DETERMINATION OF SAFETY IMPACT
Approval of this recommendation will ensure the continuation and effectiveimplementation of voter-approved Measure R projects and will enhance the quality ofservices provided to the community.
FINANCIAL IMPACT
Funding for the new positions is included in the FY14 budget. Each of the fourpositions will be funded with General Overhead Project 100001 and/or a mixture ofPlanning, Construction and Highway Overhead projects. In addition, the cost of theseOverhead projects will be allocated to all other projects funded by Bus and RailOperating, local, federal and grant funding according to the Federal Governmentapproved Cost Allocation Plan (CAP).

Examples of Duties• Leads the Engineering &Construction department including Highway
Project Delivery, Transit Project Delivery and Regional Rail.• Manages departments including developing, monitoring and adhering to
Metro's policies/procedures, Uudget and achieving units goals and oUjectives.• Provides policy recommendations, technical advice and information to the
Chief Executive Officer and Metro Board on matters related to Metro's transitand highway design,and, construction projects, and on Regional Rail.
• Presents, explains and defends project actions requiring Board approval.• Meets shared reponsibility goals for SBE and DBE contracting.• Ensures contractors implement Project Labor Agreements and Constnzction
Careers Programs.• Provides overall direction in the management, studies, investigations, and
analyses of major capital engineering and construction projects at thedirection of the CEO and Board of Directors, including reports of findings andrecommendations.
• Administers major funds, acquisitions, contracts and vendor relations.• Directs the implementation of transit project goals and objectives, policies,
work standards, and controls for professional staff and consultants; evaluatesproject performance against goals and takes necessary action to addxessdeviations.
• Represents Metro at meetings and conferences with elected and puUlicofficials, the community, private citizens, and public and privateorganizations.
• Assists in the development of Metro's regional long-range strategic plans.• Ensures coordination and cooperation of services among assigned
departments.• Ensures adequate funding to meet ongoing and project commitments.• Manages,creates, maintains, supports, and promotes a safe work environment
while complying with all of Metro's safety rules, policies, and procedures• Contributes to ensuring that the EEO policies and programs of Metro are
carried out.
Essential Knowledge and AbilitiesKnowledge of:
~ Theories, principles, and practices of mass transit and highway systemsdesign, construction, operations, maintenance, safety, accident prevention,and emergency response.
• Applicable local, state, and federal laws, rules, and regulations governing thedesign, engineering, and construction of mass transit, highway and othercapital projects.
• Capital and operating Uudgets.• Management of capital programs and construction of large-scale mass transit

Ability to:• Plan, develop and implement objectives, policies, procedures, and work
standards to organize and control the design and construction of highway andmajor rail transit projects.

Minimum QualificationsPotential candidates interested in the EXECUTIVE DIRECTOR, ENGINEERINGAND CONSTRUCTION position MUST meet the following requirements:
• Bachelor's degree - Engineering, Construction Management, Architecture,Project Management or other related field.
• Eight years' senior management-level experience at the department-head levelor higher level in large-scale rail-transit/tunneling construction project withexperience in design and construction of major design build projects,including extensive e~erience managing highway projects, commuter railand/or transportation operations.
• Master's degree in Engineering or Management and experience working withconstruction of capital projects in a mass transit environment is highlydesirable.
• Valid California Class C driver's license.
Special Conditions• Must possess registration as a Professional Engineer in the State of California or
be able to attain such within 6 months of appointment.
