent welds, such as reinforcementmembers, shall not be continuously welded. Asa minimum, joints and seams shall be wirebrushed and/or buffed to remove heat discolora-tion, burrs and sharp edges. All weld joints andseams that are a por tion of any gasketsealing surface (e.g., filter seal surface, ductconnecting flanges) shall be ground smooth andflush with the adjacent base metal.
The upstream and downstream flanges shall
have a 1 1/2-inch minimum flange width. Flangesshall be turned to the outside of the airstream toprevent contamination buildup and allow the cus-tomer to connect mating ductwork from outsidethe housing.
All welding procedures, welders and welderoperators shall be qualified in accordance withASME Boiler and Pressure Vessel Code,Section IX. All production welds shall bevisually inspected per Flanders/CSC StandardProcedure Number P-122, Visual Inspection ofWelds, which incorporates the workmanshipacceptance criteria described in Sections 5 and6 of ANSI/AWS D9.1-1990, Specifications forWelding Sheet Metal.
All hardware on the housing and all mechanicalcomponents of the filter sealing mechanism shallbe Type 300-Series stainless steel, except forthe cast aluminum access door knobs.
The housing shall have a bagging ring aroundeach filter access port. The bagging ring shallhave two (2) continuous ribs to secure the PVCchange-out bag. The outer edge of the ring shallbe hemmed to prevent the bag from tearing. Eachaccess port and bagging ring shall becovered by a door having an extruded neoprenegasket that is manually replaceable after the doorhas been removed. When closed, the door shallnot press against the bag-out port and PVC bag,thus eliminating the possibility of damage to thebag.
One (1) PVC change-out bag shall be furnishedfor each filter access port. Each bag shall havethe stock number rolled into the hem. The PVCbag material shall be eight (8) mil thick, yellow incolor, with a translucent taffeta texture finish andshall not stick together. For visibility duringchange-out, the bag shall include approximately16 inches of clear PVC at the mouth. Three (3)glove sleeves shall be built into the bag tofacilitate handling of the filter during change-out.PVC bags of this design shall have been testedby an independent laboratory to prove the bag’soperability at extreme temperature ranges of
0°F—130°.F (A test report verifying this testingshall be furnished upon request.) The elasticshock cord shall be hemmed into the mouth ofthe bag so that it fits securely when stretchedaround the bagging ring. To prevent the bag fromsliding off the bagging ring during change-outoperation, one (1) nylon security strap shall beprovided with each filter access por t. Anylon cinching strap shall also be provided witheach access port to tie off the slack in the bagwhile the ventilation system is operating.
The filter housing shall be manufactured under aquality assurance program that meets all thebasic requirements of ASME NQA-1, QualityAssurance Program Requirements for NuclearFacilities. The manufacture shall submitdocumented evidence they have beenindependently audited by customers at least three(3) times within the last six (6) years to ASMENQA-1 requirements, and successfully passedall three (3) audits. The housing shall be testedfor filter fit, operation of the filter clampingmechanism, knife edge alignment and leaktightness before leaving the factory. The finalcontainment filtration system shall becompletely fabricated, assembled, tested andcleaned at the manufacturers facility. Sub-assemblies from outside sources will not beacceptable. Both the filter sealing surface andthe complete assembly pressure boundary shallbe leak tested by the Pressure Decay Method,in accordance with ASME N510-1995Reaffirmed, Testing of Air Cleaning Systems,Paragraphs 6 and 7. Pressure readings arerecorded once a minute for five (5) minutes.There shall be a maximum leak rate of 0.0005CFM per cubic foot of housing volume at ten (10)inches water gage.
A minimum of four (4) feet clearance in front ofthe filter access door is suggested for filterchange-out.

Filter Removal Tray
The filter removal tray fits onto standard hous-ings to provide support for the filter or adsorberthat is being changed out, as well as for thereplacement filter. It is especially recom-mended for the safe removal of heavy carbonadsorbers, and for any housings over two (2)filters high. The customer must specify stan-dard or pivot type door latches to receive thecorrect tray.

Flanders/CSC has established bolthole patterns for each model size housing in theB-Series and K-Series, from the 1H1W housingto the 4H3W housings. Holes are drilled 7/16inch diameter with spacing between holes nomore than four (4) inches apar t, asrecommended in ERDA 76-21 NuclearAir Cleaning Handbook. Flanges can alsobe reinforced to 1/4 inch thickness to createa stronger flange connection. See theMeasurement Charts for various bolt holepattern dimensions.

Lifting Lugs
Listing lugs of 1/4 inch thick Type 304 stainlesssteel with a 1 1/2 inch diameter listing lug can bewelded to the top or side of the housing.

Flanders/CSCâââââ does not guarantee that itsequipment will operate at the performance levels given on the identification labels or in thecatalog specifications under all conditions of installation and use, nor doesFlanders/CSCâââââ guarantee that suitability of its product for the particular end use which maybe contemplated by the buyer. When the system components are supplied to the buyer orhis agent for final installation and assembly in the field, it should be under the supervision offactory trained personnel who are equipped to test the installation and certify itsperformance and conformance to industry accepted specifications.
