A. BRIEF OF PROJECT
Theproject comprises of development of signal free and controlled access Corridor of
Islamabad Highway up to five (05) lanes dual carriageway as per envisaged Master Planof Islamabad. The total length of Islamabad Highway from Zero Point Interchange to G.T.
Road is approximately 24.00 Kms. Rehabilitation, widening, grade separated
Interchanges, flyovers, Underpasses, hydraulic structures, pedestrian bridges, bus-bays,
fencing, efficient lighting system and other miscellaneous works are integral part of this
project. The project starts from Zero Point Interchange and ends at the intersection of
Islamabad Highway with G.T. Road. This planned/proposed rehabilitation, widening and
up-gradation of Islamabad Highway shall mainly include the following major works:
i) Rehabilitation of 03 existing flexible lanes and addition of 02 flexible lanes
on each carriageway from Zero Point Interchange to Faizabad Interchange;
ii) Rehabilitation of existing flexible lanes and addition of 02 Rigid
lanes and 01 flexible lane on each carriageway from Airport/Karal Chowk to
G.T. Road as per traffic count data to cater for next 20 years.
iii) Rehabilitation of Islamabad Expressway from Faizabad Interchange to
Airport/Karal Chowk.
iv) Construction of Eastern and western (new) service roads from
Airport/Karal Chowk to G.T. Road. Rehabilitation and completion of existing
service roads from Faizabad to Airport turning, where required.
v) Construction of pedestrian bridges, bus bays, bus shelters, walkways at
locations of busiest road crossings;
vi) Construction of side fence, efficient lighting system and other
miscellaneous works.
vii) Extension of existing culverts.

1. INSTRUCTIONS TO APPLICANTS
1 Submission of Applications
1.1 Applications for pre-qualification (One original and One copy) must bereceived in sealed envelope to be delivered by hand or throughregistered mail to:-

1.2 The name and mailing address of the Applicant shall be clearly markedon left hand side of the envelope.
1.3 The applications shall be prepared in the English language. Informationin any other language shall be accompanied by its translation in Englishduly endorsed by the authorized translator or the concerned Embassy.Employer reserves the rights for Pre-qualification incase of non-compliance of this requirement subject to provision of valid translationprior to or at the time of submission of technical and financial proposals.
1.4 The Applicants must respond to all questions and provide completeinformation as advised in this document. Any lapse to provide essentialinformation may result in disqualification of the Applicant.
1.5 The prospective Applicants may request clarification about the projectand the evaluation criteria in writing either through registered mail orthrough CDAs website www.cda.gov.pk but not later than 10 (Ten)working days before the last date for submission of Proposal. Seekingthis clarification shall not form the basis for any extension of time forsubmission of prequalification document.
1.6 Firms/Constructors duly registered in the relevant specialties with thePakistan Engineering Council having valid license in Category C-A (NoLimit) with codes CE-01 & CE-02 shall only be considered eligible for
prequalification subject to fulfillment of other requirement of thisdocument. However, in case of JV with a foreign firm, the JV may beconsidered for pre-qualification subject to fulfillment of criteriasmentioned in this document and mandatory submission of valid

Registration certificate of Foreign JV with PEC in relevant category andcodes for this specific project prior to opening of financial proposals,otherwise the JV shall be disqualified and bid shall be returned withoutopening of financial proposal. However, provision of JV agreement ismandatory.
1.7 Submission of Applications should be in the attached formats only.
1.8 The entire Pre-qualification document submitted by the firms shall beproperly numbered, stamped and duly signed by their Authorizedrepresentative.
1.9 Only pre-qualified firms/Constructors under this procedure will beinvited to bid under Single Stage Two Envelope Bidding procedure.
1.10 In case, the firm is involved in any litigation, the details/updated statusshall be provided. Any firm involved in litigation and in case majority ofdecisions went against that firm or if the firm is blacklisted by anyGovt./Semi-Govt./Autonomous/Semi-Autonomous body or by theirrespective clients, shall lead to disqualification of the firm.
1.11 In case any submission provided by the firm before bidding andthereafter are found to be incorrect, the Contract awarded to it may beconsidered for termination.
1.12 Submission of Affidavit on non-judicial stamp paper of Rs. 100/- dulynotarized regarding non black listing and non-bankruptcy is mandatory.
1.13 Failure to comply with the above instructions may lead todisqualification without scrutiny of the applications. In addition, it is to benoted that the past performance of firm with the Capital DevelopmentAuthority (CDA) is a milestone in evaluation and any firm who hasdefaulted earlier in CDAs Contract(s) or is involved in frivolous litigationshall be considered disqualified irrespective of the result of evaluationreport.
2 Qualification Criteria
2.1 General
2.1.1 Pre-qualification will be based on the criteria given in succeeding paras2.2 to 2.6 regarding the Applicants Working Experience, PersonnelCapabilities, Design Capabilities, Equipment Capabilities and FinancialSoundness as demonstrated by the Applicants responses in the formsattached to this document. Experience as Sub-contractor includingperformance and resources shall not be taken into account indetermining the Applicants compliance with the qualifying criteria.
However, Joint Venture experience, resources and capability shall beconsidered. Following criteria has been adopted for prequalification ofConstructors:

3 Joint Venture (JV)
3.1 Joint Venture must comply with the following requirements:-
a) Following are minimum qualification requirements:-
i) The lead partner shall meet not less than 50 percent of allqualifying criteria given in paras 2 and 4 heretofore.
ii) Each of the partners shall meet not less than 30 percent of allthe qualifying criteria given in paras 2 and 4 heretofore.
iii) The lead firm of the JV must be registered in Category C-A(No limit) with the Pakistan Engineering Council. However, incase of JV with a foreign firm, the JV may be considered forpre-qualification subject to fulfillment of criterias mentioned inthis document and mandatory submission of validRegistration certificate of Foreign JV with PEC in relevantcategory and codes for this specific project prior to opening offinancial proposals, otherwise the JV shall be disqualified andbid shall be returned without opening of financial proposal.
iv) In addition to independently meet the criteria for minimum
qualifying score specified above at sr. no. (i) and (ii) for thelead and minor partner(s), Individual members must satisfyeach of the requirements of paras 4 and 5 heretofore.
b) Any change in a prequalified JV after prequalification, shall bevalid reason for the JV to be disqualified.
c) Bid shall be signed by all members in the JV so as to legally bindall partners, jointly and severally, and bid shall be submitted with acopy of the JV agreement providing the joint and several liabilitywith respect to the contract.
3.2 The prequalification of a JV does not necessarily prequalify any of itspartners individually or as a partner in any other JV.

3.3 The applicant firm can apply/participate in the Pre-qualification processeither independently or as a lead partner/minor partner of one (01) Jointventure only. In addition the design firm shall be associated with oneapplicant only.
4 Updating Prequalification Information
4.1 Bidders shall be required to update the financial, personnel andequipment information used for prequalification at the time of submittingtheir bids, to confirm their continued compliance with the qualificationcriteria and verification of the information provided at the time ofprequalification. A bid shall be rejected if the Applicants qualificationthresholds are no longer met at the time of bidding.
5 Other Factors
5.1 Only firms and JVs that have been prequalified under this procedureshall be invited to bid. A qualified firm or a member of a qualified JVmay participate only in one bid for the contract. If a firm submits morethan one bid, singly or as a JV, all bids including that bidder will berejected.
5.2 The Employer reserves the right to:-
a) Amend the scope and value of any contract(s) to be bid, in whichevent the bidder(s) will only bid among those prequalified bidderswho meet the requirements of the contract(s) as amended.
b) Reject or accept any application; and
c) Cancel the prequalification process and reject all applications.
d) The Employer shall neither be liable for any such actions nor beunder any obligation to inform the Applicant of the grounds for
rejection, however, may be debriefed if solicited.
