Ways we help…Helpline – Care Consultation – Information & Referral Helpline is a 24 hour a day, seven days a week, toll-free phone service (800.272.3900) that provides emotional support, information about Alzheimer’s disease, and community information and referral assistance to callers in a personal and professional manner.
Support Groups Support groups, led by trained facilitators, provide families and caregivers with the emotional support and education they need to better understand Alzheimer’s and other dementias.
Education Education and training programs are offered for both family and professional caregivers. Programs range from basic education about Alzheimer’s to specialized training programs on person-centered care, managing challenging behaviors, enhancing communication, and developing meaningful activities.
Medic Alert + Safe Return Individuals with Alzheimer’s disease can lose their ability to recognize familiar places and faces and become lost in their own neighborhoods. Through enrollment in Safe Return help is available 24 hours a day to assist in the safe and timely return of individuals who wander.

Parkinson’s Disease and ExerciseParkinson’s disease, (PD), is a progressive, incurable, neurological disorder that affects movement – among other symptoms. As the disease progresses, people will often develop problems with trembling, muscle rigidity, balance and gait. Exercise has been shown to help combat symptoms of Parkinson’s disease as well as enable the person with PD to maintain a positive mental attitude and keep depression at bay.
Most people diagnosed with Parkinson’s disease are over the age of fifty, and have already experienced age related muscle de-conditioning. Evidence suggests that exercise can help improve some of these symptoms while improving muscle strength, flexibility, and reducing muscle cramps. Motions in the joints become more restricted, and as a result, flexibility decreases, tendons become less forgiving and muscles to shrink and lose strength.
As with any new physical activity, it’s important to check with your doctor. Consider starting out with a modest goal, perhaps with a 15 minute walk if your gait and balance is not yet affected, followed by 5-10 minutes of stretching. If your gait or balance is affected by Parkinson’s there are many exercises that can be performed by sitting or holding onto a chair. You have the power to create your own adventure with exercise. Some people find that they are more energetic in the morning, while some prefer to
wait longer for their body to “loosen up” a bit. Perhaps the best time for you is when your medication is working well and you are feeling the most energetic. There is no “wrong” time of the day to do your exercises, it’s just important that you do them!
In order to make your exercise more appealing, fun, and not so much of a chore, try joining a local exercise class, grab a work out buddy, or do your exercises listening to your favorite music. Some people find a pool workout not only fun, but invigorating. The most important thing is to find a program that works best for you and be diligent. Regular exercise has been shown to delay the symptoms of PD, so get up and get moving!

Home Care Definitions:Cardiac Care refers to services including patient assessment, specific diet information, and management of the disease process, medication management and education. Cardiac rehabilitation is a program designed to help a person with heart disease return to health and modify risk factors to prevent further heart damage.
Caregiver Registry Services refer, but do not employ, independent caregivers. Clients control all aspects of the arrangement, including compensation, directly with their caregivers. Registries may include free non-profit listing services or companies that require training, bonding and insurance of their caregivers. Clients are charged a referral fee.
Diabetic Management refers to services including patient assessment, diet information, management of the disease process, medication management and education on all of the above. Services are provided by a Registered Nurse under the supervision of an M.D. Some agencies may employ certified diabetic nurse instructors or cardiac care specialty RN’s.
Home Health Care includes skilled nursing services, physical therapy, occupational therapy, speech language therapy medical social services. A home health care agency may choose to be medicare certified to be reimbursed for their services. Home health agencies may also teach you (or your family or friends) how to care for yourself.
Hospice is a comprehensive program of care to patients and families facing a life threatening illness. Hospice emphasizes palliative rather than curative treatment. The dying are comforted. Professional medical care is given, and sophisticated symptom relief provided. Very few Home Health Agencies are also licensed for Hospice care.
In-Home Care/Personal Care is care related to activities of daily living, including: mobility, eating, toileting, bathing and personal hygiene, dressing and grooming or cognition support. These services are usually provided on a private pay basis and do not require a physician’s order.
Intravenous Therapy is any medical treatments/medications that need to be introduced to the body via a patient’s veins. Numerous IV Therapies can be provided in-home under supervision of a MD. Some of these include: inter-infective/antibiotic therapies, hydration therapy, pain management, chemotherapy and central line care and maintenance.
Medicaid Certified: A joint Federal and state program that helps with medical costs for some people with limited income and resources. Medicaid Certified facilities can offer services to individuals receiving Medicaid benefits in exchange for reimbursement from Medicaid. Some people qualify for both Medicare and Medicaid (these people are called “dual eligibles”).
Medical social services are assistance with social and emotional concerns related to an illness, including counseling or help finding community resources.

Medicare Certified facilities can offer services to individuals receiving Medicare benefits in exchange for reimbursement from Medicare. A Physicians order is required to be reimbursed by Medicare. Medicare is a Federal insurance health insurance program for those 65 and over, or who meet other criteria.
Nurse Delegated Tasks A licensed registered nurse may delegate specific nursing care tasks to qualified nursing assistants in a community-based and in-homecare settings. One task taught and delegated to one caregiver for one client. Before delegating a task, the registered nurse delegator must determine that specific criteria are met and ensure that thepatient is in a stable and predictable condition.
Psychiatric Services refers to the agencies ability to offer services related to psychiatric support with the prevention, diagnosis, and treatment of mental illness. Services may include counseling or administering of medications.
Respite Care is short-term or temporary. It is designed to give families a break from the stress of daily caregiving. Respite care can be for a few hours, overnight, or for days. The amount of care changes with the needs of the family and the ill or disabled person.
Telemedicine is a developing application of clinical healthcare, where medical information is transferred and assessment derived through interactive audiovisual media. Telemedicine can also be used to conduct examinations and remote medical procedures, such as: tracking blood sugar, automated blood pressure and weight checks.
Therapy Services (ST, PT, OT, RT)
Speech Therapy (ST) refers to services to assess and treat speech and swallowing disorders. Speech therapy can treat speech, language, cognitive skills or swallowing.
Physical Therapy (PT) refers to services for the treatment and rehabilitation process where a physical therapist will often stretch, strengthen, facilitate muscles, challenge balance, test coordination abilities, teach home exercise programs to enhance basic mobility skills; to help lessen disability and pain and improve overall function and quality of life.
Occupational Therapy, (OT) refers to services to assess and treat patients to help them develop, recover, or maintain daily living and work skills. Occupational therapists help clients not only to improve their basic motor functions and reasoning abilities, but also to compensate for permanent loss of function.
Respiratory Therapy (RT) refers to services for care of patients with deficiencies and abnormalities associated with the cardiopulmonary system. It may include the therapeutic use of medical gases and their equipment, humidification, aerosols, ventilator support, bronchi pulmonary drainage and exercise & respiratory rehabilitation.

Maggie lived in her own home for many years. She had several health conditions and took many medications– prescription, over the counter, herbal and nutritional supplements. Maggie wanted to stay independent and enjoy everyday life. Eventually, her medications did not work as well to control her health conditions. Maggie began to lose her eyesight and the prescription labels became harder to read. She began to fall occasionally but did not recover as quickly as before. Incontinence made her uncomfortable so she did not go out to lunch or shopping with her friends as much. Eventually, she moved to assisted living and later to a nursing home. Maggie had lost her independence.
Some of the health problems Maggie experienced were due to aging. However, many of the problems happened because she did not understand all her medications- how to take them properly and get the maximum benefits from them. Some of her medications interacted with each other. Some of her medications caused side effects such as dizziness, blurred vision, or frequent urination. Maggie went to 3 pharmacies so she could get the best price and sometimes did not refill her prescription because it was too expensive. Maggie was hesitant to talk to her doctors, pharmacists and family about her health problems.
Medication problems can occur when the patient is using multiple pharmacies, taking multiple medications, not taking prescriptions as directed or not taking the prescriptions at all, and when prescribers and pharmacists are unaware of over the-counter medications, herbals and supplements being taken. Many patients have to follow complicated dosage regimens. Age-related changes in how the body works, such as changes in liver and kidney function, may affect the way a drug is broken down and removed from the body. This means medicines may stay in the body longer and cause more severe side effects if doses are not properly adjusted and monitored. Changes in memory, vision and hearing may make it more challenging to take medicines as prescribed.
Your pharmacist is a great source of information about medications in general. Ask the pharmacist’s advice about over-the-counter medications and if they will react with prescription medications.

The traditional role of a skilled nursing and rehabilitation center has transformed. For many post-hospital patients, the skilled nursing center has become the primary source of outcomes-targeted medical and rehabilitation services, thus, expanding its role to post-hospital medical and rehabilitation center. Skilled nursing facilities (SNF) provide the short-term care that patients need to help them meet their goals of returning home as quickly as possible. Today, SNFs are caring for patients of all ages, not just the elderly. As the average age of patients needing skilled nursing and rehabilitation steadily declines, the goals and expectations of the industry are changing.
Most SNFs provide 24-hour nursing care and rehabilitation services such as physical, occupational and speech therapy, utilizing state-of-the-art equipment similar to most hospitals. Complex medical programs for wounds, stroke and I.V. therapy are also offered, with follow-up education to ensure that a patient can manage his or her care when discharged home.
The following are some guidelines for selecting a SNF for post-hospital care:
Appearance and general atmosphere: Are the rooms clean and comfortable? Are patients well-groomed and neatly dressed?
Skilled nursing staff: Is the staff courteous, positive and attentive? Does there appear to be a high morale among staff?
Rehabilitative services: Do they offer specialized program to meet your clinical needs? Do they have experience with your specific condition?
Medical Care: Can each patient choose his/her physician? Are other medical services provided such as dental, optometry, etc.? Is there a physician available in an emergency? Are care plans individualized to fit each patient’s needs?
Dietary Services: Is there a registered dietitian? Do they accommodate specialized diets and menu preferences?
Family Services: Are lounges available for socialization? What are the visiting hours? Is ongoing education and support offered? Is family participation encouraged?
Insurance: Is the center contracted with your insurance plan?
Outcomes/Evidence: How does the center measure a patient’s progress? What evidence shows their team’s success in improving a patient’s ability to care for themselves, stand, walk, etc.?
The rehabilitation team that a patient selects can strongly impact his or her recovery. It is important to choose a provider that has a proven track record of success and commitment to quality care.

Making Oregon Vital for Elders (M.O.V.E.) is a statewide coalition of dedicated organizations and individuals united in changing the way Oregonians feel about health and long-term care for older adults. M.O.V.E. is a partner of the Pioneer Network, a national grass-roots organization committed to changing the culture of aging in America.
The ultimate vision of the Pioneer Network is to create a culture of aging that is ‘life-affirming, satisfying, humane, and meaningful.’ Culture change can transform a ‘facility’ into a ‘home,’ a
‘resident’ into a ‘person,’ and a ‘schedule’ into a ‘choice.’”
The current national culture change movement, launched by the Pioneer Network to transform older adult services, is based on person-centered values and person-directed practices. The concept of “person first” is the heart of both the values and practices which start and end with putting the person before the task. The culture change transformation is focused on both long and short-term living environments, as well as community-based settings, where those in supported living and their caregivers are able to express choice and practice self determination in meaningful ways.
M.O.V.E.’s members represent many aspects of long-term care including: long-term care providers, state surveyors and other government agencies, Oregon’s Medicare
Quality Improvement Organization, profit and not-for-profit provider organizations, private businesses and consultants, senior advocates, and institutions of higher education. This collaboration inspires many of our initiatives and represents partnership at its best.
Together we are dedicated to reexamining current practices and policies in health care delivery, regardless of setting, and assuring a person-directed, value based system. Our Mission is “to create and sustain personalized, enriching communities where older adults and those who support them can thrive.”

Washington County Disability, Aging and Veteran Services provides options to help you stay independent, healthy, active, and involved in your community.
Veteran ServicesThe program ensures that veterans, their families and survivors receive all entitlements provided by Federal and State law. A Veteran Services Coordinator (VSC) serves as the advocate and assists in filing initial Federal VA claims for compensation, pension, and other benefits.
Family Caregiver SupportProgram serves unpaid family caregivers who are caring for someone over the age of 60. Resources include paid respite services, medical equipment, one-on-one counseling, support groups, free basic caregiver training, and Powerful Tools for Caregivers classes.
Senior Health Insurance Benefits Assistance (SHIBA)Service provides information about Medicare through educational seminars, Medicare 101 classes, and one-on-one counseling at community centers or private homes. Trained volunteers assist people in making informed choices for medical, prescription, claims and appeals.
Lifespan RespiteProgram serves the unpaid family caregivers who are providing care to a person of any age who has care giving needs. Provides connections with trained respite care providers, information, and a one-time annual award to help pay for respite care.
Project REACH (Ready to Extend a Caring Hand)Trained volunteers provide in-person, one-on-one support and assistance to seniors aged 60 years and over as well as family caregivers. Volunteers help individuals access and navigate resources, services and programs to meet their needs.
Information and AssistanceService helps to increase the community’s access to information and assistance by helping to assess the needs of the client so that they may be linked with a range of services and resources.
Oregon Project Independence (OPI)Provides limited in-home assistance to individuals over the age of 60, or under the age of 60 with a diagnosis of an Alzheimer’s type dementia. An in-home assessment and financial determination will determine the fee for service.
Nutrition ProgramProgram provides both on-site and home-delivered meal options for Washington County residents. Both options are offered through Loaves and fishes Centers, which serves hot lunches at seven locations and also provides home-delivered meals through their Meals on Wheels program.

Helen has the voice of an angel. Even at the age of 90, she has the dulcet tones of someone accustomed to singing. Not surprising when you consider that nearly 75 years ago Helen began singing with big bands in her native Lincoln, Nebraska. “I was just 16 when two of my friends and I formed a trio,” Helen said. “We were invited to sing on a local radio station and that led to a job with a local band. When I graduated from high school, I got a job singing with a band at a resort in Arkansas and then ended up singing in nightclubs in New Orleans.”
Helen met her husband, a serviceman, in New Orleans and the two moved to Oregon following World War II. She raised her son here and was widowed after 38 years of marriage.
Helen doesn’t drive anymore and her son lives across town. He makes sure he stops in at least once a week, but Helen’s doctor thought she could benefit from a daily hot meal and a visit from a volunteer. So about two years ago, Loaves & Fishes Centers began delivering Meals-On-Wheels to Helen. She’s eating better now and is happy with the tasty and diverse menu. And she gets a chance to visit with someone each day.
Helen is just one of 5,000 seniors in the Portland-Vancouver area who receive a meal from Loaves & Fishes Centers each weekday. Founded in 1970 by three caring women, Loaves & Fishes Centers operates 36 senior meal centers in Multnomah,
Washington and Clark counties and delivers Meals-On-Wheels to homebound seniors. Loaves & Fishes Centers, which is a nonprofit and secular organization, makes hot, nutritious meals available to anyone over the age of 60. Menus feature a choice of entrée daily, fresh salads and vegetables, beverage and dessert. And many locations offer ethnic cuisine.
Volunteers are what make the magic happen at Loaves & Fishes Centers. They bring a friendly smile, a chat in the middle of the day, the reassurance to loved ones that someone is checking on Mom or Grandma. Volunteers help to deliver Meals-On-Wheels, serve meals at the center and serve on a variety of committees and task forces.
Loaves & Fishes Centers depends on donations to continue operating. In fact, nearly 70 percent of the organization’s operating budget comes from contributions from the community.

The Oregon Gerontological Association (OGA) is a non-profit organization dedicated to the continuing education of professionals in gerontology field. OGA helps members enhance their knowledge, skills and effectiveness, with the goal of improving the quality of life for aging Oregonians.
OGA members work or volunteer in many types of organizations and professions: senior centers, home health care, hospitals, colleges and universities, social services, case management, social work, housing placement, consulting, long-term care facilities, marketing, financial, recreational, law enforcement, law practices, pharmaceutical, volunteer programs, advocacy programs, religious communities, and businesses.
The organization provides on-going education through educational forums and a full-day annual conference. All who have interest in the issues of aging are welcome to join OGA, attend educational events, or get involved by volunteering to serve on one of the various committees that support the organization. OGA strives to provide topics and presenters that are on the cutting edge of aging issues and concerns.

gerontological organization. OGA is managed by a volunteer board of professionals from various fields including, health care, academics, senior services and public and private sectors.

Providence ElderPlace is part of the Program of All-Inclusive Care for the Elderly (PACE) that combines medical coverage with long-term care and social services. A federally recognized program, there are over 40 PACE sites throughout the United States, but only one in Oregon.
Our goal is to keep older adults healthy and independent and living in the community for as long as possible. ElderPlace does this by providing and coordinating high-quality health and social services that are designed to meet the needs of each individual. Our person-centered program is a welcome relief to seniors, families and caregivers. It allows families to spend quality time together, without the stress of taking time off work to arrange medical and dental appointments and transportation to those appointments.
The ElderPlace program covers all medical services. This includes doctor visits, lab and other tests, medical equipment and devices, home services, specialist services, supplies and medications, including over-the-counter medications. The program also includes housing placement, transportation coordination and social center activities.
Anyone who is age 55 or older, able to live in the community (including their own home, adult foster homes, assisted living facilities and residential care facilities), living in or willing to relocate to Multnomah County, and meet state eligibility guidelines can join Providence ElderPlace.
What is the cost?
All medical and social services are covered—there are no hidden fees, or co-payments. Medicaid covers Medicaid-eligible participants. For those who do not qualify for Medicaid, the ElderPlace premium equals the current Medicaid rate.

What if every time you walked into a store the signs were easy to read, the aisles were open, there was a chair available just when you needed it and a staff person was there to answer your questions? What if you walked into an office and someone greeted you right away, the materials they handed you were clear, and easy to read? When you sat down to enjoy a meal at a restaurant wouldn’t it be great that if you could actually read the menu without squinting through the light of a candle. This would be an Elder Friendly world and one that Elders in Action, a local nonprofit, has been working with local businesses to achieve.
Back in 1993, after feeling frustrated and “invisible” to sales people, a group of volunteers came together and decided that businesses needed to be educated on how to best serve older adults. Recognizing that this was an important area of customer service the businesses requested support. The volunteers put together a list of best practices, developed an evaluation tool, and started doing
“secret shopper” evaluations at the stores. The program grew and now there are almost 300 businesses that are Elder Friendly® Certified in the Portland area.
What do businesses learn from the evaluations? A lot! As one commented
“We thought we were doing well by our older customers–now we do better.”
Elder Friendly Businesses include retail stores, law offices, retirement
communities, healthcare facilities, government offices, web-based businesses and service companies. Based on the feedback from Elder Friendly® volunteers, some have added chairs, installed lever handles on doors to enable easier door opening, updated phone messages to improve clarity, improved signage to make information clearer and changed website colors so people can clearly read the text.
The Elder Friendly® program is about education, partnership and continuous improvement. Now when you see the Elder Friendly® Business certification logo on the door of a business you know you are walking into a business that cares about the older adults in the community. Elder Friendly® is customer friendly – it is a win win for everyone!
The Elder Friendly® Business Certification program is part of Elders in Action a local nonprofit working to assure a vibrant community through the active involvement of older adults in the greater Portland area. Elders in Action provides free personalized assistance to people 60 and older with problems related to housing, healthcare, crime or abuse and engages people in meaningful volunteer opportunities.

Housing Definitions:Adult Day Care Programs offer a protective setting during the day, for those who cannot be left alone due to health care and social needs. The structured program within a community setting offers: socialization, planned activities, care services, companionship and meals. Adult Day Care provides daytime respite for the caregiver who typically works, needs time for other responsibilities, to simply to take a break. Some programs are designed for older adults with dementia and/or physical limitations. Programs through senior housing communities that are listed in this guide must be able accept non-residents to be included.
Adult Care Home or Family Care Home are private residences that provides a home-like setting, and serves 5 or less residents. The caregiver may perform several functions, such as personal care, housekeeping and activities and group meals. There are three levels of Adult Foster Care Home licenses. The classification system is based on level of care the Adult Foster Home may provide to residents who live in the home as well as the experience and training of the providers and their ability to assist residents with: personal hygiene, mobility, eating, dressing, toileting, and behavior management. Residents may require very light assistance or may be dependent with several care needs; it is best to ask individual locations for their specific policies and license.
Assisted Living Communities are State-regulated rental properties where six or more residents may reside. Care assistance is available, including: medication management, bathing, dressing, toileting and eating. Apartments must be fully self-contained private living units with a lockable door, private bathroom, and kitchenette facilities. The fee schedule is regular monthly rent along with additional fees for specific services and amenities. Assisted living communities are best suited for individuals who want to remain as independent as possible and who are able to direct their own care.
CCRCs (Continuing Care Retirement Communities) are communities that include a continuum of care from independent living, assisted living, residential care and skilled nursing services all on one campus, allowing individuals to live within the same community as their needs progress through the spectrum of care. They typically offer the full selection of amenities associated with retirement living. An endowment fee in addition to a monthly maintenance fee can be expected.
Independent Living Communities provide residents an independent living setting without the burden of home ownership. Typically, residency is established on a monthly rental basis. Residents live in fully equipped private apartments or cottages from studios to large two-bedroom units that may be rental-assisted or market-rate depending on the community. Amenities and hospitality services such as housekeeping, linen service, transportation and social and recreational activities may be included, provided for an additional charge, or may not be available at all. These communities do not provide assistance with activities of daily living or personal care.

Memory Care or Dementia Communities offer or provide care for residents with Alzheimer’s disease or other dementia in a home like environment. These communities, must receive an endorsement and is governed by additional regulations that are specifically intended to support individuals with dementia, including: a secure building that alerts staff if a resident has exited, a secure outdoor area that provides outdoor freedom safely, interior finishes that are non-glare and well lit, and visual contrasts between floors, walls and doorways. Alzheimer’s units must also have programs, which include: gross motor, self care, social, craft, sensory enhancement and outdoor activities.
Rehabilitation & Therapy is treatment for an injury, illness, or pain with the goal of restoring function, including nursing and therapy services. Rehab is ordered by a physician and services are provided by nurses and physical, occupational, and speech therapists. Examples include working with a physical therapist to help you walk and with an occupational therapist to help you get dressed.
Residential Care Facilities provide housing and supportive services for six or more people who do not require 24 hour nursing care. Pricing can vary greatly depending on the level of care provided and the size and amenities of each apartment. Accommodations are typically in a home like setting and may range from a shared bedroom with common bathroom, to private apartments with kitchenette and private bathroom. Monthly fees vary greatly based on unit amenities and care services. Many residential care facilities specialize in caring for individuals with Alzheimer’s or dementia.
Respite Care is short term relief for family caregivers to take a break from the caregiving responsibilities and allows for a healthier and better quality of life for both the caregiver and care receiver.. Respite services include: companionship, personal care, recreational activities and security. Respite care can be provided as short stay or for a longer period that allows the family caregiver to go on vacation or a business trip. Longer duration respite care is generally found at select senior housing communities although some Companion services may provide this service in the home.
Skilled Nursing Facility (SNF) or Nursing Homes are State- licensed facilities that provide a safe, therapeutic environment for individuals who require rehabilitative care or can no longer live independently due to functional or cognitive impairment. Nursing Homes offer 24-hour skilled nursing care and medical services by registered nurses and support professionals. This is the highest level of care that can be provided that is not hospitalization. Additionally, nursing facilities offer residents planned social, recreational and spiritual activities. Nursing facilities are most appropriate for people who need 24-hour medical oversight and a protective/structured setting. Most residents must share their room, but residents are allowed to bring personal items to encourage a more home-like atmosphere.

Choosing A Community
A good match between a community and a resident’s needs depends as much on the philosophy and services as it does on the quality of care.
The following suggestions can help you get started in your search for a safe, and appropriate assisted living community:
What are your future needs and how will the community meet those needs?
Is the community close to family and friends? Are there any shopping centers or other businesses nearby (within walking distance)?
Visit each community more than once, sometimes unannounced.
Visit at meal times, sample the food, and observe the quality.
Observe interactions among residents and staff and ask questions.
Ask about social, recreational, and spiritual activities.
Ask about the type and frequency of staff trainings.
Review state licensing reports.
These steps should also be considered:
Contact your state’s long-term care ombudsman to see if any complaints have been filed against the assisted living community you are interested in. In many states, the ombudsman checks on conditions at assisted living units and nursing homes.
If the assisted living community is connected to a nursing home, ask for information about it, too. (Information on nursing homes can be found on the Medicare website at http://www.medicare.gov/nhcompare/home.asp).

The economic news has been bleak. A few years ago, who would have imagined the federal government taking over large banks and insurance companies? Seemingly every day we see news that things are getting tougher: high unemployment, shaky stock and bond markets, and cuts in government services.
Most recently, we see the economy affecting government budgets. A declining economy leads to reduced federal and state tax revenue. Oregon is affected more than other states, since we are so dependent on the income tax. Make no mistake: state programs that serve seniors will suffer significant cuts. We saw this in the 2002-2003 recession, when 4,500 vulnerable seniors lost their Medicaid long-term care benefits.
What do these economic problems at the national and state level mean for the average senior? What can a retired person on a fixed income do to minimize the impact on him or herself and their families? The answer is that those who have planned in advance will be miles ahead. Recent law changes make it important to establish a long-term care plan well in advance of the need for care, while you are still healthy. Ideally, the plan should be created five years before long-term care may be needed.
If you are a married senior, have you considered what would happen if you or your spouse need long-term care?
The average cost of long-term care in Oregon is over $7,000 per month. Contrary to popular belief, Medicare does not pay for long-term nursing home care. Without proper planning, most of your assets would be spent on the care of the ill spouse. The healthy spouse could be left in poverty.
An unmarried senior must spend all of his or her assets, including the family home, down to $2,000, before qualifying for government assistance. The rules on these programs are complicated. Often, the ill senior will be left with only $30 per month from his or her Social Security to pay for personal needs. Without careful advance planning, this senior is literally out of money and out of options. In situations like these, we see children spending their own savings in support of their parents, leaving them unprepared for their own retirement. A cycle of poverty can be created.
None of these things needs to happen, but they do all the time when people fail to plan. Transplant organ donation is what most people think of when they consider donation after death. Many different organs can be donated for transplant into a living individual, such as kidneys, liver, heart and lungs. There are certain health restrictions that apply to transplant donation; for more information, visit the U.S. Department of Health and Human Service’s organ donation website (www.organdonor.gov). After the organs are donated, the family may have any type of funeral service they wish, even an open casket viewing.
Tissue donation can be used either for transplant or research. Tissue banks remove specific tissues, such as skin, heart valves, bones, corneas, veins, tendons and ligaments. These tissues are then used to help burn patients, those with vision problems, or joint damage and injuries. Just as with transplant organ donation, after the donation process is completed, the family may plan a funeral.
Whole body anatomical donation is the donation of the entire body for medical research and education. This is an option for individuals who wish to donate, but may be unable to qualify for transplant donation. There are two types of programs that accept whole body donations:
Universities and medical school programs accept whole body donations for teaching purposes. Individuals who donate their bodies to these types of programs are
usually embalmed, and the bodies are kept for a period of one to five years before being cremated. A list of medical school donation programs can be found at the University of Florida’s website (www.med.ufl.edu/anatbd/usprograms.html).
Whole body donation programs typically cover the cost of the donation process. This includes transportation and funeral home costs, cremation after the donation is completed, and returning remains to the family of the donor. This is a good option for those who wish to donate their body to science, but also wish to avoid the cost of a funeral or cremation. Donations are used for both research and education, including continuing education for surgeons, training for medical students, medical device testing, and research into specific diseases. Although the majority of individuals qualify for whole body donation, there are some health restrictions.
