A. National Disaster Risk Reduction and Management Council

1. NDRRM Operations Center (NDRRMOC)

a. Conducted Pre-Disaster Risk Assessment (PDRA) Extended Core Group Meeting for TD “HENRY” with RDRRMCs concerned thru Skype video conferencing on 16 June 2018.

b. Issued NDRRMC Memorandum No. 79 and 80 dated 16 July 2018 requiring RDRRMCs/OCDROs I, II, III, CALABARZON, MIMAROPA, V, VI, NCR, and CAR to raise their respective alert status to BLUE effective 1:00 PM, 16 July 2018 and concerned Member-Agencies to send Detailed Duty Officers (DDOs) to render duty at the NDRRMOC.

c. Issued NDRRMC Memorandum dated 16 July 2018 requiring NDRRMC Member-Agencies and RDRRMCs/OCDROs to monitor settlements in areas identified as very high/critical landslide zones, in low-lying areas or near riverbanks which have experienced recent and repeated flooding as well as implementation of Forced Evacuation Protocol in areas identified with Very-High Susceptibility Ratings to landslide and flood, and Pre-Emptive Evacuation Protocol High Susceptibility Ratings to landslide and flood.

d. Continuous monitoring and dissemination of weather advisories, 24-hour Public Weather Forecasts, Gale Warning, and other advisories to all RDRRMCs/OCDROs through SMS, facsimile, and official social media websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs).

2. DOST-PhilippineAtmospheric, Geophysical and Astronomical Services Administration (PAGASA)

a. Continuously monitors the situation and ensures the provision of Weather Advisories, Severe Weather Bulletins, and 24-hour Public Weather Forecasts to all stakeholders.

3. Department of Social Welfare and Development (DSWD)

a. The DSWD Central Office (CO), Field Offices (FOs), and National Resource Operations Center (NROC) have stockpiles and standby funds amounting to ₱1,619,624,920.32 with breakdown as follows:

Standby Funds A total of ₱624,022,155.45 standby funds in the CO and FOs. Of the said amount, ₱575,219,132.00 is the available Quick Response Fund in the CO.

Stockpiles A total of 529,648 Family Food Packs (FFPs) amounting to ₱188,306,987.75 and available Food and Non-food Items (FNIs) amounting to ₱807,295,777.12.

4. Department of Health (DOH)

a. Raised Code Alert. b. Issued alert memorandum to all regional offices to actively monitor the

Weather disturbance, activation of Code Alert and 24/7 Operations Center, and Prepared medicines and medical supplies for augmentation.

c. Continuous monitoring of the weather disturbance through DOST-PAGASA.

d. A total of ₱60,328,334.24 amount of logistics available at the DOH Central Office.

e. Prepositioned a total of ₱ 22,621,516.92 worth of logistics from DOH Regional Offices.

5. Department of Interior and Local Government (DILG) a. Provided information/advisories to all concerned DILG ROs regarding the

development of the LPA that may develop into TD through emails. b. Provided constant updates on weather alerts/advisories to all Regional

Offices (ROs). c. Instructed all concerned DILG ROs to take proactive measures in the

impending disaster. d. Advised all DILG DRR-CCA Regional Focal Persons on the PAGASA

update re TD “HENRY”.

6. Mines and Geosciences Bureau (MGB) a. Issued MGB's list of Barangays Susceptible to floodings and landslides on

16 July 2018.

B. Regional / Local Disaster Risk Reduction and Management Councils (R/LDRRMCs)

RDRRMCs I, II, III, CALABARZON, MIMAROPA, V, VI, NCR, and CAR continuously disseminates weather advisories to RDRRMC member-agencies, P/C/MDRRMCs, and local media (radio stations) through SMS, and upload the same to social accounts to effectively ensure public safety and achieve zero-casualty; alerted and closely coordinates with all PDRRMCs and RDRRMC member-agencies for possible rescue, relief, and other response operations relative to the weather disturbance; and continuously monitors the situation in their respective AORs.

1. RDRRMC I

OCD I a. Disseminated RDRRMC Memorandum No. 77 re Raising of Alert Status

to BLUE ALERT for TD “HENRY”. b. Continuous and redundant dissemination of weather forecasts, weather

bulletins and advisories to all concerned local DRRMCs, RDRRMC member-agencies, tri-media and several fishermen associations thru facsimile and SMS.

c. Requested all PDRRMCs and RDRRMC member – agencies to be on standby for possible rescue, relief and other response operations relative to the present weather disturbance.

DILG I a. Informs Local Government Operations Officer (LGOOs) to be alert and on

standby. b. Monitor updates from PAGASA. c. Forwarded Severe Weather Bulletins and Forecast to all LGOOs. d. Advised Provincial Offices to ensure that Local DRRMCs within their

AORs are carrying out preparedness actions, as suggested in the Operation LISTO Protocols, and especially prepare communities that are those in low-lying and/or landslide prone areas, highways, and riverbanks.

BFP I a. Placed personnel and equipment on standby to extend the necessary

assistance in case of emergencies and other eventualities that may arise. DOH I a. Raised regional and the four (4) Provincial Operation Centers on code

“BLUE” status and on 8-hour duty from 8 AM to 5 PM. b. Placed the three (3) retained hospitals (ITRMC, R1MC, and MMMH&MC)

on the usual 24-hour duty to attend to typhoon-related casualties brought to their facilities.

PIA a. Continuous and redundant dissemination of information using the quad

media. Naval Forces Northern Luzon (NFNL)

a. Placed all Disaster Response Teams and equipment on standby and ready for deployment.

PDRRMC Pangasinan a. Raised alert status to blue alert in accordance with OCD Memo dated

16 July 2018. b. Informed LGUs located in low-lying areas through their respective

DRRMOs to implement their Preparedness Plans and to undertake all precautionary measures, e.g preparation of Rescue and Emergency Response Units; issuance of warning for residents to evacuate to safer grounds; and to undertake pre-emptive evacuation whenever necessary especially in landslide/flood-prone areas.

c. Strict monitoring of Weather Bulletins, San Roque Dam and Agno Flood Forecasting, and other advisories issued by PAGASA.

d. Constant dissemination of advisories through tri-media and social media to ensure public safety.

MDRRMC Sta. Barbara a. Continuous monitoring and preparation of necessary equipment for

response operations. b. Continuous coordination with barangays susceptible to flooding, in its

URDANETA CITY a. Continuous monitoring of weather advisories on PAGASA website and

monitoring of water level on main waterways (Tagamusing, Mitura, and Macalong River).

b. Placed all WASAR volunteers and Emergency Medical Service (EMS) on standby/ on-call and ready to response 24/7.

RDRRMC Member-agencies on updates and possible effects of TD “HENRY”.

DILG II a. Disseminated Memorandum to all LGUs to establish critical preparedness

actions based on OPERATION LISTO protocol. b. Conducts regular dissemination of weather bulletins/advisories to all

DSWD FO II a. Have available standby funds of ₱2,725,875.0000 and stockpile of 6,445

family food packs on top of the 31,850 are already prepositions in the municipalities.

b. The DMRT in the Field Office, SWAD and MAT Teams in the provinces of Batanes, Cagayan, lsabela, Quirino, and Nueva Vizcaya are on alert and will render duty in the event TO Henry will affect their respective areas of jurisdiction.

c. Continuously providing weather updates and monitoring of affected famines thru SMS to our SWAD Teams and C/MATs for their appropriate action.

PNP PROII a. Continuous dissemination of latest weather bulletin to all PPOs and

SCPO. b. Continuous coordination with the CVRDRRMOC and LGUs re TD

"HENRY". c. Directed all PDs and CD, SCPO, to preposition their disaster response

teams particularly in the disaster prone and low-lying areas in coordination with their respective PDRRMC.

d. All PDs and CD, SCPO, BC, RPSB2 ensure readiness of the SAR equipment and supplies in coordination with PDRRMC and MDRRMC to support the operational requirements (eg. Rubber boat. utility rope, floating device, multi-tool items, 30L of GOL generator, flashlights with extra battery, communication equipment, first aid kit, MRE, etc).

e. Alerted the residents living in low lying areas and mountainous areas against possible flash floods and landslides. Also, those living in coastal areas under public storm warning signal were alerted against huge waves or storm surges generated by the tropical depression.

f. Advised the fishermen using boats not to venture out to the seaboards due to the weather condition.

i. Closed coordination with the Office of Civil Defense (OCD) and RDRRMC MIMAROPA for any warning signal updates to be used for monitoring purposes and response mechanism for areas that will be affected.

b. Activated the Emergency Operations Center (EOC) on 24/7 basis and manned by Emergency Officers on Duty.

c. Continuous monitoring and coordination re mobilization of all logistical requirements of the DOH needed in the Province/s.

d. Identified evacuation areas to establish Health Assistance Desk on 24/7 basis. Standing order to deploy NDPs and RHMPPs to all areas of concern including exit entry points (Air/Sea Ports).

e. Prepares HEARS (Health Emergency Alert Reporting System) reports and properly disseminate these to all concerned units and agencies, e.g., heads of the health offices (DOH-HEMB, OCD, RDRRMC, and other concerned offices).

f. Monitors all health and health-related events on a 24/7 basis, including all regional and local events and incidents with potential impact to a particular area or the region as a whole.

g. Ascertains the timely mobilization, proper prioritization and maximum utilization of resources, and minimization of wastage.

h. Placed all response teams on standby for possible deployment.

DPWH MIMAROPA a. Alerted maintenance crew of the District Disaster Risk Reduction and

Management Teams to monitor condition of National Roads and Bridges and other infrastructures facilities.

b. The equipment’s are on standby status and ready to mobilize as situation warrants.

MDRRMC Belison, Antique a. LGU Belison and local residents of affected barangay applied sand

bagging to mitigate further coastal erosion. b. Provided food packs (rice and canned foods) to the affected families

on July 11, 2018 – 23 food packs and July 13, 2018 – 72 food packs c. Provided empty sacks, 2 truck loads of soil for sand bagging and

bamboo posts. d. The BDRRMC of Barangay Poblacion provided empty sacks also

prepared for the evacuation center. e. The Belison Multi-Purpose Cooperative provided 1,300 empty

cement sacks. f. Adventist Community Service of Belison gave One Thousand Pesos

(Php 1,000.00) last July 14, 2018. g. The Office of Congressman provided food packs to the affected

b. Quick Response Teams of FO-NCR composed of organic staff from the Field Office and Centers and Residential Care Facilities (C/RCFs) are on standby alert and will be activated and mobilized in response to any eventualities.

c. As of 17 July 2018, 10 evacuation centers are open. Two (2) of these ECs are pre-emptive only. Of these open ECs, five (5) are in Marikina City: Two (2) are pre-emptive ECs; four (4) are in Quezon City; and one (1) is in Malabon City.

d. FO-NCR is continuously coordinating with the 17 LGUs thru its respective Local Social Welfare and Development Office (LSWDOs) regarding necessary augmentation assistance needed by the affected families.
