ThefactorstobeconsideredbyMaconCountyinawardingthecontractincludingthefollowing:

    1. Abilityandexperienceofpersonorentitymakingtheproposaltoperformtheconformityofthatpersonorentitytothespecifications;

    2. TheproposalthatwillbeinthebestinterestofMaconCounty;3. Thequalityoftheworkmanshipofthepersonorentitymakingtheproposal;4. Theequipmentperformanceoftheequipmentproposedbythepersonorentity

    makingtheproposalandthereliabilityofthesame;5. Designfeaturescontainedintheproposalbythepersonorentitymakingthe

    proposalwhichwouldbeadvantageoustoMaconCounty;6. FreedomofprematureobsolescenceofsuchsystemsbyMaconCounty;7. Easeofinstallationremovalandservicingsuchsystems;8. Equipmentinterchangeabilityinsuchsystems;9. Safetyandsecurityprovisionsinsuchsystems;10. Warrantiesandservicecontractsavailableintheproposal;11. Minimuminstallationtimeofsuchsystems;12. Redundancyofsuchsystems;13. QualityofServiceonsuchsystems;14. Serviceresponsetimeonsuchsystems;and15.     proposal,

    is

    understood

    the

    vendor

    that

    Macon

    County

    reserves

    the

    righttoacceptanyproposal,torejectanyandallproposalsasnonresponsiveandtowaiveanyirregularitiesorinformalitiesinproposalswhentodosoisinthebestinterestofMaconCounty.

    Anyproposalmaybewithdrawnormodifiedbywrittenrequestofthevendor,providedsuchrequestisreceivedbytheCountyatthedesignatedaddresspriortothedateandtimesetforreceiptofproposals.

    Ifaproposalincludesanyproprietydataorinformation,suchdataorinformationmustbespecificallyidentifiedassuchoneverypageonwhichitisfound. Dataorinformationso

    1. INTRODUCTIONANDBACKGROUNDTheComputerAidedDispatch,GeographicInformationSystemandAutomaticVehicleLocationsystemshallusestateofarttechnology. Nopartoftheproposedoperating

    systemshall

    be

    in

    testing

    mode,

    all

    components

    must

    be

    fully

    functional.

    The

    contract

    willbeafirmfixedpricecontract.

    MaconCountyencompassesapproximately515squaremileswithapopulationofapproximately33,922.ItincludestheTownofFranklinandtheTownofHighlands.PublicsafetycommunicationsareprocessedbyMaconCountyDispatch,whichisadivisionofMaconCountyEmergencyServices. ThecenterislocatedinFranklinat104EastMainStreet. Thedispatchcenterserves3policeagencies,11firedepartmentsand1ambulanceserviceanddispatchesapproximately30,000callsforserviceannually.

    1.1. ProjectObjectivesMaconCountyisseekingproposalsforaseamlesslyintegratedComputerAidedDispatch(CAD),

    Automatic

    Vehicle

    Location

    (AVL)

    system.Theproposedsystemmustbecapableofservicingamultiorganizational/multijurisdictionalPublicSafetyAnsweringPosition(PSAP)andbecustomizabletotheindividualuser.TheproposedsystemmustutilizeaWindowsplatformandhaveanApplicationProgrammingInterface(API)availabletoenableexistingMobileandRecordsManagementSystem(RMS)providerstodevelopbidirectionalinterfacestotheCAD/GIS/AVLsystem.Theproposedsystemmustbeabletointerfacetoa911systemandincludeANI/ALIandTDDdatatransfer.Theproposedsystemmustbeabletointerfacewiththirdpartypagingandalertingsystems,aswellascallquestionprotocolapplications.TheproposedsystemmustprovideaonewayinterfacetotheState/NCICsystemandmustincludearobustreportingmoduletoallowagenciestoextract

    1.2. ProposalCostsAllcostsincurredbytheFirminpreparingtheproposal,orcostsincurredinanyothermannerinrespondingtothisproposalwillbesolelytheresponsibilityoftheFirm.AllmaterialanddocumentssubmittedbytheFirmsinresponsetothisRFPbecomethepropertyofMaconCountyandwillnotbereturned.

    1.3. OpenProcurementTheCountyreservestherighttoleaseand/orpurchasemoreorlessofeachitemorserviceattheunitpriceofferedintheVendor'ssystem,unlesstheVendorspecificallyandexplicitlylimitstheresponseinthisregard.TheCountyreservestherighttonegotiatewithVendorsregardingvariationstotheoriginalproposal(s)thatmaybeinthebestinterestoftheCounty. Proposalsshallremainfirmforthirty(30)daysfromopening.

    1.4. CompliancewithIndustryRegulationsandStandardsDuringtheirwork,constructionandequipmentinstallation,allcontractorsmustmeetorexceedcurrentstandardsoftheorganizationsandguidelineslistedbelow:

    1.5. AddendatothisRFPTheAgencywillnotberesponsiblefororalinterpretationsgivenbyanyofitsemployees,representativesorothers.Theissuanceofawrittenaddendumistheonlyofficialmethodwherebyinterpretation,clarificationoradditionalinformationcanbegiven.IfanyaddendaareissuedtothisRFP,theCountywillattempttonotifyallprospectiveVendorswhohavesecuredtheRFP.However,itwillbetheresponsibilityofeachVendor,priorto

    2. BusinessTermsandConditions2.1. NewEquipment,SoftwareVersion

    TheCountyshallacceptonlynewequipmentandthelatestversionofsoftwareand/oroperatingsystems. Usedand/orremanufacturedequipmentwillnotbeaccepted.

    2.2. VendorCommitmentTheVendormustoffermaintenanceandupgradesfortheoperationalsoftwareandhardwareatitsthencurrentpublicreleasedlevelduringthetermofthecontractoranysubsequentmaintenancecontractswiththeCounty,pursuanttothisRFP.

    2.3. PaymentTermsFollowingistheCountysscheduleforpaymentstotheVendor.

    1. InitialPayment: TheCountywillpaytheVendorapaymentof70percent(70%)ofsoftware,servicesandfirstyearsoftwareandequipmentmaintenanceand100percent(100%)oftheequipmentandthirdpartysoftwareamountsforthesubsystem.

    2. InstallationPayments: Upondeliveryandinstallationofthesoftwareandequipmentofeachsubsystempublishedontheorderform,theCountyshallbe20percent(20%)ofthesoftware,services,andfirstyearsoftwareandequipment

    maintenanceamount.

    3. FinalPayment: TheCountyshallmakefullandfinalpaymentontheorderformuponthebeginningofproductiveuseofthesubsystemfortheremainingtenpercent(10%)ofsoftware,services,andfirstyearsoftwareandequipmentmaintenanceamountforeachsubsystemplacedintoproduction,plusanyunpaidamount.

    4. OtherPotentialMilestones:a. UponordertheCountywillpaytheVendor50percent(50%)ofcustom

    interfacesandothercustomizations.b. UponthebeginningofproductiveusetheCountywillpaytheVendorthe

    remaining50percent(50%)ofcustominterfacesandother

    customizations.

    c. UponordertheCountywillpaytheVendor100percent(100%)ofchangeorders.

    2.4. IndependentContractorStatusItisexpresslyunderstoodandagreedthattheproposingVendorisanindependentcontractoratalltimesandforallpurposeshereunder.Officers,employeesorrepresentativesoftheVendorwillnotbedeemedinanywaytobeandshallnotholdthemselvesoutasemployees,servants,representativesoragentsoftheCountyandwillnotbeentitledtoanyfringebenefitsoftheCountysuchas,butnotlimitedto,healthandaccidentinsurance,lifeinsurance,longevity,economicincreasesorpaidsickorvacationleave.TheVendorwillbesolelyresponsibleforpayrollwages,forthewithholdingandpayment

    of

    all

    income

    and

    social

    security

    taxes

    to

    the

    proper

    federal,

    state

    and

    local

    governmentsandforprovidingworkerscompensationandunemploymentinsuranceoftheVendor.

    2.5. AssignmentofContractualRightsItisagreedthatthesuccessfulVendorshallnotassign,transfer,conveyorotherwisedisposeofthecontractoritsrights,titleorinterestinanypartthereof,withoutprior

    writtennotificationtotheCounty.AllsubcontractorsprovidingonsiteservicesmustbeapprovedbytheCounty.

    2.6. StatementofTimeAperiodoftime,unlessstatedasanumberofworkdays,shallincludeSaturdays,Sundays,andholidays.

    2.7. NondiscriminationinEmploymentandAffirmativeActionDuringtheperformanceofthiscontract,theVendoragreesasfollows:

    1. TheVendorwillnotdiscriminateagainstanyemployeeorapplicantforemploymentbecauseofrace,religion,color,sexornationalorigin,exceptwherereligion,sexornationaloriginisabonafideoccupationalqualificationreasonablynecessarytothenormaloperationoftheVendor.TheVendoragreestopost,inconspicuousplacesavailabletoemployeesandapplicantsforemployment,noticessettingforththeprovisionsofthisnondiscriminationclause.

    2. TheVendor,inallsolicitationsoradvertisementsforemployeesplacedbyoronbehalfoftheVendor,willstatethatsuchVendorisanequalopportunity

    employer.

    3. Notices,advertisementsandsolicitationsplacedinaccordancewithfederallaw,ruleorregulationshallbedeemedsufficientforthepurposeofmeetingtherequirementsofthisRFP.

    2.8.QualificationsofProposersTheCountymaymakesuchreasonableinvestigationsasdeemedproperandnecessarytodeterminetheabilityofsolicitedandunsolicitedProposerstoperformthework.ProposersmustfurnishtheCountyallsuchinformationanddataforthispurposeasmayberequested.TheCountyreservestherighttoinspectProposers'physicalplantspriortoawardtosatisfyquestionsregardingProposercapabilities.TheCountyfurtherreserves

    the

    right

    to

    reject

    any

    proposal

    if

    the

    evidence

    submitted

    by

    or

    investigations

    of

    such

    ProposerfailstosatisfytheCountythatsuchProposerisproperlyqualifiedtocarryouttheobligationsofthecontractandtocompletetheworkcontemplatedherein.

    2.9. CompliancewiththeLawVendorsshalladheretoallapplicablefederal,stateandlocallawsordinancesandregulationswhilerenderingservicespursuanttoanyAgreemententeredintoasaresultofthisRFP.

    2.10Maintenance

    SoftwaremaintenancesupportisexpectedtobeavailableonahotlineorsimilarcapabilitysothatCountypersonnelmaycontactsupporttechnicians.Asecurehighspeed

    Internet

    connection

    is

    required

    for

    software

    troubleshooting.

    Vendors

    will

    offer

    a

    yearlymaintenancecontractforsoftwaresupporttobeginuponacceptanceofthesystemintheirbiddocument.Itispreferredthatsoftwaremaintenanceannualpricesquotedintheproposalwillbefirmforoneyearfromdateofacceptance.
