2009 – 2012 period

• Excel database.

• Two non-standardized/harmonizeddata collection systems.

• Basic, incompleteinformation.

• Limitations to identify andunderstand the situationfrom the paperwork.

• Deficiencies in theinformation flow, moreprocessing time, more stafftime to respond/address tospecific requests.

• Information out of time.

Identified the need tohave automatized datasystems to accessinformation in real time.

Page 5: Rolando_3.pdf

2013 – 2015 period

Development of information systems to know, in real time, the status of anenabling title (TH).

Asimismo, permite acceder de manera digital, a la documentación que sustentan los procedimientos administrativos únicos.

Data-based applications : Objectives

Acquire updated data related to theaudit/control activities in areas underenabling titles, and make the informationavailable to different stakeholders to developspecific actions to guarantee themanagement and use of forest resources(information transparency).

SISFOR

Sistema de Información Geográfica de Supervisiones Forestales del OSINFOR (OSINFOR’s Forest AuditsInformation System)

Manages geo-referenced data related to thesupervised enabling titles. This allows users to knowand understand their potential biodiversity, spatialdistribution and OSINFOR’s audits. It also strenghtenthe transparency of OSINFOR’s activities before both, the general public and the owners of the enablingtitles.

Page 9: Rolando_3.pdf

SISFOR

Provides:

Distribution and potential of the enabling titlessupervised by OSINFOR.

Status of the enabling titles supervised by OSINFOR(e.g. penalized, expired, archived).

Deforestation monitoring in the Loreto, Ucayali, Madrede Dios Departments.

Monitoring of multi-temporal ilegal mining acvitities.

Information related to ther territorial units (NaturalProtected Areas, Regional Conservation Areas,Permanent Production Forests, Territorial Reserves, etc), and base maps.

Database of: 380,000 km traveled in oversight

activities. More tan 400,000 geo-referenced

trees. Results from the OSINFOR audits and

control activities.

Data been integrated via WMS in various technology

Management Information System houses information related to audits/verifications, control, and capacity building activities conducted

by OSINFOR. It also includes details about the outcomes of theseactivities.

Includes, enabling titles details, forest management operationsauthorized by the corresponding Forest and Wildlife Authority

Page 13: Rolando_3.pdf

Classifies enabling titles risk level based on the resultsof OSINFOR’s audits/verification.

Enables private sector actors to make informeddecisions related to forest investment, and timbertransformation and/or trade.

Contributes to better forest management byauthorities linked to forest control.

SIGO allows user have a better understanding of theforest and wildlife management activities at thenational level in áreas with enabling titles. This datacan also be useful to identify compliance and behaviorpatterns and change (optimum measurementindicators).

Ranking enabling titles based on risk

Includes enabling titles withwarnings (medidas cautelares), expired harvesting rights, false information and unjustifiedvolumen above 400 cubic meters.

Includes “archived” enabling titlesand titles with light infractions.

Page 15: Rolando_3.pdf

Contributes to control/fiscalization actions along the timber supplychain

1. Allows recording a Forest TransportationGuide (GTF) and verify the status of theenhabling title related to it. With this details, it is posible to verify if theenabling title in question has beensupervised by OSINFOR. If the operationhas not been supervised, it is flagged in thedatabase as priority for supervision.

Page 16: Rolando_3.pdf

Information provied to SUNAT – ADUANAS (Customs & revenue)

Contributes to control and verification actions throughout the timbersupply chain

2. Provides detailed information byenabling titles: Validity of the anual operation

plan (POA) Unjustified volumen by species Details about non-existing trees Notification date Other

Users can download files in PDF format, including Directors’ Resolutions that backup uniqueadministrative processes because itis connected with SIADO.

Page 17: Rolando_3.pdf

Conducted operations compiling Forest Transport Guides (GTF) of exporttimber, cross-checking information withOSINFOR data to understand thestatus/legality of enabling titles

Verified status of the enablingtitles based on OSINFOR data. If the property/operation wasnot supervised, thedocumentation wasrequested to supervise theoperation

Coordinated with internationalcustoms agencies to inspect/auditexported timber at destinationcountries.

Identified criminal organizationsinvolved in the illegaloperations.

Guaranteed the legality of SUNAT-CUSTOMS operations

Coordination with other agencies to guarantee trade lf legal timber

Strenghtening capacities to prevent and reduce violations in the forest sector and theresponsable forest management

NATIVE COMMUNITIES AND FOREST CITIZEN OVERSIGHT

Use of educational materials to explain inuser friendly manner technical forest-related matters. For example, estimatingtimber volumen.

Participants learn about it in their ownnative lenguaje.
