Managing Director of Bharat Petroleum Corp. Ltd., since December 9, 2010.
He has been the Chairman of Numaligarh Refinery Limited since December 14, 2010.
He served as a Director of Refineries at Bharat Petroleum Corporation Limited (BPCL) since March 8, 2006.
He has approximately 30 years of experience in the oil industry. He joined BPCL in 1978.
HOW HE WAS APPOINTED
The position of chairman and managing director at BPCL fell vacant on August after Ashok Sinha resigned from the job. Currently, S Radhakrishnan, BPCL director (marketing), is officiating as the chairman and managing director of the company.
Sources said Sinha put in his papers in May, apparently because the government was not inclined to give him an extension of service after he completed his five-year tenure on 18 August 2010.
• Sinha, 58, was eligible for an extension of tenure till he attained superannuation at the age of 60 years in February 2012.
• The government’s headhunter, the Public Enterprise Selection Board (PESB), named RK Singh as its No. 1 choice to head BPCL after interviewing five candidates on 28 September.
• Singh had a short stint in the private sector before joining BPCL in 1978 in the refining
division,” the BPCL statement said. “During a career span of over three decades, he has held various assignments, both in therefinery and marketing divisions of the company.”
CHANGES HE BROUGHT TO THE ORGANIZATIONDuring his year, efforts continued in making
BPCL achieve the highest standards in the areas of health, safety, environment and security (HSES). Our refineries excelled in the area of safety: this year there were zero fatalities.

As Director - Operations, Mr Singh was heading Mumbai and Kochi Refineries and subsidiary Numaligarh Refinery.
As Director - Refineries (since March 8, 2006) he played a key role in Planning & implementation of the 6 million tonnes Bharat Oman Refinery project at Bina, Madhya Pradesh.
In his 3 decades tenure, held various assignments both in the Refinery and Marketing Divisions.
He was part of a core team that led BPCL's upstream focus and acquired 27 exploration blocks (discovered oil / gas in five of them
- two in Brazil, two in Mozambique, one in Indonesia.
ACTION PLANThe supply of fuel to DEGLOOR RO should
be shifted to Sholapur.Uninterrupted supply of diesel and petrol
from the DEPOT.To develop the infrastructure of the RO
including canopy, driveway, automated dispensing unit, air/water etc.
Consumers are demanding for right quality, so assurance is must.
Company need to take quick action to develop RO.
Lube Oil should be made available to boost the sale.
