recorded. Any defects found or reported to HTC are repaired as soon
as practicably possible. Rabbit warrens/tree stump holes/vehicle
ruts / potholes etc are filled in if situated on any desire line,
car park, path or sports playing fields. Sections of the permissive
horseride are surfaced. The horseride is checked monthly by staff.
Very muddy areas on the horseride are highlighted to riders by
temporary notices.
Additional surfacing of particularly muddy/boggy sections of the
permissive horseride is planned.

the Town Greens. Clearly visible, surfaced pedestrian footpaths
bisect the greens. Concrete posts around the Town Greens are washed
and repainted annually. Posts / chains are checked by HTC staff
quarterly Mar, Jun, Sept, Dec for defects and results recorded. Any
broken, loose, leaning posts are replaced or reset. Chains are
replaced or repaired if broken and set to a sensible height so that
they are likely to be a trip hazard. Removable metal posts are
installed at the entrance to Baa Lamb car park. These are secured
with weather proof keyed alike padlocks. When removed they are
secured together with a chain on site. Wooden posts and gate are
installed at the entrance to Cricket Club. An all weather
combination padlock/metal latch is used to secure the gate when not
in use. The gates open towards the Common away form the road and
can be locked open. Wooden posts with a metal bar prevent vehicular
access to the Picnic Area. The bar is secured with a padlock. They
also mark the route of the nature trail and horseride around the
Common. The tops of the horseride posts are repainted white
regularly to ensure You can see one post to the next. Some have
notices about the horseride route attached. The nature trail posts
have waymarkers attached and on specific posts, small, `watch out
for golfers’ signs.

illegible or rotten signs are replaced. A short section of wooden
knee rails are located at the northern end of the Sensory Garden.
Any defects found or reported to HTC during the interim periods by
the Town Council’s Grounds Maintenance contractor or others are

tree Inspection course. As the Common is in a conservation area
before any works are undertaken to trees other than dead, dying
& dangerous, an application is sent to Trees and Woodlands at
SADC for approval. All arboriculture contractors have to provide
HTC with evidence of up to date public liability insurance cover.
The Town Council’s Grounds Maintenance contractor and HTC staff
regularly monitor the common for any fallen branches, trees etc.
Any problems identified are dealt with as soon as practically
possible.
New and existing contractors should be asked to provide: copy of
their H&S policy, existing risk assessments, method statement,
training records. Other information which could be requested
include: references, CosHH assessments LOLER inspections PUWER

all have licence agreements with the Town Council listing their
obligations. Signage is displayed along Limbrick Road warning
drivers of the Golf Course, signage is also displayed on various
nature trail posts warning walkers of golfers. Goalpost socket
holes are covered when not in use. Pesticide policy is adhered to
by all sports clubs.
Temporary posts/rope are erected around the Harpenden Cricket
Club wicket when under repair/maintenance. These cannot be seen at
night; it is suggested reflective rope could be used for this
purpose to prevent members of the public walking into them/causing
themselves an injury.

liability insurance. Operator familiar with terrain and boundaries,
this includes all roads and footpaths where any pest control
activity is to be carried out. Prior to any shooting taking place
the area is monitored to ensure no Person/s are in the area.
Operator contacts the Police and enters details onto Rothamsted
Research log (if applicable) prior to any shooting activity.
Operator obtains a ‘Log number’ from the Police. Police made aware
of the following;
a) Start and finish times of activity.
b) Location where pest control measures are to be conducted.
c) Name/s of Operators d) Vehicle registration details.
Shooting is usually carried out at night using the Town Councils
vehicle and portable electric lighting and with the permission of
HTC. Daytime shooting may be required if circumstances dictate.
Only daytime shooting undertaken on Nickey Line and adjoining
Rothamsted Research land.

will be monitored at all times via there Scout leaders.

Common in one of 3 locations: Rovers Football Club car park, Baa
Lambs car park and Harpenden Common Golf Club car park. All these
areas are well lit at night and reasonably close to where this
predetermined event is scheduled to take place. A set transect
route is walked. Butterfly survey – the start point is next to
Harpenden Cricket Club and a set transect route is walked. Copies
of the maps are carried by the Lead Officer and are stored on
computer at the Town Hall (S:\COMMONS (C)\C27 10-year management
plan\Management Plan 2007-2012\Bats/Butterflies). Lead Officer will
arrive either by car or bicycle. At the end of the event a
Volunteer will assist the Lead Officer to pack up any equipment and
ensure all participants depart safely.

New and existing contractors should be asked to provide: copy of
their H&S policy, existing risk assessments, method statement,
training records. Other information which could be requested
include: references, CosHH assessments LOLER inspections PUWER
records accident records

Seats & benches – injury, complaint

2 1 2 Green Seats / benches are treated annually. Plaques are
masked to protect from staining/damage. Wet paint signs are used.
All seats/benches are inspected annually and reports kept by the
Amenities Officer. Any defects are rectified as soon as practicably
possible. If a repair cannot be carried out within a reasonable
period of time the seat/bench is taken out of use by attaching
high-viz tape and notices.

(bin fires etc) are reported to the Police.

season. Play areas litter picked daily (includes removal of broken
glass / medical sharps – latter reported to Police if persistent
issue) Bins are emptied 3 times weekly or more frequently to
prevent becoming ¾ full by JOC. Bins cleaned Jan, Apr, Jul, Nov.
Graffiti removed as and when identified.

3 1 3 Green Vehicles are not allowed to drive in Lydekker Park
without the prior consent of HTC. Staff / Contractors vehicles are
permitted to drive on the Recreation Ground to carry out regular
maintenance works (weather / ground conditions permitting).
Vehicles display flashing hazard lights or beacons and drive
slowly.
