River Patrolling by Law Enforcement

Agencies

Challenges and Solutions : With Reference to the Brahmaputra

(National Waterways No.2)www.rade.co.in

Page 2: River patrolling by Law Enforcement Agencies.

River Police Patrols.• Ensure the safety of River waterway users.

• Enforce laws relating to water traffic.

• Prevent crime on vessels, banks and shores.

• Law enforcement on River Islands.

• Prevent and apprehend smuggling operations.

• Providing search and rescue services.www.rade.co.in

Patrolling Modalities.• Routine Point-to-Point Patrolling routes.

• Random Checks.

• Night Patrols.

• On – Standby Duty.

• Stationary Floating Outposts.

• Deployment at Ferry Wharfs / River Ports.www.rade.co.in

The Brahmaputra River.

• The Brahmaputra’s total length is 2900 km.

• 640 km of its length passes through Assam.

• The maximum width of the river is 8 km.

• Is 1.8km at the narrowest section at Guwahati.

• Navigable throughout its length in Assam.

• Numerous populated riverine islands called “Chars” along its length.

State of River Transport.

• No Modern Ferries.• People rely on Country Boats.• These are frequently overloaded.• Carry no safety or life saving equipment.• No effective mechanism to enforce rules.• Over 200 such boats ply in Guwahati area alone.• Over 6000 passenger country boats in the whole

State.

Page 6: River patrolling by Law Enforcement Agencies.

Need of the Hour.• Monitor River traffic to prevent boat overloading.• Monitor the movement of country boats.• Regular patrolling of “Char” areas.• Getting all boats registered with visible REG. NOs.• Readiness for Search and Rescue Operations.• Prevent usage of watercraft during ban periods.• Spot-Checks and searches in country boats.

Challenges of River Policing.

• Lack of Modern River Patrolling Boats.• Existing Fleet in poor condition.• Large Coverage Area.• Outdated Equipment.• High Fuel consumption of Water-

crafts.• No Special Training for Water Police Force.• Lack of Readiness / Slow Response Time.

Page 8: River patrolling by Law Enforcement Agencies.

High Fuel Cost.• Is the biggest impediment to Police river

patrolling.• Can be reduced by introducing:

1. High-efficiency hull design FRP/ Composite Boats.

2. Efficient light diesel inboard engines.3. Small Diesel Engines to replace Petrol OBMs.4. FRP Launches & Catamarans to replace Steel

ones. www.rade.co.in

Vessels used by River Police.

• Generic Motor Boats – Multi-Purpose.

• Inflatable boats - Emergencies.

• Rigid Hull Inflatable Boats – Sea Coasts.

• Speed Boats – Fast Intercepting.

• Motor Launches - Multi-Purpose / Large Crew.

• Catamarans - Multi-Purpose / Large Crew.

Small FRP Boats• Usually 4-8 meters in length.• Practical, lightweight easy to use.• Perfect for short distance patrolling.• Reconnaissance, search and rescue

services.• Cheap and economical to run.• Can be fitted with a wide variety of

OBMs. www.rade.co.in

FRP Small Boats

+ Light weight, Cheap, Economical, Shallow Draft, Maneuverability, No special training needed to operate, low

power OBMS.

Inflatable / IRH• Inflatable Dinghies are mostly used for emergencies.

• Very stable, but slow with limited lifespan.

• IRH vessels are the most popular Patrolling Boats.

• Comprise of rigid FRP V- Hull and Inflated Border Tubes.

• High speed, stability and buoyancy even in rough Seas.

• Usually powered by high HP OBMs or inboard motors.

IRH Police Boat

+ Light, Fast, Stability, Shallow Draft, Maneuverability, Virtually unsinkable, Special Purpose Vessel.

- Expensive, Limited Payload, Running Economy, Tube life, Meant for high wave Sea coastal areas.

FRP Speedboats• Used mostly for intercepting.

• Attain high speeds.

• Made from light weight FRP and composites.

• Usually carry 4-6 persons.

• Usually fitted with 40 -100 hp Petrol OBMs.

• Drivers require training.

Speedboat

+ Light weight, High Speed, Maneuverability, Cheap.- Limited Payload, Running Economy, Limited Range. Pilot needs training.

Page 16: River patrolling by Law Enforcement Agencies.

FRP Motor Launches • Are modern replacements for Metallic Launches.

• More economical running than metal ones.

• Can support both inboard motors as well as OBMs.

• Comparable Pricing.

• Space for modern communication and navigation aids.

• Long distance Patrolling, Reconnaissance and VIP tours.

www.rade.co.in

Page 17: River patrolling by Law Enforcement Agencies.

Police Launch

+ Medium/High Speed, Long range, 10-15 Persons, Space for additional equipment, Machine gun mounts, Toilet.

- Specialized Vessel, Pilot needs training. Low Fuel Efficiency.

Catamarans• Catamarans are double hulled Boats.

• Have larger deck areas than same length boats.

• Have much higher stability.

• Economical due to lower powered engines.

• Medium to high speed.

• Have very shallow draft.

www.rade.co.in

Police Catamarans

+ Medium/High Speed, Long range, 10 Persons, Space for additional equipment,

Open-Top CATAMARAN.

• 6 PAX• Shallow Draft.• Medium-Fast Speed.• Economical Running.• Light weight.

• 16ft length• 30hp Single or Twin OBM• Diesel or Petrol • Open or Soft Top

Choosing the Right Vessel.

The ideal River Patrolling vessel for Indian conditions should be:

1. Robust and low maintenance.2. Medium speed.3. Competitively priced.4. Economical in terms of running cost.5. Carry at least 10 personal.6. Simple to operate.7. Long Range.

Keys to Fuel Efficiency

• High efficiency Hull design, preferably Multihull.

• Optimally power rated inboard Diesel Engines.

• Light weight FRP/ composite construction.

• Low Waterline Shallow draft design.

• Low Wake Bow design.

• No overloading of the vessel.

Page 23: River patrolling by Law Enforcement Agencies.

Mono vs Multihull.Advantages of Catamarans Higher Stability.

Higher Efficiency. Higher Safety Levels.

Maneuverability. Shallow Draft.

Lower Engine Capacity. Higher Fuel Efficiency. More Passenger Room .

Advantages of Monohull Cheaper.

Faster build time.

Easier to Berth.

Petrol vs Diesel Engines

Petrol Usually come as

OBMs. From 2hp – 557hp. 2 or 4 stroke. Lightweight. Fast. Many Reputed

brands. Uneconomical

running.

Diesel Inboard Engines. Require Gearbox. More Expensive. Heavier than Petrol. 25-1000’s hp. Economical

running. New European

OBMs.
