PREFACE This document contains property tax assessment details, financial plans and exhibits for Washington County Road Maintenance Local Improvement Districts (MLIDs) for Fiscal Year 2019-2020. These MLID’s have been established by the Washington County Board of County Commissioners in accordance with County Code and ordinances. The MLID’s have been established for the purpose of maintaining existing roadway facilities. Maintenance work includes inspection, repairing, ditching, vegetation control, and surface restoration of facilities. There are five active MLIDs for which financial plans have been prepared. These five MLIDs are in the rural area and are not covered by URMD. The assessment detail for each active MLID is shown by subdivision lot number, tax lot, and the individual charge for MLID services. The financial plan for each MLID contains the following information: (1) estimated fund balance as of July 1, 2019, (2) estimated revenues for FY 2019-20, (3) estimated expenditures, and (4) estimated fund balance as of June 30, 2020. The subdivision maps show the location and boundary of each MLID. Urban Road Maintenance District Washington County voters passed a funding measure for the Urban Road Maintenance District (URMD), in the early 1990s. The funding measure resulted in assessments on MLID properties within the URMD area. To avoid over-collection, MLID assessments have not been levied against those MLID properties within URMD since 1992. If the URMD assessments were to end, the assessments established through the MLID process would again be levied against the urban MLIDs. All assessments collected through the MLID process are spent on the roads for which the MLID was formed until a zero balance is reached.

Washington County contains many Maintenance Local Improvement Districts (MLIDs), which are termed as “inactive” because they now lie within the Urban Road Maintenance District (URMD). Road maintenance for these inactive MLIDs is now funded by the URMD levy on these properties. Any additional assessment upon these inactive MLID properties would be redundant, causing over-collection for the intended purpose. For this reason, all inactive MLIDs on record are currently assigned an annual assessment of zero dollars. Inactive MLIDs are detailed on the following pages.
