0.1. About the Institute

National Institute of Technology Jamshedpur is an Institution of National Importance, by an Act of Parliament (Act 29 of 2007) namely, the National Institutes of Technology Act, 2007, which received the assent of the President of India on the 5th June, 2007. This was formerly known as Regional Institute of Technology (RIT) Jamshedpur and was established on 15th August 1960 with the aim of nurturing young engineers for economic growth of the Nation. NIT Jamshedpur is situated in the Western part of the city Jamshedpur. The flowing river Kharkai and picturesque backdrop of low hills on one side, and large tracts of forest on the other side, make the 350 acres of rolling campus an ideal place for higher learning and research. NIT Jamshedpur has well qualified faculty and dedicated supporting staff.

0.2 Academic Programmes

NIT Jamshedpur offers educational programmes at three tiers of education, namely, under graduate

programmes, Post-graduate programmes and the Doctoral programmes with well designed curriculum. NIT Jamshedpur has been following semester system with internal and continuous

evaluation since its inception. All the programmes are listed below:

0.3 New Initiatives

Some salient points of the new initiatives taken during 2012-15 for the academic excellence of NIT

Jamshedpur:

To enhance the quality of teaching in the Institute, best practices for effective teaching have

been introduced. Some of them are: release of detailed academic calendar, course handout

which includes course content, objectives of each class, details of text books and references,

details of internal and continuous evaluation, details of teaching consultation hour for the clarification of doubts. Tutorials have been started for giving more individual attention to the

students. Solutions will be displayed in the notice boards of the respective departments and

evaluated answer books will be shown to the students. The 75% attendance for the students

in the class has been made compulsory. Code of conduct for the students during examination

have been framed and implemented. Modified instructions to invigilators during examination

have been implemented

Some of the new initiatives to improve the quality of research activities among faculty and students are: modernization of labs, enhancement of knowledge learning resources in the

library, implementation of CPDA, proper utilization of TEQIP II grants, financial support to the

students and faculty for innovative projects and presentation of papers in conferences,

encouragement of faculty members to organize conferences/workshops

e-governance

"Centre for Innovation, Incubation and Entrepreneurship" is initiated to promote the innovations and creativity of students of the Institute

Detailed project report has been prepared for the development of the infrastructure for next

10 years (2012-22)

The Student Wellness Centre (SWC) started functioning from Jan, 2013. SWC is implementing report/recommendations of the TASK FORCE constituted by the MHRD for

preventing incidents of suicide and promotion of wellness in the CFTIs

The Institute has started the "Finishing School" programme for academic support to the

students. This programme is meant for the students to enhance their academic/learning skills

such as soft skills, communication skills, group discussions, personality development and preparation for GATE/IES examinations

Introduction of online admission and semester registration process

Fee payment completely through bank transactions/net banking system (State Bank Collect)

Mandatory use of MIS database by the faculty for entry of daily class attendance and regular marks assessment

Introduction of 24x7 surveillance systems in the hostel blocks, dining halls, academic blocks,

administrative blocks and for some selected computer laboratories

Deployment of 125 Home Guards for the safety and security of the campus

Up-gradation of our Institute website for more user friendly usage

Notifying the updated news/notifications and office circulars in the Institute website for the

immediate information to the faculty, staff and students

Introducing the best practices of academic excellence such as distribution of detailed academic calendar, detailed course handout, compulsory class room attendance, change of

examination pattern, introduction of new evaluation scheme, new schedule

Applied for Accreditation of programmes by NBA

Comprehensive Departmental Audit

Institute level minor review once in three years and a major review once in six years.

Third Party continuous survey for students, faculty and stake holders

2. INSTITUTIONAL DEVELOPMENT PROPOSAL (IDP)

2.1 Executive summary of the IDP.

NIT Jamshedpur has started its journey of excellence to scale up the UG, PG and Ph.D intake by

increasing 45% of student strength in the Institute since 2012. The number of Ph.D students are

increased from 21 to 127 during the past 4 years. In addition the PG programmes are also increased

from 6 to 16 in the Institute. NIT Jamshedpur is in forefront in implementing e - procurement process among 31 NITs. Implementation of 360 degree feedback system, well defined academic calendar,

online fee payment, capturing complete bio-sketch of the students at entry level admissions, effective

class room teaching, mandatory use of MIS database by the faculty for entry of daily class attendance

and regular marks assessment, introduction of 24x7 surveillance systems in the hostel blocks, dining

halls, academic blocks are the recent remarkable reforms taken up by the Institute. Provision of

excellent laboratory facilities, good governance, digital campus, good research and R&D facilities,

faculty recruitment and accreditation of the UG and PG programmes in the Institute are in the top priority list. Institute is having its vision 2022 document and predefined long term plans to take the

Institute from good to great.

On the other hand, low student teacher ratio, viz 32.72% for regular and only 21.82% when included

contract faculty, in adequate class rooms, poor laboratory facilities, insufficient R&D laboratory facility,

no hostel accommodation for PG students and research scholars, delay in faculty recruitment coping

up of weak students with new curricular changes. In addition, non accreditation of academic

programmes, less number of research publications by the faculty, low domain knowledge and

research competence is weakening the Institute academic culture. Further, there is immediate need of starting new laboratories for new PG programmes and also the old laboratories have to be

renovated as they have attained more than 50 years of service. Institute Developmental Proposal

(IDP) is formulated based on the immediate needs of stake holders to strengthen the teaching,

research and consultancy activities.

The proposal include the specific actions taken to address the key issues of scaled up 45% increase

of students with reference to the requirements of faculty-staff-stakeholders, class room facility,

laboratories and infrastructure, accreditation of all academic programmes, providing training to the

faculty and staff to update their domain knowledge as per the latest trends, arranging faculty visits to reputed Institutes, addressing the needs of the weak students and enhancement of research facilities

and also faculty development programmes.

This proposal will benefit the targeted stake holders to take up the R&D in emerging areas, which will

lead to take up the Institute from good to great and also improve the quality in higher education in the

country.

2.2 Provide the details (in terms of methodology used, analysis carried out of the data and information collected and inferences derived with respect to strengths, weaknesses, opportunities and threats) of SWOT analysis (see Annex‐V of the PIP) carried out.

Strength, Weakness, Opportunity and the Threat analysis has been carried out to develop the strategic plan for the future growth of the Institute. Several meetings/workshops were conducted at the Institute /departmental level by involving all the stakeholders of the Institute. # Based on SWOT analysis, provide the strategic plan developed for Institutional development.

Strategic Plan:

The percentage increase of student strength in the Institute from the academic year 2009-10 to 2014-15 is almost 45%. The number of PG programmes are also increased from 6 to 16. The present teacher-student ratio is much low as stated in the weaknesses of the SWOT analysis viz. 32.72% for regular and only 21.82% when included contract faculty. This situation is alarming the smooth function of the Institute. Hence, only linking to the weaknesses as stated in SWOT analysis, the strategic plan is developed with the following main activities:

1. Accreditation of all UG and PG programmes in the Institute is given high priority.

2. In order to solve the problem of the low Teacher-Student ratio (regular = 32.72% & including contract = 21.82%), the Institute has taken a necessary steps since 2012 by recruiting the faculty on mobility, adjunct faculty, visiting faculty and adhoc faculty on tenure basis.

3. Institute has recruited the technical and supporting staff on contract basis through various notifications since 2012.

4. Implementation of CPDA (Cumulative Professional Development Allowance) of Rs. 3 Lakh for

a block period of 3 years has been done. Faculty are encouraged to attend or conduct

workshops/conferences and publish their research papers using CPDA and TEQIP - II grants.

5. Renovation of laboratories is the Institute top priority, the necessary activities like DPR

preparation, procurement, repair and maintenance of laboratories are in progress.

6. Construction of Lecture complex with adequate number of class rooms and faculty chambers

7. Enhancement of research facilities, enhancement of R&D consultancy services and

innovation activities.

8. Setting up of new laboratories for the newly started PG programmes is in the top list of

proposals to support M.Tech students in the Institute.

Centre in the Institute.

13. Support to weak/poor students form finishing school programme to enhance their skills in

communication, computer language programming, GATE coaching, ICT based/NKN based e-

learning courses, mentoring, pedagogy training in improving teaching learning process etc.

Note: NIT Jamshedpur is successfully implementing all the above activities and spending the money sanctioned to the tune of 95% (of the released grant of Rs. 12.50 Crores) by 31-03-2015 itself.

An action plan has already been developed in this connection. Institute has paid the necessary fee for some of the programmes. All the departments are actively involved in preparing their SAR (Self Appraisal Reports), modernizing all the laboratories, facilities, etc. Submission of SAR and date of notification shall be decided shortly.

2. Low Teacher-Student ratio Institute is committed to fill all the vacancy positions. Preparatory work is in progress to release the notification for regular faculty positions. However, the Institute is recruiting the adjunct faculty, visiting faculty, mobility faculty and adhoc faculty on tenure basis as per the current needs.

3. Renovation of laboratories All the laboratories are in the dilapidated condition as they have crossed 50 years of service. A resolution has already been taken in the Institution to renovate all the laboratories. In this connection, required DPR proposal has already been prepared and sent for apex board approval.

4. Setting up of new laboratories for the newly started PG programmes

More number of new PG programmes are starting from the academic year 2014-15. All the concerned departments are preparing the proposals for it.

5. Limited class room facilities and faculty chambers

It is decided to construct a ICT enabled lecture complex in the Institute with 36 nos of 120 seated and 120 to 130 nos of faculty chambers in phase-I. The required DPR committee recommendations and the apex body directives has been received to take up the work.

6. Low research and consultancy outputs

Encouraging the faculty to attend: capacity building training programmes, advanced training in the scientific advancements and domain knowledge improvement programmes, research and publishing competency development workshops, Pedagogy training and orientation classes for faculty.

2.2 State the specific objectives and expected results of your proposal in terms of, “Scaling‐up Postgraduate Education and demand‐driven Research & Development and Innovation”. These objective and results should be linked to the SWOT analysis. M.Tech registrations:

A scaling up of 67% total intake of students has been increased from 192 to 596 during the project period.

Ph.D registrations:

A scaling up of 83% total intake of students has been increased from 21 to 127 during the project period.

R & D Innovation:

A scaling up of 10% total R&D projects achieved during the project period.

2.3 Provide an action plan for scaling‐up enrollment into Master's and Doctoral programmes (include measures to attract qualified students and maintain high quality standards) Institute has restructured all the PG programmes by increasing the number of PG

programmes from 6 to 16 with effect from the academic year 2014-15.

Setting up of new laboratories for the newly started PG programmes is in the top list of proposals to support M.Tech students in the Institute.

It is proposed to provide assistantship for meritorious scholars and M.Tech students in the

Institute. About 10 Ph.D scholars and around 20 M.Tech students are benefitted. MHRD

provides scholarships to about 90% of the M.Tech students admitted every year. Those

M.Techs who are eligible, but cannot get stipend numbering 10 per year will be provided

Non-GATE scholarships on the basis of Institutional merit rules. An amount of rupees 1.5

crores is proposed for these M.Tech/Ph.D stipend in the budget.

To enhance the quality in PG level programmes, faculty is encouraged to attend several training programmes to increase the domain knowledge and research competency.

Institute is already having collaboration with TATA Steel, CPWD,NML to increase the R&D

activities. Institute is also planning to have collaboration with R&D organizations like DRDO,

XLRI, etc.

2.4 Provide an action plan for improving collaboration with Industry. Institute is encouraging Industry personnel for admission to M.Tech and Ph.D on part-time

basis.

Institute is offering a certificate course (Diploma in Engineering) to TATA Steel employes

under continuing education programme.

To develop Institute-Industry interaction, Institute is recruiting adjunct faculty/visiting faculty

from reputed Industry/scientific organizations/administrators/academia personnel (retired or in service) under mobility scheme. Institute has already received massive applications for these

positions.

Students are deputed to local Industry for summer internship programmes

Faculty and students will undertake Industrial visits and discuss the possibility of sponsored

research projects.

Experts from Industry will be invited to the Institute for lectures and knowledge sharing.

Institute is having MoU with TATA Steel, NML, CPWD, INFOSYS etc.. This number will

increase in future.

To encourage qualitative research and R&D collaboration between NIT Jamshepur and NML Jamshedpur, more scientists are encouraged to pursue their Ph.D at NIT Jamshedpur

Institute faculty is encouraged to pursue Ph.D at IITs through Quality Improvement Programme

Conduction of advanced training programmes for speedy Ph.D submissions which will result in increasing the number of faculty with Ph.D

PG & Ph.D students are allowed to attend conferences/workshops along with their

supervisors to present research papers with financial aid reimbursed from CPDA grants given to their concerned teacher

Institute will encourage UG students to attend special summer training programme of duration 4 weeks at various IITs

UG students will undergo 4 weeks Industrial training by the end of III year

UG students are encouraged to present their research papers in national/ international conferences/workshops

Seed grants are sanctioned for 36 on going innovative student projects

ANNEXURE - II

STATUS REPORT OF TEQIP-II ACTIVITIES FROM MARCH 2014 ONWARDS

1. Action Planning Action Planning was communicated to NPIU for July 2014 to December 2016 (APPENDIX-A). The TEQIP-II has been extended till October 2016 by NPIU, following this action planning for October 2014 to October 2016 was prepared (APPENDIX-B) and future action plan in the format desired by NPIU was presented in 4th JRM held on 18 December 2014 (APPENDIX-C).

2. Status of Procurement The procurement has been made online through PMSS as per provisions of the procurement manual available on the NPIU website. This follows for Academic Section, Library, Mechanical Engineering Department, Civil Engineering Department, Metallurgical and Materials Engineering Department and the Department of Physics (APPENDIX-D). Because of delay in issuing NoC by Atomic Energy Regulation Board (AERB) for procurement including radioactive sources, delivery period of the equipment for the Physics Department (Order No. TEQIP-II/2014/NITJ/NCB/22/1318/2014 dated26.08.14) was extended till January 31, 2014 as requested by M/s INDOSAW. Assistantship to Ph.D students Ph.D Assistantship is being given to 61 no. of research scholars (APPENDIX-E).

4. Capacity Building Sr. faculty/Officers/staff having attended capacity building programme (APPENDIX-G).

5. Audit Report Internal Audit for half year ending on 30th September 2013 & Internal Audit for half year ending on 31st March 2014 and Statutory Audit for 2013-14 are completed and reports have been sent to NPIU. The Monthly Financial Management Reports are also communicated every month to NPIU. e-Financial Monitoring Reports are also furnished online.

6. Performance Audit, Data Audit and Mentoring First and second round performance audit and Data audit are completed and reports have been sent to NPIU. First round mentoring is completed and report has been sent to NPIU.

7. MoU with IIT Guwahati MoU between Knowledge Incubation for Technical Education (KITE) Centre, IIT Guwahati and NIT Jamshedpur for Academic Collaboration under TEQIP-II was signed by NIT Jamshedpur and sent to NPIU for onward transmission to IIT Guwahati for further actions.
