Offerors electing to hand-carry proposals are responsible for delivery to the undersigned by the proposal due date and time. Do not fax proposals. Modifications to proposal are subject to the same submission requirements stated above. Proposals received in response to this RFP will be evaluated as stated in the Basis of Award section in the Instructions to Offerors. If the offering entity is a joint venture, association, consortia or partnership, evidence of the authority of the person signing on behalf of the offering entity shall be attached to the proposal. The evidence of the signatory's authority shall be signed by all members of the joint venture, association, consortia or partnership. Proposal security is not required. OFFEROR’S PROPOSAL LETTER In response to the Request for Proposal (RFP) No. * dated *, 200*, and in accordance with the accompanying "Instructions To Offerors", the Offeror designated below hereby proposes to furnish all plant, labor, technical and professional services, supervision, materials and equipment (other than materials and equipment specified as furnished by others) and to perform all operations necessary and required to * for the * at Los Alamos National Laboratory, in accordance with provisions of the Request for Proposal Documents and any addenda thereto, and at the prices stated opposite the respective items set forth in the Schedule of Quantities and Prices attached hereto (hereinafter referred to collectively as Proposal). Appendix SFA-1 Government Clauses and DOE Directives Incorporated By Reference

(a) The Federal Acquisition Regulation (FAR) and the Department of Energy Acquisition

Regulation (DEAR) clauses which are incorporated by reference herein shall have the same force and effect as if printed in full text.

(iii) When a right, act, authorization or obligation can be granted or performed only by the Government or the prime contract Contracting Officer or his duly authorized representative;

(iv) When title to property is to be transferred directly to the Government;

(v) When access to proprietary financial information or other proprietary data

is required except for authorized audit rights; and

(vi) Where specifically modified herein.

(4) For authorized audit rights, the term “Contracting Officer or an authorized representative of the Contracting Officer” shall also include “CONTRACTOR, or an authorized representative of CONTRACTOR.”
