Quarterly Bulletin on Employment and Unemployment Indicators

1. Introduction

1.1 Periodic Labour Force Survey (PLFS) of NSO

1.1.1 Considering the importance of availability of labour force data at more frequent timeintervals, National Statistical Office (NSO) launched Periodic Labour Force Survey(PLFS) on April 2017. The first Annual Report (July 2017- June 2018) and second AnnualReport1 (July 2018- June 2019) of PLFS covering both rural and urban areas givingestimates of all important parameters of employment and unemployment in both usualstatus (ps+ss) and current weekly status (CWS) have already been released.

To measure the dynamics in labour force participation and employment status in the shorttime interval of three months, for the urban areas only, a Quarterly Bulletin is brought outgiving estimates of labour force indicators, viz., Worker Population Ratio (WPR), LabourForce Participation Rate (LFPR), Unemployment Rate (UR), distribution of workers bybroad status in employment and industry of work in the Current Weekly Status (CWS).

Four Quarterly Bulletins of PLFS corresponding to the quarters ending December 2018,March 2019, June 2019 and September 2019 have already been released. This Bulletin forthe quarter ending December 2019 is the fifth in the series.

1.2 Indicators presented in this Bulletin

1.2.1 In this Bulletin indicators of employment and unemployment in current weeklystatus (CWS) are presented for the urban areas separately for the periods:

October – December 2018 January – March 2019

April – June 2019 July – September 2019 October – December 2019

2.1 Labour Force Participation Rates (LFPR) in current weekly status

2.1.1 Labour force refers to the part of the population which supplies or offers to supplylabour for pursuing economic activities for the production of goods and services andtherefore, includes both ‘employed’ and ‘unemployed’ persons. Labour ForceParticipation Rate (LFPR) is defined as the percentage of population in the labour force.Labour force according to current weekly status (CWS) is the number of persons eitheremployed or unemployed on an average in a week of 7 days preceding the date of survey.In Statement 1, LFPR in CWS are presented.

2.2 Worker Population Ratio (WPR) in current weekly status

2.2.1 Worker Population Ratio (WPR) is defined as the percentage of workers in thepopulation. The workforce measured in CWS gives the average picture of the workforce ina short period of one week during the survey period. The estimate of workforce in theCWS provides the number of persons worked for at least 1 hour on any day during the 7days preceding the date of survey. In Statement 2, WPR in current weekly status arepresented.

2.3 Distribution of workers in current weekly status by broad status in employment

2.3.1 The workers in current weekly status are classified into three broad categoriesaccording to their status in employment. These broad categories are: (i) self-employed, (ii)regular wage/salaried employee and (iii) casual labour. Within the category of self-employed two sub-categories have been made as follows: (i) own account worker andemployer combined together and (ii) unpaid helper in household enterprises. In Statement3, distribution of the workers of age 15 years and above in CWS by status in employmentare presented.

2.4.1 Three broad industries of work which have been considered here are agriculturesector (NIC-2008 codes 01-03), secondary sector (NIC-2008 codes 05-43) and tertiarysector (NIC-2008 codes 45-99). Distribution of workers of age 15 years and above inCWS, in these three broad industries of work are in Statement 4.

2.5 Unemployment Rate (UR) in current weekly status

2.5.1 Unemployment rate (UR) is defined as the percentage of unemployed persons in thelabour force. The estimates of unemployed in CWS give an average picture ofunemployment in a short period of 7 days during the survey period. According to thecurrent weekly status (CWS) approach, a person was considered as unemployed in a weekif he/she did not work even for 1 hour on any day during the reference week but sought orwas available for work at least for 1 hour on any day during the reference week. InStatement 5, UR in CWS for the periods are presented.

3. Sample Size

3.1 Sample Size in urban areas in each of the survey period October – December 2018,January – March 2019, April – June 2019, July- September 2019 and October –December 2019: In urban areas, a rotational panel sampling design was used and in thisrotational panel scheme each selected household in urban areas is visited four times – onewith first visit schedule and other three with revisit schedule. In the Table below, thesample size in terms of FSUs (UFS blocks), households and persons in urban areas aregiven, separately for each of the survey period October – December 2018, January –March 2019, April –June 2019, July – September 2019 and October –December 2019. Itmay be noted that in each of these periods, besides the first visit sample (25 per cent oftotal sample size), samples in respect to three revisits (75 per cent of total sample size)were also surveyed.
