DISASTER PREPAREDNESS AND RESPONSE As of 18 July 2018, 8:00 PM
A. National Disaster Risk Reduction and Management Council
1. NDRRM Operations Center (NDRRMOC)
a. Conducted Pre-Disaster Risk Assessment (PDRA) Extended Core Group Meeting for TD “HENRY” with RDRRMCs concerned thru Skype video conferencing on 16 June 2018.
b. Issued NDRRMC Memorandum No. 79 and 80 dated 16 July 2018 requiring RDRRMCs/OCDROs I, II, III, CALABARZON, MIMAROPA, V, VI, NCR, and CAR to raise their respective alert status to BLUE effective 1:00 PM, 16 July 2018 and concerned Member-Agencies to send Detailed Duty Officers (DDOs) to render duty at the NDRRMOC.
c. Issued NDRRMC Memorandum dated 16 July 2018 requiring NDRRMC Member-Agencies and RDRRMCs/OCDROs to monitor settlements in areas identified as very high/critical landslide zones, in low-lying areas or near riverbanks which have experienced recent and repeated flooding as well as implementation of Forced Evacuation Protocol in areas identified with Very-High Susceptibility Ratings to landslide and flood, and Pre-Emptive Evacuation Protocol High Susceptibility Ratings to landslide and flood.
d. Continuous monitoring and dissemination of weather advisories, 24-hour Public Weather Forecasts, Gale Warning, and other advisories to all RDRRMCs/OCDROs through SMS, facsimile, and official social media websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs).
2. DOST-PhilippineAtmospheric, Geophysical and Astronomical Services Administration (PAGASA)
a. Continuously monitors the situation and ensures the provision of Weather Advisories, Severe Weather Bulletins, and 24-hour Public Weather Forecasts to all stakeholders.
3. Department of Social Welfare and Development (DSWD)
a. The DSWD Central Office (CO), Field Offices (FOs), and National Resource Operations Center (NROC) have stockpiles and standby funds amounting to ₱1,619,624,920.32 with breakdown as follows:
Standby Funds A total of ₱624,022,155.45 standby funds in the CO and FOs. Of the said amount, ₱575,219,132.00 is the available Quick Response Fund in the CO.
Stockpiles A total of 529,648 Family Food Packs (FFPs) amounting to ₱188,306,987.75 and available Food and Non-food Items (FNIs) amounting to ₱807,295,777.12.

B. Regional / Local Disaster Risk Reduction and Management Councils (R/LDRRMCs)
RDRRMCs I, II, III, CALABARZON, MIMAROPA, V, VI, NCR, and CAR continuously disseminates weather advisories to RDRRMC member-agencies, P/C/MDRRMCs, and local media (radio stations) through SMS, and upload the same to social accounts to effectively ensure public safety and achieve zero-casualty; alerted and closely coordinates with all PDRRMCs and RDRRMC member-agencies for possible rescue, relief, and other response operations relative to the weather disturbance; and continuously monitors the situation in their respective AORs.

24-hour Public Weather Forecasts, Severe Weather Bulletins, Thunderstorm Advisories, and General Flood Advisories to all MMDRRMC Member Agencies and LGUs DRRM Offices.

telephone, internet, cell phone, etc. by the Disaster Response Management Division Staff and Quick Response Team Leaders.
b. Quick Response Teams of FO-NCR composed of organic staff from the Field Office and Centers and Residential Care Facilities (C/RCFs) are on standby alert and will be activated and mobilized in response to any eventualities.
c. As of 17 July 2018, 10 evacuation centers are open. Two (2) of these ECs are pre-emptive only. Of these open ECs, five (5) are in Marikina City: Two (2) are pre-emptive ECs; four (4) are in Quezon City; and one (1) is in Malabon City.
