INDUSTRIAL POLICY AT THE INTERNATIONAL LEVEL – A RECURRENT SYNTAGM

Three phases of the meaning of “industrial policy”

1. After the second world war – 1980

direct intervention of the state to improve the performance of the national companies/industries and full-employment (direct subsidies, promotion of mergers/”national champions”)

2. 1980-2008

Market dereglementation and liberalisation paradigms (competition rules, cross-border trade and investments, utilities liberalisation, the importance of the financial markets)

3. 2008 - present

The return of the state as a major actor in the economy (financial support for banks and major companies, new reglementation to protect the internal market from international (i.e Asiatic) competition, state investments in the public infrastructure)


INDUSTRIAL POLICY AT THE EU LEVEL

The de facto situation in the aftermath of the economic and financial crisis 2008-2012:

European manufacturing has been in steady decline for decades

an excessive reliance on the service and financial sector in the GDP

the acceleration of the jobless rate

The challenges for the European Comission:

the necessity to look for new sources of growth

to revive the industrial base and reverse off-shoring trends

a coordinated approach at all levels, between EC, Member States,industries, between

public and private entities

Industrial production is far superior (48%) compared to the crisis period (2010) – manufacturing sector contribution

The industry-level productivity is 50% less than the EU’s

Industry’ research and development expensens amount to 0,5 from GDP, far less than the 2% average at the EU level.

Main vulnerabilities

• Bureaucracy/”red carpet”

• Slow implementation process for the state-aid schemes for SME’s

• Instability of the tax legislation

“Developing the institutional capacity of the Ministry of Economy”, project financed under the Administrative Capacity Programme 2014-

2020.

The main project’ expected results

• Developing an elaboration, monitoring and impact evaluation system for evidence-based public policies within the Ministry of Economy

• The elaboration of an economic atlas of Romania, as a tool for evidence-based public policies

• The elaboration of the industrial policy document for Romania

Duration of the project: 24 months

The analysis of the main Romanian industrial sectors;

The elaboration of the industrial policy document local matrix Elaborare obiective;

The first meeting of the Interinstitutional working group (representing the main public institutions and project stakeholders);

Training courses for the Ministry of Economy employees (Industrial Policy Unit);
