Work with VNFIL in Ukraine has started in 2011 by the European Training Foundation (ETF)
I started working in Ukraine in 2014 with focus on VNFIL (ETF expert mission)
Legislation regarding VNFIL was non-exsistent => under develpment
Two pilots had been carried out previously
Dire need => inflexible education system, masses of internal migration due to the war => mass unemployment3

Roadmap 2014-2020 for UkraineOverall goals:1. Validation of non-formal and informal learning is an inbuilt system
within VET and working life in Ukraine
2. Validation of non-formal and informal learning is considered as an integral part of Lifelong Learning and Lifelong Guidance
3. Results of validation of non-formal and informal learning equal the status of a qualification gained in formal education
4. The individual is always at the center of the validation process
5. There is a structured plan for continuous development of the validation system
6. There are (regional) CoPs (Communities of Practice) that are goal-oriented and provide support for the VNFIL providers

8. There is a monitoring system (statistics, feed-back, reviews) in place

Training for teachers and guidance counsellors is regulated nationally and includes obligatory modules regarding VNFIL

Creating / revising standards and learning outcomes Indicators:
Relevant working life partners, specialists of the field from colleges, relevant NGO representatives participate the development of learning outcomes
Standards and learning outcomes are revised regularly and specific attention is paid to working life needs on a regional1 level
An established communications channel is formed to enable the working life to communicate their needs in an accurate and timely manner
Not yet, it is planned within the procedures of OS development at the sector skills councils (SSC) It’s under development, when the idea of SSC will be popularized.
VNFIL providers JRB (NQA) MSP
1 No regional level foreseen for now. May be in future when we come to the idea to include in the list of occupations for VNFIL some occupations that are used in certain regions, like regional handicraft for example.
Roadmap for E-NQF

1. Egyptian National Qualification Framework (E-NQF) serves as a tool to promote transparency and flexible learning paths in all sectors of education
2. E-NQF promotes open dialogue between the world of work and education3. E-NQF development is based on nationwide collaboration between
educational authorities and training providers and other relevant stakeholders
4. E-NQF development is based on realistic and structured analysis of the existing qualifications and their level of knowledge, skills and competences
5. E-NQF development progresses in three stages: Placement of existing formal qualifications into the E-NQF Framework Placement of other types of learning units (non-formal qualifications
and/or training programmes, e.g. further training programmes) into the E-NQF Framework
Inclusion of learning gained through Validation of Non-formal and Informal learning procedures into the E-NQF Framework

6. European Qualifications Framework is used as a reference tool for developing the Egyptian NQF
7. Egyptian educational authorities will seek referencing for the NQF from a group of European experts (e.g. the EQF advisory group operating under the EU Commission)
8. E-NQF will have a Regulatory Status in Egypt
9. E-NQF links Occupational Standards, Qualifications development and Curriculum Design (E-NQF is a common translation tool)
10.E-NQF promotes using Learning Outcomes in Occupational Standard development, Qualifications and Curriculum design
11.E-NQF will be disseminated in a structured manner to all education providers and other key stakeholder in Egypt.
Establishing a network of experts for E-NQF development Indicators:
There is one responsible body for the coordination of the E-NQF development process
There is an established network of key experts who are responsible for developing the E-NQF draft
There is a structured support network of all key stakeholders (including the world of work), who advise and support the E-NQF experts’ work
There is a structured plan with detailed objectives and scheduling for the E-NQF experts and members of the support network

Learning procedures The regulatory framework defines the key-stakeholders in the afore mentioned processes
